KUALA PILAH: The four main chieftains or Undangs had to meet again yesterday morning before
finalising their decision to select Tuanku Muhriz Tuanku Munawir as the 11th Yang di-Pertuan Besar.

Keeping to the unique system of choosing the state‘s ruler, the four Undangs only made known their
decision at an elaborate ceremony at the Balairong Seri at Istana Besar Sri Menanti at 3.45pm.

                                                                     The council first met at 5pm in

The four had to choose the 11th Yang di-Pertuan Besar from four titled princes.

Apart from Tuanku Muhriz, the three princes of Tuanku Jaafar Tuanku Abdul Rahman were also
considered to sit on the state throne.

They are Tunku Laksamana Tunku Naquiyuddin, 61, Tunku Muda Serting Tunku Imran, 58, and
Tunku Panglima Besar Tunku Nadzaruddin, 49.

                                                   All were present at the Balairong Seri when the
                                                   annoucement was made.

                                                   Also present yesterday were Tunku Besar Tampin
                                                   Tunku Syed Razman Syed Idrus, members of the
                                                   royal family and state leaders.

                                                   The proclamation ceremony started at 3.30pm with
                                                   a 32-gun salute. The four princes and other
                                                   members of the royal families then entered the hall.

                                                   There was absolute silence when Mubarak stepped
                                                   forward to announce who the next state ruler would
                                                   be.

                                                   However, the announcement did not surprise most
of those present.

Mubarak then presented the mas manah (royal gift) to Tuanku Muhriz, making his appointment
official. This was followed by another 21-gun salute.

All four Undangs then took turns to give their pledge of loyalty to the new ruler.

In his acceptance speech, Tuanku Muhriz promised to carry out his duties entrusted to him and to
rule justly.

‖I do not have the words to say how deeply saddened I am by the demise of my beloved uncle,
Tuanku Jaafar, who sat on the state throne for 41 years.

‖We can see how the state has progressed under Tuanku Jaafar‘s reign and the peace enjoyed by all.
‖I want to assure the people of Negri Sembilan that I would continue with the traditions set by Tuanku
Jaafar to rule fairly as well as to look after the security and well-being of my subjects in Negri
Sembilan,‖ he said.

When met later, the Mentri Besar said he hoped to seek an audience with the new ruler today.

Foreign Minister and former Mentri Besar Datuk Seri Rais Yatim said the chieftains had selected the
new ruler based on state laws and customs.

‖I am confident that Tuanku Muhriz would be able to govern as well as the former rulers of Negri
Sembilan. I am sure Tuanku Muhriz would bring more progress to Negri Sembilan and steer this state
to even greater heights,‖ he added.

Tuanku Muhriz is the only son of Tuanku Munawir who died on April 18, 1967.

Born on Jan 14, 1948, he was not made the state ruler after his father‘s death as the four Undangs
then felt that at age 19, he was too young to sit on the state throne.

Tuanku Muhriz received his early education at Sek Tuanku Muhammad in Kuala Pilah and went on to
study at SM Tunku Besar Tampin in Tampin and Sek King George V in Seremban.
He pursued his tertiary education at Aldenham School, Elstree, in England and read law at the
University College of Wales in Aberystwyth, Wales.

He married Tengku Aishah Rohani Tengku Besar Mahmud and the couple have three children -
Tunku Ali Redhauddin, 31, Tuanku Zain Al-‘Abidin, 21, and Tunku Alif Hussein Saifuddin 17.

In other states, the heir to the throne is hereditary where the Raja Muda is the successor.

After the proclamation ceremony, Tuanku Muhriz accompanied the royal carriage, carrying the body
of his predecessor to the royal mausoleum located some 400m from the Istana Besar.

Pertuan Agong and the son of the nation‘s first King, Tuanku Abdul Rahman.

                                                Besar in Seri Menanti where his remains had been
                                                laying-in-state since 11am on Sunday.

                                                The Quran was continuously recited throughout the
                                                two days as people paid their last respects to the ruler
                                                who touched every individual he either met in his

                                                Tuanku Jaafar ascended the throne following the
                                                death of his half-brother Tuanku Munawir in 1967 and
                                                ruled Negri Sembilan for 41 years.
The funeral ceremony only began after Tuanku Muhriz Tuanku Munawir was proclaimed the new
Ruler at the Balairong Seri.

At 4.30pm, Tuanku Jaafar‘s coffin was placed on a carriage decked in royal colours.

members of the royal family and national and state leaders.

Tahlil prayers were held later in the day at the Tuanku Munawir mosque near the Istana Besar.

PUTRAJAYA: Muslims, who represent a quarter of the world‘s population must use their ability,
expertise and wealth to build civilisation and bring about excellence that reflects the community‘s
strength and greatness.

Deputy Yang di-Pertuan Agong, Sultan Abdul Halim Mu‘adzam Shah said Allah had blessed Muslims
with great potential and resources but they had failed to use this to their benefit due to lack of ideas
and innovation, constant fighting and greed.

This, he said, had resulted in the wealth being used by other people to benefit other communities.

―Muslims must set aside their negative attitude if they want to succeed. They must not be lazy, must
take religious teachings seriously and must stop the constant bickering and fighting among them.
These bad traits are what is standing in between them and success.

―At the same time, I call on Muslims in the country to initiate changes to strengthen the religion‘s
position through civilisation,‖ he said in his speech at the Maal Hijrah celebration at the Putrajaya
International Convention Centre yesterday.

Also present were Sultanah Kedah Sultanah Hamimah Hamidun, Prime Minister Datuk Seri Abdullah
Ahmad Badawi and wife Datin Seri Jeanne Abdullah.

The Sultan of Kedah expressed hope that with the dawn of the new year in the Islamic calendar
yesterday, Muslims would reflect on their strengths and weaknesses and use them to improve
themselves, society and the country.

―To achieve excellence, one needs to be determined and make some sacrifices,‖ he said.
Meanwhile, Abdullah, in his message in the programme book, reminded Muslims that hard work was
necessary to attain success and excellence.

―Success will not roll to us neither is achieving excellence as easy as plucking a fruit from a tree. It
demands effort, commitment, wisdom and sacrifices,‖ he said.

The Prime Minister said to achieve excellence, Muslims needed to be mentally sharp and to attain
this, one would have to equip oneself with knowledge, skills, creativity and be highly innovative.

The Government, Abdullah said, had prepared various infrastructure that was needed to bring its
people forward, but the rise or fall of a society depended on its human capital.
Tajuk Artikel : Teachers in religious schools to get more perks

KUALA LUMPUR: Teachers in government-aided religious schools have been absorbed into the
government service, Education Minister Datuk Seri Hishammuddin Tun Hussein said.

He said the schools could also accept trained teachers from the ministry if there was a shortage.

―The teachers will be paid salaries that would commensurate with their qualification, given a chance
for promotion and enjoy all the facilities provided to civil servants and the opportunity to undergo
courses within and outside the country,‖ he said in a statement yesterday.

Hishammuddin said those studying in such schools could receive assistance such as scholarships,
food and textbooks, besides competing with students in mainstream schools in activities that were
carried out by the ministry.

Meanwhile, the Johor Islamic Religious Department intended to register 27 religious schools as
government-aided religious schools, he added. — Bernama

GEORGE TOWN: About 2,000 foreign workers in the country are expected to be laid off over the next
two months, Human Resources Minister Datuk Dr S. Subramaniam said.

He said their employers must repatriate them to avoid social problems.

―We do not want jobless foreign workers to loiter around here. It is stated in their working permits that
they have to be sent back if they do not have a job,‖ he told reporters before a Tamil Schools UPSR
Excellent Awards presentation ceremony here last night.

Subramaniam, who is also MIC secretary-general, said it was important that employers go through
the necessary process to send them home.

Penang CPO Datuk Wira Ayub Yaakob was quoted as saying in a report yesterday that some
factories did not repatriate foreign workers they had laid off due to the global economic crisis but just
released them if they indicated that they preferred to remain in the country.

Subramanian commended the Federation of Malaysian Manufacturers‘ approach of avoiding
retrenchment in the face of the crisis.

―They have taken other efforts like shorter working hours and longer holiday periods,‖ he said.

He said Malaysians laid off in Singapore could register for work at the Labour Department in Johor
Baru but not many had signed up.

Subramaniam said some 150,000 Malaysians commuted daily to work in the republic while another
200,000 were believed to be living and working there.

He said the ministry would do whatever it could to assist those who had been laid off to get alternative
employment.

RANTAU PANJANG: Diesel smuggling to Thailand is on the rise again after the latest reduction in
fuel prices.

The price of diesel in Malaysia is RM1.70 per liter, which is much lower than in Thailand where it is
sold for RM2.20 per liter.

A check by The Star here showed that there were a hive of activities at several entry points along the
Sungai Golok border.

Local trader Yamin Yusof, 57, claimed that smuggling activities had become rampant.

―All they have to do is take the diesel or carry it on a boat across the border to their waiting buyers.

―It is easy money for smugglers and they do not have to follow any legal procedure when taking the
fuel out,‖ said Yamin.

He claimed that smuggling activities have not stopped des–pite surveillance by the authorities.

Yamin urged the authorities to put a lid on the activities as it would only put Malaysian taxpayers at
the losing end.

―I am so upset with the local authorities for not doing more to put a stop to this. I am sure they can
come up with something effective to overcome the problem. This has been happening for years now,‖
he said.

Fellow trader Mohd Saiful Idris, 43, said that based on simple calculations, smugglers made at least
50 sen for every litre they smuggle out.

