EBO ANNOUNCEMENT
The NYSDOT, through the Office of Construction, has purchased a new civil rights reporting software system
called EBO that will replace CHAMP. EBO was moved into production on June 5, 2007. EBO is an Internet based
application that will reside on Department servers, so Contractors will not be required to purchase or maintain the
software or a license. Contractors will be required to maintain their current CHAMP license and continue to submit
their monthly CHAMP files to their respective Regions until they and all their subcontractors are moved to EBO.
There is no mandatory or required date set at this time for contractors to begin using EBO. However, firms
should be encouraged to complete the EBO online training, become vetted, and move to EBO. The move from
Champ to EBO by any contractor will depend upon training, vetting, and other factors that will affect each
contracting firm individually. In the future, a cut-off date for accepting CHAMP files will be announced, after
which no further CHAMP submissions will be accepted.
EBO will be made available to Department contractors, subcontractors and fabricators/material suppliers free of
charge. EBO will be accessed by anyone having a valid ID and Password using a PC with internet access and a web
browser. The current version of the NYSDOT EBO Application must be run from a Microsoft Internet
Explorer browser, Version 5.x or 6.x. The EBO Application does not support the use of Microsoft Internet
Explorer 7.x or any non-Microsoft browser software, such as Mozilla Firefox, and the results will be unpredictable.
The EBO Vendor, Internet Government Solutions, is completing a Microsoft Internet Explorer 7.x compatible
version of the EBO Application, and it is anticipated that it will be available for use at NYSDOT within the next 30 -
60 days. The recommended computer configuration includes high speed (e.g. cable or DSL) connection, 2 GHz or
higher processor, 1024 MB of memory, and Internet Explorer 6.x. A PC with a minimum of 512 MB of memory
and 1 GHz processor would be sufficient, but dial up connections are not recommended.
Because of the sensitivity of personal information contained in the data (including Social Security Numbers), this is
a very secure system with significant safeguards utilized to protect sensitive information. A vetting process is
needed to establish valid ID/Password combinations for Contractors and other non-Department users. The formal
vetting process is now underway. We encourage you to remit the vetting application soon so that it can be processed

After an application is reviewed and processed, an e-mail will be sent containing the Log-In ID. The password for
the account will be sent separately via US Mail.
Your staff will also need to be trained in the use of EBO. For experienced CHAMP users, the conversion to EBO
should not be overly difficult. The software vendor has developed an online EBO Training Module that will be
available to Contractors for a one-time fee of $75 per firm, payable to IGS. This module is a self-tutorial, which
will allow all users in a firm to access the training, complete the tutorial and be certified as an EBO user. The
training module may be accessed repeatedly, at your convenience and desired pace. The online EBO Training
Module can be accessed at www.ebotraining.com . For a few inexperienced users, a hands-on EBO training class
at a computer training facility may be needed. These classes will be arranged as needed by the software vendor for
