TOP 1 (1st Day) Financial Matters (Final Cost Statement)

UGDIE

 Final Cost Statement

The Project Coordinator (SS) made a detailed description of the Final

Cost Statement forecast submitted by each partner. All partners had

exceeded their labour cost by they have covered the difference by shifting

money from travel cost. CP’s, contribution was missing (SS said that

Carlos Pinto was fully occupied with the preparation of deliverable D11.2

and the recent ROG meeting at UIC). A need for shifting compensative

negative fugures with positive fugures within the budget of each partner is

feasible. Also the issue of TECNO’s virtual debit (around 1.200, 00

Euros) was discussed. SS said that the relevant amount will be abstracted

proportionally from each partner.

Together with the final CS the partners should prepare the Effort table for

the period of July-Aug.-Sept.04. The total number if man hours for each

partner should be cross-checked by the hours already reported in the

Effort tables from the beginning of the project (Oct.01-Sept.04).

Deadlines

 Effort tables for the period July-Sept’04 within Oct.15

 First draft of final CS (.xls tables) and submission to SS for a

preliminary feedback, within Oct.29 (official deadline: Nov.12). Two

signed copies of the final CS contribution of each partner should be

send to (SS).

 Management reporting

(SS) made a brief description on the status of deliverables (already

submitted/to be submitted)

 D10 (submitted on July 28, 2004)

 D15 (TIP) (submitted on 14 Sept 04 through the EC dedicated

CORDIS web site). Each partner received a

copy of it directly from SCIRO

 D11.2 & D13 (to be submitted within Oct. 8, 2004)

 D16 (to be submitted on Nov.8, 2004)

 Final Review

SS contacted the project’s PO last week concerning the issue of the Final

Review. The dates of the Final Review are set at Dec. 2-3, 2004. The formed

group of the Reviewers consists of Mr. Poromka (from the 1st F-MAN

Review), Mr. Pascoschi (from the 2nd F-MAN Review) and Mr. Allouche

(from the 2 F-MAN Review).

TOP 7 (2nd Day) WP7: Dissemination and implementation

(AD) made a brief presentation concerning the deliverables of WP7 (D14, SCIRO

D15) and the deliverable D16 of WP8.

 D14 (Dissemination and use plan) has been completed (final

submission: July 22, 2002) and accepted by EC

 D15 (TIP) was submitted on Sept. 14, 2004 (the planned due date was

Sept. 30, 2004) and is available at Cordis. A copy has been sent to

each partner.

 D16 (Final Report). Work is already in progress, while the first

release of the deliverable is expected in the middle of October. (Final

Release within November 8th). Concerning feedback from the

participants, if required it will be asked by SCIRO who is responsible

to issue this deliverable.





TOP 2 (2nd Day) Our product

(EK) asked from the developers to give their opinion and experience SCIRO

concerning the F-MAN tool and its perspectives as a candidate future

product, by urging them to answer the questions of “what we’ve learnt?”,

“where do we stand?” and “what would we sell?”

TOP 3 (2nd Day) De-bugging

(MDV) made a compact description of the progress concerning the HUB EDC

communication part of the F-MAN tool. As he mentioned EDC has handled

correctly all messages from the beginning of July and solved the problem

with messages handling (message type 0x84) with one exception concerning

the OBT generated message (the first 0x90 type message) reporting the start

of a timetable supervision sequence (for more details see

W5CP_DV_6005_A.doc). This problem is anticipated to be solved by

increasing the (starting point) radius of OBT to 65 km.

(MDV) also stressed that no functional description of OBT’s has been

provided by TRANSPORTDATA and instead EDC had to identify guidelines

of correct functioning based only on the Protocol specification of OBTs.

