Minutes of the proceedings for the Regular Meeting of the Garfield Board of Education held on
November 24, 2009, at Garfield Middle School. The meeting was convened by Dr. Conte at
7:00pm.

II.      Presentation of Certificate of Excellence in Financial Reporting to the Garfield Board
         of Education, for its Comprehensive Annual Financial Report (CAFR), for the Fiscal
         Year Ended June 30, 2008 (The Certificate of Excellence in Financial Reporting is
         awarded upon the recommendation of the Association’s Panel of Review which has
         judged that the Report substantially conforms to principles and standards of ASBO’s
         Certificate of Excellence Program “Association of School Business Officials
         International”). This is the fifth consecutive year this award has been presented to the
         Garfield Board of Education.

Jim Turek, Assistant Business Administrator, presented the award to the Garfield Board of
Education indicating that this was the fifth consecutive year the Board has received such an
award.

III.   Presentation of Award of Financial Reporting Achievement to Dr. Dennis R.
       Frohnapfel, R.S.B.A., Business Administrator/Board Secretary, Garfield Board of
       Education, New Jersey (The award of Financial Reporting Achievement is received by
       the Government Finance Officers Association of the United States and Canada). This is
       the fifth consecutive year this award has been presented to Dr. Dennis R. Frohnapfel.

Jim Turek, Assistant Business Administrator, presented the award to Dr. Dennis Frohnapfel
indicating that this was the fifth consecutive year Dr. Dennis has received such an award. Dr.
Conte thanked Jim and congratulated Dr. Frohnapfel indicating the appreciation of the Board
for his efforts on behalf of the district.

IV.    Student Presentation for the Month of November 2009

Susan Scudillo, Director of Guidance, presented David Sobiepan as the Garfield High School
Student of the Month for November, 2009. Dr. Conte congratulated David on behalf of the
Board and wished him well in his future endeavors.

V.     Approval of Minutes

       Be It Resolved, that the Garfield Board of Education approves the minutes of the Work
Session and Regular Meeting held on October 26, 2009. Mr. Damato motion to approve the
minutes. Said motion was seconded by Mr. Wich and carried by unanimous roll call vote.

VI.    Superintendent's Report

On October 29, the Garfield Middle School held a Parent Technology Workshop which was
attended by 70 parents. The workshop was a success as parents were shown various online
tools that can be used to assist them in keeping track of their child’s educational progress.
Future workshops are being planned for parents.

Violence and Vandalism Week was conducted in all schools. Some of the programs were
assemblies, bullying videos, and poster contests. All activities were followed by discussion with
students. Classroom tables were set up for staff and students to gather information and
materials for classroom interaction.

The Garfield Health Department is administering the H1N1 Flu Vaccine. The clinic will
immunize children 6 months to 18 years of age. Children must be accompanied by a parent or
guardian and is by appointment only.

Karl Monaco, Physical Education Teacher, Sch No. 5, is being honored by the NJSAA on
December 7, 2009, for his outstanding service and dedication to the student athletes of New
Jersey. On behalf of the Board of Education and Administration, we commend Mr. Monaco.

Peter DeFranco, Principal, Columbus School No. 8, and Peter Amoruso, graduate of GHS, were
honored by the YMCA of Greater Bergen County with a Special Achievement Award for their
Professional Excellence in Sports Officiating.

Congratulations to Audriana Smith-Hinson, student at GHS, who received a Certificate of
Excellence for her poem, “Dare to Dream”. Audriana received Honorable Mention in the Free
Poetry Contest ’09. Her poem has been chosen for publication in “Great Poems of the Western
World”. On behalf of the Board of Education and Administration, we would like to
congratulate Audriana on her accomplishment.

VII.    Urban School Boards Report

Rosemarie Aloia, Urban School Boards Delegate, provided an in-depth overview of attendance
at the NJSBA Annual Workshop 2009. Attendance increased over 2008 with 5285 attendees,
including Board Members, guests, superintendents, business administrators, Board attorneys,
and other staff. There were 519 districts participating.