―This means they make at least RM5 for every 10 litres. I know they smuggle at least 100 to 500 litres
daily,‖ he said. The authories have declined to comment.

IT seems that new Kuala Lumpur mayor Datuk Ahmad Fuad Ismail is starting the New Year with a
loud bang.

No, not fire cracker bang but rather a controversy is taking place over his declaration of 2009 as the
Year of Enforcement for the Kuala Lumpur City Hall (DBKL) to increase the collection of revenue.

The city‘s 10 Pakatan Rakyat MPs are blowing hot after Fuad announced that the DBKL would make
2009 the Year of Enforcement and would go all out to enforce rules and regulations strictly in its
collection of assessment rates, rentals, fines and other revenue.

Fuad announced the scheme when releasing the DBKL budget for 2009 at the DBKL Complex at
Jalan Raja Laut on Christmas Eve.
Seputeh MP Teresa Kok described the DBKL scheme as a crazy objective.

destroy things,‘‘ Teresa said.

Cheras MP Tan Kok Wai said that he anticipated thousands of roadside stall hawkers being deprived
of a way to make an honest living.

―This is alarming. Already, the DBKL enforcement personnel have removed four stalls at Lorong Loke
Yew in Cheras which had been operating there for 34 years,‘‘ he said.

Tan said that this was not the time to impose hardship on the hawkers as most of them were senior
citizens who had no other way to make a living.

Kepong MP Dr Tan Seng Giaw said that enforcement should be conducted reasonably.

―They have to be considerate of the people‘s situation and not simply issue summons freely,‖ he said.

Segambut MP Lim Lip Eng, however, supported the DBKL move to make 2009 the Year of
Enforcement. ―I hope they will implement it well and be more transparent,‖ Lim said.

PETALING JAYA residents ended the year with a strong message that they intend to be heard.

About 200 residents from the area turned up in front of the FAS field in Kelana Jaya to stage a
peaceful protest against the development of a commercial hub consisting of:

·20 units of 6½ storey shoplots
·72 units of 4½ storey shoplots
·two 15 to 28 storey office blocks with 8 levels of podium
·1 basement car park, and
·four electricity sub-stations.

The protest was organised by the All Petaling Jaya, Selangor, Residents‘ Association Coalition
(APAC).

Among some of the banners held by residents read ―PJ is Overdeveloped‖ and ―Dear developer, we
fully support similar development if it is behind/in front/beside YOUR house.‖

Taman Mayang Rukun Tetangga chairman Chan Chow Wang said that the jam along the LDP was
unbearable and other developments in the area such as the Paradigm was already underway.

―We can‘t even get in and out of Taman Mayang from the LDP. When we try to make a U-turn into our
area, a stretch of about 500m would take us at least half and hour. To make matters worse, many
people are parking along the LDP in front of the Kelana Jaya LRT station,‖ said Chan.

Chan said that the land was given to FAS to be used as a football field and it was unthinkable to
convert the land for commercial use.

APAC chairman Liew Wei Beng said that they would submit an official objection to the Petaling Jaya
City Council (MBPJ).

―We want this open area to be maintained. The development of this commercial hub will lead to
further congestion along the LDP and increase traffic at the tunnel leading into Ara Damansara,‖ said
Liew.

He added that the APAC would also raise the issue of land conversion from institutional to
commercial without due process and consultation.

―The first development order was approved in 2006. As far as we know, none of the residents have
been consulted before the MBPJ issued the development order then,‖ said Liew.

Petaling Jaya Utara MP Tony Pua said that the residents have spoken loud and clear and steps
should be taken to retain as many open spaces as possible.

―There is enough congestion and there should be no development until the traffic problem is solved,‖
said Pua, who agreed that consultation with residents should have been carried out when converting
the land for commercial use.

MBPJ councillor Cynthi Gabriel said that the turnout for the protest was encouraging but that
residents still need to submit official objections to the council.

Councillor Mak Khuin Weng said that he was concerned about the discrepancies brought up by
residents and would bring up the issue with the MBPJ town planning department.

Many residents in the surrounding area were also upset that only a handful received letters from the
MBPJ regarding the development.

One resident also claimed that the MBPJ was misleading the people as the objection board put up at
the site of the development had no mention of the two blocks of 15- to 28-storey office buildings but it
was mentioned in the letters which not many residents received. Also present was Bukit Gasing

KUALA PILAH: Tuanku Muhriz Tuanku Munawir, 60, was proclaimed the new Yang di-Pertuan Besar of
Negri Sembilan yesterday.

Tuanku Muhriz is a nephew of Tuanku Ja'afar Tuanku Abdul Rahman, who died on Saturday. He is also
the only son of the late Tuanku Munawir Tuanku Abdul Rahman, the ninth Yang di-Pertuan Besar of
Negri Sembilan.

The proclamation was made by Datuk Undang Luak Sungai Ujong Datuk Klana Petra Datuk Mubarak
Dohak at Balai Rong Seri, Istana Besar Seri Menanti at 3.45pm.

Tuanku Muhriz was appointed as the 11th Yang di-Pertuan Besar from among "Putera Yang Empat"
(four princes) in accordance with the state constitution.

The decision was made by the Ruling Council consisting of the four main chieftains or undang --
Mubarak, Datuk Undang Luak Jelebu Dato' Mendika Menteri Akhirulzaman Datuk Musa Wahab; Datuk
Undang Luak Johol Dato' Johan Pahlawan Lela Perkasa Setiawan Datuk Mohd Jan Abdul Ghani; and
Datuk Undang Luak Rembau Dato' Lela Maharaja Datuk Muhamad Sharip Othman; as well as the
Tunku Besar Tampin Tunku Syed Razman Tunku Syed Idrus Al-Qadri and Menteri Besar Datuk Seri
Mohamed Hasan yesterday.

The other three princes, sons of the late Tuanku Jaafar -- Tunku Laxamana Tunku Datuk Seri Utama
Naquiyuddin Tuanku Jaafar, 61; Tunku Muda Serting Tunku Datuk Seri Utama Tan Sri Imran Tuanku
Jaafar, 58, and Tunku Panglima Besar Tunku Datuk Seri Nadzaruddin Tuanku Jaafar, 49, were also
present.

The installation ceremony, which was witnessed by more than 1,000 people, began with the firing of 32
shots at 2pm to mark the beginning of the ceremony. This was followed by the procession of members
of the royal family, the four princes, the undang and menteri besar at 3.30pm.

After the proclamation by Mubarak and prayers by the state mufti, Murtadza Sheikh Ahmad, Tuanku
Muhriz delivered his maiden royal address.

Tuanku Muhriz promised to be a fair leader and ensure the welfare of the people in the state was well
cared for, while maintaining peace and solidarity.

KUALA PILAH: Tuanku Ja'afar Tuanku Abdul Rahman was laid to rest at the Royal Mausoleum at Seri
Menanti, here, at 5.30pm yesterday.
As the royal hearse left Istana Besar Seri Menanti,
86 shots were fired by the Ceremonial Battery of
Sungai Buloh Camp to symbolise Tuanku Ja'afar's
age.

His coffin was placed in a carriage and pulled for
about 400 metres by 52 officers from the 24th Royal
Malay Regiment (RAMD), Rasah Camp in
Seremban.

The late ruler is survived by his consort, Tuanku
Ampuan Najihah, 87, and six children, Tunku       The royal hearse leaving Istana Besar Seri
Laxamana Tunku Naquiyuddin; Tunku Muda Serting Menanti.
Tunku Imran; Tunku Panglima Besar Tunku Nadzaruddin; Tunku Dara Naquiah; Tunku Jawahir; and

Later, members of the royal family followed the hearse, which left the palace after the installation of the
new ruler, the 11th Yang di-Pertuan Besar Tuanku Muhriz Tuanku Munawir.

About 1,000 people attended the funeral of Tuanku Ja'afar, who ruled for 41 years, before his death last
Saturday.
Members of the public paid their last respects from 11am to noon.

The state government has declared 40 days of mourning, with all state government departments and
agencies flying the state flag at half-mast.

Kedah's Sultan Tuanku Abdul Halim Mu'adzam Shah; Regent of Perak Raja Dr Nazrin Shah and his
wife Raja Puan Besar Tuanku Zara Salim; Tengku Mahkota Johor Tunku Ibrahim Ismail; and Brunei's
Sultan Hasanah Bolkiah were among the royalty who attended the funeral.

Among dignitaries who joined the procession were Prime Minister Datuk Seri Abdullah Ahmad Badawi
and his wife Datin Seri Jeanne Abdullah; Deputy Prime Minister Datuk Seri Najib Razak and his wife

PUTRAJAYA: Tuanku Abdul Halim Sultan Badlishah yesterday called on Muslims to enhance friendship
and solidarity with non-Muslims.

The Kedah sultan, who is also the Deputy Yang di-Pertuan Agong, said this vision should be upheld to
serve as a pillar towards enhancement of ties for a stronger social living network.

Addressing about 3,000 people at a Maal Hijrah celebration at the Putrajaya International Convention
Centre, he said Malaysian Muslims should understand and put into practice this vision encompassed in
the Quran and Hadis.

Also present were his consort Sultanah Haminah Hamidun, Prime Minister Datuk Seri Abdullah Ahmad
Badawi and his wife Datin Paduka Seri Jeanne Abdullah, Minister in the Prime Minister's Department
Datuk Seri Dr Ahmad Zahid Hamidi and Islamic Development Department (Jakim) director-general

With the dawn of the 1430 Hijrah, Tuanku Abdul Halim said it was timely for Muslims to reassess
themselves amid the fast-paced changes.

