Goodman Arts Centre (GAC) is National Arts
Council’s (NAC) pilot project for Arts Spaces.
Located at 90 Goodman Road Singapore
439053, it was formerly the interim campus for

                BACKGROUND


Vision

Leveraging on the rich history and the mix of different communities that surround GAC, NAC
envisages that it will become a youthful and energetic centre with a wide range of arts and
cultural offerings. It will serve as a place to bring in the different communities to experience and
be engaged through the arts in an intimate manner. GAC will be a meeting point for the arts
community to come together for their needs, from self development to training to showcasing of
their works.

NAC’s Office will be located at GAC to enable a closer working relationship with its arts and
community stakeholders. As fellow tenants, NAC will experience first-hand the effectiveness of this
pilot scheme for the new Framework and fine-tune, where necessary, for implementation across
other NAC properties.



Desired Outcomes

NAC aims to achieve the following desired outcomes at GAC:

i.   Professionalism and Capabilities for a Sustainable Arts Eco-system

     Start-ups and young artists and arts groups will be incubated within affordable and flexible
     spaces on short term, finite tenancies that are linked to clear deliverables and project outcomes.
     The development of new growth sectors will be spurred by housing a diverse, multi-disciplinary
     tenant mix, co-locating companies in the more established professional sectors of dance,
     music and theatre, with organisations in the developing and new priority sectors of literary
     arts and community arts. The supporting industry, industry associations and creative
     businesses will also be groomed by co-locating them with artists and arts groups, leveraging on
     shared spaces for master-class programmes, public workshops and other events.

     GAC will also be a place where more matured developing companies will be given the chance
     to hone and develop their management and artistic skills to eventually move towards
     operating from their own premises.

ii. Creation of Diverse and Quality Artistic Works

    The variety of rehearsal, residency and project spaces found within GAC will provide artists with
    suitable platforms to create and test new artistic works. The shared facilities will allow for more
    efficient utilisation by a broader base of artists and arts groups over time.

    With a multi-disciplinary tenant mix, GAC hopes to catalyse works that will cross boundaries,
    and create greater synergies and collaborations amongst the various artforms. GAC will also
    allow artists and arts groups to test their new content with audiences before they are eventually
    developed for more established performance venues in the city centre.



iii. Enhanced Arts Experience for Broader and Deeper Community Engagement

    In line with NAC’s intent to inject a place-making objective to all of our properties, GAC will have
    more open and communal spaces that encourage the artists and arts groups and the
    community to mingle and connect. To draw in the public, selected commercial and food and
    beverage establishments that enhance the overall experience will be introduced.

    NAC has appointed The Old Parliament House Limited (TOPH) as the Place-Manager, drawing on
    their experience managing the Arts House, to actively manage the facilities and tenants, and
    programme the spaces with the tenants for the community at large. These programmes to be
    developed with the tenants will target particularly students, youths and their families in
    participating and learning through the arts via classes, workshops and performance-related
    activities.

               OVERVIEW OF FACILITIES


Location

GAC is located at 90 Goodman Road, within the Mountbatten area in the south-eastern part of
Singapore. The vehicular access for GAC is from Goodman Road near the Wilkinson Road junction,
while the main pedestrian access is from Mountbatten Road. The site is about a 250-metre walk
from the Mountbatten MRT station.

Site Layout

The 3.08 hectare site consists of 13 blocks with a total floor area of about 15,000 sqm, comprising 49
spaces for lease, 10 studios for residencies or project use, and 26 Shared Facilities such as blackbox,
galleries, meeting/seminar rooms, music and dance studios etc for hire on an ad-hoc basis. There
are also 4 commercial spaces for Food & Beverage and creative businesses. There are 80 public car
park lots, an open amphitheatre and a large open field for events. The site plan is shown at Fig. B.

The 10 studios for residencies and project use as well as the 26 Shared Facilities will be operational
in the following three phases2. Advance booking from Dec 2010 onwards can be made with the
Place-Manager:

a. Phase 1:             31 facilities, including studios for residencies and project use from mid-Feb 2011.

b. Phase 2:             2 facilities (Multi-Purpose Hall, Dance Studio) will be open from Mar 2011.

c. Phase 3:             3 facilities (Ceramic Studios, Stockroom) will be opened when fitted out.

                     SPACES FOR LEASE


The 49 spaces for lease are meant for art-making, training, community engagement and/or
administrative activities3. There are 5 different sizes and types of spaces available:

All studios are provided with basic architectural finishes, power and lighting provisions4 (with
individual sub-meters).

                 SHARED FACILITIES FOR HIRE


The 10 studios for residencies and project use and 26 Shared Facilities are open for hire on ad-hoc or
project basis by GAC tenants, the general arts community and members of the public for arts-related
activities. There are in total 9 types of facilities available:

                INFRASTRUCTURE SUPPORT UNDER ARTS SPACES


Successful applicants for GAC will be eligible for infrastructure support under either the Incubation
Scheme or the Scheme for Developing Artists and Arts Groups.