Policy No. 2340                                                                   FIELD TRIPS
The Board of Education recognizes that field trips, used as a device for teaching and learning
integral to the curriculum, are an educationally sound and important ingredient in the
instructional program of the schools.

For purposes of this policy, a field trip shall be defined as any journey by a group of pupils away
from the school premises, under the supervision of a teacher, which is an integral part of an
approved course of study and conducted for the purpose of affording a first-hand educational
experience not available in the classroom.

The Board shall approve all overnight field trips. The Superintendent shall approve all other
field trips. No field trip shall be approved unless it contributes to the achievement of specified
instructional objectives.

When field trips and excursions are to be arranged, the following guidelines apply:

1.    All trips, and the arrangements for them, must have advance approval.
2.    Costs must be ascertained.
3.    Each child who goes on a field trip or excursion must have written parent(s) or legal
      guardian(s) permission.
4.    Pupil safety must be of prime concern, and adequate supervision must be provided by
      staff aided by other adult chaperones if necessary.
5.    All trips must be well planned, properly timed, and related to regular learning activities,
      or to district goals and objectives.
6.    Each field trip should be evaluated by pupils, teachers, and the administration.
7.    The person who signs the application must be a full-time teacher or administrator going
      on the trip. This person will be known as the trip leader and is responsible for planning
      and conducting the trip.
8.    A list of persons participating on the trip other than pupils and chaperones must
      accompany final application.

The Board shall bear some transportation expenses for field trips. Parent(s) or legal guardian(s)
shall be asked to bear the balance and all other expenses.

No teacher shall change a planned itinerary while a field trip is in progress, except where the
health, safety or welfare of the pupils in his/her charge is in danger. The teacher shall notify
the Principal of such itinerary change as soon as possible.

The Superintendent shall develop guidelines for planning trips suitable to the various grade
levels, and regulations governing frequency, distance and expense.

The Board does not endorse, support, or assume liability in any way for any staff member of this
district who takes pupils on trips not approved by the Superintendent. No staff member may
solicit pupils of this district for such trips within the facilities or on the school grounds of this
district without the Superintendent’s permission.

Pupil Self-Administration of Medication

During a field trip, the Board shall permit self-administration of medication for asthma or other
potentially life-threatening illness. All conditions established by law and Board policy shall be
met.

If other than self-administered asthma or life-threatening illness medication must be given, a
parent(s) or legal guardian(s) or nurse must accompany the child on the field trip.

1.     Definition of Relative
“Relative” means and individual’s spouse, civil union partner pursuant to N.J.S.A. 37:1-33,
domestic partner as defined in N.J.S.A. 26:8A-3, or the parent, child, sibling, aunt, uncle,
niece, nephew, grandparent, grandchild, son-in-law, daughter-in-law, stepparent, stepchild,
stepbrother, stepsister, half-brother or half-sister, of the individual or of the individual’s
spouse, civil union partner or domestic partner, whether the relative is related to the individual
or the individual’s spouse, civil union partner or domestic partner by blood, marriage or
adoption.

2.     Employment of Relative
In accordance with N.J.A.C. 6A:23A-6.2, this policy prohibits any relative of a school board
member or chief school administrator from being employed in an office or position in the district
except that a person employed by the district on the effective date of the policy or the date a
relative becomes a school board member or administrator shall not be prohibited from
continuing to be employed in the person’s current position or, in the case of a reduction in
force, in any position to which that person has a legal entitlement. This does not prohibit the
Chief School Administrator from recommending the promotion of any persons who are
employees of the Board on the date that this policy becomes effective or the date a relative
becomes a board member or chief school administrator where the promotion is justified by the
needs of the district to ensure implementation of the Core Curriculum Content Standards. In
cases of an individual who is a relative or immediate family member of a board member, that
board member must recuse him/herself from the process.

3.    Recommendation by Chief School Administrator
In accordance with N.J.S.A. 18A:27-4.1, the chief school administrator is prohibited from
recommending any relative of a school board member or chief school administrator as
delineated in #2 above.

4.    Supervising or Exercising Authority
This policy prohibits a district administrator from supervising, or exercising authority with
regard to personnel actions over a relative of the administrator.