He urged Muslims to use this year's theme "Menjana Ummah Gemilang" (Towards A Greater Ummah)
to plan for the new challenges.

"Hijrah (migration) is part of the teaching of Islam and the migration of Prophet Muhammad and his
friends from Mecca to Medina was to prepare them to face the continuous challenges and obstacles."

Tuanku Abdul Halim said better understanding of the Quran and the sunnah was vital for unity of the
Muslims.

Zahid said unity among Muslims could serve as a fort in facing opposition from quarters who had
became bolder in questioning the credibility of Islam.

"Without it, we will become easy prey to our enemies whose intention is nothing else but to make us
weaker. We must stop this from continuing."

Zahid said conflicting views among Muslims over trivial matters should stop.

THE Federal Agriculture Marketing Authority (Fama) hopes the sale of Tualang honey products this
year will hit the RM1 million mark.

Padang Terap Fama district officer Azmi Ishak said a memorandum of understanding was signed last
June with Universiti Sains Malaysia (USM) to exploit the honey made by Tualang honeybees.

"It's looking like an achievable target. We made about RM300,000 by March 31."

The difference between Tualang honey and other products is that the bees are wild and feed on
different types of flowers. This is in contrast to farmed bees, which are fed sugar on top of flowers.

Research by USM has found that Tualang honey offers health benefits to both men and women.
It improves the appetite and builds immunity against disease. It can be used to reduce lung infections
and to treat burns. It is also said to help maintain a youthful complexion and increase male libido.

"We are also trying to promote honey as an alternative to sugar," said Azmi.

Fama has started organising seminars to create awareness of the benefits of honey.

Last December, it held a national conference which it is hoping to repeat. "This time we are focusing on
specific groups, which is why we are hosting the next event in Kedah."

KUALA LUMPUR: All state-run and religious schools need to be registered as government-aided
schools to get a share of the RM50 million allocation under the economic stimulus package, the
Education Ministry said yesterday.

A total of 181 out of 255 schools are to have a stake in the allocation. The remaining 74 schools are still
in discussions with the ministry over whether they will sign a memorandum of understanding to register
as government-aided religious schools (SABK).

Education Minister Datuk Seri Hishammuddin Hussein said the Johor Religious Department was the
latest to register for the SABK programme.

"Following our meeting on Dec 23, the department agreed to register 15 people's religious schools,
three state religious schools, the Maahad Johor and eight integrated Arabic primary schools as SABK.

"Under the SABK programme, schools get allocations for building upgrades, per capita aid and school
utilities, as well as for staffing and teacher training."

Hishammuddin yesterday said SABK students would enjoy benefits such as scholarships, free food
programme and free textbooks.

He said students would also be able to compete with mainstream school students with the
improvements to the quality of their education.

"The RM50 million economic stimulus package allocated for SABK is part of the RM200 million
distributed equally among the four streams of government-aided schools," he said, adding that the three
other streams were the Chinese, Tamil and missionary schools.

PUTRAJAYA: Syrian ulama Prof Dr Wahbah al-Zuhayli, whose work is widely quoted in syariah court
proceedings here, was yesterday named Tokoh Maal Hijrah 1430.
The prestigious award was also given to Perak mufti Datuk Seri Dr Harussani Zakaria. This is the third
time since 1987 that a foreigner has been so honoured.

Minister in the Prime Minister's Department in charge of Islamic affairs, Datuk Seri Dr Ahmad Zahid
Hamidi, said due recognition should be given to international individuals who have influenced Islam in
Malaysia.

"Wahbah's works are not only known globally, but they have also been translated into Bahasa Malaysia
and are placed in local universities.

"Some of his 133 books are used as references in our syariah courts and by economists in Islamic
finance," said Zahid at a press conference after the national-level Maal Hijrah celebrations here
yesterday.
Wahbah, 76, formerly a member of the Syrian Fatwa Council, has also received accolades and honours
from Iran, Libya and Sudan for his knowledge of Islam. Wahbah said he would donate his RM100,000
prize money to the building fund of a religious school that he is setting up in his home country.

Wahbah was full of praise for the Islam Hadhari concept promoted by the government, calling it a
methodology that is "safe and right, combining the basic true principles, Islamic faith and high moral
values".

Harussani has occasionally been a controversial figure, courting outcry over his stand on certain issues.

"Some have even asked me to slow down. How can I slow down when the world is moving so fast?" he
said.

"I am not a stern mufti. I only speak the truth, and I do not care to whom I am speaking. This is my duty
and responsibility."

Apart from the RM100,000 given by the government, the recipients received RM20,000 from the Ubaidi
Foundation, as well as a plaque, a certificate and a medal.

Guests at the event observed a one-minute silence as a mark of respect to the late Yang di-Pertuan
Besar of Negri Sembilan Tuanku Ja'afar Tuanku Abdul Rahman.

IPOH: Don't find fault, make amends. This is the advice of Raja Muda Perak Raja Nazrin Shah to
leaders on the occasion of Maal Hijrah 1430.

"In my opinion, there were times when political actions went overboard. Not only were they
unproductive, they were counter-productive," he said.

Raja Nazrin said leaders must give priority to public interest, work towards a consensus and seek to
resolve problems through mutually-agreed approaches.

On the current economic crisis, he said it was a result of many "destructive" actions, including bad
management, abuse of trust and having wrong priorities when using resources.
He said the glum economy was a divine reminder to mankind that those entrusted with power should be
aware of their responsibility to fulfil their duties towards men and the environment.

He added that it was also a reminder that some figures of authority had been swayed by their pride and
greed, often abusing their power to the extent that it resulted in various disasters occurring.

"It is of utmost importance that the country has effective instruments to monitor any abuse of power.

"Malaysia also needs to take steps to fulfil the public demand for a transparent and corruption-free
administration, upheld by a just judiciary system, which will only come to pass if judges themselves are
men of integrity."

Raja Nazrin urged that laws be translated into action, pointing out that if this were not so, no amount of
legislation or enforcement would increase public confidence.

The new Islamic year should also spur the nation to act firmly against corruption, he said.

"The 1430 Hijrah year should be a year of holiness, displaying the nation's courage in executing justice,
by punishing those who abused the trust, confidence and responsibility given to them.

"It should also be a year for every individual to be honest and sincere, in keeping with Islamic teachings,
to evaluate himself and demonstrate a high degree of self-accountability, even to voluntarily resign from
his post if his reputation were tainted.

"Let the new Hijrah year be a year for the country and its people to have a migration of the mind,
culture, attitudes and will to build a glorious nation which has integrity and is respected."

In Kuantan, the Sultan of Pahang Sultan Ahmad Shah yesterday urged Malaysian Muslims to face all
challenges.

He said although the country was not exposed to threats from outside enemies, unlike Muslims in
Palestine, Afghanistan and Iraq, the community was exposed to social ills.

He cited problems such as the Mat Rempit menace and murtad (apostasy).

His speech was read by Menteri Besar Datuk Seri Adnan Yaakob at the state-level Maal Hijrah
celebration.

SUBANG JAYA: A Nigerian man, in his 30s, jumped to his death from the 12th floor of a condominium
in Puchong Perdana yesterday.

It is unclear why the man, who was naked, jumped from the balcony of a unit at the Vista Millennium
condominiums.

He had earlier been tied up together with two compatriots and two Singaporean women by four other
African men at the unit.

Deputy district police chief Superintendent Abdul Aziz Abdul Majid said the five had gone to the unit at
4pm to visit a friend. The three men got into an argument with the other four Africans. They were tied up
and the deceased, a college student, was forced to strip.

Aziz said when the student untied himself, he jumped from the balcony. His captors then fled. The
others freed themselves and called the police.

GEORGE TOWN: A Universiti Sains Malaysia researcher has turned palm oil waste into Malaysia's first
fibre-based soil protective layer to prevent landslides.

USM associate professor Dr Fauziah Ahmad, who spent more than two years to perfect the invention,
said the product would be used for erosion control and slope protection.

Fauziah said the fibre product would help to strengthen earth surfaces and enhance groundwater flow.

"Shrubbery and plants are able to grow through the bio-degradable layer unlike with concrete materials,
making it an environment-friendly age-nt," Fauziah said at USM recently.

Instead of paying up to RM200 per sq metre for conventional synthetic materials, Fauziah said the fibre-
based layer only cost a fraction of that, at RM5 per metre. The fibre product has a lifespan of 20 years.
Fauziah said the multi-layered product could be custom-made for specific needs.

She said the material could be used in the construction of retention walls at all landslide-prone areas.

She said it could also be used to improve the surface of untarred roads in rural areas.

"Once we obtain the patent for the product, we will find a commercial partner to promote its use on
slopes on major highways, especially along the North-South Expressway," said Fauziah, who sits on the
advisory panel of the government's slope management committee.
She added that negotiations were ongoing with Malaysian Technology Development Corporation to
commercialise her product by next year.

Fauziah has been a lecturer in geotechnical engineering since 1997.

GEORGE TOWN (Dec 29): More than 2,000 factory workers in Penang have been retrenched in the past
three months and more are expected to lose their jobs in the coming months, said Malaysian Trades Union
Congress Penang branch chairman Abdul Razak Abdul Hamid.

―We expect that more people will be laid off next year as the economic situation continue to slowdown,‖ he told
theSun today.

Abdul Razak said even those who were not laid off are suffering as many companies are cutting down
overtime and working hours, imposing pay cuts and even shutting down operations for long periods of time
and forcing workers to take unpaid leave.

