Description of Incident


Edward E. Stewart III reports that on 01/02/2011 Sgt.
Sheetz, who has a history of harassing Stewart, approached
him in a menacing manner and threatened, "I'm going to
make you wish you were never born."
Risine Adams reports that he was shackled to a table while
other inmates assaulted him and that his cell is unsanitary.

Bernard Scott Jr. reports that on 5/25/11 he was secretly
removed from his RHU cell and placed by Lt. Mackey, Lt.
Balker, Unit Manager Byers, Counselor Buzas, Psychologists
Mr. Bozelli and Dr. Gallucci in an SSHU cell known as the
'Torture Chamber', which he alleges is used to intimidate the
inmates via psychological and sexual means

On May 28th Lt. Lesure threatened Michael Edwards with
transfer unless he signed a two-page affidavit dropping the
prisoner‘s grievances against C/Os Friend and Collings, who
on January 10, 2007 tossed three photographs of lynched
black people into Mr. Edwards cell after the prisoner refused to
drop an outstanding lawsuit. After his cell was searched twice
in twenty minutes and property, including legal documents,
were confiscated, Mr. Edwards still refused to sign the affidavit
and was promptly placed on a van to SCI Camp Hill without a
prior 802 hearing.. On route C/O Collings (twin brother of the
former) stated to the prisoner, ―Last chance. You see how
easy it would be to kill you? Drop the complaints.‖ Upon
arrival at Camp Hill mental health staff member Edward Kalsky
threatened Edwards with indefinite SMU confinement unless
he signed and dated aforementioned affidavit. On May 29 Mr.
Edwards appeared before the PRC, and unit manager C.
Chambers was handed a two-page affidavit from Dept. Supt.
Kazor, who both claimed that the document was authorized by
―Central Office.‖ The prisoner was told that if he signed and
dated the affidavit he would be transferred to any prison of his
While at SCI Fayette Mr. Balmer states the Officer land
slammed his arm in a tray slot. Mr. Balmer then attempted
suicide by smashing his cell door window and slicing his wrists,
he then hung himself the next morning by his bandages. He
was then transferred out of Fayette. He has been at several
prisons and states they they have been indifferent to his
medical needs (mental health problems). In particular he was
sent to SMU at Fayette (where for his 11 months there he
received no treatment) by the SCI-Cresson staff despite the
fact that Dr. Fidsvoog at Cresson stated that he needed
counseling and was suicidal. In his 13 months at Cresson Mr.
Balmer recieved no treatment (he states John Uhler pss and
Mary Lou Seemuth pss were instructed not to treat per James
Harrington, the chief psychologist).
Lee reports he is mentally ill and has not receive any psych
care. He also reports he was placed in a double cell instead of
a single cell since he is mentally ill.
Mr. Ortiz has coronary artery disease and has a stint in. His
doctor has told him he needs a special diet and he has been
provided a special diet for his heart problems at previous
institutions. He says prison staff have denied his grievances
that the food is exactly what his doctor has told him not to
eat, but Sue barrier claims it is healthy and Dep. Armel told
him should exercise more (Mr. Ortiz has a bad leg froma
gunshot a wound).
Mr. Jordan was repeated provided with someone else's
previously used razor on 3/13, 3/14, 3/15, 3/17/2011by
several officers under the direction of Sgt. Staley. He was
also denied access to J-Unit Law Library. Details included in
grievance 358400 dated 3/17/2011.

Mr. Leach reports that he has been in the RHU for 6 years and
11 months. He indicates that he is being denied idle pay and
property from his foot locker and that he is not being given
enough soap weekly to maintain his hygiene. Gives permission
to share.
Saw the two named staff along with 20 guards beat Thomas
Anderson. Anderson was severely injured. Reico said he saw
two large pools of blood on the floor. Another witness, Robert
Stratton HA 1028, was placed into the RHU for saying that the
guard caused the fight between Anderson and the guards.
Sent a letter to Anderson's mom and was placed in RHU. Also
Reico claims his DC 819 religious accommodation was taken
away.
Mark is handicapped and staff is not giving him proper time to
shower, and as a result, his feet have become covered in
fungus. He is also being denied medication for pain that he
had previously been prescribed for his condition on the
outside.
Ronald Dieudonne's personal property from his cell was
destroyed and thrown away after he told the guards that it
was being mailed home. He was also tasered during an
altercation with some officers. Ronald has also received death
threats from officiers and has found chewing tabacco in his
food.
C.O. Newman entered Davis' cell and searched through his
property. During the search, Davis alleges that Newman
squeezed his genitals causing a bruise. It appears that photos
of his genitals were taken. Davis sent a request to security
captain Trempas. Trempas replied that he will not comply with
the request. Davis sent a series of letters on this incident
ranging from 1/3/11 - 3/17/11.
Victor is currently being held in the D-Block of the RHU. He
believes that the water they are using is contaminated. Over
80 cells leak foul water from rusted out walls, toilets, sinks.
The cells are also covered in mildew. They are not being
allowed to bring soap into the showers with them, and the
squirt of soap that they are allowed is causing severe dry skin.
They are forced to write sick call notice for their skin ailments
and given a dab of lotion that costs $5, lotion is available on L-
5 commissary, but it is not available to RHU. Showers are only
3 minutes and cells are not cleaned between prisoners coming
and going from the RHU. They are also denied adequate
cleaning supplies.
Issac Sanchez GY8440 reports that his fellow prisoner,
Christopher Balmer, was denied meals in retaliation for writing
grievances and complaints against the DOC. He was called a
"disgrace to the white race". In addition, he was threatened
that he would be put in a "hard cell" until he stopped reporting
complaints. Also, he was accused of destroying state property
( a desk that was already broken when he was placed in the
cell). Issac also reported that he had been denied medical
treatment for his eyes, despite that his medical records note
his eye problems. Furthermore, Isaac was not allowed to
maintain his haircut in accordance with his religious beliefs.
Last, unite manager Walker and counselor Bucak will not
explain why Isaac has not improved in his behavioral program
despite complying with all regulations.
Issac Sanchez reported abuses on behalf of two of his friends.
First, friend Mark Mcclaire has been denied recreation and
showers. This individual was also called a "nigger" and
otherwise verbally assaulted. Second, Russell (unknown last
name) was denied medical care despite reporting diziness and
the feeling that he would "pass out". On the 23rd, Russell then
lost consciousness. The guards initially did not grant Russell
medical attential and uttered racial slurs "spick" about Mr.
Sanchez and noted about Russell that the "nigger" deserved to
die. Eventually nurses entered the cell and revived Russell.
On 9/30/07, Isaac was assaulted by unknown inmates and
suffered severe physical injury. He was taken to a hospital and
stitched up. At the hospital, the guards called him a "spic" and
tried to convince the doctor to perform minimal care. The
doctor provided the proper care and insisted that Isaac be
brought back in a week to properly remove the stitches and
ensure minimal cosmetic scarring. Instead, the prison Dr.
Mooney removed the stitches and was told to do so forcefully
to increase scarring. Isaac claims this caused him mental,
emotional, and physical trauma
Still fears for his life because he is a witness in the William
Victor case. Wants advice on what to submit about the brown
water, RHU condition, false misconduct and religious
discrimination. Wants to file a complaint against Eric Holder.


