General Format for Conduct of Activity

1.    Marking of attendance before an activity.

2.    Conduct Sick Parade.

3.    Report strength to CLT / Officer.

4.    Conduct safety briefing.

5.    Conduct / Participate activity.

6.    Area cleaning to be done after the activity (where necessary).

7.    Debrief.

8.    Seek permission from Officer to dismiss the cadets.

9.    Update of subsequent training sessions by Officer (where necessary).

10.   Dismiss cadets.

Attendance Taking Procedure

1.   Attendance will be taken by PS / APS / IC when the cadets fall in.

2.   Latecomers are to report to the PS / APS / IC i.e. all the names must be
     accounted for.

3.   PS will record attendance in attendance BOOK in pen. Latecomers will
     be recorded when they report for training to the PS. However, their
     attendance will be marked ―Ф‖ as compared to ―Ι‖.

4.   Attendance book will be submitted to the CAS who will record the
     attendance in the attendance FILE which will be submitted to the

5.   CAS to record the attendance in the Orbat Chart in the NCC Ops Room.

6.   CAS to update Officer and the Orbat Chart in the NCC Ops Room as
     and when necessary.

7.   Absentees without valid reasons will be dealt with by the respective
     Officer. Absentees with valid reasons are to submit MCs and/or letters
     to respective Officer and PS / APS.

Strength Status Report

1.   The following information is required when reporting to Officer / CLT /
     CSM / PS / IC

     (a)   Greeting

     (b)   Appointment, Rank, Name

     (c)   Reporting Purpose

     (d)   Total Strength

Update of Activity Procedure

1.   Report strength to Officer / CLT.

2.   Update of activity progress and cadets status to Officer / CLT.

3.   Report to Officer / CLT on cadets‘ status when the activity is completed.

4.   Receive instructions from Officer before dismissing of cadets.

 IC is to report cadets‘ status through various means e.g. walke-talkie,
  handphone or face-to-face. If Officer is not required to attend the activity,
  IC is to sms Officer via handphone.
 The following information are required for Cadets status:
         o Strength
         o Health status of cadets

General Guidelines for Physical Training

1.   Before PT, PTI is to do the following:
     (a) Find out if any cadet is unwell
     (b) Any cadet with physical limitations, e.g. lower limb injuries, upper
          limb injuries
     (c) Exclude cadets in improper attire

2.   A water parade must be conducted half an hour before the exercise.

3.   Ensure cadets are in proper PT attire, i.e. proper running shoes, socks,
     shirt and shorts.

4.   Any targets set by the PTI should be briefed to the cadets first before
     the start of the PT so that they will be mentally prepared.

5.   Warm up exercises is to be conducted before the exercises. It involves
     stretching from head to toe.

6.   The NAPFA-based exercises consists of:
     (a) Buddha-claps (clapping overhead)/Assisted Chin-ups – Pull-Ups
     (b) Heel     Raises/Lunges/Vertical     Jumps/Hurdle    Jumps/Stair
          Jumps/Flutter Kicks/Squats – Standing Board Jump
     (c) Interval    training/Uphill  Sprinting   (30%     gradient   is
          recommended )/Sideway Jumps – Shuttle Run

Interval Training – Repeated bouts of sprinting with measured rest intervals
between. Sprint for 10–15secs, rest (recover by walking) as long as you
sprint, repeat 3–5 sets

     (d)   Sit-ups/Crunches/Leg Raises/Bicycle Crunch – Sit-Ups

Bicycle Crunch – Bring your knees up and feet level to the ground, with your
hands cupping over your ears. Move your right elbows towards your left knee,
with the other leg straightening out. Repeat likewise for the other side.

