Louisville Metro Snow and Ice Removal Plan 2005 – 2006 A MESSAGE FROM MAYOR JERRY ABRAMSON As another winter approaches, I’m pleased to present the 2005-2006 Louisville Metro Government Snow and Ice Removal Plan. Our snow-fighting team is better prepared than ever before to keep traffic flowing, schools open, businesses operating and people safe when harsh winter weather strikes our hometown. Teamwork is the key to success. Four metro government agencies – Public Works, Solid Waste Management, Parks and the Metropolitan Sewer District – work togeth- er to clear more than 1,000 miles of Louisville Metro’s streets and roads. We coor- dinate our efforts with the Kentucky Transportation Cabinet, which is responsible for hundreds of miles of interstates and state roads in Louisville Metro. When weather conditions are especially harsh, more than a dozen other Louisville Metro government agencies are ready for action – from emergency responders like EMS and Police to public service agencies such as Human Services, which works closely with area shelters and relief agencies. I’m proud of our employees and their tireless efforts in responding to last winter’s back-to-back snowstorms, the greatest winter-weather challenges since the 1994 blizzard. After that challenge, we listened to our citizens, our employees and each Metro Council member for advice. And as a result, we have implemented changes that will improve our preparedness and ability to respond to difficult situations. Among the significant improvements: • Deputy Mayor Rick Johnstone will lead our snow-fighting team and coordinate the many metro government agencies involved. Around the office, we call him the “Snow Commander.” • Louisville Metro Public Works has developed a snow removal tracking system, which includes an electronic map to show our progress in clearing the 1,047 miles of roads and streets that are part of our snow removal plan. This system will improve communications and accountability to our citizens. • We have added four pre-treatment distributors to our snow-fighting fleet. These trucks will be used to treat roadways with a salt-brine solution before snow and ice fall to help prevent precipitation from binding to the pavement. • Our communications effort – among government agencies and with our citizens – has been expanded. We will distribute information through our website LouisvilleKy.gov, MetroTV Channel 25 and the news media to help people better prepare for winter weather. And when bad weath- er hits, we will use those same mediums to distribute information on snow-clearing progress, road conditions and other tips to keep our citizens safe. In closing, I want to say thanks to the hundreds of Louisville Metro Government employees who will be working through the night, on weekends and, potentially, on holidays this winter to help clear our roadways and protect our citizens. GOAL To clear or remove snow and ice from streets and permit safe and orderly flow of traffic to schools, industry and hospitals. B. GENERAL GUIDELINES AND ROUTING PLAN The primary objective of the Louisville Metro Government Snow and Ice Removal Plan is to open the major through streets that connect businesses, schools and hospitals - as well as the connector streets to major routes, so that residents may safely travel to and from work and emergency services (i.e., Police, Fire, EMS) may perform their duties. Metro Government has in place a comprehensive and effective snow removal routing plan. Louisville Metro Government’s emphasis on clearing major streets and connector streets assures traffic movement on the most heavily used thoroughfares. Metro Government does not provide snow removal on neighborhood streets during normal snow removal Stage I, II, & III operations (see pages 4 - 7 of this Snow and Ice Removal Plan). Under Stage IV (see page 7 of this SIR Plan), plowing of residential/neighborhood streets may be initiated if a snow emergency is declared. NOTE: In accordance with Louisville Metro ordinance 97.113, it is the responsibility of business and property owners to remove snow from sidewalks within 24 hours of a storm. The snow must be shoveled on to private property and must not be deposited in streets or obstruct sewer and drainage flow in any way. C. ADMINISTRATIVE GUIDELINES Deputy Mayor Rick Johnstone and the Louisville Metro Department of Public Works are assigned the responsibility for planning and administration of the Snow & Ice Removal Plan. The operational components of the Snow & Ice Removal Plan are provided using personnel and equipment from the following city departments: Metro Public Works Metro Solid Waste Management Services (SWMS) Metro Parks Metropolitan Sewer District (MSD) These departments coordinate their equipment to assure that all designate streets are promptly and efficiently cleared. The Louisville Metro Government uses a professional weather forecasting service and information provided by the local National Weather Service office for assistance in predicting snowfall accumulations. These departments coordinate their equipment to assure that all designated streets are promptly and efficiently cleared. FUNCTIONS AND PROCEDURES C. ADMINISTRATIVE GUIDELINES (CONT.) The Louisville Metro Government uses a professional weather forecasting service and information provided by the local National