c/o Ankrom asked for the letter he received from William
Victor, because he wanted to make a photocopy of it.
Armstrong refused to turn over the letter. Gaurds said we may
have to come into his cell and take it. Lt. Bitter said, if you
want to play games Armstrong we will play games and we will
see who wins.
He says that he fears for his life. He is willing to be a witness
for William Victor FK7293, involving the incident at SCI
Huntingdon. The guards are trying to discourage from being a
witness.
Was transferred from SCI Dallas to Fayette. Heard an officer
say "where is William Victor's witness" When Sgt Albright
approached him he said, "I've been waiting for you". Was
asked if he was still willing to be a witness for William Victor,
when Kareem said yes c/o Hann said Kareem would be in the
hard cell until he changes his mind.
the locks on Issac's cell block came unlocked. Then he and
other cell block mates came out of their cells. At that point,
the guards threatened to physically assault him and otherwise
verbally abused him and others on the cell block; claims that
SCI officials caused matthew bullock's suicide

Mr. Sanchez reports that Lt. Bittner withdrew money from his
account for commissary, but did not give him this. His
grievance was denied.
P.R.C is refusing to respond to Isaac's inmate grievance. He
claims that this is in response to his affiliation with HRC. Mr.
Sanchez was placed in solitary confinement for over two years
for failing to name his assailant and he remains there today.
Grievance rejected on 8/2/10 for failing to name his assailant
and to state the date of the occurrence.
Mr. Leach states in his letter that prisoners in SMU at SCI-
Fayette are cuffed to a table during blockout on phase 2 and
phase 3 day room for over an hour. In addition to the
shackling, Leach reports that his general population privileges
were taken away when he assaulted a guard back in 2004. On
6/23/10, Major M.J. Zaken told Mr. Leach that "you stab a
guard so you will not get the food from your property".

Coudriet claims that a letter from the US Supreme Court was
taken from his room while he was away from his cell.

Grievance filed by Robinson states he fears for his life on
account of Supt. Sobina's influence amongst correctional
officers in the Western Region. He seeks to be on camera
movement when outside of his cell, but was denied due to
policy.
On October 19, 2009, Mr. Puckett was unfairly removed from
his job working in Food Service. A false misconduct was issued
by Capt. Trempus who claimed that a list of phone numbers of
the dietary staff was found in Mr. Pucketts room. This is a
false claim. Mr. Puckett has filed a grievance and continues to
appeal to authorities for this situation to be fairly reviewed and
reversed. Previous records indicate that Glenn Puckett is a
very good worker and has had no previous prioblems working
in Food Service.
In January Mr. Puckett was placed in the R.H.U. for 30 days,
for refusing to share a cell with a mentally ill, skinhead, gang
member. The officers on duty also filed a false misconduct by
charging him with "threatening another person" and "refusing
to obey an order." Mr. Puckett also claims that the mail is
being tampered with, the cells and showers are painfully cold,
and the water is not safe to drink and the C/O's are told not to
drink the water. Mr. Puckett has been in prison for over 30
years and says that SCI-Fayette is the worst.
Victor was placed under "video order" on July 14, 2009
because of complaints of abuse. C/O Collins is currently a
defendent in a civil action suit (Victor vs. Coleman) which is
pending before Magistrate Judge Keith A. Peston. On January
8, 2010 Victor returned to SCI Fayette after having court at
SCI Camp Hill. Immediately upon return, C/O Collins started
coming around his cell and making threats, and sexual and
degrading threats. Victor has filed numerous complaints
against C/O Collins, while C/O Collins has claimed that Victor
has threatened to harm him. Yet C/O Collins is still permitted
to strip Victor to attend law library and yard with no Lt. or Sgt.
present. On January 22, 2010 the tapes will show that C/O
Collins was speaking to Victor in a hostile manner with no
provocation. On January 23, 2010 with no Lt. or Sgt. present,
C/O Collins and another c/o came to secure Victor back in his
cell after yard, they forced him to cuff up from behind, which
is not policy. C/O Collins called Victor "Boy" and Victor replied
"Don't call me boy." C/O Collins said he was going to try and
get Victor placed back on restrictions. Then a fabricated
misconduct was issued by C/O Collins against Victor claiming
that he refused orders to turn in his boots after yard, and that
Victor verbally threatened him. The video tape from L-A Pod
shows that this is not at all true.
Forced on tier without jump suit

