SUMMARY OF EXTENSION PROGRAMS AND ACTIVITIES
Major Extension Programs:
1. Developer & Coordinator - Western Regional Odor and Air Quality Education Program: This
is a comprehensive program initiated in 2006 to train agricultural professionals on livestock odor and
air quality issues in the western region. These trainees would then in turn integrate these programs in
their regular extension education within their jurisdictions. It is a collaborative effort comprising of
air quality specialists (Ndegwa and Harrison – WA, Sheffield and de Marti - ID, Mitloehner - CA,
Hagevoort - NM, Gamroth - OR.) in Western US. The education resources developed are available
from the program‟s website at http://bsyse.wsu.edu/ndegwa/main/WOAQ/WOAQhome.html.
2. Member - Western Integrated Nutrition and Nutrient Management Education: This Education
Program is a joint effort amongst faculty from Washington State University, Oregon State University,
and the University of Idaho. The program is under the leadership of Joe Harrison, Nutrient
Management Specialist at Washington State University. The overall goal of the Education Project is
to provide “Feed Nutrition and Manure Nutrient Managements” to Livestock and Poultry
Professionals.”
3. Chair - Anaerobic digestion webpage development: Dr. Ndegwa is currently the Chair of a
collaborative team of community of practice (CoP) on eXtension that is developing an anaerobic
digestion webpage on eXtension. The eXtension forum is an interactive learning environment
delivering the best, most researched knowledge from the smartest land-grant university minds across
America. The eXtension forum connects knowledge consumers with knowledge providers.
Development of this webpage on this forum will go along in providing credible science-based
knowledge of anaerobic digestion technology.
Other Extension Activities:
Assisted an “ice-cream” starting company (Cream of The Crop Ice Cream) with information and data
required in planning and complying with local environmental regulations (Kitsap County Health
District). Two days was spent to get and put the information required together (Sep. 6- 9, 2004).
Conducted a tour of the central Yakima Valley and the north-west (Whatcom County) regions of the
Washington to meet the dairy operators with the help the Nutrient Management Specialist located in
Puyallup (Joe Harrison) and the Chairman of Washington Dairy Commission. We visited a total of
five operations all with the different nutrient and odor management issues (September 16 – 17).
Anaerobic digester/lagoon cover tour; Steve DeRuyter Dairy in Pasco, WA; Nov. 5, 2004: This tour,
which was organized with the help of Washington Dairy Commission and Soil Search Corporation,
was meant to introduce the Dairy Operators to the technology of lagoon covers (for biogas energy
collection and for odor control). About 12 Dairy farmers turned-up for the tour. Pertinent questions
related to this technology were raised and discussed during this three-hour tour of this facility.
Planning of the Anaerobic Digester (AD) workshop in February: To accomplish this task, two
meetings (September 3, and November 23) were attended each lasting approximately 1.5 hours.
These two meeting were supplemented by several e-mail communications. This workshop on
anaerobic digestion was finally held successfully in Sunnyside, WA on Friday, February 25, 2005.
The workshop focused on providing reliable information about anaerobic digestion to dairy producers
and other interested stakeholders in the state.
Participated in a tele-conference panel to help “The Tulalip Community Digester Project” planning on
starting anaerobic digestion to make decisions on the kind of digesters most suitable for the project.
Preparation to get relevant information took at least 3 days (December, 3 – 6, 2005).

Meeting with dairy producers on February 25, 2005 at Sunnyside. A meeting with dairy producers
arranged to coincide with the Anaerobic Digester Workshop at Sunnyside, WA to discuss a draft
“Odor Management Plans” document. About 15 producers participated in this meeting.
Traveled to Yakima for a Yakima County Meeting on March 14, 2005 to discuss waste management
alternatives in large dairies. The main issue was to “flush or not to flush” the manure alleys in dairy
feedlots. The pros and cons of each alternative were discussed in this meeting to assist the County
Officials in the process of permitting dairy operations.

