DWI Planning Council Minutes

April 14, 2011





I. Call to Order by Sharon Hodges, Chair at 2:05 p.m.



II. Introduction of Board Members: Members present were: Sharon Hodges

(Chair); Steve Odom (Vice Chair); Denise Syling; Sgt. Tracy Corbett; and

John Bernitz



III. Introduction of DWI Staff: HR introduced Margot Sykes and Valerie

Pendergrass. Everyone else from the department was working.



IV. Determination of Quorum: 5 council members must be present for a quorum and

there were 5 present. Determined by Valerie Pendergrass.



V. People in Attendance: 12 people were in attendance along with 5 Council

members totaling 17 people present.



VI. Old Business



a. Review and approval of minutes from March 10, 2011. It was moved by

Steve Odom that the minutes be accepted as written and a second by

Tracy Corbett. Motion carried.



VII. New Business



a. Review March 2011 Stats:

DWI Stats: Number of contacts with DWI clients this month: Includes Phone/Walk-

Ins/Court: 822; Number of drug screens administered by DWI staff: 22 , negative: 17 ,

positive: 5; Number of DWI offenders entered in the ADE Data Base: 18; Number of DWI

offenders currently being tracked (Active): 265;Number of clients that were closed

Successfully: 8 Unsuccessfully: 5 Dismissed: 1; Number of community service hours

completed this month: 72; Number of clients who failed to attend a sentenced activity:

Number of Bench Warrants filed in courts by DWI Staff : 3; Number of Court

Arraignments/Pre-trial conferences attended by DWI staff: 12; Number of Screenings/Pre

Sentence Screenings (drug/alcohol) this month: 11; Number of Sentencing/Intakes this

month: 18; HR advised that he felt the community service hours were much higher, but

somehow not reported.

Teen Court Stats: Number of community outreach prevention activities hosted by

DWI staff: 2; Number of school based DWI/Substance Abuse prevention activities: 2;

Number of schools which prevention activities occurred: 2; Number of students who

attended prevention activities: 356; Number of MIP (Minor in Possession) Alcohol/Drug

cases: 4 (3marijuana, 1 alcohol); Number of Minor Traffic cases: 10; Number of Minor

Criminal cases: 13; Number of Teen Court offenders active: 45 Pending: 14 ; Number

of Teen Court community service hours served: 226; Number of Teen Court

completions: 21; Number of teens referred back (Unsuccessful) to referral agency: 1



b. Review of Quarterly Stats:

c. Legislative Action: DUI Program cuts: The DWI Supervision unit had about

$20,000 cut from the Otero County budget to help finance the Drug court program, other

counties had much more taken from them all together there was $800,000 taken from the

DWI budget to finance the Drug Court Program.

1. Sharon Hodges asked about drug bust money. Drug Bust money is

Federal.

2. The question was asked what the county does for this program. HR

explained that this program is totally funded by the alcohol tax.

3. Sharon Hodges suggested that we develop a dialogue with the

commissioners, the program can’t afford to lose staff. DWI is paying the

county $10,000 a year for rent it was suggested that we possibly

approach the commission on reducing or eliminating that cost to help

with the loss to Drug Court since the county does help some programs.

HR doesn’t want to raise fees.

4. HR was requested to get a budget for the meeting next month. He will

have it for the meeting next month.

5. How successful is the DWI program at collecting it’s fees? We do quite

well. Not everyone pays, but most do. We can’t pull from the clients

commissary fund in jail.



VIII. Open Discussion

a. It was brought to the attention of the council that there would be a

program being help at Grace Methodist Church by Victor

DeNoble… he will be giving a speech on the brain call “Don’t buy

the lie.” It will be from 1-3 for professional and 5-8 for youth,

parents and public. Just need to show up you don’t need

reservations. They are feeing everyone dinner.

b. Saturday at the High School the Walk like MADD

c. VIP going on tonight.. Doors open at 6:30 meeting starts at 7:00