Corey Bracey #GS4754 reports hearing Mr. Singleton say to
psych personnel that he needed his medication back.
Singleton is severely suicidal and has attempted to kill himself
by setting his cell on fire and swallowing razors. Not having
his medication could be a fatal offense. Bracey also reports
psych personnel refusing to speak with Singleton when
making rounds and walking past his door ignoring his
requests.
Mr. Victor's witnesses in his civil suit were told by staff that
"SMU staff depends on them and (the) side they land on"
regarding the suit. He reports also that staff are fostering a
system employing both favoritism and punishment as a
means of ensuring distrust among SMU inmates. He reports
also that there are severely mentally ill men in the SMU
program who are encouraged by staff to be disruptive- yelling
constantly and banging on cells- at all hours, causing sleep
deprivation among the other prisoners.
At 3:30 pm during showers Sgt. Knizer threatened Mr. Victor
with attack if Mr. Victor didn't mind his business- referring to
an incident in which Mr. Victor went to the PA Prison Society
and told them to contact OPR about the assault by former
soldier & CO Keller upon a "very small, thin black prisoner" in
July- for which Keller was fired and is facing criminal charges.
Sgt. Knizer then him "your day is coming and when it does
you will feel as if you never left Huntingdon"- referring to the
June 08 assault by staff on Mr. Victor that broke his jaw.
Reported by Mr. Bracey (9/21/2009) and by anonymous:
Upon returning from a misconduct hearing for "refusing to
stand for count" Corey Bracey was first pushed into his cell by
C/O Campbell and then pulled back onto the tier where he was
punched, kneed, had his head banged off of the floor and
possibly kicked. Bracey was handcuffed the whole time. Prior
to his hearing Campbell had told Bracey that he would make
him eat concrete, daring him to file a grievance. Campbell
informed Lt. Bursey an the Hearing Examiner, requesting an
escort, but was denied. Bracey had his chin busted open, is in
need of sutures, and has blood all over his clothing and shoes.
 Since the assault Bracey has been denied adequate medical
care, deprived of all property, including legal property and
stationary and institutional paperwork; toiletries, linen, clean
clothing. Mr. Bracey was given a fabricated misconduct for
"spitting" at Campbell.
At 1:30 in the morning, David Iverson was sexually assaulted
by C/O W.B. Gross. who reached his arm into the food slot
and grabbed Mr. Iverson's private parts, there was also
another C/O standing at the back door of the cell smiling and
masturbating. This has been caught on the security camera's,
but they are trying to justify C/O Gross' actions (of sticking his
arm in the cell slot) by saying that he was "taking paper from
the slot." Mr. Iverson was refused phone privelages and fears
his mail is being tampered with. After the incident he went on
a hunger strike, and was placed in an observation unit, which
he was released from. Plans to continue his hunger strike.


Mr. Victor reports that the Lt. "is constantly on the pod talking
Jew hatred to those who practice Judaism" & allows block
workers to sabotage Jewish & Ramadan bags.

At the end of his 2-hour time in the law library, Mr. Victor was
left in the library despite staff's knowledge that he had to
urinate. An hour later, at 2, he was forced to urinate on
himself (A similar incident occurred on 7/6/09). When staff
came to get him at 2:30, they falsely claimed he refused the
order to come out.
Mr. Victor was left in the library despite staff's knowledge that
he had to urinate. He was eventually forced to urinate on the
floor, which he cleaned up with his own clothing-staff asked
HE to charge $5 for clean-up fees.
On 9/2/09 Mr Victor was escorted out of his cell and brought
to the law library. During this time both COs Eicher and Davis
made references to Mr Victor‘s pending lawsuit and grievances
against other officers. When they brought him back to his
cell,CO Davis held Mr Victor while CO Eicher threw his
typewriter on his bed and knocked everything off of his desk.
Mr Victor tried to tell Sgt Knizner and Lt Rymarowicz what had
happened but they ignored him.
Mr. Victor's legal documents- sent by attorney Andrew Shubin-
were opened out of his presence by SMU staff, despite being
clearly labelled "legal mail"
When Mr. Victor asked for a razor he was denied by the
named CO's who falsely claimed he was on razor restriction.
Mr. Davis reports that he set his cell on fire, as did Neilson
Gonzalez #FQ0274. Lt. Vojacek deliberately delayed in
responding to the situation, and when he did he sprayed Mr.
Davis with mace after he first cuffed him. For ten days after
this incident Mr. Davis was kept in a hard cell with only t-shirt
and boxers and a smock blanket (for the last 7 days), where
he was extremely cold. While in the hard cell Mr. Davis was
kept in belly chains with his hands cuffed to them for 72
hours. Only after Mr. Davis repeatedly banged his fists and
head on the wall, bleeding in the cell, in order to get removed
to the infirmary. He was also on a hunger strike for several
days to protest these inhumane conditions. During this time
Lt. Rymarowicz and Sgt. Knizer intentionally destroyed his cell
property, including legal work.
Eric Robinson #AM6940 reports that three prisoners—Anthony
Singleton #CW8923, Tierre Davis #DY1710, Neilson Gonzalez
#FQ0274—attempted suicide in a two week period in July, the
first via hanging and the latter two by setting their cells on
fire. All three are in solitary confinement and the
Superintendent‘s office has been contacted frequently
regarding their conditions of confinement.

