         COOPERATION
The    essence      of   the   COOPERATION
PROGRAMM is that it supports all types of
research activities carried out by different
research bodies in transnational cooperation.
It aims at gaining or consolidating leadership
in key scientific and technology areas through
collaborative research, the coordination of
national research programmes and the
establishment of Joint Technology Initiatives
building where relevant on coordinated and
common strategies such as those of the
European Technology Platforms.

• This Call addresses only level 1 proposals

  LEVEL 1

  Research and technology development activities that span
  from basic research to the validation of concepts at
  component or sub-system level in the appropriate
  environment through analytical and/or experimental
  means. The objective of these upstream research activities
  is to improve the technology base with proven concepts and
  technologies which could be eventually integrated and
  validated at a higher system level.

  focused research projects (CP-FP) with a maximum requested
  Community contribution of up to EUR 5 million in the FP7-

• CSA-CA Coordination and Support Actions - (Coordinating Action)
  This comprises activities aiming at strengthening excellence in
  particular research fields through networking.



• CSA-SA Coordination and Support Actions - (Supporting Action)
  This comprises activities aimed at setting mechanisms or
  developing strategies for the implementation of the Programme in
  aspects related to its technical content, the appropriate
  participation of entities and countries or the focus of its activities.

                      Submitting a Proposal

Proposals should be submitted in accordance with the terms set out in a call
for proposals. In order to submit a proposal, applicants should consult the
following documents:

 The text of the call for proposals, as announced in the Official Journal of
  the European Union, and published on the Internet (such as the CORDIS
  website);

 The work programme; and

 The relevant Guide for Applicants
Eligibility and Evaluation Criteria for Proposals
Eligibility criteria
A proposal will only be considered eligible if it meets all of the
following conditions:
 It is received by the Commission before the deadline given in the
call text.

 It involves at least the minimum number of participants given in
the call text

 It is complete (i.e. both the requested administrative forms and
the proposal description are present)

 The content of the proposal relates to the topic(s) and funding
scheme(s), including any special conditions, set out in those parts of
the relevant work programme Other eligibility criteria may be given
in the call text.

 Projects is limited to EUR 5 million per CP-FP Project.
Eligibility and Evaluation Criteria for Proposals

Evaluation criteria

The evaluation criteria against which proposals will be judged
are set out in article 15 of the Rules for Participation. For the
'Cooperation' specific programme these are:

a) Scientific and/or technological excellence;
b) Relevance to the objectives of these specific programmes1;
c) The potential impact through the development, dissemination
and use of project results;
d) The quality and efficiency of the implementation and
management.