7.   A short run must be conducted after the exercises to stretch and train
     cadets‘ stamina.

8.   After the exercises and the run, cool down exercises is to be conducted.

9.   Water parade is conducted after the entire session.

Assessing the Fitness Levels of the Cadets

Mock NAPFA Tests are to be conducted frequently to assess the fitness levels of the

1.   NCO is to ensure that cadets are hydrated at all times.

2.   Water parade is to be conducted before any strenuous activities e.g.
     foot drill, physical training.

3.   At least 1 full Green Mug of water is to be consumed.

4.   On hot days, one and a half Green Mug of water is to be consumed.

5.   During Camp, the following hydration plan must be adhered to:

Before the start of the parade:
  - The platoon sergeants and the CAS are to remember the total and
     present strength of their respective platoons, and the reasons for any
     absentees by heart
  - The ACSM and the CSM may keep a small notebook in their pockets
     with record of the company strength and the reasons for any absentees
     (they may refer to it subtly during the parade)
  - Size-up the cadets in platoon level
  - Number-off the cadets in platoon level
  - The rest of the cadets are to take their numbers from the first man of
     their respective ranks
  - Use visual guides such as lines on the floor to help ensure good
     alignment of dressings
  - Make sure that all of the cadets and platoons are thoroughly spread out
     to project a good image of the company
  - Appoint one timer for the whole company (preferably from the NCOs
     platoon or Part C) and another timer amongst the PS/CAS to give the
     ―tsss‖ timing for themselves
  - CSM will be standing by the side awaiting entry

Upon this command, the PS and the CAS turns to face their respective
platoons as usual, and the ACSM turns towards the company.

The ACSM will then size up and dress up each individual row and will call out
to make adjustment and to ensure the line is kept as straight as possible (e.g.
―Part B first row fifth man, take a quarter step forward‖).

After the inspection of each row, the ACSM will stand at attention and shout
―Diam—Diam Barisan Di Hadapan/Tengah/Blakang‖, Hadapan for the first
row, Tengah for the second, and Blakang for the third. He will then carry on
to the next row until the completion of the last row, which he then returns to
his position beside the right marker of the NCOs platoon.

ACSM: ‗Company Pandang Ke-Hadapan Pan-dang‘

6.   ‗All platoon sergeants and ACSM report!‘

      (i)     PS and ACSM will acknowledge the CSM (―Yes, Encik‖) and
              march towards him, forming an arc in front of him
      (ii)    Each PS will give the CSM strength of his platoon for the day.
              ACSM will report company total strength to CSM. Absentees and
              the reasons for their absence are to be reported as well
      (iii)   After reporting to the CSM, the PS and ACSM will march back to
              their original position.

7.    ‗Company Senang Diri‘
8.    ‗Company Sedia‘
9.    ‗Company Diam‘

CSM then marches off and reports to the duty CLT or Officer the strength of
the company. Any other information that needs to be passed down will be
told to the CSM at this time.

CSM marches back and if there is any further instruction, CSM will ask all the
PS and ACSM to report to him again and relays the information to them.

If there is no other information;

Dismissal Parade Procedure

Standard Discipline

1.    NO unnecessary movement while in platoon formation (e.g. falling in,
      parade) unless permission is given
2.    NO usage of vulgarities
3.    NO dragging of feet and footwear
4.    NO playing of sports before training
5.    Be punctual
6.    Stand proudly when in a file (stomach in chest out look up)
7.    Never stand on one leg
8.    Walk briskly from point to point at all times in an orderly manner
9.    Avoid unnecessary noises during movement from one place to another
10.   Respond with confident and enthusiasm
11.   Converse in English is strongly encouraged
12.   Standardisation (i.e. attire, equipment)
13.   Always greet Officers and Seniors on sight
14.   Discipline to be seen in and out of NCC uniform
15.   Be proud of yourself as a NCC cadet
16.   NCC uniform is to be worn during official functions and training hours
      e.g. parade

Personal Grooming

1.    NCC uniform
      (a) Uniform to be well-ironed (No.4 with badges, No.4 without badges)
      (b) Blackened/Polished boots
      (c) Half-uniform always worn with a belt and a standardised shirt
      (d) Wear green socks only
      (e) Hair and fingernails to be neat and well groomed
      (f) No piercing and excessive jewellery

2.    PT Attire
      (a) Unit T-shirt, Singlet or School T-shirt with school shorts
      (b) No sharp and/or hard objects is to be in cadets‘ pockets at all
      (c) Always bring extra set of PT kit for training

3.    School uniform
      (a) School uniform to be wore neatly at all times (including NCC
           collar badge, school badge, white socks, shirt ironed and tucked

Address to Officers, P, VP, Old Boys and teachers

1.   NCC officers, SAF officers and SAF Specialists shall be addressed
     respectfully as ‗‘Sir‖.

2.   School Principals, Vice-Principals and teachers can be addressed as
     Sir / Mdm, or can be addressed as Mr. (name), Ms (name) or how they
     are normally addressed during school hours.