Eric Maple #EL6126 reports that Tierre Davis #DY1710 abd
Neilson Gonzalez #FQ0274 set their cells on fire. Staff took
an inordinate amount of time to extract them and put out the
fire, with C/O Wolf reportedly stating, ―fuck them, I don‘t care
If they die. They shouldn‘t have set the fire.‖ Mr. Maple
believes this was a suicide attempt by Mr. Davis, whose face
was severely burned. HRC received a suicide note, dated
7/23, from Mr. Davis two days after the fire. Lt. Vojacek was
responsible for the delayed staff reaction. Mr. Davis has a
series of grievances against this officer.
Devon Smith #GL2214 reports that five guards have told him
of their hostility toward prisoner Anthony Singleton and their
desire for him to die. C/O Roberts called Mr. Singleton a
―pussy‖ and a ―rapist‖ loud enough for Mr. Smith and other
prisoners to hear as well. Also, Smith claims that Dr. Gallucci,
head of the psych staff, has been failing to provide adequate
mental health care for Mr. Singleton, who is suicidal and
suffering from severe psychological deterioration.
Mr. Fantone states that prior to his arrest in 2004 a doctor
informed him that he would benefit from surgery to his lumbar
spine. Since his incarceration he has been on over 60 sick call
visits and had two MRIs. Upon being confined to SCI Pgh
after being charged with a parole violation Mr. Fantone
experienced increased pain and advocated for an operation.
Staff at SCI Pgh and now at SCI Fayette are denying him the
option of surgery and telling him that he can receive such
when he maxes out. A letter from Secretary Beard in
response to Mr. Fantone‘s claims states that although the
prisoner has osteoarthritis and degenerative disc disease, he
fails to meet the criteria for surgery.
Mr. Whitney fell over the bed and struck his mouth on the
door on March 22nd as a result of the light in his cell going
out. His tooth was knocked loose and he was bleeding from
the mouth. His calls for medical attention went ignored. ON
March 23rd he filed a grievance, which was rejected the next
day because he did not place his inmate number on it. On
March 25th he was moved into another cell that was
completely dark, where he was held for ten days and denied
medical care for 9. During this time his tooth became infected
and later had to be pulled. Mr. Whitney‘s grievances
regarding this matter have been rejected on the basis of staff
fabrications. submitted a Declaration in which he reports that
Mr. Jackson
he was placed in punitive segregation under the pretext of
administrative reasons, implicating C/O Garland in this
instance. Since placement in the RHU he has been denied
privileges upon the decision of Capt. Leggett and had his due
process rights violated in the administration of the grievance
process. He has also been placed in the SMU cell block
despite being in the RHU on AC status.
Abdul Brown (DP2655) reports that he has witnessed the
named officers call Mr. Victor a snitch, rat, rapist, and that "he
sucked priest dick", that on numerous occasions officers
Eicher, Johnson, Collins, and Knizer have gotten on the L-unit
intercom and stated "stop snitching on everybody Victor
Williams" and "Victor Williams is a rat who sucked the priest
dick for money". This has resulted in several prisoners
threatening to throw waste at Mr. Victor
Demetrius Bailey(CP7819) reports that he witnessed the
named officers encourage an prisoner block worker to call Mr.
Victor names and stated that Capt. Leggett had showed the
worker one of Mr. Victor's request slips complaining about
other prisoners receiving extra food and coffee. Mr. Bailey
reports that the same block worker stated that Leggett,
Hughes, and Rymarawicz are showing block workers Mr.
Victor's file, encouraging them to harass Mr. Victor.
Abdul Brown (DP2655) reports that he witnessed Ms. Kushner
come to Mr. Victor's cell door and in front of Lt. Tiff and the
entire LA pod, call Mr. Victor an asshole for not settling his
lawsuit. He states also that Capt. Leggett offered him time
cuts, commissary, and passage through the program if he
would verbally harass and throw feces at Mr. Victor

Steven Gravely (GH7466) reports that he has witnessed on
several occasions the named officers involved in the slander &
sexual harassment of Mr. Victor. He states that on 7/1/09
Rymarawicz, Kinzer, Holt, and Eicher showed another inmate
request slips that they claimed were Mr. Victor's. He states
that he witnessed Ms. Kushner call Mr. Victor an asshole for
refusing to settle his lawsuit.
An anonymous report alleges that guards in the RHU have
been engaging in frequent sexual harassment of prisoners.
C/O Roberts was the only name given as being involved but it
was clear that more guards were/are involved in these
violations.
In a letter to the Security Captain Mr. Victor clearly requests
the preservation of footage for the purpose of exhausting
grievance #275235 involving Lt. Hooper and S.Hughes- in the
reply, the respondent replies that they will not review the
footage without further explanation from Mr. Victor. The
respondent does not address in any way the request to
preserve footage.
Upon arrival at SCI Fayette from SCI Greene in 2008 Mr.
Reavis reports being taken off the bus, stripped, and placed in
a cell with no bed, bed sheet, soap, blanket, toilet paper or
other state issue items for five days. On the sixth day he was
given clothes and state issue items, taken to another cell, and
then denied food for approximately eight days. Shortly
thereafter Mr. Reavis reports C/O Paska and Dispossiquale
initiating an assault against him while transporting him to his
cell from medical. The guards jumped on his back and pushed
him face first into a wall, put a knee in the back of his neck,
forced him to the ground where over six other officers arrived
and joined in, repeatedly kicking and punching him. He was
then taken to a room where he was sprayed with a chemical
agent and stripped, cuffed and shackled and left that way for
six days, without state issue items, water, and unable to eat
because he was cuffed behind his back. Much of this was
recorded and medical has photographs.

