Project Scoring

1. Project Proposal: The applicant has in-house ability to conduct Energy Audits or
Renewable Energy Development Assistance verses using third party organizations. The
application will be scored based on percent of grant funds used to employ internal, qualified
auditors or renewable energy specialists. (Maximum Score 10 Points)
    A. The applicant will use more than 75% of the grant funding.                 10 Points
    B. The applicant will use between 51% and 75% of the grant funding.           5 Points
    C. The applicant will use less than 51% of the grant funding.                 Zero Points

2. Use of Grant Funds for Administrative Expenses: Applications will receive points if the
applicant is not going to use any of the grant funds for administrative expenses. (Maximum
Score 10 Points)
    A. No Grant Funds will be used for Administrative Expenses               10 Points
    B. Grant Funds (up to 5%) will be used for Administrative Expenses       Zero Points

3. Applicant’s Organizational experience in Completing Proposed Activity: Applications
will be scored based on the organizations experience. The organization must have been in
business and provided services as noted below. Documentation must be included in the
application. (Maximum Score 15 Points)
    A. Applicant has more than 3 years experience                            15 Points
    B. Applicant has at least 2 and up to 3 years experience                 10 Points
    C. Applicant has at least 1 and up to 2 years experience                 5 Points
    D. Applicant has less than 1 year experience                             Zero Points

4. Geographic Scope of Project in relation to identified need: The application will be scored
based on the applicant’s proposed or existing rural service area and the marketing and outreach
plan has identified needs for the service throughout the service area. (Maximum Score 10
Points)
    A. Multi-state or Statewide service area                                           10 Points
    B. Multiple counties in a single state                                             7.5 Points
    C. Single County or municipality                                                   5 Points

5. Number of agricultural producers/rural small businesses to be served: The applicant
will be scored based on the average cost of the energy audit provided. (Maximum Score 15
Points)
    A. Average cost per audit will be less than $1,000 dollars                         15 Points
    B. Average cost per audit will be $1,000 or more but less than $1,500              10 Points
    C. Average cost per audit will be $1,500 or more but less than $2,000              5 Points

6. Potential of project to produce energy savings and its attending environmental benefit.
Applicants can be awarded points under both 6A and 6B. (Maximum Score 25 Points)
    A. The applicant has an existing program that can demonstrate the                     13 Points
          achievement of energy savings with the agricultural producers
          and/or rural small business it has served.
    B. The applicant provides evidence that it has received awards in                     12 Points
          recognition for its renewable energy, energy savings, or energy
          based educational programming. (2 points for every international or
          national recognized award, 1 point for every state, local, regional award)

7. Marketing and Outreach plan: The applicant included a marketing and outreach plan that
addresses of the following criteria. Points will be awarded if the criteria are addressed
satisfactorily. (Maximum Score 10 Points)
    A. Specific Goals of the project were outlined.                                  2 Points
    B. Specific needs for the project which relate to geographic area                2 Points
        proposed in the scope of work.
    C. The applicant has included targeted beneficiaries, who will benefit           2 Points
        from the project.
    D. A detailed timeline for the activities of the project are outlined,           2 Points
        which may include advertising and other activities to reach target
        audience.
    E. The applicant has included marketing strategies they will use and             2 Points
        documentation that support these strategies will work.

8. Level and Commitment of other funds for the project: The applicant proposes to
leverage the grant funding with non-State and non-Federal government matching funds and has
written commitment for those funds. (This does not include the 25 percent required contribution from
ultimate recipients for the cost of an energy audit.) (Maximum Score 5 Points)
    A. 50% or more of the grant funds requested                                  5 Points
    B. 20% or more but less than 50% of the grant funds requested                2 Points
    C. Less than 20% of the grant funds requested.                               Zero Points
