DWI Planning Council Minutes
August 11, 2011
I. Call to Order by Lee Ann Loney proxy for Sharon Hodges, Chair at 2:05 p.m.
II. Introduction of Board Members: Members present were: Lee Ann Loney proxy
for Sharon Hodges (Chair); Vivian Lueras; Mark Tarantino (Vice Chair); Sgt.
Tracy Corbett; Ronald Jackson proxy for Keith Duncan; Elizabeth Williams
proxy for Diana Martwick; Santiago Rodriguez; and Ardena Orosco.
III. Introduction of DWI Staff: HR introduced Oscar Cereceres, Barbara Black,
Margot Sykes and Valerie Pendergrass, Daniel Caywood and Maria Garcia-
Olayo. Lee Ann Loney introduced Pam Heltner acting County Manager and
Yvette Harrell State Representative.
IV. Determination of Quorum: We had a quorum with 5 board members present with
Mark Tarantino, Santiago Rodriguez and Ardena Orosco arriving late gives us
a total of 8 board members present. Quorum determined by Valerie
Pendergrass.
V. People in Attendance: 16 people were in attendance along with 8 Council
members totaling 33 people present.
VI. Old Business
a. Review and approval of minutes from July 14, 2011. It was moved by
Vivian Lueras that the minutes be accepted as written and a second by
Santiago Rodriguez. Motion carried.
VII. New Business
a. Review July 2011 Stats:

Question was asked what happens to 3 time offenders? Answer was that they get
mandatory 30 days in jail along with probation and treatment and for an aggravated 90
days in Jail along with probation and treatment
Teen Court Stats:
Number of community outreach prevention activities hosted by DWI staff: 3; Number of
school based DWI/Substance Abuse prevention activities: 2; Number of schools which
prevention activities occurred: 1; Number of students who attended prevention activities:
72; Number of MIP (Minor in Possession) Alcohol: 5; Drug cases: 2; Number of Juvenile
Traffic cases: 6; Number of Juvenile Criminal cases: 11; Number of Teen Court
offenders active: 47; Pending: 6; Number of Teen Court community service hours
served: 394; Number of Teen Court completions: 18; Number of teens referred back
(Unsuccessful) to referral agency: 2.
We discussed the three new fields that were added to the stats.
VIII. Open Discussion
a. H.R. discussed a new resolution that was coming up with the Liquor
excise tax money that we currently receive. Has to do with distribution.
More discussion on the subject to follow in coming meetings.
b. Sgt. Tracy Corbett stated that since we had a lot of new faces in the
audience this time it would be good to go over how much money was lost
due to funding for Adult Drug Court. We gave up $15,000 just from our
budget.
c. Had a discussion about what the DA’s office could do about being able to
get an approximate count for repeat offenders. Libby explained how it
worked and that it would probably be impossible with the purging of file
and the space that it takes to store files.
d. Every 15 minute program was discussed and the community will get
involved and will shoot for an April presentation of this. Sharon Hodges
will have a meeting at her office on August 25 at 3:00 p.m. to put major
players in place for this event. Will be concentrating on Tularosa.
e. The PSA commercial is on track. The message will be said in 4
languages, English, Spanish, German and Apache. It will be about
drinking and driving and the effect on the entire family.
f. Still waiting to hear and see if we get the Juvenile Adjudication grant to be
able to hire an assistant for Teen Court.
g. Oscar asked Ardena to explain what her Law Enforcement conference is
all about. She explained it was about communication between law
enforcement in Lincoln and Otero counties getting together with Mescalero
and discussing what law enforcement communication needs to do to
interact properly with the tribe and what the tribe communication needs to
do to interact properly with Law enforcement.
h. DWI Supervision will have 2 booths at the fair representing MADD and
SADD and the DWI Supervision Office.
i. Barbara Black announced that our VIP panel is tonight. Everyone is
welcome. It is always held the 2nd Thursday of each month.
j. Next Meeting will be September 8.