Acey Reavis #FZ6259 and Muwsa Green #HV5362 report that
on May 26 Mr. Reavis was given commissary of Anthony
Singleton #CW8923 by C/O Penich, who told Reavis that
Singleton was a snitch. After Mr. Reavis returned the
commissary items to the property office he has been retaliated
against by being deprived of food, soap, pens, toilet paper.
Also, Mr. Green was reportedly encouraged by C/O Penich to
murder Mr. Singleton because of grievances and complaints
filed by the latter at SCI Dallas.
Mr. Green reports that on May 12 C/O Shreve grabbed his butt
and called him a ―fuck boy.‖ This occurred after Mr. Green
was subjected to an invasive and excessive strip search by
Shreve who asked him to spread his butt cheeks seven times
in a row. The other staff named at left all deprived Mr. Green
of food during the month of May in retaliation for his lawsuit
against the DOC.

Mr. Dean reports that another prisoner framed him for writing
on cafeteria trays, for which he received more than 60 days in
RHU and a fine of $5,016. He has three affidavits from men
who heard the man who framed him confess. His grievance
was recommended for ―further review‖ by Supt. Folino; Mr.
Dean was also framed for sending an envelope with white
powder to a NJ courthouse, for which he has not been
charged, but has been unable to have that investigated; Mr.
Dean‘s footlocker was destroyed and legal papers ―lost‖ during
his transfer from SCI Greene.
Mr. Victor reports that guards have been harassing him in
retaliation for filing suit against prison officials. Lt.
Ramarowicz has been verbally harassing him. His mail, legal
documents, and personal property are missing. Mr. Victor
enclosed a copy of a response to his grievance that refers to
an interview with security staff. Mr. Victor reports that he was
never interviewed by any security staff.

Upon returning from a visit with his attorney Mr. Victor
requested time in the Law library and was denied without
reason. During this time Sgt. Knizer said to him "you would
not do anything if I opened your cell".
In response to grievances Mr. Victor filed regarding mail
tampering on 4/30/09 and 5/1/09, in which he requested
preservation of video footage, Capt. Leggett informed Mr.
Victor that he would not preserve the footage. This interview
was conducted in a room in the presence of one of the officers
accused of the mail tampering. Supt. Coleman in his reply
uses a mistake that Mr. Victor made about the date to ignore
the grievance and the request to preserve footage.
In a letter to OPR agent Michael P. Wolanin and an affidavit
dated the same day, Mr. Drinks describes the unprofessional
conduct of C/O Woods, claiming that it is in violation of the
DOC Code of Ethics, citing sections B.1 and B.8 in particular.
Woods engages in trumped-up investigations; harassing
inmates with provocative questions; divulging personal
information including names and addresses of inmate relatives
to other inmates; issues fabricated misconducts; and sends
prisoners to the RHU for failure to submit to his whims.
Mr. Victor reports that despite being diagnosed with PTSD at
SCI Coal Township, Dr. Lackey has refused to treat him,
claiming that the therapy he's already received should be
sufficient. Mr. Victor has also been refused treatment for the
wrist injury he sustained during his June 08 beating in SCI
Huntingdon.
Mr. Victor reports that Leggett, Vojacek and Scoll are
confiscating books Victor's purchased to study his culture,
claiming they'll be returned when Victor's court case with DOC
is settled. They are threatening him about his exercising his
right to file complaints about this.
Mr. Victor reports that Capt Leggett & Unit Manager Hughes
are withholding access to the typewriter in exchange for
information on/ statements against inmates filing complaints
Despite a diagnosis of PTSD by mental health staff at
Smithfield and Coal Township, Dr. Gallucci refuses to provide
therapy. Mr. Victor reports that he has been told that the SMU
program does not provide any therapy treatment.

Mr. Ivory has submitted a report detailing a set of patterns
and practices that are ―deeply embedded and systematic‖
within control units in general and those of Fayette in
particular. These include depriving prisoners their meals,
recreation/yard, and/or showers; obstructing access to the
courts via the withholding of necessary grievance paperwork,
harassment, and an inadequate law library; extreme
temperature fluctuations; and the issuance of fabricated
misconducts, a tactic Mr. Ivory claims is reputedly taught to
DOC staff.
Mr. Robinson submitted a grievance on February 21st over Lt.
Hooper‘s refusal/failure to submit the required security
transfer recommendation-report to the PRC in order to initiate
the transfer process. Hooper, along with Capts. Manchas and
Trempus have reportedly acted in a consistently hostile
manner to Mr. Robinson, issuing the inmate several fabricated
misconducts, all in retaliation for his filing a grievance against
their co-workers and superiors.
Mr. Robionson reports that two racially-motivated drawings of
Klansmen have been attached to his footlocker, which is in
storage at the institution. He understands these pictures as
part of an ongoing campaign of intimidation and retaliation for
his filing of grievances on staff at SCI Fayette.

Eric Robinson #AM6940 reports that Mr. Ramsey was deprived
of his wheelchair by SCI Fayette RHU staff, rendering him
unable to reach his food trays or receive medication. Only
after Ravanna Spencer #FH6976, Anthony Boyking #DS1972,
and N. Gonzalez #FQ0274 refused to turn in their food trays in
protest over this matter was Mr. Ramsey‘s wheelchair
returned to him. These three men were issued misconducts
and placed on ‗food loaf.‘
Officers Tanner and Whitaker choked Mr. Cummings and
slammed his head, spit on him and used racial slurs, on J-Unit
D-Pod. Officers Knizer and Digacom were conducting a cell
search at the time and heard everything.
While transporting Mr. Cummings to the medical dept.,
Lt.Reposky called him racial slurs, then during the strip
search, groped his buttocks. When Mr. Cummings flinched,
Reposky pulled his shoulder out of socket. Nurse Kutcher then
also groped his buttocks and stated "you like this baby" before
giving him an injection.
Mr. Brown reports that these three staff members are
conducting cell searches of L-Block and depriving prisoners of
property, including legal materials, while they are in the
shower, thus coercing them into refusing showers.

