REDCAR AND CLEVELAND BOROUGH COUNCIL
ADULT SERVICES
1. PURPOSE OF THE REPORT
The purpose of this report is to provide the Redcar and Cleveland Local
Safeguarding Children Board with information around organisational
communication systems. This is in line with the recommendation from the
Shadow Board meeting on 12 February 2010.
2. INTRODUCTION
The Council’s Adult and Children’s Services Directorate has four separate
operational divisions. This includes Safeguarding, Children and Families,
Education, Adult Services and Health and Well Being.
The Adult Services division is responsible for Social Work Services across all
adults and older people, including those integrated with and managed by NHS
organisations; in house provider services for older people and people with a
learning disability; Occupational Therapy Services for both adults and
children; Strategic Commissioning and Market Development for all population
groups; Safeguarding Adults.
A programme of transformational change is in its third year of delivery in adult
services in response to the former Government’s requirements in respect of
Personalisation and Self Directed Support.
A new operating model in adult services is rolling out in September 2010 to
ensure all people are able to self direct their support and have a personal
budget.
3. GOVERNANCE STRUCTURE AND REPORTING ARRANGEMENTS
The Adult Services Senior Management Team meets on a weekly basis and
communicates both up and down the organisational hierarchy. There are also
regular communication channels with partner agencies operationally as well
as a range of partnership mechanisms across Redcar and Cleveland:
Health and Well being Thematic partnership of the LSP
Disabled People’s Partnership
Learning Disability partnership Board
Carers Partnership
Mental Well Being Partnership
Older Peoples partnership.

The following provides some evidence of the communication channels within
the Adult Services division in respect of communication from the Local
Safeguarding Children Board:-
Head of Adult Services is a member of the LSCB (although in practice the
Strategic Safeguarding Lead will attend).
Head of Adult Services attends the weekly Directorate Management Team
All staff are required to attend regular training updates on safeguarding
adults
Head of Adult Services chairs the Redcar and Cleveland Safeguarding
Vulnerable Adults Committee and Children’s Services have two places on
the committee
I hope this provides the Redcar and Cleveland LSCB with the information
requested in respect of communication systems for LSCB related matters.