A discussion focusing on the possible modifications to improve the F-MAN

prototype followed, but (SS) suggested that at this specific time, the

consortium should focus on finalising the project. To this aim he said that all

partners should focus on the comments of the Reviewers (2nd Review)

analytically presented in the relevant Consensus Report (read by (SS) on the UGDIE

spot)

(TOP 5 (2 Day) ETA

The work of NTUA concerning ETA verification was presented by (AB) and

(ES). (AB) stressed the current status of the verification process, and

discussed about weaknesses (limited suitability of CP and PI data for ETA

predictability) and solutions (anticipated results of pilot run).

NTUA

(SS) said that the verification approach of NTUA is satisfactory but he also

referred to his reservations for including the part of the NTUA’s report

referring to the ETA effects by use of simulation and examples.

UGDIE



Concerning deliverable D11.2 (Verification Report) (EK) suggested the

following:

(i) To include a “Sensitivity analysis” part, before the section of

“Conclusions”, where the influences which could affect the SCIRO

verification process are discussed (e.g. seasonality, large numbers of

wagon to be managed, traffic managers). As (EK) said, the

inclusion of such a section in the report (focusing of course on a

qualitative point of view) would definitely raise the credibility of

the deliverable.

(ii) To include a list of definitions (e.g. additional delay)in the first

pages of the report), accompanied with a graphic where the terms to

be defined are depicted

(iii) move chapter titled “Understanding ETA effects through examples

& simulation” from the body of the deliverable to an Annex to the NTUA - CP

Deliverable at the bottom of the document;

(iv) To add a paragraph concerning the adaptive nature of ETA

calculation procedure (what briefly illustrated by Sakis the morning

NTUA - CP

of Saturday, the “moving window” in which the historical data are

taken into account and the fact that this moving window allows to

keep into account new procedures of Train Operating Companies, if

any).





TOP 9 & 11 (2nd Day) “One for the road”- F-MAN continuation

(EK) initiated a discussion concerning –F-MAN continuation perspectives. SCIRO

The reported alternatives by (EK) refer to:

(a) the period covered between Sept.30, 2004 (official completion of F-MAN)

and Dec. 31,2004 (continuation of pilot runs). During this period F-MAN

infrastructure (AMM/DPM server, Communication server, OBTs) are

maintained and used by the consortium.

(b) the period from Jan. 1, 2005 and on. From the beginning of the new year

the possible alternatives for F-MAN continuation could be:

(a) “In-formal” continuation of the consortium (incl. The F-MAN web

page activation)

(b) A continuation of the F-MAN pilot, sponsored by a TOC or UIC

(c) An integration of the consortium into a project of the 6th Framework of

EU

(d) Cooperation with “elog” project (contacts made by EK)





(EK) also suggested that a Memorandum of Understanding could be

considered for the alternatives (a), (b) and (c). This Memorandum could

include mutual agreement between F-MAN consortium and possible

client (e.g. UIC, SNCF) on the following:

(1) Info-exchange

(2) Consortium

(3) Use of F-MAN infrastructure by e.g. UIC





TOP 9 & 11 (2nd Day-evening) (continue)

Concerning the future F-MAN perspectives (MGu) mentioned the prospect of

a new project by SNCF where the F-MAN consortium could be integrated in. SNCF

To this aim F-MAN has to offer new functionalities that are not already

implemented by the ISR (International Service Reliability) project already

running.

A discussion followed, during which the partners express the need to define

more accurately the goals and targets for future steps, in regard to “F-MAN ALL

product”, which all agreed that is not yet mature enough as a professional tool

ready to be placed in the market.

In respect to the above the F-MAN product circulation was discussed, on the

basis of the current status of the F-MAN tool components and the interfaces

among them. More specifically, as (EK) mentioned the F-MAN tool provides SCIRO

(a) Status info (OBT+Sensors)

(b) Communication (server)

(c) Asset management (F-MAN)

(d) Visualisation of the fleet on customisable digital maps





The hardware required for the implementation of the Status info component is

available in the market. The communication server could probably work as a

stand alone product. However the linked product of Status info,

Communication server and the interface between them could be a product to

be defined. The Asset Management provided by F-MAN (together with a

legacy-software support) defines the F-MAN product.

