Advisory Council for Agriculture Education
I. Advisory Council
A. Status: An advisory council for agriculture education will be established and shall exist
during the time the agriculture department is active and for a determined time after the
department has been inactive.
B. Purpose: The purpose of the advisory council is to coordinate and help in improving the
agriculture education program in the district. The advisory council may contribute to this
purpose by:
Studying the agriculture education needs and/or problems that are the concerns of the
laymen or the concerns of both laymen and the professional personnel of the school
and then reporting its findings to the principal, district administrator, and the board of
education.
Advising the board of education regarding official policies for the agriculture
education in Badger High School and Elkhorn Area High School.
Evaluating the progress made toward accepting objectives and the objectives set forth
in the long-range plan of the district.
Evaluating the needs of areas businesses in the areas of agriculture education.
Promoting communication between the public and the school officials and personnel
concerned with agriculture education.
Coordinating the use of agriculture education and human resources within the schools
and community to improve the agriculture education programs.
C. Relationships and duties:
1. The advisory council shall advise:
The teacher of agriculture education and other school personnel who are in any
association with the agriculture education program.
The school administrators.

The board of education on matters, which directly concern the schools' department of
agriculture education.
The school employees, the school administration, and the board of education are free
to accept or reject the advice of the council.
The council and their committees will advocate their plans and ideas in the
community only after receiving specific authorization from the board of education.
2. The advisory council is expected to react orally or in writing to the board of education
regarding the proposals for school policies for agriculture education, which the board of
education has submitted to it.
3. A board of education and the advisory council for agriculture education will meet together
when both desire meetings.
4. The advisory council will send the minutes of its meetings to the board of education.
5. The advisory council and its committee shall not consider or discuss the employment, salary,
dismissal, promotions, or transfers of any individual employee with the board of education.
6. The advisory council for agriculture education and its committees are encouraged to promote
interest and participation in the agriculture education program among the citizens of the
district.
7. Each advisory council member is expected to provide a two-way communication between the
school and the citizens of the district.
8. Publicity, which the advisory council or its committees wish to have released, should be
released through the publicity procedures established by the schools.
9. Additional functions of the advisory council are included in Appendix A of this document.
II. Amendment Charter and/or Constitution
A. The advisory council and the board of education shall review the charter of the advisory
council for agriculture education annually if they so desire.
B. The board of education or advisory council may originate recommendations for changes.
C. Changes in the charter may be made by a two-thirds majority of the members of the advisory
council and approved by the board of education.

III. By-Laws
A. Organization:
1. The advisory council shall consist of 6 - 12 members. Persons will be selected who can
represent the community's needs for agriculture education.
B. Membership:
1. The advisory council, prior to the fall meeting, shall recommend to the administration
appointments to the council. The board of education will give final approval for
appointments.
2. Each of the original members of the council will serve a one-year term. At the end of the first
year members of the council will draw lots of one, two, and three-year term so that a
systematic rotation can be established. A replacement member shall serve for a three-year
term. A council member is not eligible for re-election until they have been off the council for
one year.
3. The council will invite to be non-voting members of the council the following:
Agriculture Instructor
FFA President
High School Principal
School Board Representatives
Administration
CTE Coordinator
C. Officers and Their Duties:
1. The officers shall be a chairman, 1st vice-chairman and 2nd vice-chairman. These three
officers shall be considered executive committee.
2. The officers shall be elected annually by a majority vote the council members at the fall
meeting for the council.
3. The chairman of the council shall be elected from members who serve on the existing council
for at least one year. The duties of the chairman shall be:

To preside at all council meetings.
To serve as a chairman of the executive committee.
To appoint special committee which may include other than council members.
4. The vice-chairmen shall perform the duties of the chairman during his/her absence.
5. The duties of the secretary shall be:
Keep attendance records of council members.
Keep a record of discussions, recommendations, motions passed, and committees.
Maintain a permanent record file of all council activities.
Distribute minutes of the council meeting and copies of other council documents to
council members, board of education, school administration, agriculture instructor
and others who may be concerned.
D. Meetings:
1. The council should meet twice or more annually. The annual meetings shall be during
September and February. The chairman shall call the annual meetings. The chairman and
secretary/agriculture teacher may call special meetings as the need arises.
2. Written notices of the agenda of all meeting will be prepared and mailed to all council
members in advance.

APPENDIX A
Functions an advisory council in agriculture education may perform:
1. Provide important communication between the agriculture education program and the
community.
2. Review goals and objectives of the local agriculture education program.
3. Make recommendations to administration on facilities and equipment.
4. Aid in a review of the content and organization of the instructional program in keeping with
the occupational needs in the broad field of agriculture science.
5. Assist in locating training situation for students in the cooperative education program.
6. Assist in long-range planning.
7. Assist with a continuous appraisal of agriculture occupation opportunities in the community.
8. Be especially helpful in assisting a beginning instructor or when instructor changes occur.
9. Assist in obtaining adequate funding and staff for the program by making such
recommendations when needed.
10. Assist in formulating a public relations policy.
11. Assist the instructors with the program of work for the FFA.
12. Assist in influencing state and federal legislation favorable to agriculture education.
13. Advise on student job requirements.
14. Assist in various ways in program evaluation.