5.     Bargaining Unit
This policy prohibits a district administrator who has an immediate family member who is a
member of the bargaining unit from discussing or voting on the proposed collective bargaining
agreement with that unit or from participating in any way in negotiations, including but not
limited to, being a member of the negotiating team; nor should that district administrator be
present with the school board in closed session when negotiations are being discussed.

6.     Statewide Union
This policy prohibits a district administrator who has an immediate family member who is a
member of the same Statewide union in another district from participating in any way in
negotiations, including but not limited to, being a member of the negotiating team or being
present with the school board in closed sessions when negotiation strategies are being discussed,
prior to the school board attaining a tentative memorandum of agreement with the bargaining
unit; once the tentative memorandum of agreement is established, a district administrator with
an immediate family member who is a member of the same Statewide union is another district
may fully participate in the process, absent other conflicts.

11-242-09   Whereas, Anthony DeMarco, born and raised in Garfield, honorably served his
            country in the United States Army, and served the city as an elected official of the
            Board of Education for 18 years, demonstrating exceptional leadership,
            professionalism, and unwavering compassion for the youth of Garfield; and
            Whereas, Anthony DeMarco having worked through the ranks of the Garfield
            Housing Authority, serving as Maintenance Supervisor, Modernization Coordinator
            and Clerk of the Works, and Executive Director prior to his retirement in 2007;
            now
            Be It Resolved, that the Garfield Board of Education, accepts the resignation of
            Anthony DeMarco from the Board of Education, effective November 13, 2009; and
            Be It Further Resolved, that the Garfield Board of Education, administrators,
            staff, parents, and students, commend Anthony DeMarco for his sincerity,
            knowledge, accomplishments, and devotion to duty.

11-243-09   Whereas, Peter DeFranco attended the Garfield Public Schools, graduated from
            Jersey City State College, and has served the Garfield Public Schools for thirty-
            eight years as teacher, coach, and administrator, currently serving as the Principal
            of Columbus Elementary School No. 8; and
            Whereas, Peter DeFranco is an active member of the County and State Principals
            and Supervisors Association, served as President of IABBO Board No. 33 for the
            Association of Basketball Officials, and is a thirty-six year member of NJSIAA,
            officiating varsity sports, and was instrumental in the interpretation, education
            policy, and decision-making committees; now
            Be It Resolved, that the Garfield Board of Education, parents and students,
            recognize his sincerity, dedication, knowledge, accomplishments, and hereby
            commend Peter DeFranco, awarded the “Special Achievement Award” from the
            YMCA of Greater Bergen County, for his professional excellence in sports
            officiating, loyalty to duty, and his consistent support of community activities.

11-244-09   Whereas, Peter Amoruso attended Garfield Public Schools, began officiating in
            1971, and worked in the public business sector for the past thirty-five years; and
            Whereas, Peter Amoruso is an active member of College Baseball Umpires
            Association, has officiated major college conferences, such as the Big East,
            Atlantic Ten, MAAC, Northeast Patriot, Ivy, and NJAC, and served as umpire in
            two USA Olympic Team Exhibition Games against Taiwan and Italy, his highest
            achievement officiating at the 1991 Division III National Baseball Championship;
            now
            Be It Resolved, that the Garfield Board of Education, Parents and Students,
            recognize his sincerity, dedication, knowledge, and accomplishments, and hereby
            commends Peter Amoruso, awarded the “Special Achievement Award” from the
            YMCA of Greater Bergen County, for his professional excellence in sports
            officiating, loyalty to duty, and his consistent support of community activities.

11-245-09     Whereas, the Roosevelt School No. 7 Home and School Association purchased
              communication equipment which has been utilized in the school for security
              purposes; and
              Whereas, the district has now installed communication/security equipment at
              Roosevelt School No. 7 replacing the communication equipment purchased by the
              Home and School Association; now
              Be It Resolved, that the Garfield Board of Education, upon the recommendation
              of the Superintendent of Schools, approves the donation of said equipment to the
              Boys and Girls Club.