Institutional documentation provided by Mr. Drinks indicates
that he has been repeatedly placed in solitary confinement in
―administrative custody‖ pending the results of investigations
into this inmates conduct. Not once has he been found guilty
of an infraction during these repeated investigations.
Furthermore, additional paperwork and Mr. Drinks‘ reports
reveal a retaliatory motivation behind these actions taken by
Capt. Manchas and Lts. Kremposky and Johnson, all upheld by
ranking staff.
In an inmate request to Deputy Supt. Krysevig, Mr. Drinks
relates how Capt. Manchas had him handcuffed and brought to
a holding cell where he questioned him if he belonged to the
Nation of Islam, why this inmate filed a grievance against the
captain, and told him he would not tolerate Mr. Drinks and
George Brooks
establishing an organization which required the payment of
dues (in this case the NAACP).
William Cummings GX-8328 witnessed Lt. Racko harassing Mr.
Boyking "so bad, me and another man had to intervene to get
him to stop". This incident occurred one day after calls were
made to the prison regarding an assault on Mr. Boyking on
1/9/09.
Reported by family member of Mr. Boyking (1/15/2009) and
by Eric Robinson #AM6940, confirmed in multiple interviews
with Mr. Boyking: Five of Mr. Boyking‘s fellow prisoners wrote
to a family member of his to report an assault he suffered on
January 9th, involving the three guards named herein and
others. Mr. Boyking suffered a head wound requiring 18
stitches; bruised and swollen head, face, and eyes; loss of
consciousness; and he was covered in blood and bruises
according to multiple eyewitnesses. Mr. Boyking was accused
of assault staff and placed in solitary confinement where he
has been denied phone calls and writing/mail materials, as
well as having been subjected to denial of food. Fayette
received dozens of phone calls on Friday, January 16th and
the state police and the DOC‘s Office of Professional
Responsibility have been contacted.
On these dates Mr. Robinson filed grievances regarding his
being denied toothpaste, soap, deodorant, and writing paper
for seven and ten straight weeks respectively, despite having
submitted commissary purchasing slips to Sgt. Haywood.
Rhonda House denied the first grievance on the grounds that
it was not submitted within fifteen days of the incident.

On this date Mr. Robinson submitted an Inmate Request to
Staff psychologist Rick Boxtoko regarding the psychological
impact resulting from Mr. Robinson‘s life having been
threatened by Capt. Manchas, Lt. Hooper, Sgts. Bush, Pearce,
Bittner, C/O Yuhouss, and Lt. Crump in the past. Mr.
Robinson reported living in constant fear and suffering from
stress, anxiety, weight loss, sleep deprivation, and nightmares
of being assaulted by guards as a result of these threats,
coupled with the issuance of fabricated misconducts, the
denial of commissary items and the delay of a proposed
transfer.
On this date, at approximately 4:30 AM Sgt. Pearce called
over to Mr. Robinson‘s cell #2014, stating ―Robinson, Sgt. ‗Yo-
Yo‘ [John Yolinski] said, how do you like the wrath of our
unification asshole? We are not done with you yet.‖ Mr.
Robinson claims this is a reference to Grievance #187839,
which he filed on May 11, 2007 against then Western Regional
Deputy Secretary Raymond J. Sobina and Sgt. Yolinski, in
which Mr. Robinson requested a separation following an
assault at the hands of SCI Fayette staff.
Reported by Matthew Young (1/7/2009) and by anonymous
prisoner (early January): C/O Halley was physically abusive
with Matthew Young while leading the prisoner to yard,
pushing him and yanking on the tether attached to his
handcuffs. C/O Holman returned Mr. Young to his cell,
followed him inside, and began to deliver several blows to his
head while verbally abusing him as well. Homan slammed Mr.
Young‘s head into the back and side wall of his cell. Following
this he dragged Mr. Young to the cell door by the handcuff
tether. A nurse took pictures of his injuries. Mr. Young
suffered a severe headache and a pain in his neck. At 4pm he
was refused treatment by nurse Tony Trayter.
Lt.Vojacek has sprayed Mr. Cummings with mace, spit in his
face, beat him up, filed false misconducts. Vojacek and his
guards call Mr. Cummings racial slurs and threaten him on a
daily basis, threaten to kill him if he's ever released, and spit
tobacco juice in his food.
Lt. Rymaunuirz informed Mr. Gravely that he thought staff
would be pleased if he hurt himself, and then told him ―To do
us all a favor and kill yourself.‖
On this day Mr. Gravely‘s legal material was stolen during a
cell transfer, with Capt. Leggett stating, ―you think I will give
you the tools to help you win your case, you must be real
dumb.‖ Lt Vojacek later ordered unnamed C/Os to go through
Mr. Gravely‘s property and take whatever they wanted, on the
order of Leggett and Unit Manager Abrams. Mr. Gravely also
had pictures of his wife taken by C/O Scrolls upon order of
Vojacek, with the former stating that ―Niggers ain‘t allowed to
pictures of white girls.‖
Andre Jacobs was denied all witnesses at a misconduct
hearing and found guilty of an offense he did not commit, and
received 60 days DC as a result.

While Mr. Jacobs was being led to retrieve legal property of his
C/O Miller said, ―This nigger thinks he‘s a lawyer,‖ and
squeezed the prisoner‘s arm. When Mr. Jacobs asked why he
was continuing to squeeze his arm, C/O Miller pushed the
inmate. Mr. Jacobs had alerted both Capt. Leggett and Unit
Manager Abrams that Miller was harassing him in retaliation
for the lawsuit the prisoner had recently won. Capt. Leggett
and Abrams both indicated that this is to be expected.

(12/17/2008) report that SMU staff have been threatening
and harassing Mr. Jacobs since his recent victory in a lawsuit
against DOC officials.