He said the Human Resources Ministry keeps saying the economic fundamentals are strong but this is not
what the workers face in their day-to-day working life.

―The ministry only knows how to give figures of people being retrenched but they do not offer a solution to help
them,‖ he said.

―We want the ministry to come up with a clear plan to help workers who have been laid off as we can foresee
that more workers will lose their jobs in the next few months.‖

He said the ministry gave the industries the go-ahead to cut down overtime and working hours which will only
hurt the workers.

―They should get the industries to look at cutting costs without affecting the take-home pay of workers.‖ He
said the ministry must set up a special task force to help retrenched workers.

―We have proposed that a taskforce to help retrenched workers be set up but so far, there has been no
action,‖ he said.

Why is it that during good times those industries did not share their high profits with the workers but when
times are bad, the workers will have to suffer from pay cuts so that they can reduce costs?‖ he said.

menyaksikan istiadat yang disiarkan secara langsung menerusi Radio Televisyen Malaysia (RTM).

Hadir sama, Menteri Besar Datuk Seri Mohamad Hasan, tiga lagi Datuk Undang Yang Empat, iaitu
Undang Luak Johol, Datuk Mohd Jan Abdul Gani; Undang Luak Jelebu, Datuk Musa Wahab dan
Undang Luak Rembau, Datuk Muhamad Sharip Othman serta hampir 350 tetamu, termasuk kerabat
diraja.

Mengikut perlembagaan dan Adat Perpatih Negeri Sembilan, pelantikan pengganti Almarhum Tuanku
Ja'afar itu ditentukan oleh Datuk Undang Yang Empat dengan pemilihan dibuat di kalangan Putera
Yang Empat.
                            Tuanku Muhriz adalah putera tunggal kepada Yang di-Pertuan Besar
                            Negeri Sembilan ke-9, Almarhum Tuanku Munawir Tuanku Abdul
                            Rahman.

                            Ketika kemangkatan ayahandanya pada 1967, Tuanku Muhriz turut
                            dicalonkan sebagai pengganti, tetapi Dewan Keadilan dan Undang
                            memilih ayahanda saudaranya, Tuanku Ja'afar kerana baginda masih
                            muda, iaitu 18 tahun.

                            Dalam titah ucapan baginda, Tuanku Muhriz berjanji menjalankan
                            pemerintahan yang adil dan saksama seperti yang ditunjukkan oleh
                            Almarhum Tuanku Ja'afar, yang memerintah selama 41 tahun.

                               rakyat serta mereka di seluruh alam Negeri Sembilan," titah baginda.
Sejurus selesai bertitah, Datuk Undang Yang Empat mengadap Tuanku Muhriz disusuli penghulu Luak
Tanah Mengandung, sebelum Datuk Undang Luak Sungai Ujong menyembahkan Mas Manah atau
surat pemasyhuran kepada baginda. Serentak itu tembakan meriam 21 das bergema di luar Balairong
Seri.

Selepas istiadat pemasyhuran yang berakhir kira-kira jam 4.15 petang, Tuanku Muhriz menziarahi
jenazah Almarhum Tuanku Ja'afar sebelum memperkenankan istiadat pemakaman di Makam Diraja
Seri Menanti, kira-kira satu kilometer daripada Istana Besar.

KUALA LUMPUR: Guru yang bertugas di Sekolah Agama Bantuan Kerajaan (SABK) sudah
diperuntukkan jawatan secara hakiki sekali gus diserap ke dalam perkhidmatan kerajaan, kata Menteri
Pelajaran, Datuk Seri Hishammuddin Hussein.

Beliau berkata, sekolah yang berdaftar sebagai SABK pula berpeluang menerima guru Kementerian
Pelajaran yang terlatih sekiranya guru sedia ada tidak mencukupi.

"Guru ini akan diberi gaji yang bersesuaian dengan kelayakan mereka, diberi peluang kenaikan
pangkat, berpeluang menikmati kemudahan sebagai penjawat awam serta berpeluang untuk mengikuti
kursus di dalam dan di luar negara," katanya dalam satu kenyataan di sini, semalam.

Hishammuddin berkata, tumpuan kepada soal perjawatan dan latihan guru itu adalah sebahagian
langkah bagi merealisasikan program pendaftaran SABK yang diperkenalkan pada 2005 untuk
meningkatkan kualiti pendidikan di Sekolah Agama Rakyat (SAR) dan Sekolah Agama Negeri (SAN) di
bawah Kementerian Pelajaran dari pelbagai aspek termasuk proses pengajaran dan pembelajaran
dalam kelas.

Katanya, murid di SABK pula berpeluang mendapat pelbagai bantuan seperti biasiswa, makanan serta
buku teks, selain bersaing dengan murid di sekolah aliran perdana dalam sebarang aktiviti Kementerian
Pelajaran sama ada yang berbentuk kurikulum atau kokurikulum, dan jika berkelayakan, akan diberi
peluang mewakili negara pada peringkat antarabangsa.

"Sejajar dengan hasrat kerajaan untuk melihat pendidikan berteraskan Islam terus dimantapkan dan
diperkasa di negara ini, kementerian akan terus berusaha gigih bagi memastikan SABK dapat
berkembang menjadi institusi sekolah yang cemerlang dan mampu memberi pendidikan agama yang
sempurna kepada generasi muda negara," katanya.

Hishammuddin berkata, sehingga kini, jumlah SAR dan SAN yang berdaftar sebagai SABK ialah
sebanyak 154, manakala 101 sekolah agama masih pada peringkat perbincangan untuk
menandatangani Memorandum Persefahaman.

Beliau berkata, pada 23 Disember lalu, Kementerian Pelajaran sudah dimaklumkan mengenai hasrat
Jabatan Agama Islam Johor untuk mendaftar sejumlah 27 sekolah agama sebagai SABK iaitu 15 SAR,
3 SAN, satu Maahad Johor dan lapan Sekolah Rendah Arab Bersepadu.

Katanya, Kementerian Pelajaran akan bertanggungjawab sepenuhnya dalam memastikan SABK
menerima manfaat penuh dengan peruntukan tambahan sebanyak RM50 juta.

Wahbah al-Zuhaily, 76, dipilih sebagai Tokoh Maal Hijrah 1430H/2008M peringkat kebangsaan, di sini,
semalam.

Kedua-dua tokoh berkenaan masing-masing menerima wang tunai RM100,000 daripada kerajaan,
RM20,000 sumbangan Yayasan Ubaidi, plak, sijil dan hadiah iringan.

Mereka menerima anugerah itu daripada Timbalan Yang di-Pertuan Agong, Tuanku Abdul Halim
Mu'adzam Shah.

Harussani yang berasal dari Kampung Tok Ngah, Tanjung Piandang, Parit Buntar, Perak dipilih
berdasarkan kepada sumbangan menyebarkan Islam dengan tekun dan berdedikasi.

Beliau anak bongsu daripada lima beradik banyak menerima anugerah kerana menyumbang pada
peringkat kebangsaan sebagai Jawatankuasa Fatwa Peringkat Kebangsaan, Pengerusi Jawatankuasa
Pentashih al-Quran, Lembaga Teks dan Pelesenan al-Quran dan Pengerusi Penapisan Buku-Buku
Bercorak Agama di Malaysia dan Penasihat kepada Kumpulan Maybank.

Beliau mendapat pendidikan awal di Sekolah Melayu Kampung Kedah dan Sekolah Anglo-Cina di Parit
Buntar serta antara kumpulan pelajar Islam pertama yang mengikuti pengajian di Kolej Islam London
pada 1989.

Pada sidang media Harussani berkata, prinsip dan sikap menyatakan kebenaran dalam apa jua
keadaan tanpa mengira kepada sesiapa perlu diamalkan jika mahu menjadi seorang Muslim yang baik.

Sementara itu, Dr Wahbah yang dilahirkan di Dir Atiyyah, Syria pernah dilantik memegang pelbagai
jawatan antaranya perunding Majlis Persidangan Fiqh Antarabangsa; Pengerusi Majlis Pengawasan
Syariah di Bank Islam Al-Dauli, Bahrain; Ketua Bahagian Kajian Syariah Bagi Majlis Syarie bagi
Kewangan Islam Bahrain dan anggota Majlis Fatwa Tertinggi Syria.

Dr Wahbah turut mempunyai kepakaran dalam bidang penulisan ilmiah dan banyak hasil penulisan
beliau menjadi rujukan umat Islam di seluruh dunia.

Tuanku Muhriz Ibni Almarhum Tuanku Munawir, 60, hari ini dimasyhurkan sebagai Yang Dipertuan
Besar Negeri Sembilan.

Istiadat pemasyhuran itu dilakukan oleh Undang Luak Sungai Ujong Datuk Klana Petra Datuk Mubarak
Dohak di Balairong Seri, Istana Besar Seri Menanti pada 3.45 petang.

Upacara itu disiarkan secara langsung menerusi Radio Televisyen Malaysia (RTM).

Pemasyhuran Yang Dipertuan Besar Negeri Sembilan ke-11 dilakukan berikutan kemangkatan Tuanku
Ja'afar ibni Almarhum Tuanku Abdul Rahman.

Pelantikan Yang Dipertuan Besar itu dilakukan mengikut Adat Perpatih Negeri Sembilan.

Tuanku Muhriz dilantik sebagai Yang Dipertuan Besar daripada antara Putera Yang Empat menurut
perlembagaan negeri dalam satu majlis ringkas di sini.

