SF 2415 EMS District Project monitor Passed 5/9/2008 7/1/2008 The bill would authorize a five year pilot project allowing the fire departments within Crawford County to go beyond 28E agreements and create an emergency response district to provide fire and EMS services. Decisions within the district would be made by a commission composed of a county supervisor, the county sheriff, and the mayor of every city within the district (to ensure that small communities have the same voice as the county seat). The bill keeps levy authority exactly the same as in existing law by replacing two existing levies that can be combined to secure up to $1.6075 per thousand with one new district levy with the exact same cap, but requires a 2/3 members be present when the vote to raise a levy is made. The bill would temporarily suspend the two existing levies during the pilot project to ensure the levies could not be collected concurrently. The bill contains several other provisions, including requiring the district to report annually to the Legislature on the results of the project
