What type of group is eligible for ASUC funding?
To be eligible for funding, student groups must meet the following criteria: The group must be registered with the University Office of Student Life (OSL) every semester during which funding is requested. This requires four signatures from group members, two of whom must be registered students. The group must attend an OSL orientation. The group constitution must be approved and filed with OSL (102 Sproul) and the ASUC Office of Student Affairs (400 Eshleman Hall). The group cannot maintain an outside bank account. The group cannot discriminate against any UC Student or member on the basis of race religion, national origin, se sexual orientation, age or disability. Per Title III.2.2, the ASUC shall not fund co-ops, Residence halls, or traditional house based fraternities or sororities except for the organization of community service activities. These activities must be above and beyond the activities required by the rules of the associations to which the funded group belongs.

Yes. The following restrictions apply to all ASUC monies: Funds shall be used for programs related to the University or beneficial to the student body of the University of California at Berkeley. Funds shall be used for programs consistent with University policy, campus regulations and all federal, state and local laws. Funds shall not be used for the activities of ASUC, local, state or national parties. Also, no funs may be spent on activities or publications for or against any ASUC propositions. Funds are not to be used for purposes of programs which are prohibited to 501(C)(3) non-profit organizations by the Internal Revenue Service or the State Franchise Tax Board. Fund reimbursement is subject to the control and management of the ASUC. In addition, ASUC Groups may not use ASUC funds for the following: Food and Beverages Off-campus activities Illegal activities Illegal substances Intramural sports fees Activities in violation of UC Policies Stationary without the ASUC name Salaries, stipends or workstudy jobs Awards, prizes or trophies (including t-shirts) Conference fees Organizational dues Travel

Annual Budget Process
Each spring the ASUC accepts applications for funding from student groups for the following school year as part of its Annual Budget Process. Groups must reapply each year in order to receive sponsorship from the ASUC.
Contingency Fund Process
If a student group does not request funding during the Annual Budget Process, or is a new student group, funding is still available through the Senate Contingency Fund during the academic year. A student group needs an ASUC Senate sponsor to be eligible for funding from the Contingency Fund.

5. Once passed out of Fi-Comm and Internal, the bill returns to the Senate for final approval. The Senate may change the final funding amount. 6. After Senate passes the bill, an account must be set up for the group with Financial Services and the Office of Student Affairs by the appropriate advisor. This will take at least five working days. 7. When the account is set up, the group must follow all necessary steps for registration with the Office of Student Affairs. Only after the process is completed may groups access their funds.
The following steps highlight the Annual Budget Process:
1. Groups receive instructions and apply for funding via the internet; web address is http://www.asuc.org/fundingapp.berkeley.edu OR by getting a hardcopy of the application from 400 Eshleman and submitting it to the Finance Officer in 200 Eshleman Hall. Groups submit constitution and OSL registration form to Senate Finance Committee (Fi-Comm) on 2nd floor of Eshleman Hall.
The following steps outline the Contingency Fund process:
1. A student group must first pick up a Funding
Application from the appropriate advisor and fill it out completely. Activity Group applications are available from an Advisor in 400 Eshleman Hall, 642-4536. Publication applications are available at the Publications Office, Eshleman basement, 642-2892.
2. Fi-Comm reviews applications and makes tentative award decisions. 3. Groups are notified of the award amount 4. If groups find the amount to be unsatisfactory, they may appeal the award before Fi-Comm. FiComm makes amendments to the budgets as needed, and makes recommendations to the Senate for final approval. 5. Final approval is voted upon by the Senate. OSA informs groups, both by phone and by notification in the mailboxes, of the awards. 6. Funds may be activated on July 1, after the registration process has been completed.
2. The student group must then find a Senator who will write a Senate bill proposing funding and sponsorship for the group. The student group must give the Senator three documents: a copy of its Funding Application, a copy of its constitution, and a copy of its “University Registration as a Student Organization” form (OSL registration). 3. The Senator must turn in the Senate bill to the Senate Office by 9:00 AM Tuesday for it to be included in the agenda packet. 4. At the Wednesday night Senate meeting, the bill will be sent to the Finance Committee (Fi-Comm) and the Internal Affairs Committee. Fi-Comm will review the bill and funding application, allocating a tentative funding amount for final Senate approval. Internal Affairs will review the constitution to verify that it adheres to all University and ASUC
