In accordance with the Western Electricity Coordinating Council’s (WECC) Process for
Developing and Approving WECC Standards (Process), the WECC Underfrequency
Load Shedding Criterion Drafting Team has completed drafting WECC-0065 / PRC-006-
WECC-CRT-1. On July 26, 2011, the drafting team posted Version 4 of the proposed
criterion to the WECC Web site for comments. After review of comments received, the
team made non-substantive changes and voted to forward the resultant Version 5 to the
Standing Committee for approval at the October 13-14, 2011 Operating Committee in
Hollywood, CA.

In addition to the Operating Committee vote, an advisory vote will be taken at the
Planning Coordination Committee meeting to be held during the same meeting window
as the Operating Committee.


The Underfrequency Load Shedding Criterion and associated documents are designed
to distill into a single comprehensive Underfrequency Load Shedding (UFLS) Plan all
reviewed materials of the existing WECC Coordinated Off-Nominal Frequency Load
Shedding and Restoration Plan and to identify the appropriate applicable entities in
implementing the requirements of the Coordinated Plan. In drafting these documents
the drafting team made every effort to retain the existing technical requirements.

The final documents for approval are located in the WECC-0065 “Versions for Comment
/ Final Responses to Comments” Development Table located on the WECC-0065 Team
Site. The final documents and all comments received during the development process

Drafting Team Voting Results

In accordance with the Process a majority vote of the drafting team is required to
approve submitting the recommended document to the Standing Committee. Of the
eight-member team polled, five members timely voted “yes” to submit the document to
the Standing Committee for approval. Zero voted “no.” Zero abstained. Three did not
cast a ballot.

Results of the poll are attached as Appendix A.

No members were in dissent.

Impact Statement

The Process requires the drafting team to prepare and post an impact assessment
report regarding the estimated costs to implement the draft document. Comments were
solicited regarding potential impacts should the document be approved. The Drafting
Team did not receive any impact assessment comments during the development