Tiga putera lagi, Tunku Laxamana Tunku Naquiyuddin Ibni Almarhum Tuanku Ja'afar, Tunku Muda
Serting Tunku Imran Ibni Almarhum Tuanku Ja'afar dan Tuanku Panglima Besar Tunku Nazaruddin Ibni
Almarhum Tuanku Ja'afar turut hadir.

Semalam, empat Undang iaitu Undang Luak Sungai Ujong, Undang Luak Johol, Undang Luak Jelebu
dan Undang Luak Rembau bersama-sama Tunku Besar Tampin mengadakan persidangan tertutup
bagi memilih Yang Dipertuan Besar Negeri Sembilan yang baru.

Dilahirkan pada 14 Jan 1948, Tuanku Muhriz menerima pendidikan awal di Sekolah Menengah King
George V, Seremban dan meneruskan pengajiannya di Aldenhem School, United Kingdom.

Tuanku Muhriz memperoleh Sarjana Muda Undang-undang dari University College of Wales,
Aberystwyth, United Kingdom.


Tuanku Muhriz merupakan putera tunggal daripada enam putera serta puteri Almarhum Tuanku
Munawir Tuanku Abdul Rahman dan Tunku Ampuan Durah Binti Tuanku Besar Burhanuddin.

Tuanku Muhriz mendirikan rumahtangga dengan Tengku Datuk Aishah Rohani Tengku Besar Mahmud
dari Terengganu dan mempunyai tiga putera iaitu Tunku Ali Redhauddin Muhriz, 31, Tunku Zain Al-
'Abidin Muhriz, 26, dan Tunku Alif Hussein Saifuddin Al-Amin, 23.

Pada 1967, Tuanku Ja'afar yang juga ayahanda saudara tiri Tuanku Muhriz, dilantik oleh Undang
sebagai Yang Dipertuan Besar Negeri Sembilan ke-10, memandangkan usia Tuanku Muhriz yang
masih muda pada ketika itu, selepas kemangkatan ayahanda baginda, Tuanku Munawir Tuanku Abdul
Rahman.

Tuanku Muhriz adalah seorang ahli perniagaan dan pengarah Bangkok Bank.

ALOR STAR, 29 Dis (Bernama) -- Pengerusi Dewan Perhimpunan Melayu Kedah, Tan Sri Khalid
Abdullah diumumkan sebagai Tokoh Maal Hijrah 1430 peringkat negeri Kedah pada sambutan Maal
Hijrah di Dewan Sri Negeri, Wisma Darulaman, di sini, Isnin.

Beliau menerima hadiah sumbangan kerajaan negeri berupa wang tunai RM7,000, trofi, hadiah iringan
dan sijil penghargaan yang disampaikan oleh Raja Muda Kedah, Tunku Abdul Malik Sultan Badlishah.

Khalid, 86, yang dikurniakan enam anak hasil perkongsian hidup dengan Allahyarham Hajar Zainuddin
pernah memegang Jawatankuasa Tetap Perumahan dan Kerajaan Tempatan Kedah pada tahun 1975
hingga 1980 dan menjadi ahli Majlis Tertinggi UMNO dari tahun 1982 hingga 1986.

Beliau yang dilahirkan pada 5 November 1922 juga merupakan Ahli Lembaga Maktab Mahmud sekitar
tahun 1940 dan merupakan salah seorang Veteren UMNO yang banyak memainkan peranan dalam
arena politik negeri dan pernah menjadi Pengerusi Eksekutif Kumpulan Utusan Malaysia pada tahun
1985.

Kira-kira 2,000 orang hadir pada majlis sambutan Maal Hijrah hari ini yang bertemakan 'Menjana
Ummah Gemilang' sempena majlis menyambut ketibaan tahun baru dalam kalendar Islam itu.

Raja Muda Kedah Tunku Abdul Malik Sultan Badlishah turut menyampaikan Anugerah Tokoh Saudara
Kita, Anugerah Individu Berjasa, Anugerah Masjid Terbaik, di samping menyampaikan hadiah buat
Johan Pertandingan Bercerita Kisah Islam, kuiz serta nasyid peringkat sekolah-sekolah Kedah.

PUTRAJAYA, 29 Dis (Bernama) -- Perbuatan menghina agama Islam adalah satu perbuatan 'kurang
ajar', tidak beradab dan keji, kata Tokoh Ma'al Hijrah 1430H Datuk Seri Harussani Zakaria hari ini.

Beliau berkata selama ini orang Islam belum pernah mengeluarkan satu pun kenyataan mengeji agama
lain walaupun beranggapan Islam itu yang benar dan agama yang lain itu adalah tidak benar.

"Kami menghormati agama lain kerana itu adalah perintah daripada agama kami (Islam). Misalnya
apabila perbuatan mengeji agama Islam, mencaci Nabi Muhammad S.A.W tetapi kita tak akan berbuat
perkara yang sama (kepada agama lain)," katanya kepada pemberita selepas majlis sambutan Ma'al
Hijrah Peringkat Kebangsaan 1430 Hijrah/2008 di sini, Isnin.

Harussani berkata demikian sebagai mengulas mengenai kewujudan satu blog yang didakwa menghina
Nabi Muhammad S.A.W.

Beliau berkata untuk keharmonian dalam negara ini sejak 50 tahun mencapai kemerdekaan, orang
Islam di negara ini tidak pernah menghina agama lain yang dianut rakyat negara ini.

Terdahulu Harussani dan cendekiawan Islam dari Syria Dr Wahbah Al-Zuhaili diumum tokoh Ma'al
Hijrah Peringkat Kebangsaan bagi tahun 1430 Hijrah/2008.

 KUALA LUMPUR, 29 Dis (Bernama) -- Guru yang bertugas di Sekolah Agama Bantuan Kerajaan
(SABK) telah diperuntukkan jawatan secara hakiki sekaligus diserap ke dalam perkhidmatan kerajaan,
kata Menteri Pelajaran Datuk Seri Hishammuddin Tun Hussein.

Beliau berkata sekolah yang berdaftar sebagai SABK pula berpeluang menerima guru Kementerian
Pelajaran yang terlatih sekiranya guru sedia ada tidak mencukupi.

"Guru-guru ini juga akan diberi gaji yang bersesuaian dengan kelayakan mereka, diberi peluang
kenaikan pangkat, berpeluang menikmati segala kemudahan sebagai penjawat awam, serta berpeluang
untuk mengikuti kursus di dalam dan di luar negara," katanya dalam satu kenyataan hari ini.

Hishammuddin berkata tumpuan kepada soal perjawatan dan latihan guru itu merupakan sebahagian
langkah bagi merealisasikan program pendaftaran SABK yang diperkenalkan pada 2005 untuk
meningkatkan kualiti pendidikan di Sekolah Agama Rakyat (SAR) dan Sekolah Agama Negeri (SAN) di
bawah Kementerian Pelajaran dari pelbagai aspek termasuk proses pengajaran dan pembelajaran
dalam kelas.

Katanya murid di SABK pula berpeluang mendapat pelbagai bantuan seperti biasiswa, makanan serta
buku teks selain bersaing dengan murid di sekolah aliran perdana dalam sebarang aktiviti Kementerian
Pelajaran sama ada yang berbentuk kurikulum atau kokurikulum, dan jika berkelayakan, akan diberi
peluang mewakili negara di peringkat antarabangsa.

"Sejajar dengan hasrat kerajaan untuk melihat pendidikan berteraskan Islam terus dimantapkan dan
diperkasa di negara ini, kementerian akan terus berusaha gigih bagi memastikan SABK dapat
berkembang menjadi institusi sekolah yang cemerlang dan mampu memberi pendidikan agama yang
sempurna kepada generasi muda negara," katanya.

Hishammuddin berkata sehingga hari ini, jumlah SAR dan SAN yang berdaftar sebagai SABK ialah
sebanyak 154 buah manakala 101 sekolah agama lagi masih di peringkat perbincangan untuk
menandatangani Memorandum Persefahaman.

Beliau berkata pada 23 Dis lepas, Kementerian Pelajaran telah dimaklumkan mengenai hasrat Jabatan
Agama Islam Johor untuk mendaftar sejumlah 27 sekolah agama sebagai SABK iaitu 15 SAR, 3 SAN,
satu Maahad Johor dan lapan Sekolah Rendah Arab Bersepadu.

Katanya lagi, Kementerian Pelajaran juga akan bertanggungjawab sepenuhnya dalam memastikan
SABK menerima manfaat penuh dengan peruntukan tambahan sebanyak RM50 juta.

Jumlah itu merupakan sebahagian daripada RM200 juta yang diperuntukkan kerajaan untuk
memantapkan Sekolah Bantuan Kerajaan daripada peruntukan keseluruhan pakej ransangan ekonomi
berjumlah RM7 bilion yang diumumkan pada 4 Nov lepas.

KUALA LUMPUR: Orang ramai yang sibuk membeli barang di sebuah pusat beli-belah di Jalan Imbi di
sini semalam terkejut besar apabila seorang wanita jatuh dari tingkat atas.

Dalam kejadian kira-kira jam 4 petang itu, mangsa dipercayai berlegar-legar di tingkat 10 sebelum
kelibatnya dilihat melayang menjunam ke bawah.

Seorang saksi enggan dikenali berkata, beberapa pekerja gerai dan pengunjung kompleks cuba
memberikan bantuan kecemasan kepada mangsa termasuk menggunakan teknik pernafasan dari mulut
ke mulut (CPR) namun gagal dan mangsa dipercayai mati kira-kira 15 minit kemudian.

