Speakers’ Biographies
E. Lawrence Barcella Jr. is the Chair of the White Collar Corporate Defense practice and a
partner with the law firm Paul, Hastings, Janofsky & Walker in its Washington, D.C. office. He is
a former Assistant United States Attorney for the District of Columbia. He served in a variety
of positions during 16 years there, including Deputy Chief of that Office’s elite Major Crimes
Division. He was selected by the Attorney General as Senior Litigation Counsel, a position
reserved for only the most experienced and qualified federal prosecutors. Mr. Barcella is the
Vice-Chair of the American Bar Association’s White Collar Crime Committee of the Criminal
Justice Section and the Litigation Section’s Complex Crimes Committee, and is a Fellow in the
American College of Trial Lawyers.
Stephanie A. Martz is the Director of the National Association of Criminal Defense Lawyers’
(NACDL) White Collar Crime Project, a position to which she was appointed in 2004. Ms.
Martz has been in a leadership role on the Justice Department’s white collar criminal
enforcement policies this past year, coordinating NACDL’s involvement in a diverse coalition
of civil liberties groups, business associations, and others which advanced the issue at DOJ,
in Congress, and through public education and outreach. Prior to joining NACDL, she served
as Staff Counsel of the National Litigation Center of the Chamber of Commerce of the United
States and also was an Associate in the law firms of Mayer, Brown, Rowe & Maw LLP and
with Miller, Cassidy, Larroca & Lewin. From 1998-1999, Ms. Martz clerked with the Hon.
Patricia Wald of the U.S. Court of Appeals for the D.C. Circuit and in 1997-1998. From 1991-
1994, Ms. Martz was a stringer for The New York Times and was a reporter for the Charleston
Gazette from 1992-1994.
