					The Conceptual Framework

    Stimulating Coherence and
    Continuous Improvement in
    Professional Education
Defining the Framework

The term Conceptual Framework is used
in the literature to mean different things:
 As a theory
 As a model
As underlying structure and organization of
  ideas
As a shared set of beliefs
Conceptual Framework
Definitional Context

Analogous to the ideology of a society: the
 interpretive lens through which experiences
 are organized.
Conceptual framework for a unit is the
 interpretive lens through which experiences
in the unit (curriculum, teaching, candidate
 clinical experiences, etc.) are organized.
Conceptual Framework
Definitional Context

A conceptual framework organizes thought
 processes of the unit.
It is a way of seeing, thinking, and behaving
that encapsulates a sense of the unit across
 all programs.
It facilitates the fashioning of a coherent
perspective into a unit by relating its parts to
 a coherent whole.
Conceptual Framework
Definitional Context

A conceptual framework is a unit’s meta-
narrative and contains explanations of and
justifications for a unit’s operations in the
 world of professional education.
The meta-narrative should generate self-
 renewal possibilities and hypotheses to
guide the study and renewal of practices
 and policies.
Conceptual Framework
Definitional Context

A conceptual framework is an underlying structure or
system in a professional education unit that gives
conceptual meanings to a unit’s operation and provides
direction for programs, courses, teaching, candidate
performance, faculty scholarship and service, and unit
accountability. These conceptual meanings facilitate the
fashioning of a coherent perspective into a unit by
relating its parts into a coherent whole. The framework,
therefore, acts as the stimulation of a unit ethos within
which continuous improvement, renewal, and change
  can occur (Erskin Dottin, 2000).
Conceptual Framework
NCATE 2000 Standards Definition

  Conceptual Framework- an underlying
structure in a professional education unit that
  gives conceptual meanings through an
articulated rationale to the unit’s operation
and provides direction for programs, courses,
  teaching, candidate performance, faculty
  scholarship and service and unit
  accountability.
Conceptual Framework
NCATE 2000 Standards Citation

A conceptual framework establishes the shared vision
for a unit’s efforts in preparing educators to work in K-12
schools. It provides direction for programs, courses,
  teaching, candidate performance, scholarship, service
and unit accountability. The conceptual framework is
  knowledge-based, articulated, shared, coherent,
consistent with the unit and/or institutional mission and
  continuously evaluated. The conceptual framework
provides the bases that describe the unit’s intellectual
philosophy, which distinguishes graduates of one
  institution from another.
Conceptual Framework
NCATE 2000 Standards Citation

Faculty members in the unit are expected to collaborate
with members of their professional community in
developing a conceptual framework that establishes the
vision for the unit and its programs. The framework
provides the basis for coherence among curriculum,
  instruction, field experiences, clinical practice,
assessment and evaluation. It makes explicit the
professional commitments and dispositions that support
it, including the commitment to acquire and use
knowledge on behalf of K-12 students.
Conceptual Framework
NCATE 2000 Standards Citation

The conceptual framework reflects the unit’s commitment to
diversity and the preparation of educators who help ALL
students learn. It reflects the units commitment to the
integration of technology to enhance candidate and student
learning. The conceptual framework also provides a context
for aligning professional and state standards with candidate
proficiencies expected by the unit and programs for the
preparation of educators. Each unit seeking initial
accreditation is required to submit its conceptual framework
as a precondition for establishing eligibility for NCATE
accreditation.