3.   Old Boys should be respectfully addressed as ―Senior (name)‖. Cadets
     should avoid addressing old boys as ―SIR (name)‖. However, cadets
     can address the old boys as ―Sir‖ without including their names.

Procedure for Absence with Official Reasons

1.   If a cadet is unable to attend training due to official reasons, he must
     adhere to the following procedure:

     (a)   Inform his respective Officer and PS at least one week before the
           training session.

     (b)   Must produce an official letter (signed by teachers or parents)
           stating reasons for his absence.

     (c)   On special cases, e.g. last minute school competitions, cadet is to
           seek approval from Officer immediately and inform their
           respective PS.

     (d)   Cadet will be given a permission slip by the Officer regardless of
           the outcome.

Reporting Sick Procedure

1.   Should there be any cadet who are not feeling, the following actions are
     to be taken:

     (a)     Before training
     (i)     Cadet who is not feeling well or sick is to report to PS / APS
             during attendance marking.

     (ii)    Cadet who is on medication has to inform the PS / APS of his

     (iii)   PS will inform Officer, CSM and CAS of cadet who is not feeling
             well or sick.

     (iv)    Officer / CLT is to assess if the cadet is fit to join in the training or
             to sit by the side and observe the training or rest in the sick bay.

     (b)     During training
     (v)     Should a cadet report sick during training, PS will immediately
             report to Officer, CSM and CAS.

     (vi)    The sick cadet will be taken out of the training and attended by a
             NCO at all times.

     (vii) Officer / CLT is to assess if the cadet needs immediate medical
           attention or to sit by the side and observe the training or rest in
           the sick bay.

     (c) Camp
     (viii) Cadet who is not feeling well or sick is to report to the Medical
            NCO before Muster Parade.

     (ix)    Cadet who is on medication has to inform the Medical NCO of his

     (x)     Medical NCO will inform CAS of the medical status of the cadet.
             CAS will update Officer / CLT of cadet who is not feeling well or

     (xi)    Officer / CLT is to assess if the cadet is fit to join in the training or
             to sit by the side and observe the training or rest in the sick bay.

Accident Procedure

1.   Should there be any accident, the following actions are to be taken:

     (a)   Inform Officer, CLT and CSM about the cadet‘s injury.

     (b)   Medical NCO / SJAB member to be alerted and tend to the

     (c)   Officer / CLT / NCO will be with the injured cadet at all times.

     (d)   Verbal update to Officer of the events leading to the accident by
           NCO / cadet witnessing the accident.

     (e)   NCO to get ready injured cadet‘s personal belongings in the
           event of sending him to hospital (NUH) or clinic.

     (f)   Request of ambulance will be done by Officer / School teachers.

     (g)   Officer will inform the cadet‘s parents of the situation.

2.   Platoon is to continue activity as planned unless instructed otherwise.

3.   NCO / cadet who witnessed the accident will have to write Incident
     Report to the Officer who will submit it to the school.

Notice Board Management

1.     CAS must update weekly training programme / course / information on
       the Notice board.

2.     Notices must be updated at least 2 days prior to the training
       programme / course.

3.     The notice board must consist of individual Part Notice and the
       approved training programme.

4.     Outdated notices must be removed from the notice board.

NOTE: The CAS must call all CLTs prior to the trainings to inform them of the
training dates and time.

Guidelines for Training Plans

     - Training objectives must be SMART (Specific, Measurable, Attainable,
       Realistic, and Timely)
     - Trainings must have learning points.
     - The use of creative names for activities is encouraged.

Minutes Taking

Minutes are to be taken by the CAS during a meeting. Example:
