WOODVILLE VILLAGE COUNCIL – REGULAR MEETING
Minutes of the Regular Meeting of Woodville Village Council held on Monday August 4,
2008 in Council Chambers at Town Hall. Present at Roll Call were Mayor Richard
Harman, Clerk-Treasurer Barb Runion, Council Members – Jeff Tate, Joe Riffle, Monte
Porter, Ty Tracy, Bob Hathaway, and Judy Karchner .Also present were Solicitor Bob
Kuhlman, Chief Roy Whitehead, Deb Wallace of The Press, and Karen Schepman.
Mayor Harman called the meeting to order and led the pledge to the flag.
Minutes of the Regular Meeting and Finance Committee meeting of July 21 were
approved as presented.
CORRESPONDENCE
Mayor Harman read a letter from Time Warner Cable informing the Village of the
upcoming change over from analog to digital broadcasting transmissions at midnight on
February 17, 2009.
OLD BUSINESS
Chief Whitehead reported that he spoke with Dan Liskai about the property that he
owns that is off of South St., Lueke Ave., and Victoria Pl. Mr. Liskai is not willing to sell
his land at this time. After discussion by Council it was determined to establish the
reason for the purchase in the first place.
REPORTS
ADMINISTRATIVE & PERSONNEL- Riffle requested that a date be set for the
committee to meet to discuss the draft of the personnel manual and to review the
employee surveys. A meeting was set for Saturday, August 9 at 9:00am. in Council
Chambers.
PUBLIC WORKS & MAINTENANCE – Hathaway presented for discussion the list of
roads that are not going to be affected by the sewer separation project and could be
paved now. Precision Paving Co. has supplied a cost sheet to pave those roads.
Hathaway called to council’s attention that the price to do Borcherding Rd.(Fort Findlay
to Challenger Memorial Dr.) would be half of the $12,628.00($6,314.00). if the
Township Trustee’s will pay half of the cost. After discussion by Council it was decided
to wait on the Township Trustee’s decision before making a commitment on which
roads to pave at this time.

ENVIRONMENTAL & COMMUNITY DEVELOPMENT – Karchner reported that she has
received a complaint from a N. Cherry St. resident that the street, as well as the alley
behind has been skipped over when spraying for mosquito’s. The resident said that
when they had questioned this with a village employee, they were told that the village
was cutting back and were not spraying every street.
Karchner also had a complaint about bees on the property now owned by Huntington
Bank. Whitehead will contact the owners to take care of this matter.
FINANCE – Tracy made a motion to adopt Finance Ordinance #1451 in the amount of
$16,269.71, Tate second. VOTE – Yeas, Tracy, Tate, Hathaway, Karchner, Riffle, and
Porter. Nays – None. MOTION CARRIED 6-0.
Tracy also reported that the Star Ohio investment account has been producing nicely.
The account has been yielding interest income of over $1,000.00 per month. The
balance as of 7/31/08 stands at $805,247.08.
PUBLIC SAFETY – Tate - No report.
RECREATION & PARKS DEVELOPMENT – Porter presented minutes from the Rec.
Board meeting of July 22. Porter also reported that Pass Appreciation Night would be
held on Sunday, Aug. 10. From 5-7pm. Porter questioned whether a cash donation from
the Fremont Federal Credit Union could be accepted to purchase gifts for the Pass
Appreciation Night. Council suggested that the donation be in the form of gift cards
purchased by the Credit Union and distributed that way.
WORKS ADMINISTRATOR – No report – Rickard on vacation.
POLICE DEPARTMENT - Chief Whitehead reported that Shelly Co. was requesting
permission to move their start time from 7:00 am to 6:00 am. Council okayed the start
time as long as there were no complaints from the residents.
Chief Whitehead presented to Council the results from the sealed bids opened on Aug.
1, 2008 at Noon. The 1992 Chevy truck: $ 306.00. The 2003 Crown Victoria: $1,211.00.
The 1998 Crown Victoria: $553.00. The 1997 Camero: $853.00. Tate made a motion to
accept the bids, Karchner second. VOTE – Yeas-Tate, Karchner, Hathaway, Porter,
Riffle, and Tracy. Nays – None. MOTION CARRIED 6-0.
Whitehead reported that the Temple Furniture Store located on Main St. is now up for
sale. Whitehead asked Council to consider purchasing the building , tearing it down,
and making the area into a passage and park area to connect Main St. to the parking lot
behind the business’ located on that block. Discussion was held, and Council would like
to wait and explore the possibility of grants and others who may be interested in the
building.

CLERK-TEASURER- Runion presented the following the Ordinance and Resolution for
Council’s consideration:
ORD. #14-2008- An Ordinance modifying the sewer rates of the Village to meet
the projected debt service requirements associated with the anticipated loan
required to fund these improvements. – 2nd reading.
RES. #15-2008 – Authorizing the Mayor and the Clerk-Treasurer to submit an
application to participate in the Ohio Public Works Commission State Capital
improvement program. Tracy made a motion to suspend the rules, Karchner
second. VOTE – Yeas – Tracy, Karchner, Hathaway, Porter, Riffle, and Tate.
Nays – None. MOTION CARRIED 6-0. Tracy made a motion to adopt
Resolution 15-2008. Riffle second. VOTE- Yeas Tracy, Riffle, Hathaway,
Karchner, Porter, and Tate. Nays-None. MOTION CARRIED 6-0.
EXECUTIVE SESSION – Tate made a motion at 7:35pm to enter into executive session
for employee disciplinary reasons. Tracy second. VOTE- Yeas- Tate, Tracy, Hathaway,
Karchner, Porter, and Riffle. Nays-None. MOTION CARRIED 6-0.
Present at executive session were Mayor Harman, Runion, Tate, Tracy,
Hathaway, Karchner, Porter, Riffle, Chief Whitehead, and Solicitor
Bob Kuhlman.
Tracy made a motion at 7:40pm to adjourn to open session, Tate second. VOTE-Yeas-
Tracy, Tate, Hathaway, Karchner, Porter, Riffle. Nays- None. MOTION CARRIED 6-0.
NEW BUSINESS:
Hathaway presented information that was supplied at the BOPA meeting about the
power rates increasing in 2009. More information will be available when Amp-Ohio locks
in the rates. John Courtney will keep the BOPA informed.
Mayor Harman adjourned the meeting at 7:45p.m.
