Summary of Phone Conversation Dated Friday, August 26, 2011:

1. Please provide evidence of increased learning time in core instruction,
enrichment and teacher collaboration. When demonstrating the increase in time,
please connect the needs assessment and student achievement goals outlined in
the original RFA with the proposed activities. Interventions, by definition, do not
meet the ILT definition.

2. When revising Form 10 Implementation Chart, please redesignate these
activities under a different model component. Also, please redesignate other non-
ILT activities (implementing Board Language, researching and developing
various programs, hiring personnel, etc.) under a different model component.
Corrective Action Plan Form 1c—Implementation Concerns Proposed Resolution

Bel Air Elementary School:

The corrective action plan for Bel Air Elementary School requires that the school
provide evidence of increased learning time for all students. This includes increased
teacher collaboration time as well as enrichment activities. To resolve this issue, the
District worked collaboratively with the Mt. Diablo Education Association (MDEA) to
develop a memorandum of understanding that outlines the details of the increased
learning time (c(1)) , the rigorous evaluation process that will be used to determine
teacher effectiveness that includes student growth as a factor (a(2)) and the
compensation that is being awarded to staff that are committed to increasing the
learning of the students at Bel Air Elementary School (a(5)). Each of these is
highlighted in our revised implementation chart, form 10.2.

Based on the sites needs analysis conducted in 2009 the school selected the
„transformation model” as its implementation model. Integral to the site needs and
embedded in their improvement plan, Bel Air has seven areas of focus that must be
addressed to turn this school around and improve student learning. They include:

   1.   Rigorous instructional program and practices
   2.   Intervention programs and services
   3.   Common assessments/data analysis
   4.   Increase instructional time
   5.   Teacher collaboration, coaching and training
   6.   School climate/Parent involvement
   7.   Improved English Language Development (ELD) program

In order to effectively address the focus areas, Bel Air has increased the instructional
learning time annually for students in kindergarten by 15,590 minutes, in grades1-3 by
10,235 minutes and in grades 4 and 5 9,705 minutes. The additional minutes will be
used to increase core instruction in math, language arts, science, social studies, the arts
and increase enrichment opportunities for all students. Ultimately, the end result is the
most rigorous instructional program for all students.

Increasing the instructional day for students resulted in an increase in time that staff
was required to be present at work. With the increase in the teacher workday, we were
able to add an additional hour of collaboration time weekly (38 hours yearly). This will
allow staff to conduct a comprehensive review of student data and receive professional
development that will increase the rigor of daily instruction.