Incubation Scheme

       This Scheme provides new, young artists, arts companies, associations and societies,
        community/amateur arts groups within first 3 years of practice or establishment, tenure of
        up to 3 years with infrastructure support, subject to an annual review.

       The aim is to give new, young artists and arts groups the opportunity and platform to
        develop their artistic and organisational foundations, in an environment where they can
        interact with and learn from other artists, arts groups and the community around them.

       The infrastructure support will be given in the form of a rental grant amounting to 80% of
        the market rental, capped at $800 per month, whichever is lower. In addition, arts groups
        will have to pay 20% of market rental as a service charge for preventive, routine repairs and
        general maintenance such as cleaning of common areas, pest control and security. Artists
        and arts groups can also book shared facilities to meet other needs such as
        meeting/seminars, rehearsal or practice etc.

        An example:

        If selected, Arts Group X can rent a small space of size 30.8 sqm at a monthly market rental
        rate of $481.71. The rental grant provided by NAC will be at 80% of market rental;
        amounting to $385.37. As such, Arts Group X will have to pay $96.34 for rental and $96.34
        as service charge every month.

        Arts Group X can also choose rent a bigger space of size 73.5 sqm at a monthly market rental
        rate of $1,149.54. In this case, 80% of market rental at $919.63 will be higher than the $800
        cap. Taking away the rental grant provided by NAC at $800, the Arts Group will have to pay
        $349.54 for rental and $229.91 as service charge every month.

      The assessment criteria and respective weighting for new applications are as follows:

          i.   (60%) Strength of 3-year programme/proposal in terms of artistic development,
               developing organisational/management capabilities and/or attaining operational
               and financial sustainability.

         ii.   (40%) Potential contribution to the community in terms of promoting the artform,
               developing and sustaining the community’s interest in the artform, realising the
               vision for the arts centre, place-making, and/or interaction or collaboration with
               other artists and arts groups.

      After 3 years, NAC expects that some artists and arts groups will either find alternative work
       spaces as they develop greater resources and networks or decide to step down or dissolve
       their activities. For others, they may choose to apply for further support under the Scheme
       for Developing Artists and Arts Groups, described below.



Scheme for Developing Artists and Arts Groups

      This Scheme is targeted at existing practising artists, arts companies, associations and
       societies, community/amateur arts groups with more than 3 years of practice and a track
       record of activities and artistic growth.

      The aim is to provide such artists and arts groups a suitable and stable space to strengthen
       their artistic and organisational foundations, and to develop key programmes that will
       further their artistic, organisational and audience or outreach objectives.

      The infrastructure support will be given in the form of a rental grant amounting to 80% of
       the market rental, capped at $3,000 per month, whichever is lower. This higher quantum
       (than the Incubation Scheme) is to enable the groups to take on bigger spaces or dedicated
       studios for rehearsal and practice, if it meets their needs. Similar to the Incubation Scheme,
       arts groups will have to pay 20% of market rental as a service charge for preventive, routine
       repairs and general maintenance such as cleaning of common areas, pest control and
       security. Artists and arts groups will continue to have access to the Shared Facilities.

      The maximum tenure is 9 years with infrastructure support, based on a 3-year tenancy cycle
       for renewal, subject to an annual review.

           An example:

           If selected, Arts Group Y can rent a mid-sized space of size 100 sqm at a monthly market
           rental rate of $1,564.00. The rental grant provided by NAC will be at 80% of market rental;
           amounting to $1,251.20. As such, Arts Group Y will have to pay $312.80 for rental and
           $312.80 as service charge every month to NAC.

           Arts Group Y can also choose to rent a smaller space of 30.8 sqm for administrative use at a
           monthly market rental rate of $481.71 and a dance studio of size 246.43 sqm for classes,
           rehearsal and practice use at a monthly rental rate of 3,854.17. In this case, 80% of market
           rental for all the spaces at $3,468.70 will be higher than the $3,000 cap. Thus, the rental
           grant provided by NAC will be at $3,000. Arts Group Y will have to pay $1,335.88 for rental
           and $867.18 as service charge every month to NAC.



   The assessment criteria and respective weighting for new applications are as follows:

      i.      (40%) Strength of 3-year programme/proposal in terms of artistic development,
              developing organisational/management capabilities and/or attaining operational and
              financial sustainability.

      ii.     (40%) Contribution to the community in terms of promoting the artform, developing and
              sustaining the community’s interest in the artform, realising the vision for the arts
              centre, place-making, and/or interaction or collaboration with other artists and arts
              groups.

     iii.     (20%) Potential/Demonstrated ability to implement programme/proposal, sustain
              operations, achieve greater financial sustainability, effectively upkeep the spaces,
              and/or make prompt payments for rental fees and service charges.

   The assessment criteria and respective weighting for renewals are as follows:

      i.      (30%) Demonstrated ability to implement 3-year programme/proposal, sustain
              operations, achieve greater financial sustainability, effectively upkeep the spaces,
              and/or make prompt payments for rental fees and service charges.

      ii.     (30%) Strength of new 3-year programme/proposal in terms of artistic development,
              developing organisational/management capabilities and/or attaining operational and
              financial sustainability.

     iii.     (20%) Significance of new 3-year programme/proposal to the artist or arts group’s
              development in terms of artistic growth and/or access to new audiences and markets.

     iv.      (20%) Demonstrated contribution to the community in terms of promoting the artform,
              developing and sustaining the community’s interest in the artform, realising the vision
              for the arts centre, place-making, and/or interaction or collaboration with other artists
              and arts groups.

Exit from Schemes

GAC tenants are at any point, free to exit the Scheme6. For those who continue and have maximised
the 9-year tenure, they may choose thereafter to:

            i.   Operate independently and take up tenancies directly with other landlords. NAC will
                 then cease to provide infrastructure support and channel the resources to other new
                 and developing artists and arts groups.

            ii. Respond to NAC’s call to submit a proposal to be co-located with other tenants in mixed-
                use developments such as community buildings and creative clusters e.g. Economic
                Development Board (EDB)’s Gilman Village or Jurong Town Corporation (JTC)’s Wessex
                Estate.

            iii. Respond to NAC’s call to submit a proposal to manage an identified property as an Arts
                 Centre with facilities and programmes that facilitate other artists and arts groups’
                 artistic and organisational growth.

            iv. Dissolve or reconstitute the arts group in response to considerations such as viability
                and sustainability as well as broader developments in the cultural landscape and
                changes in the community/audience’s taste and preferences.



Submission of Reports

For greater accountability, an internal assessment will also be carried out every year by NAC to
review the artist or art group’s development and progress on said programme/proposal so that
areas of improvement can be highlighted to the artists and arts groups, where relevant.

To enable this, tenants will have to provide an annual report following a full year of development
and activities within 30 days of the following year. Even if artist/art group is exiting the Scheme or is
at the end of the maximum tenure under Arts Spaces, this report is key and to be submitted to
ensure proper records and review of alignment with the desired outcomes under Arts Spaces.

For tenants wishing to apply for renewal of infrastructure support, please submit your application at
least 6 months before the end of the tenure, using the same template for new applications.

Tenants receiving unsuccessful assessment outcomes may appeal within 2 weeks from the date of
the notification letter from NAC. In the event the appeals are unsuccessful, tenants will be given 3
months to vacate the premises.

                   APPLICATION PROCEDURE


Eligibility

Applications for Arts Spaces at GAC are open to all artists and arts groups including those who are
currently receiving NAC’s support under the AHS7 or any other NAC grant.

NAC accepts applications from individuals and organisations. Organisations must be Singapore
Public Company Limited by Guarantee and/or registered with the Registry of Societies.

To be eligible for infrastructure support, the applicant must be currently a Singaporean Citizen or
Singapore Permanent Resident who is currently living and working in Singapore.

The eligibility of each applicant will be determined by NAC according to the assessment criteria of
the applicable Schemes (refer to Section 6 of this Information Pack).



Briefings cum Site Visit Sessions

Applicants are welcome to attend one of the arranged briefings cum site visit sessions to better
understand the Framework for Arts Spaces and view the facilities available at GAC. The site visits
will be conducted on 6 Jan 2011 at 10.00am and 7 Jan 2011 at 10.00am. More sessions may be
scheduled if there is an overwhelming response. As the site/certain parts of the site may still be
under construction during the sessions, safety procedures must be strictly adhered to.

Outcome of Application

It takes approximately 6 to 10 weeks from the closing date of the open call until the application
results are available. Applicants will be advised in writing of the outcome of their submission.
Successful applicants will receive a notification letter from NAC indicating the allocated space,
accompanied by the tenancy agreement for signing. The offer will be valid for 2 weeks unless
indicated otherwise by NAC in writing. During this time, the applicant must indicate acceptance in
accordance to the instructions stated in the letter, failing which the offer will lapse and the allocated
space will be given to the next successful applicant.

The validity period of 2 weeks may be extended if the applicant has concerns over the allocation of
spaces. If so, NAC should be notified early within the 2-week offer period. Both parties will work
together to address the concerns within a reasonable period. Failing this, the allocated space will be
given to the next successful applicant.



Confidentiality and Privacy of Personal Information

NAC respects the privacy of all applicants and will treat all personal information provided by an
individual or organisation in support for application of arts spaces with full confidentiality within
NAC. NAC will only use the information provided for NAC’s statistical and/or verification purposes.