Menurut sumber polis, mangsa yang dikenali sebagai Tan Lay Howh, 35, yang berasal dari Serendah,
Selangor, mati serta-merta di tempat kejadian berikutan kecederaan parah yang dialaminya pada
bahagian kepala sebelum mayatnya dibawa ke Hospital Kuala Lumpur (HKL).

 ―Menurut ahli keluarga mangsa yang ditemui di HKL, mangsa dipercayai bersama keluarganya
membeli-belah di kompleks terbabit sebelum kejadian, namun sebaik tiba di tingkat enam, mangsa
terpisah dari keluarganya dan merayau-rayau hingga ke tingkat 10.

―Difahamkan mangsa mengalami gangguan mental dan polis mengklasifikasikan kes sebagai kematian
mengejut,‖ katanya.

KUALA LUMPUR: Langkah kerajaan dalam menggalakkan penunggang motosikal mematuhi syarat
keselamatan termasuk pemakaian topi keledar yang mempunyai pelekat tulen Sirim menampakkan kesan
positif apabila kebanyakan daripada mereka dikesan mematuhi syarat ditetapkan.

Hasil tinjauan Harian Metro semalam mendapati penunggang motosikal di sekitar ibu kota memakai topi
keledar yang mematuhi syarat ditetapkan termasuk tidak mengenakan topi keledar separuh atau lebih popular
dengan panggilan ‗helmet kura-kura‘.

Pemakaian topi keledar separuh yang bakal diharamkan sebaik kerajaan meminda Kaedah Pemakaian Topi
Keledar Akta Pengangkutan Jalan 1987, bagi menjaga keselamatan pengguna berikutan ia tidak mampu
menghalang kecederaan serius sekiranya berlaku kemalangan.

Bagaimanapun, masih ada segelintir pengguna jalan raya yang tetap mengenakan topi keledar separuh
walaupun ia tidak memenuhi piawaian keselamatan seperti ditetapkan Sirim dan Jabatan Keselamatan Jalan
Raya (JKJR).

Lebih mengecewakan, walaupun rata-rata pengguna jalan raya mengenakan topi keledar yang
disahkan Sirim, malangnya masih ada segelintir penunggang terutama belia tidak mempedulikan
keselamatan sendiri apabila mereka langsung tidak memakai topi keledar.

Tinjauan mendapati belia terutama di kawasan perumahan termasuk di Pantai Dalam, tidak mengambil
berat mengenai pemakaian topi keledar.

Sementara itu, Ketua Pengarah JKJR , Datuk Suret Singh, berkata langkah penguatkuasaan
mewajibkan pemakaian topi keledar yang memenuhi piawaian ditetapkan JKJR termasuk mempunyai
pelekat tulen Sirim akan dijalankan dalam masa terdekat.

SEREMBAN: Majlis Perbandaran Port Dickson (MPPD) menanggung tunggakan cukai taksiran RM10.8
juta berikutan ramai pemilik apartmen dan kondominium di daerah itu gagal menjelaskan cukai sejak
lebih lima tahun lalu.

Yang Dipertua MPPD, Tenku Idris Tenku Hadi, berkata pada asalnya tunggakkan berkenaan mencecah
RM18 juta, tetapi berjaya dikurangkan kepada RM10.8 juta selepas pelbagai tindakan diambil
membolehkan pihak berkenaan melunaskan tanggungjawab membayar cukai.

Beliau berkata, kira-kira 40 peratus daripada nilai tunggakan itu membabitkan pemilik hartanah di
daerah itu termasuk warganegara Singapura, malah terdapat hotel bertaraf empat bintang dan syarikat
besar yang masih berhutang antara RM500,000 hingga RM800,000.

―Tindakan undang-undang termasuk membawa kes di mahkamah mungkin dilakukan sekiranya pihak
berkenaan atau pemegang akaun terbabit tidak menjelaskan tunggakan cukai taksiran mengikut
tempoh atau notis seperti mana ditetapkan.
―Kami tidak teragak-agak mendapatkan perintah mahkamah melelong sebarang harta dirampas
daripada pemilik hartanah terbabit menerusi operasi sita yang diadakan pertengahan bulan lalu,‖
katanya.

Menurutnya, dalam operasi dijalankan,, pihaknya berjaya mengutip RM135,000 tunggakan cukai
taksiran daripada pemilik pelbagai premis yang sebelum ini gagal menjejaskan cukai berkenaan
walaupun beberapa kali notis amaran diberikan.

Tenku Idris berkata, walaupun kesal dengan tindakan pemilik berkenaan yang gagal menjelaskan cukai
namun pihaknya tidak menggunakan ketegasan, sebaliknya menggunakan pendekatan mesra
pelanggan berikutan keadaan ekonomi sekarang yang yang kurang memberangsangkan.

Menurutnya, ia termasuk memberi kelonggaran kepada pemilik premis membayar cukai secara ansuran
berdasarkan jadual pembayaran yang disediakan MPPD.

Sementara itu beliau berkata, pendapatan hasil pihak berkuasa tempatan (PBT) itu tahun ini meningkat
kepada RM28.1 juta berbanding tahun lalu hanya RM24.9 juta.

JOHOR BAHRU: Majlis Bandaraya Johor Bahru (MBJB) menyerahkan kepada polis menjalankan
siasatan berhubung seorang ahli majlisnya yang ditahan selepas dipercayai terbabit dalam satu
pergaduhan menyebabkan kematian seorang lelaki di sebuah rumah di Taman Tampoi Utama di sini,
Sabtu lalu.

Datuk Bandar, Datuk Mohd Naim Nasir, berkata pihaknya menyerahkan perkara itu kepada polis dan
yakin siasatan terhadap ahli majlis berusia 40-an itu sudah mula dilakukan pihak terbabit.

―Walaupun dia ahli majlis MBJB, namun saya tidak berada di posisi untuk memberi sebarang kenyataan
berhubung penangkapan itu sebaliknya lebih baik jika kita biarkan polis menjalankan siasatan,‖
katanya.

Menurut Mohd Naim, setiap ahli majlis tidak dilantik oleh MBJB, tetapi kuasa melantik mereka terletak di
bawah bidang kuasa kerajaan negeri.

Katanya, oleh itu bentuk tindakan yang akan dikenakan terhadap ahli majlis terbabit di bawah bidang
kuasa kerajaan negeri dan bukannya tertakluk di bawah pihak berkuasa tempatan.
―Lagipun tempoh khidmat ahli majlis MBJB akan berakhir pada 31 Disember ini, selepas dari tarikh itu
terpulang kepada kerajaan negeri sama ada melantik mereka semula atau tidak,‖ katanya, semalam.

Sabtu lalu, ahli majlis terbabit ditahan bagi membantu siasatan berhubung kematian Wong Siong
Kuong, 57, selepas tercetus satu pergaduhan di depan rumahnya kira-kira jam 11 malam.

Difahamkan, si mati didatangi enam lelaki yang tidak berpuas hati terhadap mangsa di rumahnya
sebelum berlaku pertengkaran dan seorang daripada enam lelaki terbabit kemudian bertindak
menumbuk mangsa sebelum dua lagi suspek memukul dan menendang mangsa sehingga
menyebabkan badan mangsa mengenai almari kasut.

Akibat diserang bertubi-tubi oleh kumpulan lelaki terbabit, mangsa kemudian dikatakan jatuh pengsan
sebelum semua lelaki terbabit melarikan diri.
Isteri mangsa yang ketika itu makan bersama dua anaknya di Taman Bukit Indah di sini kemudian
bergegas pulang ke rumah sebaik dihubungi seorang anak lelakinya yang menyaksikan kejadian itu.

PUTRAJAYA: ―Itu perbuatan tidak beradab dan cukup keji kerana selama ini orang Islam tidak pernah
membuat kenyataan mengeji agama lain walaupun kita yakin hanya agama Islam yang benar di dunia ini,‖
tegas Mufti Perak, Datuk Seri Harussani Zakaria, ketika mengulas laman blog yang menghina Nabi
Muhammad s.a.w.

Beliau beranggapan tindakan itu sebagai kurang ajar dan hanya mahu menggugat keharmonian negara yang
dikecapi sejak sebelum merdeka.

―Mereka (penulis blog) tahu orang Islam tidak akan mengeji agama lain kerana tindakan berkenaan salah dan
haram di sisi agama Islam. Jadi apabila mereka mengata kita (umat Islam)...mereka menguji kemampuan dan
agama kita.

―Kita tidak pernah melakukan sedemikian kepada nabi lain seperti Jesus atau Nabi Isa kerana baginda juga
nabi yang wajib dipercayai dan beriman dengannya sebagai Rasulullah.

―Begitu juga dengan agama lain. Kita tidak pernah cakap atau baling batu kerana kita menghormati
agama lain,‖ katanya pada sidang media selepas Majlis Sambutan Maal Hijrah Peringkat Kebangsaan
1430 Hijrah di Pusat Konvensyen Antarabangsa Putrajaya (PICC) di sini, semalam.

Akhbar Sabtu lalu melaporkan seorang penulis blog dikesan cuba menaikkan kemarahan umat Islam di
negara ini apabila menyiarkan artikel berbahasa Melayu dan beberapa lukisan menghina Islam serta
Nabi Muhammad.

Laman blog terbabit menggunakan nama seorang wanita Melayu lengkap dengan gambar dan profil
peribadi berserta nombor telefon.

