ELIGIBILITY



GOCCP is making $219,000 available to State Government Agencies, Local Government Agencies,

Faith-based organizations and Private Non-Profit Agencies that demonstrate knowledge of and

commitment to improving the administrative, judicial, or investigative handling of criminal and/or civil

child maltreatment.





IMPORTANT NOTES

Applicants are required to apply for grant funding through the GOCCP online application process

located on the GOCCP website www.goccp.maryland.gov. From the GOCCP homepage, look for the

section entitled "Notices of Funding Availability" and click on the Children's Justice Act (CJAC) heading.

From there, you will be able to access instructions regarding the GOCCP grant application process.





All application documentation must be submitted to GOCCP no later than 3:00 p.m.

I. BACKGROUND



In 2003, the President signed the Keeping Children and Families Safe Act, Public Law 108-36. The

law reauthorizes and amends Section 207(a) of Title I of the Child Abuse Prevention and Treatment

Act (the Act), that authorizes grants to States for the purpose of assisting States in developing,

establishing, and operating programs designed to improve:



 the handling of child abuse and neglect cases, particularly cases of child sexual abuse and

exploitation, in a manner which limits additional trauma to the child victim;

 the handling of cases of suspected child abuse or neglect related fatalities;

 the investigation and prosecution of cases of child abuse and neglect, particularly child

sexual abuse and exploitation; and

 the handling of cases involving children with disabilities or serious health-related problems

who are the victims of abuse or neglect.



Funding for this initiative is made available through the CJA grant program, which was established

in 1986 by Congress as Section 109 of the Child Abuse Prevention and Treatment Act that

establishes priority areas and criteria for funding based on a triennial assessment of the

administrative, judicial and investigative handling of criminal and/or civil child maltreatment in the

State, with an emphasis on child sexual abuse. Within its targeted areas of focus, the three

immediate goals of the CJA Program are to:



 Reduce the secondary victimization of children by the administrative/investigative/legal

system,

 Increase the chances of successful prosecution of the abuser or molester, and

 Improve the procedures for protecting all children from maltreatment.



In 2003, the CJA was amended to add a new area of focus for State CJAC funding activities: the

handling of cases involving children with disabilities or serious health related problems who are

victims of maltreatment.



II. ELIGIBILITY CRITERIA



An eligible applicant for the Children‟s Justice Act Grant (CJAC) will be State Government Agencies,

Local Government Agencies, Faith-based organizations, and Private Non-Profit Agencies that

demonstrate knowledge of and commitment to improving the administrative and investigative

handling of criminal and/or civil child maltreatment.

IV. UNALLOWABLE COSTS/FUNDING PERIOD



Unallowable costs include, but are not necessarily limited to rent, indirect costs, phone/fax,

printing, postage, and miscellaneous items. The award period is August 1, 2009 – July 31, 2010.



V. ORGANIZATION NUMBER DEADLINE



Applicants are required to apply for grant funding through the GOCCP online application process at

www.goccp.maryland.gov. You must obtain an organization number before you begin the online

application process. Deadline for requesting an organization number is May 28, 2009.



VI. CJA PRIORITY AREAS



Available funds will be granted to those applicants whose proposals demonstrate their ability to

have an impact on the administrative or investigative handling of criminal and/or civil child

maltreatment in one or more of the following priority areas:



 Enhance court sensitivity to child victims & witnesses and the court‟s awareness of the

dynamics of child abuse and neglect.

Suggested Activities/Approaches: Provide support for innovative courthouse facility

changes, special child-focused aid, and targeted education.



 Enhance the availability of Court Appointed Special Advocates to children involved in the

adjudication of child maltreatment cases.

Suggested Activities/Approaches: Provide financial support to launch CASA programs in

counties lacking them and increase the number of volunteers available to serve children.



 Enhance medical expertise by improving child sex abuse evaluations.

Suggested Activities/Approaches: Link more trained providers with experts to allow for

peer-to-peer evaluations and case-by-case training.