Weather Service office for assistance in predicting snowfall and accumulations. The National Weather Service alerts the Metro Department of Public Works about weather conditions that might cause snow and/or ice in the area. Through the private forecasting service, Public Works is constantly updated, 24 hours a day, on the status of all local snow and ice storms. This service tracks any storm heading for the Louisville area and keeps the city’s snow and ice removal coordinators constantly advised of the expected accumulation, temperature, wind factors, time of arrival and duration of the storm. The mayor is the designated authority to declare a snow emergency in Louisville. The decision to declare a snow emergency is reached after discussions with Metro Government’s opera- tional agencies and departments and the Emergency Management Agency (EMA). Operational assignments are made by Deputy Mayor Rick Johnstone and Metro Public Works to the departments involved in snow and ice removal. Individual assignments of equipment and personnel are made by the various departments for the snow and ice removal routes assigned as their specific responsibility. Personnel designated as the snow and ice removal coordinators in each department are responsible for maintaining current employee lists and having them available to facilitate call ins when an operation begins. Public Works will provide route assignments for all departments involved in the snow and ice removal operation. The operational crews on the streets use these route assignments. Once the snow/ice removal operation begins, each coordinator will provide a status report on per- sonnel and equipment to the supervisor in the Snow Command control room. This collective information will be entered into a “Snow Command” database that immediately indicates the routes that have been treated. These route locations will appear on an electronic mapping system. This data is utilized for communication, management and tracking of opera- tions within the route system. Metro Government’s tracking system will provide status reports on: Personnel Equipment Materials Start and completion times for each route Operation stages implemented (whether a route was salted, plowed, or both) How many times a route was treated Personnel from Public Works will monitor all snow operations. Radio and/or cell phone con- tact will be maintained with snow and ice removal coordinators for up-to-the-minute progress on the routes and to dispatch backup equipment if problems are encountered. Louisville Metro Snow and Ice Removal Plan FUNCTIONS AND PROCEDURES D. OPERATIONAL GUIDELINES The decision to call out crews for a full scale snow and ice removal operation will be made by the director of Metro Public Works or a designee. The operation will be initiated based on weather conditions at the time of the storm and forecasts regarding the storm’s intensity and duration. As previously indicated, Louisville Metro Government has a contract with a private weather forecasting service to provide weather alerts and updates. On weekdays, the service sends fax transmissions and email notes to designated stations for the operational agencies and depart- ments involved in the snow/ice removal. Once Metro Public Works receives the storm forecast, it then initiates communication with the mayor, the Emergency Management Agency (EMA), Metro Solid Waste Management Services (SWMS), Metro Parks, Louisville Metro Police, the Louisville Fire Department, Metro Emergency Medical Services and a radio dispatch unit. On weekends fax transmissions and email notes are sent to the Louisville Metro radio dis- patch center, and an operator will contact the various operational agencies and departments. At times when a storm is imminent, the Public Works director, assistant director and opera- tions managers can be reached at home or by Nextel cell phone system. E. PREPARATIONS February • Check status of weather service contract(s) April • Check status of salt/materials contract(s) September • Annual multi-agency snow preparedness meeting with snow removal coordinators (Includes: Metro Government; State Hwy. Dept. –KYTC, Jefferson County Public Schools - JCPS; Emergency Management Agency – EMA; etc) • Preparation of snow fleet equipment begins October • Inter-agency meeting of directors and snow coordinators • Preparation of snow fleet equipment continues • Inform the public about snow operation plan • Snow fleet equipment training November 1st “BATTLE” READY FUNCTIONS AND PROCEDURES F. HOW STREETS ARE BRINED/SALTED/PLOWED THE OPERATIONAL PROGRAM IS DIVIDED INTO STAGES BASED ON SNOWFALL ACCUMULATION AND ICING CONDITIONS. Pre-treatment/brining operation Louisville Metro Government will pre-treat main arterial roadways, major through roads, as well as bridges, overpasses, and highly traveled road- ways with hills or trouble spots. Weather forecasts, temperatures and operational timing are all very important factors for the pre-treatment operation. The director of Public Works, or his designee, will provide direction for all pre-treatment operations. STAGE I Salting Trouble Spots Icing conditions due to a light accumulation of snow or sudden freezing of wet pavement require salting of problem spots (i.e., bridges, overpasses/viaducts, intersections, etc.), which can cause immediate hazardous conditions. This