Harussani yang juga penerima Tokoh Maal Hijrah Peringkat Kebangsaan 1430 Hijrah, berkata tindakan
pihak tertentu yang seolah-olah ‗menjolok sarang tebuan‘ boleh mengganggu ketenteraman dan
keharmonian negara.

PUTRAJAYA – Mufti Kerajaan Negeri Perak, Datuk Seri Harussani Zakaria menganggap perbuatan
sesetengah pihak menghina dan mencaci Nabi Muhammad SAW serta agama Islam sebagai perbuatan
yang tidak beradab dan tidak boleh diterima sama sekali.

Menurutnya, orang Islam tidak pernah menghina agama lain kerana Islam menyeru agar umatnya
menghormati agama lain dalam dunia ini.

―Walaupun agama Islam adalah agama yang sebenar-benarnya tetapi kita tidak penah sesekali
menghina agama lain malah kita menghormati agama mereka.
―Mereka sebenarnya berani menghina agama Islam kerana mereka tahu umat Islam tidak akan
bertindak menghina agama mereka balik, itulah sebabnya,‖ katanya pada sidang media selepas
dinobatkan sebagai Tokoh Maal Hijrah 1430 Peringkat Kebangsaan di Pusat Konvensyen
Antarabangsa Putrajaya (PICC) di sini, semalam.

Isu ini timbul setelah satu laporan mengatakan sebuah laman blog dikesan penuh dengan penghinaan
yang amat sangat terhadap Nabi Muhammad SAW.

Blog tersebut dikatakan menggunakan gambar dan lukisan kononnya milik seorang wanita Melayu,
bagaimanapun dipercayai gambar dan identiti wanita itu disabotaj oleh pihak lain.

Selain itu, beliau juga memberi contoh umat Islam tidak akan sesekali menghina ‗Jesus‘ yang dianggap
tuhan oleh orang Kristian kerana bagi umat Islam, ‗Jesus‘ tersebut adalah Nabi Isa AS, berlainan
dengan tindakan beberapa kartunis Kristian yang berani melukis serban Nabi Muhammad SAW sebagai
‗bom‘.

―Kita tidak akan menghina dan mencaci ‗Jesus‘ kerana kita tahu mereka adalah Nabi, begitu juga
dengan Buddha, Hindu dan lain-lain.

―Ini berlainan dengan agama lain yang berani bertindak sewenang-wenangnya menghina, mencaci dan
mengutuk Nabi serta agama Islam. Keadaan ini terasa seolah-olah seperti kita senyum kepada
seseorang dan dibalas dengan tiba-tiba oleh penampar,‖ katanya.

Harussani berkata, di negara ini, Perlembagaan Persekutuan secara jelas meletakkan hak istimewa
orang Melayu dan Bumiputera di samping hak-hak orang bukan Melayu turut dijaga.

―Perlembagaan Persekutuan adalah perjanjian yang telah dipersetujui oleh semua kaum semasa kita
mendapat kemerdekaan dan kita semua patut menghormatinya.

―Tetapi kenapa sesetengah pihak berani menimbulkan isu ini malah mengungkit kembali kisah-kisah
lama yang mengguris hati orang-orang Melayu? Begitu juga dengan peristiwa 13 Mei 1969, kenapa ia
terjadi? Adakah orang Islam memulakannya dengan mencaci agama lain?

―Ia terjadi kerana mereka cukup berani bertindak mengutuk, menghina dan mencaci agama kita,‖
katanya.

Menurutnya, penganut agama selain dari Islam juga secara bebas boleh mempraktikkan ajaran agama

PETALING JAYA - Majlis Bandaraya Petaling Jaya (MBPJ) mengambil langkah proaktif dengan
melaksanakan langkah awal perancangan bajet 2009 yang bertemakan Bajet Mesra Rakyat dengan
pembinaan tempat letak kereta orang kurang upaya (OKU) berbumbung yang melibatkan kos sebanyak
RM300,000.

Pengerusi Tetap Kerajaan Tempatan, Kajian dan Penyelidikan negeri, Ronnie Liu Tian Khiew yang
merasmikan tempat letak kereta OKU berbumbung itu berkata, usaha sama dengan semua pihak
berkepentingan termasuk golongan OKU merupakan prinsip penyertaan Local Agenda 21 Petaling
Jaya.

Menurutnya, kejayaan MBPJ membina tempat letak kereta berbumbung untuk golongan OKU
merupakan perintis di kalangan pihak berkuasa tempatan (PBT) di Malaysia iaitu dalam merealisasikan
Bandar Bebas Halangan.

―Saya gembira kerana MBPJ merupakan perintis di kalangan PBT dalam merealisasikan Bandar Bebas
Halangan," katanya.

Beliau berkata demikian ketika merasmikan tempat letak kereta OKU berbumbung dekat sini.

Hadir sama, Datuk Bandar Petaling Jaya, Mohamad Roslan Sakiman, Ahli Parlimen Petaling Jaya
Selatan, Hee Loy Sian, Ahli Dewan Undangan Negeri (ADUN) Kampung Tunku, Lau Weng San dan
Ahli Majlis MBPJ yang juga Ahli Jawatankuasa Kerja Teknikal bagi Kemudahan Kurang Upaya MBPJ,
Anthony Siva Balan.

Beliau berkata, tiga lokasi perintis sedang dalam perlaksanaan iaitu di ibu pejabat MBPJ, Stadium Hoki
MBPJ dan Perpustakaan Komuniti Petaling Jaya.

Katanya, pihak Majlis telah mengenal pasti sebanyak 150 lokasi cadangan bagi pembinaan tempat
letak kereta ini antaranya dewan serba guna, balai raya, taman-taman awam dan pejabat kerajaan di
Petaling Jaya

SUBANG JAYA - Majlis Perbandaran Subang Jaya (MPSJ) membekukan pengeluaran lesen bagi jenis
perniagaan rumah urut, urut tradisional, pusat hiburan dan pusat siber sehingga tahun depan.

Yang Dipertua MPSJ, Datuk Adnan Md Ikhsan, berkata ia bagi memudahkan pihaknya mengadakan
pemantauan terhadap pusat siber dan lain-lain jenis perniagaan berkaitan dengan lebih teliti.

Ia berikutan katanya, ada sesetengah pengusaha yang menjalankan perniagaan berunsur perjudian,
menyalahgunakan lesen serta melanggar syarat-syarat ditetapkan.

―Oleh itu, kita mengingatkan mereka yang sudah mempunyai lesen supaya mematuhi peraturan
ditetapkan dan tidak teragak-agak merampas lesen perniagaan mereka sekiranya didapati bersalah.

―Lesen dirampas akan diberikan kepada orang lain yang lebih berminat untuk menjalankan perniagaan
mengikut syarat ditetapkan serta mematuhi peraturan dikeluarkan pihak Majlis,‖ katanya.
Menurut Adnan, dalam beberapa serbuan mengejut yang dilakukan pihaknya sebelum ini, ada segelintir
pengusaha dikesan menjalankan operasi melebih masa serta membenarkan kanak-kanak tanpa
penjaga sah mengunjungi premis mereka.

―Kita memandang serius perkara yang berkaitan dengan sensitiviti masyarakat sejajar supaya masalah
sosial lain seperti perjudian dapat dibanteras.

―Malah orang ramai juga dialu-alukan mengadukan kepada pihak kami sekiranya mengetahui
kewujudan pusat siber atau sebarang premis yang menjalankan kegiatan tidak bermoral seperti
pelacuran dan sebagainya,‖ katanya.

Beliau berkata demikian selepas mempengerusikan Mesyuarat Penuh MPSJ yang dihadiri Ahli
Majlisnya di ibu pejabatnya di sini.

Sementara itu, dalam perkembangan lain, Adnan berkata Majlis memutuskan bengkel kereta dan pusat
servis kenderaan yang beroperasi di tingkat bawah kedai apartmen hanya dibenarkan menjalankan
perniagaan mereka sehingga akhir tahun depan sahaja.

Katanya pengusaha dikehendaki berpindah ke kawasan industri, premis perniagaan dibenarkan atau
lesen mereka tidak akan diperbaharui bagi tahun 2010.

―Bagi pengusaha pusat servis kenderaan, arahan untuk mereka membayar sewa dua petak parkir di
depan kedai akan ditentukan selepas perkara itu dibincangkan dalam satu mesyuarat bersama Ahli
Majlis berkenaan kelak.

―Sehubungan itu, pengusaha boleh memohon lesen perniagaan seperti biasa sebelum kadar bayaran
setiap petak parkir kereta ditetapkan kemudian,‖ katanya

KUALA PILAH - Tuanku Muhriz ibni Almarhum Tuanku Munawir, 60, semalam dimasyhurkan sebagai
Yang di-Pertuan Besar Negeri Sembilan.

Istiadat pemasyhuran itu dilakukan oleh Undang Luak Sungai Ujong, Datuk Klana Petra Datuk Mubarak
Dohak di Balairong Seri, Istana Besar Seri Menanti pada 3.45 petang.

Upacara itu disiarkan secara langsung menerusi Radio Televisyen Malaysia (RTM).

Pemasyhuran Yang di-Pertuan Besar Negeri Sembilan ke-11 dilakukan berikutan kemangkatan Tuanku
Ja‘afar ibni Almarhum Tuanku Abdul Rahman.

Pelantikan Yang di-Pertuan Besar itu dilakukan mengikut Adat Perpatih Negeri Sembilan.

Tuanku Muhriz dilantik sebagai Yang di-Pertuan Besar daripada antara Putera Yang Empat menurut
perlembagaan negeri dalam satu majlis ringkas di sini.

