  Comment: A.B.C. is highly regarded in the community and always has 20-30
people at their monthly coalition meetings and at least 10-11 at their monthly board
 meetings. In addition to SPF/SIG, they are implementing a 21st Century Grant for
                               the middle school youth.

  partnerships throughout the years. They will be working with four colleges in
Rapid City (SDSM&T, Western Dakota Technology, National American University
                            & Oglala Lakota College.

 illness. They now have 2 individuals willing to help the coalition move ahead.

   What are the Block Grants?
   The Block Grants are grants given to States to allow States to
   address their unique behavioral health issues.


   There are two block grants, the Substance Abuse Prevention
   and Treatment Block Grant (SAPTBG) and the Community
   Mental Health Services Block Grant (MHSBG).

   Why are the Block Grants Changing?
   In lieu of changing health care systems, laws and knowledge
   and conditions in States, the Block Grants have followed suit.
   SAMHSA's proposed changes to the FY 2012/2013 Block
   Grants seeks to get State behavioral health systems ready for
   2014 when more people will be insured through Medicaid or
   3rd party insurance.

Why was alcohol and drug moved under DSS
Transition was directed by Governor Daugaard and his administration to
realign behavioral health services in South Dakota
What will the Division look like under DSS
At this point, it will not look any different. Long term, there may be
recommendations from the Governor's workgroup that are implemented to
better meet the needs of individuals and families suffering from drug or alcohol
abuse or a mental illness
How does the restructuring affect local alcohol and drug providers
This will be a seamless transition in terms of service-delivery and we will
continue to work closely with community partners and providers to better serve
the behavioral health needs of individuals and families in South Dakota.
How will the reorganization affect funding for alcohol and drug services
in the community
This transition allows for greater efficiencies and an opportunity to leverage
Medicaid dollars better. DSS will not receive more money due to this
reorganization, nor are we losing any.                                         51