 Enhance response to child abuse in institutional juvenile facilities

Suggested Activities/Approaches: Provide training to identify institutional child abuse;

provide training on reporting procedures.



 Enhance the Law Enforcement response

Suggested Activities/Approaches: Develop a statewide training curriculum for first

responders. Develop a "checklist" for first responders as a training tool for child abuse

and neglect protocol.



 Enhance training for professionals involved in child abuse and neglect investigations.

Suggested Activities/Approaches: Enhance CPS workers engagement skills, timeliness

of response to investigations, and overall investigation competency through evidenced

based, data driven clinical trainings.



 Enhance responses to child maltreatment deaths.

Suggested Activities/Approaches: Support team data collection, training, and

development of policy recommendations.



 Enhance interventions for children with disabilities, cognitive impairments, and serious

health conditions.

Suggested Activities/Approaches: Training for investigative and intervention personnel

on working with child victims with disabilities.



 Enhance use of Multidisciplinary Teams & Child Advocacy Centers; improve screening

and response time.

Suggested Activities/Approaches: Expand Multi-disciplinary teams and/or Child

Advocacy Centers.

NOTE: Supporting child abuse prevention programs or direct care treatment

services is NOT an appropriate use of CJA funds.



VII. WHAT AN APPLICATION MUST INCLUDE



Grant applicants should demonstrate that their proposal will have an impact on the administrative,

judicial, or investigative handling of child maltreatment in a manner consistent with the criteria set

forth in this Notice of Funding Availability. Each application should contain the following

information.



PROJECT TITLE



The Project Title provides a concise (3-5 words) description of your project.



PROJECT SUMMARY



The project summary provides a concise summary of your proposal in 100 words or less. GOCCP

would like to make writing the project summary as simple and consistent as possible. Use the

following template for your project summary:



The ___Implementing Agency's____ Project Title____¹ is a child abuse and neglect program

designed to expand the use of the multi-disciplinary team approach in Blackwater County.² The

program addresses issues such as __________, __________, and __________.³ Program funds

provide ________, __________, and ___________



You will need to make the following additions/changes to the above template:



1. The beginning of the first sentence contains the Agency Name and the Project Title.

2. The end of the first sentence describes the primary purpose of the program.

3. 1-2 sentences describing how program funds address the problem.

4. Summarize the major line items or services detailed in the budget section.



PROGRAM NARRATIVE



In a five-section, outline-styled format (retaining lettering, numbering, and headers below) provide

the following information:



A. CJAC Priority Areas



This section must identify the CJAC priority area that the funding program will fall under and

specifically detail (in a short paragraph) how the program relates to the priority area.



B. Problem Statement



In this section include a statement of the problem or need that the proposed activity/services will

address. This section should also include any and all available data that supports the need area,

including the target population and/or geographical area. This data should be responsive to the

CJAC priority areas listed on page 4. The selected CJAC priority area must be clearly indicated and

the description of the program/activity that is being proposed must conform to the CJAC priority

areas. This section must address the following criteria:



1. “Who will do what?” (Identify the partners necessary to accomplish the activities.)

2. “What is the strategy?” (Outline the plan for what the team is trying to accomplish and why.)



3. “What is going to be done?” (The activities, services, and strategies that the partners will

conduct.)

4. “What is the timeline of activities?” (The timeline for the activity, where will it take place, and

who is responsible for ensuring that things get done on time.)

5. “How do the activities link to the strategy?” (Programs and activities should be linked to the

overall strategy. The strategy must be linked to problems identified.)

6. “What resources are required?” (budget, personnel, volunteers, community/political support)

7. “What is the work plan?” (The work plan should contain, at a minimum, action steps,

responsible parties, timeline, and deadlines.)



C. Organizational Capacity



The following items must be included in this section:



1. Description of organization,

2. Experience of organization related to the field of child welfare,

3. Policy and values commitment to systems reform in relation to the judicial, administrative,

and investigative handling of child maltreatment,

4. Demonstration of past involvement in innovative programming, and

5. Titles and names of personnel and percentage of time designated to activities/services (if

not yet hired, then job description and duties to be performed and qualifications required).