Tiga putera lagi, Tunku Laxamana Tunku Naquiyuddin ibni Almarhum Tuanku Ja‘afar, Tunku Muda
Serting Tunku Imran ibni Almarhum Tuanku Ja‘afar dan Tuanku Panglima Besar Tunku Nazaruddin ibni
Almarhum Tuanku Ja‘afar turut hadir.

Kelmarin, empat Undang iaitu Undang Luak Sungai Ujong, Undang Luak Johol, Undang Luak Jelebu
dan Undang Luak Rembau bersama-sama Tunku Besar Tampin mengadakan persidangan tertutup
bagi memilih Yang di-Pertuan Besar Negeri Sembilan yang baru.

Dilahirkan pada 14 Januari 1948, Tuanku Muhriz menerima pendidikan awal di Sekolah Menengah King
George V, Seremban dan meneruskan pengajiannya di Aldenhem School, United Kingdom.

Tuanku Muhriz memperoleh Sarjana Muda Undang-undang dari University College of Wales,
Aberystwyth, United Kingdom.

Tuanku Muhriz merupakan putera tunggal daripada enam putera serta puteri Almarhum Tuanku
Munawir Tuanku Abdul Rahman dan Tunku Ampuan Durah Tuanku Besar Burhanuddin.

Tuanku Muhriz mendirikan rumah tangga dengan Tengku Datuk Aishah Rohani Tengku Besar Mahmud
dari Terengganu dan mempunyai tiga putera iaitu Tunku Ali Redhauddin Muhriz, 31, Tunku Zain Al-
‗Abidin Muhriz, 26, dan Tunku Alif Hussein Saifuddin Al-Amin, 23.

Pada 1967, Tuanku Ja‘afar yang juga ayahanda saudara tiri Tuanku Muhriz, dilantik oleh Undang
sebagai Yang di-Pertuan Besar Negeri Sembilan ke-10, memandangkan usia Tuanku Muhriz yang
masih muda pada ketika itu, selepas kemangkatan ayahanda baginda, Tuanku Munawir Tuanku Abdul
Rahman.

Tuanku Muhriz adalah seorang ahli perniagaan dan pengarah Bangkok Bank

IPOH - Raja Muda Perak, Raja Dr Nazrin Shah bertitah supaya gerak kerja pembangunan dan
membebaskan negara daripada kemelut ekonomi yang sedang melanda dunia menjadi tumpuan bagi
tahun baru Islam 1430 Hijrah.

Baginda menyeru supaya tahun ini juga dijadikan tahun di mana pemimpin kurang berpolemik, kurang
berpolitik, kurang bercanggah dan bertelagah kerana ada kalanya kegiatan politik yang keterlaluan
bukan sahaja tidak produktif tetapi bersifat 'counter' produktif.

"Dalam menghadapi suasana begini, pemimpin wajib meletakkan keutamaan rakyat, mencari kata
sepakat, pendekatan selari untuk menangani masalah dan cabaran yang memerlukan penyatuan
pendekatan dan persefahaman pelaksanaan," titah baginda ketika merasmikan Perhimpunan
Sambutan Maal Hijrah 1430 Negeri Perak di sini, semalam.

Turut berangkat ialah Raja Puan Besar Perak Tuanku Zara serta Raja Dihilir Raja Jaafar Raja Muda
Musa, Puan Muda Perak Raja Normahani Raja Shahar Shah dengan diiringi Menteri Besar, Datuk Seri
Mohammad Nizar Jamaluddin dan isteri, Datin Seri Fatimah Taat.

Tahun ini juga perlu dijadikan tahun mencerminkan negara memiliki kekuatan untuk bertindak tegas
memerangi rasuah, membuktikan keberanian negara melaksanakan keadilan iaitu menjatuhkan
hukuman kepada mereka yang menodai amanah, kepercayaan dan tanggungjawab, titah baginda.

"Tahun 1430 Hijrah juga hendaklah tahun bagi setiap rakyat membuktikan kejujuran dan keikhlasan dan
selaras dengan ajaran Islam, bersedia melakukan sifat bermuhasabah, memperlihatkan semangat
kebertanggungjawaban sendiri yang tinggi dengan secara rela mengundurkan diri dari memegang
amanah iaitu secara rela meletakkan jawatan apabila nama baik telah tercalar atau tercemar," titah
baginda.
Raja Nazrin Shah turut bertitah, ekonomi pada 1430 juga diramalkan mengalami pertumbuhan yang
paling lemah dalam tempoh 25 tahun di mana aktiviti pengurangan kredit yang sedang dilaksanakan
akan mengakibatkan persekitaran ekonomi global muram sekali gus memberi tekanan kepada
perbelanjaan pengguna dan korporat.

Baginda bertitah kemelut ekonomi ini berpunca daripada himpunan pelbagai aktiviti yang sekian lama
berunsur destruktif, dari segi salah pengurusan, pecah amanah, salah keutamaan menyalurkan sumber
kekayaan anugerah Ilahi.

"Suasana ekonomi yang muram ini adalah peringatan Ilahi kepada umat manusia. Betapa manusia
terutama mereka yang diamanahkan kuasa, wajib menginsafi akan tanggungjawab utama
menyempurnakan tugas terhadap manusia dan melaksanakan keadilan terhadap alam.

"Betapa sebahagian mereka yang berkuasa dan berjawatan asyik dan mabuk dengan kuasa, bersifat
tamak, berlagak angkuh, sehingga kuasa sering kali disalahgunakan hingga menjadi punca berlakunya
pelbagai bencana," titah baginda.

Oleh itu, baginda bertitah, negara perlu memiliki instrumen berkesan berupaya memantau sebarang
penyalahgunaan kuasa serta mengambil langkah tepat memenuhi tuntutan warga yang mahu tadbir
urus yang telus, sifar rasuah yang didukung dengan sistem kehakiman adil di mana ia boleh dicapai jika
hakim terdiri daripada kalangan mereka yang berintegriti tinggi.

Pada perhimpunan sambutan kali ini, Muhammad Rivai Batubara dianugerahkan Tokoh Maal Hijrah
negeri berkenaan kerana jasa dan sumbangan cemerlang beliau dalam pembangunan ilmu Islam dan
khidmat bakti yang dicurahkan sebagai pendakwah yang disegani sementara Pengerusi Lembaga
Pengarah Universiti Teknologi Mara (UiTM), Tan Sri Dr Wan Mohd Zahid Mohd Nordin pula menerima
Anugerah Khas.

KUALA LUMPUR - Guru yang bertugas di Sekolah Agama Bantuan Kerajaan (SABK) telah
diperuntukkan jawatan secara hakiki sekali gus diserap ke dalam perkhidmatan kerajaan.

Menteri Pelajaran, Datuk Seri Hishammuddin Tun Hussein berkata, sekolah yang berdaftar sebagai
SABK pula berpeluang menerima guru Kementerian Pelajaran yang terlatih sekiranya guru sedia ada
tidak mencukupi.

"Guru-guru ini juga akan diberi gaji yang bersesuaian dengan kelayakan mereka, diberi peluang
kenaikan pangkat, menikmati segala kemudahan sebagai penjawat awam, serta berpeluang mengikuti
kursus di dalam dan di luar negara," katanya dalam satu kenyataan semalam.

Hishammuddin berkata, tumpuan kepada soal perjawatan dan latihan guru itu merupakan sebahagian
langkah bagi merealisasikan program pendaftaran SABK yang diperkenalkan pada 2005 untuk
meningkatkan kualiti pendidikan di Sekolah Agama Rakyat (SAR) dan Sekolah Agama Negeri (SAN) di
bawah Kementerian Pelajaran dari pelbagai aspek termasuk proses pengajaran dan pembelajaran
dalam kelas.

Menurutnya, murid di SABK pula berpeluang mendapat pelbagai bantuan seperti biasiswa, makanan
dan buku teks selain bersaing dengan murid di sekolah aliran perdana dalam sebarang aktiviti
Kementerian Pelajaran sama ada yang berbentuk kurikulum ataupun kokurikulum, dan jika
berkelayakan, akan diberi peluang mewakili negara di peringkat antarabangsa.
"Sejajar hasrat kerajaan untuk melihat pendidikan berteraskan Islam terus dimantapkan dan diperkasa
di negara ini, kementerian akan berusaha gigih memastikan SABK dapat berkembang menjadi institusi
sekolah yang cemerlang dan mampu memberi pendidikan agama yang sempurna kepada generasi
muda negara," katanya.

Hishammuddin berkata, sehingga hari ini, jumlah SAR dan SAN yang berdaftar sebagai SABK ialah
sebanyak 154 buah manakala 101 sekolah agama lagi masih di peringkat perbincangan untuk
menandatangani Memorandum Persefahaman.

Beliau berkata, pada 23 Disember lalu, Kementerian Pelajaran dimaklumkan mengenai hasrat Jabatan
Agama Islam Johor untuk mendaftar sejumlah 27 sekolah agama sebagai SABK iaitu 15 SAR, 3 SAN,
satu Maahad Johor dan lapan Sekolah Rendah Arab Bersepadu.

Menurutnya, Kementerian Pelajaran juga akan bertanggungjawab sepenuhnya dalam memastikan
SABK menerima manfaat penuh dengan peruntukan tambahan sebanyak RM50 juta.

Jumlah itu adalah sebahagian daripada RM200 juta diperuntukkan kerajaan untuk memantapkan
Sekolah Bantuan Kerajaan