(EK) concluded to the following:

(1) the F-MAN tool could work as a platform (incl. e.g. workshops for

ETA) to attract new clients

(2) there is a need to transfer the three separate F-MAN prototypes in a

demonstrator (software package)

(3) (EK) together with (CP) will come in touch with EFACEC with a

purpose to agree on a business plan (deadline Dec. 8,2004)

- TOP 6 (3rd Day) WP6: Evaluation levels

(SS) made a presentation on deliverable D13 of WP6. He focused on the

Simulator developed by UGDIE for the evaluation of F-MAN as well as on UGDIE

the simulation results which on the whole seem satisfactory. He also

commented on the dependence of D13 completion with the completion of

D11.2 (Verification) and mentioned the need for a feedback from USERS

within and outside of the Consortium in relation to the results of the

evaluation. A questionnaire has been already prepared and distributed to

Railways. Their feedback is included in D13.

(AB) commented favourably on UGDIE simulator. He focused on the NTUA

different approach between UGDIE and NTUA concerning the benefits to the

user. (AB) will send to (SS) a Memo including his comments on D13.





(EK) recommended to (SS) to include a “Sensitivity Analysis” section in the SCIRO

deliverable, referring to the parameters taken into account for the simulation,

as well as to other parameters that could affect positively the simulation

results. This has been developed by SCIRO and UGDIE, and it is included in

the actual version of D13

TOP 4 (3rd Day) WP5: Test and Verification

(PK) made the presentation of CP on D11.2. Focus was on the functionalities

that have not yet been fulfilled. According to (PK) nearly all functionalities PI

are fulfilled but modifications to improve user friendliness are required. He

also referred to the functionalities not satisfied in respect to the Slovenian

Railways (e.g. no information on unloaded event). As the problems (PK)

mentioned require technical solutions, it was agreed that he should contact

the developers in order to provide the necessary technical support.

(SS) suggested that a section “Overall comments” could be included in the UGDIE

deliverable, including improvements/suggestions by the Users (PI, CP and

SNCF) concerning the user friendliness issue. Also a commentary saying

that the functionalities have been fulfilled stated that the industrial product

should be improved by the users could also cover the issue of user

friendliness.

The conclusions of the discussion for the fulfilment of functionalities and

constraints will be taken into account in the revision of the relevant part of

D11.2. (PK) gathered all comments during the meeting and he will inform

(CP) on this issue.

- TOP 10 On –Site Final Review

Concerning the On-Site Final Review of the F-MAN, (SS) highlighted the

UGDIE

main steps to proceed.

(i) Preparation (corrective actions concerning the deliverables should

be done as a feedback to the previous Consensus Report(2002-

2003))

(ii) Preliminary activities scheduled for Dec. 1, 2004) (a meeting

among the partners prior to the Final Review was decided for the

preparation/coordination of the presentations –blank rehearsal).

Participants. (EK) urged (SS) to notify all participants that they

should show up at Genova for the Final Review

(iii) Agenda. (SS) has prepared a draft skeleton of the agenda for the UGDIE

Final Review. According to this draft agenda Day 1 will include

the activities and results presentations while Day 2 will include a

Live Documentation). (MGe) suggested that it would be very IVU

useful to have a draft agenda in hand within October so that the

developers proceed with all necessary preparations for the

presentation

(iv) A discussion concerning next steps (e.g. business plan

implementation) of the consortium in the future should take place

(candidate dates Dec. 1, or Dec. 3, 2004??)





Conclusion –Next Steps

(EK) summed up discussions for the next steps of the consortium:

At Product level the next steps include

(i) Development of the F-MAN demonstrator (software package/

(PKM)+(MGe))

(ii) Implementation of a business plan. (coordinate actions between

(EK)+(CP) with EFACEC).

(iii) elog (contact activities (EK))

initiate a one day workshop concerning ETA with all Railway

members, in order to exchange views and ETA approaches.
