                                                                                                                                                                                                                 compensation), or Federal programs (e.g., Medicare, Tricare). On average, 13%
                                                                                                                                                                                                                 of all Medicaid beneficiaries had unreported primary coverage costing states
                                                                                                                                                                                                                 billions of dollars in health care costs that should have been attributable to a
                                                                                                                                                                                                                 third party. Pay-and-chase recovery efforts are expensive, inefficient, and
                                                                                                                                                                                                                 identify a very low percentage of claims as having TPL resulting in missed
                                                                                                                                                                                                                 opportunities for recoupment. Even when claims are correctly identified as
                                                                                                                                                                                                                 having other coverage, States are only able to recoup approximately 17% of claim
                                                                                                                                                                                                                 dollars. SXC has devised a unique approach to identifying these beneficiaries by
                                                                                                                                                                                                                 integrating external data sources, identifying suspect TPL cases, and inserting
                                                                                                                                                                                                                 these algorithms into the claims edit process. Our exclusive access to unique
                                                                                                                                                                                                                 data sources is now available to Medicaid programs as a service called enhanced
                                                                                                                                                                                                                 Coordination of Benefits (eCOB).

                                                                                                                                                                                                   (MMIS) must meet new standards and conditions that are designed to ensure
                                                                                                                                                                                                   that State and federal investments in IT result in high performing, efficient,

                                                                                                                                                                                        HITECH Act. States collaborate closely with both CMS and each other on
                                                                                                                                                                                        facilitating the program. Multi-State projects include the MAPIR payment solution
                                                                                                                                                                                        that 13 States will use to issue and track incentive payments. CMS and States are