Tierre Davis witnessed an inmate get pushed down the stairs
while in handcuffs after a Sgt. and C/O told him to shut up
while he was talking with a Lt. The inmate was on Phase 2 of
the SMU and about to be released to general population.
Patrick Brown reports that the inmate was Rodney Wilson,
who suffered one bruised hand, one cut hand, and his mouth
was ―busted open.‖ Pictures were taken of his wounds.

Guards broke Mr. Lyons' typewriter in retaliation for his efforts
to assist other inmates in their legal endeavors, and then
Capt. Trempus issued him a bogus misconduct for having
broken the typewriter himself. Grievance Coordinator Rhonda
House and Supt.‘s Assistant Mary Ann Kushner have
attempted to aid the guards by filing a late grievance
rejection.
Mr. Lyons had 12 law books stolen, worth approximately
$1,100 from him by staff, and was then issued a misconduct
by Capt. Legget for ―forging‖ confiscated items receipts, which
were provided him when the hardback books were placed in
storage, and proved that the books were his.

Mr. Lyons wrote Kathleen Zwierzyna at DOC Central Office on
October 3rd to report that Lt. Vojacek had told him he would
continue to be ―jacked back‖ in the SMU by means of
fabricated misconducts. This is being done in retaliation for
his efforts to file grievances and lawsuits, and help other
prisoners do the same. Mr. Lyons reports that the grievance
system is hopelessly corrupt and racist.
After two weeks of filing requests and grievances Mr. Young,
along with others, went on a hunger strike on October 30 in
protest of the cold temperatures in the cells and the
inadequate food portions. The strike ended when Unit
Manager Abrams agreed to fix the problems. Mr. Young
claims the heat was fixed in late November, and that he
doubts the food problem will ever be remedied.
Steve Gravely reports that staff has destroyed his legal
property and confiscated pictures of his wife as well, claiming
that he is not permitted to have pictures of white women.

On October 30, Mr. Washington and five others housed in the
SMU began a hunger strike due to the freezing cold
temperature on the unit and the small portions of cold food
being served. Several prisoners were forced to the medical
unit and charged $5.00 a piece despite refusing treatment.
Four of the prisoners refused food for 13 meals until Unit
Manager Abrams agreed to turn on the heat and increase food
portions. To date the heat is still not on and the food portions
remain unchanged. See documentation for more details

Eric Lyons #EX1127 reports that while Andre was being held
at SCI Pittsburgh during a federal civil trial, Sgt. Schumpert
orchestrated a cell search in which a mirror was placed in Mr.
Jacobs‘ cell, for which he was allegedly written up in absentia.

Eric Lyons went on a hunger strike in the SMU for 7 days (21
meals) for the following reasons: inadequate food portions,
served cold, a result of which has been Mr. Lyons losing 23
pounds (185 to 162) in less than a few months; regular
issuing of fabricated misconducts in retaliation against
prisoners who file grievances; physical assaults by staff;
destruction of personal and legal property; sexual
harassment; freezing temperatures; unsanitary conditions.
Mr. Lyons states that these actions only occur on 2-10 shift
when Lt. Vojacek is on duty. Vojacek reportedly manipulates
inmates via the provision or denial of cigarettes, television,
extra food, commissary items, and sexual favors. Unit
Manager Gary Abrams, along with Capt. Legget, are complicit
in these and comparable abuses, including the latter‘s
involvement in the theft of a dozen law books of Mr. Lyons
worth approximately $2000. Superintendent Coleman also
refuses to address these and other inmate grievances.

Mr. Sanchez inadvertently ate glass that was placed in his
food on this day. Sgt. Haywood and Nurse Ron downplayed
the incident, refusing to give an x-ray or conduct an
investigation.
In a letter written in late November 2008 Tierre Davis
indicates that he has been held in solitary confinement for 69
straight months.
Reported by Tierre Davis (11/19/2008) and Eric Lyons
#EX1127 (11/23/2008): Tierre is currently in a hard cell
where the temperature is freezing.

An official inmate grievance, dated 10/31/08, was submitted
to Grievance Coordinator Rhonda House by Tierre Davis. Mr.
Davis states that Lt. Vojacek threatened him when the inmate
refused his sexual advances, claiming that Vojacek vowed to
make Davis‘ stay here ―hell.‖ The very next day Davis was
denied yard, shower, and found hair, rocks, staples, spit, and
dirt in his food. Davis also claims he has been issued
fabricated misconducts and called racist epithets during this
time. Capt. Legget, Counselor Link, and the Unit Manager,
along with others have been informed of this grievance.
These conditions prompted Tierre Davis to go on a hunger
strike in late October/early November. OPR has allegedly
began an investigation. Reported by Tierre Davis
(11/19/2008) and Eric Lyons #EX1127 (11/23/2008)

Mr. Robinson has submitted a chronology of violations
perpetrated against him by Fayette staff, originating with the
theft and destruction of civil litigation documents. When he
filed grievances over the fact that his documents were never
received by those he attempted to mail them to, he was
issued a retaliatory misconduct.
Mr. Norgart, who is known to staff as a practicing Jew, was
given a cellmate with Nazi tattoos, including several swastikas
and other anti-Semitic markings on his person. This man was
eventually transferred after repeated requests by Norgart.

On August 30 C/O Sheetz told Mr. Nifas that he had spit in his
food, and on the 31 C/Os Sheetz and Albright denied Rasheed
his lunch tray. Mr. Nifas claims that both officers are
motivated by racist attitudes in their dealings with prisoners.
In a Civil Action filed in U.S. Court Western District of PA (#08-
0834) Rasheed Nifas details the following violations of his
constitutional rights by the following current and former DOC

C/O Burton denied Mr. Wesley his milk and portions of his
food. When Mr. Wesley refused to return his tray until given
these items he was attacked with chemical weapons, forcibly
cell extracted, and placed in a hard cell contaminated with
urine and feces, and deprived of running water. This lasted a
week.

