Work Experience

Vice-President for Primary Care Network Development, Baylor College of Medicine Houston, Texas,

October 2010-present

Asked to develop a network of primary care physicians who will be closely affiliated with Baylor College

of Medicine through a 501C3 not-for-profit corporation

Senior Vice-President and Dean of Clinical Affairs, Baylor College of Medicine, Houston, Texas

November 2008-September 2010

During a time of institutional crisis and transitional leadership, I was asked by the interim president

to serve as the dean responsible for all academic clinical departments and the broad clinical

enterprise of the institution. With the arrival of a new President and CEO, the organizational

structure of the institution was completely changed. The new president assumed the role of

executive dean of the college with all department chairs directly reporting to him. The dean of

clinical affairs position was eliminated, as were all senior vice president titles.

Served as dean with full budgetary and operational responsibility and authority over 17 clinical

academic departments, with total annual budgets of $750 million, $150 million in annual research

expenditures, responsible for clinical, educational and research missions of these departments

Supervised and mentored chairs of 17 clinical academic departments

Co-led financial turnaround in College of Medicine leading to a $70M improvement in institution’s

annual operating budget results

Was responsible for the entire clinical enterprise of Baylor College of Medicine, including the Harris

County Hospital District (Ben Taub General Hospital and the Community Health Program), the

Michael E. DeBakey Houston VA Medical Center, Texas Children’s Hospital, St. Luke’s Episcopal

Hospital, the Methodist Hospital, Texas Institute for Rehabilitation and Research, the Baylor Clinic,

with over 2.7M patient encounters per year

Served as CEO of Faculty Group Practice

Led the change in the faculty group practice from a loose confederation of single specialty groups into

a highly integrated multispecialty group practice focused on patient service and quality care

Hired a Faculty Group Practice COO

Enhanced the Faculty Group Practice revenue cycle, increasing net collections from 83% to 92%

Increased faculty group practice revenues by 6% in one year period

Led the implementation of a new electronic medical record and patient billing system (Epic) across

faculty group practice

Chief of Family Medicine, St. Luke’s Episcopal Hospital, Methodist Hospital and Ben Taub General

Hospital. Responsible for physician credentialing and oversight of quality of care by family

physicians in these hospitals

Founding director, WHO/PAHO Collaborating Center for Family and Community. This program

provided international faculty development in family medicine, and international consultation on

family medicine education and practice

Responsible for oversight of pre-doctoral and graduate medical education programs in Family Medicine

Required core clinical clerkship in Family and Community Medicine consistently rated among top

clerkships in the institution

Developed 2 distinct Family Medicine residency programs, one in a multispecialty group practice with a

large proportion of managed care patients, the other in the Harris County Hospital District (HCHD),

emphasizing care of the underserved

Designed new four year curriculum for the HCHD residency program under the national Preparing

the Personalized Physician for Practice (P4) project

Led the establishment of the four year elective International Health Track for Baylor College of

Medicine medical students

Established Baylor Shoulder-to-Shoulder international health project in rural Honduras as a teaching

laboratory for medical students and residents

Implemented Logician, the first electronic health record installation at Baylor College of Medicine in

1999. Provided leadership in the roll out of this HER across the institution

Designed new academic and clinical space to house department, coordinated move to new facility

Led the transformation of Baylor Family Medicine to implement all of the features of the New Model of

Family Medicine practice. This practice was one of the early participants in the Idealized Design of

Clinical Office Practice sponsored by the Institute for Healthcare Improvement. Baylor Family

Medicine is recognized by the institution as the gold standard for a patient friendly, service

oriented practice

Increased the departmental budget by 80% in 11 years

Developed an active departmental research program

Developed and directed SPURnet, a practice-based primary care research network with 30 primary

care practices, over 300 participating physicians, and over one million patient visits per year

Developed local and international faculty development fellowships, and HRSA funded NRSA research

fellowship
