DWI Planning Council Minutes
September 8, 2011
I. Call to Order: by Sharon Hodges, Chair at 2:00 p.m.
II. Introduction of Board Members: Members present were: Sharon Hodges (Chair);
Sgt. Tracy Corbett; Ronald Jackson proxy for Keith Duncan; Joan Whitley proxy for
Diana Martwick; Santiago Rodriguez; and Denise Syling.
III. Introduction of DWI Staff: HR introduced Oscar Cereceres, Barbara Black, Margot
Sykes, Valerie Pendergrass, Daniel Caywood and Maria Garcia-Olayo.
IV. Determination of Quorum: We had a quorum with 6 board members present; Sharon
Hodges, Tracy Corbett, Ron Jackson (proxy for Keith Duncan), Joan Whitley (proxy
for Diana Martwick), Santiago Rodriguez and Denise Syling. Quorum determined by
Valerie Pendergrass.
V. People in Attendance: 18 people were in attendance along with 6 Council members
totaling 24 people present for the meeting.
VI. Old Business:
a. Review and approval of minutes from August 11, 2011. It was moved by Tracy
Corbett that the minutes be accepted as written and a second by Santiago
Rodriguez. Motion carried.
b. The fair went well. We are compiling the stats from that survey and hope to have
it completed by the next meeting.
VII. New Business:

b. Sober Fest – The governor signed a proclamation declaring September National
Substance Abuse Disorders and Mental Health Recovery Month in New Mexico.
September 24, 2011 from 2pm to 8pm at the Granada Shopping Center. There
will be music, dancing, food booths and speakers. The Governor or a member
her staff will try to be present at the function. SAMSA has also recognized Sober
Fest. There will be a smaller version in Silver City also. Homecoming and
Oktoberfest are the same week-end. DWI will supply 500 bottles of water for the
event. We hope to be able to keep it free for the attendee.
c. Every 15 Minutes: Will be held in Alamogordo this year at the Academy del Sol
for the seniors. Parry Lawson with Cope will be doing the publicity. A planning
meeting the first Thursday of every month at 3:30, location to be announced
later. The target date of April 2012 for the event.
VIII. Open Discussion:
a. New Mexico has twice the level of drug and substance abuse as any other state
except DWI, where they are cutting funds. DWI program in New Mexico is #1 in
the country. Otero County is #1 in suicides, prescription drug abuse closely
follows that. Prescription drug abuse is even overtaking Marijuana use. It is the
older adults who are becoming the problem, they are getting hooked on
prescription drugs.
b. The PSA commercial is still on track. The message will be said in 4 languages,
English, Spanish, German and Apache. It will be about drinking and driving and
the effect on the entire family. A lot of the commercial has been filmed. It will
then be put together to make it ready for publication.
c. SADD is already up in the schools. There will be two chapters one for
upperclassmen and one for the Freshmen.
d. Red Ribbon week is coming up next month. They want to try and do a door
decorating contest getting all the schools involved. Judges will be teachers. It
was suggested to use a County Manager, County Commissioner, people like that
to be the judges. That would be for Publicity.
e. Access Recovery is out there for those who can’t afford treatment, if they have a
problem and can qualify they can get 90 days of treatment free of charge. They
will provide a 50 punched bus pass for those who have lost their license. Check

f. Barbara Black announced that our VIP panel is tonight. Everyone is welcome. It
is always held the 2nd Thursday of each month.
g. There will be a Full Moon Event at White Sands check their web site for further
details.
h. Next Meeting will be October 13, 2011.