D. Collaboration Across Different Service Systems



One of the primary goals of the Children‟s Justice Act Grant is to be inclusive of the various

stakeholders and consolidate local or regional efforts to achieve results for the children and youth

in the community. Youth and family partners are key to achieving that goal and their input into

proposal development must be included in this section. In addition to family partnerships, the

need to engage stakeholders in the community is also an integral component of this call for

proposal.



This section also describes the level of cooperation from identified partners as well as general

support from the community. Letters of support should be included in an Appendix and referenced

in the Narrative.



E. Sustainability



The applicant should have an organizational plan for sustainability of existing and future proposed

programs/activities. The following areas should be addressed in this section:



1. How has sustainability been addressed?

2. For each proposed Strategy, describe other potential funding sources and a detailed plan

for obtaining funding from other sources. Provide details including, if available, funding

entity, amount requested, length of funding period, and expected decision dates.



BUDGET



Submit a complete budget for the grant period of the project including a line-item budget and a

budget narrative (details included in Section D). Budgets must commensurate with the level of

effort required to accomplish project objectives and will be scored on the following criteria:



1. The costs of the project must be reasonably related to the value of the anticipated

results.

2. Budgets must meet technical requirements including:



a. Match is NOT required under this funding source (if an applicant wishes to show

contribution, it is to be put in the budget narrative section only);

b. Budgets are complete and accurate.

VIII. CJAC APPLICATION- SUBMISSION GUIDELINES



A. Eligible Applicant



An eligible applicant for the Children‟s Justice Act Grant will be State Government Agencies, Local

Government Agencies, and Private Non-Profit Agencies that demonstrate knowledge of and

commitment to improving the administrative and investigative handling of criminal and/or civil

child maltreatment. All eligible applicants must submit a copy of their most recent audit findings or

a letter stating that there were no audit findings.



B. Availability of Funds



The funding for this application comes from the FY „09 Children‟s Justice Act grant from the U.S.

Department of Health and Human Services, Administration on Children, Youth and Families. The

total amount of funds available for August 1, 2009 – July 31, 2010 is $219,000.



C. Allocation Process



Funds will be awarded based on the requirements established in this NOFA. Available funds will be

awarded in rank order based on overall score until all funds are obligated.



D. Multiple Applications



Multiple proposals may be submitted from a single applicant. Each proposal should focus on one

activity; multi-program proposals will not be funded.



E. Proposal Review Criteria



GOCCP staff will review all proposals for legality, completeness, and technical sufficiency. A Grant

Review Team will be named, consisting of members of the Children‟s Justice Act Committee,

representatives of GOCCP, and other independent experts, as appropriate.



IX. HOW TO APPLY



When you are ready to complete the online application, go to www.goccp.maryland.gov. Look for

the section entitled "Notices of Funding Available" and click on the Children‟s Justice Act Program

heading where complete instructions can be found. You will be required to download and install the

grant application software in order to complete this process. If you experience any difficulties

installing or launching the online software, contact the GOCCP IT Department at 410-821-2828.



Please indicate that you are applying for the CJAC Program on your online application. If you

experience difficulties at any point during the online application process, contact the CJAC Program

Manager, Jessica Winpigler, at 410-821-2829 or jessica@goccp-state-md.org.



In addition to the online submission, you must submit one (1) hard copy generated by the online

application software and bearing original signatures in blue ink for the certifications and anti-

lobbying documents and three (3) copies of the application.



X. MONITORING & REPORTING REQUIREMENTS



Successful applicants will be required to submit quarterly progress reports, performance measures,

and financial reports detailing implementation, progress, and use of grant funds. The applicant

must submit all aforementioned reports on-line. Instructions on how to access and use the

on-line reporting program as well as registration for on-line report training can be accessed in the

Grantee's Area link at www.goccp.maryland.gov. We strongly encourage new grantees to take

advantage of the on-line software training sessions.
