           Question 9

          Please provide a short summary (250 words maximum) of the key
          achievements of the year linked to HEIF formula funding, referring to
          flagship projects identified in your institutional strategy where desired.
          Our Knowledge Transfer Innovation Fund (KTIF) was launched in
          April 2009 and is widely regarded as a success across the University.
          A number of projects from 12 departments have been funded leading
          to new public engagement activities (e.g. Philosophy Cafés involving
          the local community), stakeholder engagement (e.g. Colne Estuary
          Partnership) and technology transfer (market research for a potential
          spin-out company). The second Round of KTIF was launched in October
          2009 and another diverse set of projects has been funded.
          Our short course and Professional Development programme has
          been extended to include delivery of Business and Management
          training at our Southend campus and the development and delivery
          of new programmes including training for employees and unemployed
          people working in the third sector; partnership with Eastern
          Leadership Centre to support the delivery of non accredited training
          to the Education sector in Southend and Thurrock; professional
          updating sessions with Thurrock Local Authority on working with
          Black African Children and Families.
          The Student Enterprise programme has continued to expand the
          range of opportunities made available to our students both on
          campus and as part of national initiatives (e.g. NCGE, FLUX).
          Significant progress has been achieved in integrating enterprise
          activities across the University by closer working between the
          Research and Enterprise Office, Students' Union, Learning and
          Teaching Unit (including the Robert's Skills team), and the Careers
          Office.
          Three experienced members of the business community were recruited
          to the Enterprise Board and are making valuable contributions
          to the development of our knowledge transfer strategy.

           HEIF provides support for a broad range of business and community
           interactions, some of which may fall into the sphere of public policy
           work. As noted in Annex A the Council for Science and Technology report
           'How academia and government can work together' proposes ways to
           strengthen engagement between academics and policy makers. Has your
           institution utilised HEIF funds to support such work?

           Academics at the University of Essex have a strong tradition
           of engaging with policy makers particularly in the areas of political
           science, human rights and social and economic longitudinal studies.
           The launch of the Knowledge Transfer Innovation Fund has enabled
           academics to apply for small amounts of funding which can be
           used to support additional, and new, engagement with policy makers
           via seminars, targeted publications and debates.

           There was a significant underspend of £250k that was carried
           over to 2009-10. The majority of the underspend was due to staffing
           issues: the departure of existing team members; maternity leave;
           and difficulties in recruiting to new posts. All of the vacancies
           and new posts have now been filled and, in one case, the underspend
           allowed us to create two separate posts where one was originally
           planned but proved difficult to fill. The revised budget forecast
           for 2009-10 shows the spending profile is back on track.
           The Knowledge Transfer Innovation Fund has helped stimulate
           interest in knowledge transfer across all four faculties and
           the size of the fund is reviewed before each round (round three
           will be announced in February 2010) to accommodate any unexpected
           underspend in non-staff costs.

           Question 16

           Please describe, in a maximum of 100 words, progress towards
           developing and implementing a carbon management plan. See
           'Consultation on a carbon reduction target and strategy for higher
           education in England' (HEFCE 2009/27) for further information.
           The University has established a Green Task Force to address
           all sustainability matters relating to its activities. Membership
           is drawn from all staff groups and the student body. The GTF
           reports to the Vice-Chancellor and senior management and has
           completed a carbon audit of the University which demonstrates
           that its carbon footprint has fallen by 5% since 2005. The GTF
           is addressing changes to recycling, waste management, biodiversity
           and habitats, local food sourcing, energy management (including
           renewable energy generation), sustainable transport, water management
           and sustainable procurement, and is developing and implementing
           a plan which will continue to reduce the University's net carbon
           footprint.

           Please describe, in a maximum of 100 words, your work to date to
           reduce carbon emissions, as signalled in the grant letters of January
           2008 and January 2009. This will link to the current consultation on
           carbon reduction strategy (HEFCE 2009/27) and the forthcoming
           consultation for the second round of the Capital Investment Framework.
           Installation of Phase 4 bag insulation in twelve plant rooms,
           saving an estimated 11 tonnes of CO2 per annum.
           Fitting of draught exclusion in residential tower, saving an
           estimated 25 tonnes of CO2 per annum.
           Installation of heating controls at University Quays residence
           saving an estimated 205 tonnes of CO2 per annum.
           Smaller projects to improve energy efficiency : replacement
           of air conditioning in Lakeside Theatre and largest computer
           lab on campus, replacement of inefficient ventilation fans in
           Lecture Building, installation of automatic meter reading technology
           to allow real time results of energy management, trial of LED
           street lighting, installation of lighting controls in seminar
           rooms, corridors and toilets, creation of herb garden to reduce
           food transport miles and staff survey travel to ascertain level
           of car journeys as part of the Sustainable Transport Strategy.

           We have made significant progress in our individual equality
           action plans on race, disability and gender and in our equality
           targets.
           The following targets have been met:
                    to increase the numbers of locally recruited BME staff from
           3% to the local 2001 Census percentage figure of 4% by 2010;
                    to increase the numbers of women in the Senior Lecturer/Reader
           Grades from 22% in 2006 to 25% by 2010;
                    to increase the number of women appointed as Pro Vice Chancellors,
           Heads of Department and Deans from 11% in 2006 to 20% by 2010;

                   to increase the numbers of disabled staff disclosing their
           disability from 3% to 5% by 2010.
           We have made substantial progress on our target;
                   to increase the numbers of men in the Secretarial and Clerical
           grades (office support staff) from 7% in 2006 to 10% by 2010.
           Statistics now show 9% men in these grades.

           Please briefly describe your key equality objectives and/or actions for
           2009-10.
           To continue to improve representations outlined in the targets
           mentioned above, new targets to be agreed in May 2010. To continue
           to make progress on the action plans for the Race, Gender and
           Disability equality schemes including monitoring and review.
           New Single Equality Scheme to be implemented in 2010 incorporating
           relevant outstanding actions from the existing equality schemes
           and requirements of the Equality Bill.

           Question 14 referred to monies received under the Capital Investment
           Fund. Please also explain, in a maximum of 100 words, how you have
           used this learning and teaching and research capital funding in a way
           that has made a significant difference to the HEI and/or its wider
           community. Examples of specific investments and benefits would be
           helpful. See paragraph 22 of Annex A of this document for guidance.

           Funding from RCIF/TCIF has been incorporated into a number of
           capital projects designed to improve delivery of teaching at
           both Colchester and Southend campuses, and to provide further
           improved and new research facilities. At Southend campus, this
           has included the fitting out of the Clifftown Studios and Floors
           2 and 5 of the Gateway Building for the delivery of classes for
           East 15 Acting School, Essex Business School and the School of
           Health and Human Sciences. At Colchester campus, the Networked
           Media Laboratory will deliver world class research in new facilities,
           whilst the programme to upgrade teaching and research laboratory
           facilities in the School of Biological Sciences is continuing.