stage of the operation will generally be handled by each department, after notification by Deputy Mayor Rick Johnstone and the Public Works department. The participating agencies will handle problems in their designated areas (snow route assignments) of responsibility. If a supervisor in one of the areas feels that additional personnel and equipment are needed, he or she will contact the snow and ice coordinator for the department. That supervisor will make the decision about how much extra personnel and equipment is needed. The coordinator should report any changes in manpower or equipment to the Snow Command Control Room. The snow and ice coordinator will direct the salt application based on temperature and weather conditions. STAGE II Salting of Snow Routes Major snow removal operations involve the salting of designated snow routes due to a one (1) to two (2) inch accumulation of snow. This stage will address major through streets first, then connector streets. The decision to call a full-scale snow removal operation will be made by the director of Metro Public Works or a designee after checking weather forecasts. When the decision is made to implement Stage II Operations, the snow and ice coordinators in Metro Public Works; Metro Parks, and Metro Solid Waste Management Services (SWMS) will be notified by Metro Public Works or a unit of government dispatch unit. The snow and ice coordinators in these Metro Government Departments will then take the necessary steps to call out the personnel and equipment for their respective departments. Louisville Metro Snow and Ice Removal Plan FUNCTIONS AND PROCEDURES The coordinators will be responsible for the assignment of personnel and equipment to their designated snow routes. They will also serve as the liaison between their departments and Metro Public Works’ operational control unit. The coordinators will report to Metro Public Works on the status of the routes assigned to their respective departments. All field operations will follow the snow routing plan in the designated sequence. No deviation should be taken on routing order without prior approval from the director of Public Works. In the event the snow remains on side streets, due to extreme cold weather, the various departments will salt hills and problem areas in their assigned areas of responsibility. STAGE III Plowing of Snow Routes Plowing of snow on the routes, along with an application of salt, begins with an accumulation of two (2) or more inches of snow. This stage will address major through streets first. If snow continues to accumulate, plow- ing will be repeated on major through streets until the snow stops. Connector streets will be plowed and salted next. Upon receiving a firm prediction of two (2) or more inches of snow, the snow coordinators will be instructed to mount the snow plows on the trucks. The decision to begin using the plows will be made based on the temperature, the rate of snow accumulation, street conditions and discussion among the snow coordinators. Plowing on all major through streets will be done in tandem, except where routes are designated as single plow routes. Plowing will be done first on all major through streets, then connector through streets. If the rate of snowfall is sufficient, plowing will be repeated on all major through streets until the storm is over, before moving to connector through streets. The application of salt to the roads, during the plowing operation, will be made dependent on weather conditions during the storm. When the storm has stopped and all major through streets and connector streets are cleared, immediate attention will be given to TARC routes and streets around schools. STAGE IV Emergency Snow Plowing This stage of the operation is initiated when weather conditions dictate, and it involves restriction of parking on “designated” Emergency Snow Routes, where signs have been posted by Metro Public Works and towing of cars by Louisville Metro Police can take place. This stage addresses major through streets. If snow continues to accumulate, plowing will be repeated on major through streets until the snow stops. Connector streets will be plowed and salted next. FUNCTIONS AND PROCEDURES STAGE IV Emergency Snow Plowing (CONT.) If conditions are deemed serious enough, plowing assistance from private contractors would be initiated through established emergency contracts. Plowing of residential streets may be ordered if the accumulation is great enough and snow remains on the ground for a long period of time. Emergency snow plowing will be initiated when six (6) inches of snow accumulation roadways. Emergency snow plowing will involve a declaration of a Snow Emergency by the mayor and all operations will be directed by the Emergency Management Agency (EMA) in conjunction with the state of Kentucky. Public announcements will be made restricting parking on snow emergency routes and Louisville Metro Police can tow any cars not moved from these routes. Emergency plowing on major through streets will be done using existing Louisville Metro equipment and contract equipment, as needed, from a list maintained by Metro Public Works. After the major through streets are cleared, plowing of residential streets could be ordered if snow accumulation is great enough and snow remains on the ground for a long period of time.
