Twin City On-Road Club , Club vote on By-Laws, February 1 2009.

Our club is very new. As we grow , By Laws will need to be corrected and adjusted to meet

the needs of the club and comply with the laws that non-profits must follow. Please take a

moment to read and vote your choice on these issues. We do not normally want to bring

politics to a race day event, The small showing at the last meeting prompted this action.

Please turn these sheets in to any officer ,Mike Scott , Don Froyd, Tom Conway or Amy

Hallis when you are done.

Establishing a Quorum: In the best interest of the club, total votes taken for the election

of officers and acceptance of changes to By Laws should be as near to the total of

memberships as possible. In “ Roberts Rules…” it’s suggested that an organization should

set an established Quorum. We have not done this yet.

Officer Eligibility : In the best interest of the club an officer should be regarded as having

a neutral standing by local hobby shops and have the best interest of the TCORC in mind

when making club decisions. We want our club to be supported by all local hobby shops.

Therefore any officer must not be affiliated with a hobby shop. Ex: owner, employee

This was discussed and agreed to in our earlier meetings but wasn’t added to the by laws at

Officers: This is how this By Law reads right now.

There will be four officers that are elected by the membership annually. The positions are –

President, Vice President, Secretary and Treasurer. The Elections should take place shortly

(within 2 months) after the beginning of the new season preferably at the

January meeting. These officers can appoint those committees that they see fit to help over

see the day-to-day racing activities such as track committee, banquet committee, etc.

my attention.

Within 2 months of the start of the season” would be October/November/December. In

our earlier meetings we discussed having elections after carpet season was completed or at

the start of the next season . In our last meeting October and March were discussed as

possibilities . March was the more popular choice. The incoming officers would have more

time to prepare and be more involved in the planning of the next seasons racing.

If we choose a fall date I would suggest nominations at the first Sunday race and voting take

place at the next Sunday race that is closest to 1 month later. If we choose March,

nominations should happen today and we hold voting at our March race. This would allow

enough time for fair discussion of the candidates.

Candidates & Nominations: Eligible candidates when nominated and seconded in a club

gathering (ex: Race day or meeting), may be named as candidates for a specified position on

the ballot. To give club members a reasonable amount of time to discuss the candidates,

nominations should take place no later than 1 month preceding an election. Incumbents and

nominated candidates will be listed on the ballot.

Last Item-

Legally, A non-profit organization if dissolved must donate all of their remaining goods and

money to another non-profit. We must rephrase our by law to reflect what is required by

law.



Club Disolvement: Should interest and financial support become unable to sustain the

club. Items owned by the TCORC will be sold at fair market value, all outstanding bills will

be paid. Any remaining balance and materials will be donated to a non-profit race club.



We need to choose a non-profit that is similar to ours.
