In an effort to promote organizational excellence, UNOPS seeks highly qualified individuals for the following position: Vacancy Details Vacancy Code Post Title Post Level Duty Station Duration Closing Date Background Inspired by the notable achievements and results of both the Songhai Centre and the enterprises established by its youth graduates, several African governments and NGOs, approached the Songhai centre management to explore opportunities for the centre to extend its services and assist in both the training and establishment of similar type, integrated agro-entrepreneurship initiatives in their respective countries. For their part and guided by the recommendations of the 2005 World Summit agreements and the Paris Declaration of Commitments on Aid effectiveness, both of which call for the development community and the UN system to work in a harmonised and efficient manner to support member countries, UNDP UNIDO, ILO, FAO and IFAD responded by establishing a joint program framework to upgrade the Songhai Center including its establishment as a Regional Centre of Excellence in Africa, to enable it to provide the requested support using the Songhai model.. T erg n l rga e te ”gi h e i a po rm, ni d A r o t l -enterprise Development for Stimulating Rural Economies in Africa, is a joint initiative between FAO, IFAD, ILO, UNDP and UNIDO, working in partnership with Songhai Centre, an international NGO based in Benin. Program operations will initially focus on a number of selected countries in West, Eastern and Southern Africa, i.e., Benin, Burki F s , oed I i , a o , h n , u e , e y , i r , i r L o e n a o C t ’v r G b n G a a G i a K n a L ei Se a e n , a oe n b a r Malawi , Togo and the Republic of Congo, which has most recently expressed a strong commitment to being included in the first phase. The five main components of the program include: Component 1: Facilitating and supporting the establishment of a Regional Centre of Excellence for Agribusiness and Entrepreneurship Development in Africa. Component 2: Reinforcing the capacity of relevant national institutions to establish national hubs/satellites to support Agri-Enterprise Development in participating countries. Component 3: Developing agri-entrepreneurial skills and capabilities of youths, women and men, particularly those from rural areas. Component 4: Creating platforms to facilitate effective linkages between agri-businesses, credit, market and business support service providers. Component 5: Improving institutional and business environment for small- and medium scale agribusiness development. Duties and Responsibilities The Program Finance and Operations Officer will be performing his/her duties as integral part of and providing operational support to the Program team in the Songhai Centre. He/she will work under the supervision of the UNOPS/SNOC Operations Manager who will assure that due diligence will be exercised. Specific tasks will span the following key areas: Oversee day to day financial and administrative operations of the Program as per approved and work plans by the Regional Steering Committee Ensure that program activities conform to approved work-plans and budgets Work closely with the program technical team comprising of the Songhai Center Management , the Program Advisor (s) and selected participating UN agencies in coordinating the work plan, in particular, ensuring that commitments are fully aligned with planned expenditures Lead and handle all aspects of financial management and reporting, including financial analysis, budget forecasting and control Maintain internal expenditure control system by ensuring availability of supporting documentation, vouchers processed are matched and completed and transactions are correctly recorded and posted in ATLAS Ensure timely corrective action on un-posted vouchers, including the vouchers with budget check errors Advise and oversee overall administration, including, procurement of goods and services, in full conformity with UNDP rules and regulations In close collaboration with the technical team, review projected project inputs to ensure compliance with procurement procedures and prepare a procurement plan Ensure timely delivery of outputs by following up with UNOPS and facilitating procurement of goods and services Contribute to the preparation of documents for submission to the steering committee ( financial and narrative reports) ( to be shared with partners as necessary) Prepare quarterly reports on status of implementation, highlighting project expenditures against approved project work plans and planned activities, for submission to UNDP Undertake any other task as requested by the Program management team

Education/Experience/Language Academic Qualification: Post graduate or other relevant university degree in Finance, Accounting, MBA or related field
Work Experience: At least 5 years of demonstrated working experience in Finance and management Proficiency in Atlas or similar ERP system, People Soft, word processing and other related computer applications Knowledge in the application of UN administrative, financial and human resources rules and regulations Computer literacy Previous experience in the United Nations is an asset.
Language requirements Fluency in both English and French.