Extension Workshop, March 1-3, 2005: Participated in this three-day workshop focusing on the
emerging issues in Extension, which also offered also an opportunity to network with colleagues,
recognize excellence, and connect with partners across WA in a bid to strengthen WSU Extension.

manure alleys in dairy feedlots. The merits and demerits of each alternative were discussed in this

Traveled to Pasco for AD meeting with officials of Soil Test Inc., April 8, 2005. This company had a
“wastewater lagoon treatment technology” research and demonstration site on a dairy facility in
Pasco. The package included a lagoon cover, lagoon agitation, and methane gas recovery. This
particular half-day visit was made to advise and help them evaluate the performance of this
technology.
Washington State Dairy Federation Producer Kitchen Meetings: May 31 & Jun 1, 2005. These
meetings were scheduled to bring producers up-to-speed on the recent “EPA Air Quality Consent
Agreement with Livestock producers” and to discuss “Air Quality Research” needs for the dairy
Industry in Washington. The first meeting was held in Deer Park to cater for Eastern Washington
area; the second meeting was held at WSU Knott Dairy Farm to discuss the future upgrade of this

Western Integrated Nutrition and Nutrient Management Feed Management Education for the Ag-
Professional, August 3 & 4, 2005: Participated in this two-day program in both Twin Falls (Idaho)
and Puyallup (WA). Between 30 -40 Ag-Professionals participated in this program in each of the
Idaho and Washington Venues. My session was on “Ammonia Emissions Management in Dairies”.
Quad State Meeting in Seattle, two days, September 8 & 9, 2005. This meeting was organized by the
respective dairy federations of Oregon, Utah, Idaho, and Washington. The meeting brought the dairy
industry leadership, extension personnel, and dairy producers together for the following agenda: (a) to
discuss trends in Air Quality “Regulations, Legislation, and Litigation” in the Quad States, (b) to
strategies on joint action plans, and (c) to discuss joint research efforts on air quality.
Washington State Dairy Industry Annual meeting at Skamania Lodge in Stevension, WA, 4 days,
November 8 – 10, 2005. Attended this meeting and offered a two-hour training/discussion session on
“odor management plans” for the dairies. This is part of the implementation plan of the “odor
management plan” document developed earlier for the dairy industry.
Western Dairy Air Quality Symposium, March 21 – 22 in Las Vegas, NV. Attended and presented at
this meeting called by the Western States Dairy Products and Trade Association (WSDPTA). The
purpose of this Symposium was to better understand what is going on in the arena of Dairy Air
Quality Research, discuss what needs to be done in the future, and to foster better cooperation
between University, Industry partners, and other stakeholders.

Traveled to Yakima for a meeting with Yakima Clean Air Authority (YCAA) and Dairy Industry
Representative on August 18, 2006. This meeting was called to discuss the air quality situation in
Yakima area with respect to the Dairy Industry. Discussions also focused on how WSU researchers
could partner with YCAA in seeking practical solutions of tackling the air quality problems in the
Industry rather than the YCAA just being a regulatory body.
Attended the Annual Meeting of the Washington State Dairy Industry in Chelan, WA; October 24 –
26, 2006. Made a half-hour presentation on “present and future of air quality research” in the State of
Washington and Nationally.

2007 at Sunnyside, WA. Presented an update on the “National Air Emissions Monitoring Studies.”
Participated in the organization and facilitating of a week-long training on comprehensive nutrient
management program for WA Agricultural Professionals in Leavenworth, WA in Oct., 2007.
Organized a one and half days air quality workshop under the auspices of “The Western Region Dairy
Odor and Air Quality Education Program” for Agricultural Professionals in Twin Falls, IA on May
19-21, 2009.
Organized a one and half days air quality workshop under the auspices of “The Western Region Dairy
Odor and Air Quality Education Program” in conjunction with WA Conservation Districts for
Agricultural Professionals in Washington and Oregon on June 15-17, 2009 in Leavenworth, WA.
Hosted a group of Agricultural Professionals drawn from NRCS for a half-day showcase of field air
quality monitoring on a commercial dairy on August 26, 2009.
Attended and participated in the Annual Meeting of the Washington State Dairy Industry in Pasco,
WA; October 24 – 26, 2009. Made a presentation entitled “Volatile Organic Compounds (VOCs)
Importance in AFOs vs. Prevailing Federal Statutes.”
Attended and participated in the Department of Health (DOH) education session on AD in Tumwater,
WA on December 16, 2009 and presented “AD101 – Process, AD Systems, Biogas Use, Effluent
Fertilizer Value, and Other By-products.”
