                  A new concept : the cluster of projects

   Definition :
         a group of RTD projects providing the necessary critical mass to
          address a major objective within the thematic programme

   Objectives :
          to promote multidisciplinarity, maximise European added value and facilitate
          the optimisation of resources and the exploitation of results

   Modalities :
          A priori clusters can be submitted by linking several single RTD projects
          (RTD, demonstration, combined projects)
         Clusters can also be built a posteriori by bringing together several selected
          single RTD projects or adding a single RTD proposal to an existing cluster

                 What’s different from FP4?


   In FP4, one of the evaluation criteria was to
    consider whether or not proposals were in the
    scope of the scientific fields, as described in the
    work programme

   In FP5, this is replaced by whether or not
    proposals match the socio-economic objectives
    of the key action, as described in the work
    programme