3:30pm, CO Wiles brings legal mail to Mr. Cumming‘s cell that
has been opened.
On June 6, 2008 Mark Napoli was assaulted by C/Os Guthrie
and Tanner, who threw the him first into a wall and applied
severe pressure on the back of his neck while he was
handcuffed. Mr. Napoli was then deprived of razors, showers,
recreation, and law library for seven days. After that the C/Os
wrote a falsified misconduct against him, charging him with
assault. C/Os Poska and Shreve have been participating in
ongoing retaliation against Mr. Napoli, including placing him on
food loaf for seven days, which means starvation for a week
since Mr. Napoli has Crohn‘s disease and cannot digest meat.
As a result he has become very weak, nauseated, dizzy,
suffers from blurred vision, weight loss, and malnourishment.

Mr. Lister has been sent to the RHU on the basis of a
fabricated assault charge.

received 7/9/2008): On July 3rd Ravanna Spencer was denied
law library access in violation of DC-ADM007. When Mr.
Spencer attempted to protest to Cpt. Legget, Counselor Link,
and Lt. Berrier, he was assaulted by a cell extraction team
consisting of Lt. Berrier, C/Os Richter, Delaney, Dongili, Poska
and two unknown C/Os that was authorized by Cpt. Legget.
Mr. Spencer also requested a doctor several times prior to
extraction and was denied treatment (Mr. Spencer suffers
from diagnosed psychological instability). Mr. Spencer was
repeatedly assaulted with chemical weapons (tear gas/pepper
spray) by Lt. Berrier, punched, kicked, and beaten with a
baton. Spencer was removed from his cell in t-shirt and boxer
shirts with his head jammed between his legs to hide injuries
from being seen. The prisoner then remained cuffed and
shackled, bleeding from the wrists and ankles for over 24
hours and reportedly as long as 48.

C/O Andposik placed handcuffs on Mr. Nifas so tight they
pinched his skin, and denied Mr. Nifas his trip to the law
library when he complained.
At 2:05 pm, Lt. Vojacek said to Mr. Cummings: ―I can‘t wait
to see you motherfucker, I can‘t fucking stand you, I got some
retaliation for you.‖ Lt. Vojacek returned at 2:10pm with
officerts Jennings and Thomas, and stared down Mr.
Cummings for some time, yelling ―Fuck you‖ when he left.

Dennis Hinkle had his leg amputated above the knee in May
2007. Since his transfer to SCI Fayette from SCI Camp Hill on
April 1st his daily wound care and antibiotic treatment has
been discontinued. Consequently his wound has become
infected and he is in danger of further disability.

Esmith Rodriguez has had grievance papers and legal
documents reportedly sent to him but prison personnel have
withheld these without explanation or acknowledgment.
C/O Halfhill placed a pornographic picture in Mr. Morris‘s cell.
When the prisoner asked to see the Lt. he was denied, so he
began kicking his door in an effort to get the issue addressed.
C/O Shieve cut off his water in response. Later Mr. Morris
placed his arm in the tray slot during sheet exchange and 4
C/Os, led by Shieve and Halfhil, began bending, twisting, and
slamming his arm in the slot. Medical took pictures.

Mr. Kimble suffers from hepatitis-c, cirrhosis of the liver, and
MRSA, the last of these being contacted at SCI Rockview.
After health complications involving two open heart surgeries
and near-death on four occasions, Mr. Kimble was finally
granted his requested transfer—but to SCI Fayette rather than
Laurel Highlands. Since arriving at Fayette his condition has
deteriorated as he has been taken off his regular medications,
and Dr. Herbic, under instruction from medical dept. head
Robert Tretnick, has consistently denied him adequate
medication, inspection of MRSA-related sores, and treatment
in general. Furthermore, Tretnick has discriminated against
Mr. Kimble on the basis of the prisoner‘s serving a life
sentence. Mr. Kimble asserts that there have been fourteen
deaths in little over a year at Fayette, and he fears he will be
the fifteenth.
At 8:30 pm Lt. Vojacek calls Mr. Cummings to speak to him in
relation to his documents. He then took several of Mr.
Cummings papers and verbally abused him. He also read Mr.
Cumming‘s legal mail, claiming there might be ―black tar
heroin in the letters.‖
Mr. Randall was forbidden from attending a disciplinary
hearing on this date, thereby denying him the opportunity to
defend himself against a charge of refusal to obey an order.
He was found guilty and sentenced to 45 days DCS on May 5.

Mr. Nifas has been repeatedly subjected to sexual harassment
by C/O L. Sheetz, including comments directed at the prisoner
such as, ―Hey baby girl I want to see that dick today.‖

At 6:15 am CO Richter commented to Galarza: ―Why don‘t
they put Cummings in 6 cell, where the cameras don‘t reach,
then I‘d kick his nigger ass, then we‘ll see how much heart
he‘s got.‖
Mr. Layton has sent documentation regarding dangerously
unsanitary conditions, including the presence of deadly air-
borne toxics.
Joseph was victimized by a botched shoulder surgery that
came undone after prison personnel violated standard
procedures by checking him out of the hospital early, placing
undue strain upon his shoulder, and failing to prescribe
adequate medication. As a result Mr. Curran‘s clavicle bone is
now protruding through his flesh, and is visible to the naked
eye. The prisoner reports that he has lost the use of his right
arm. Joseph Curran also has been subjected to various
deprivations, and the target of fabricated charges by prisone
personnel.
Mr. Nifas reports that prison personnel have been
systematically engaging in racist discrimination and
harassment, including stealing prisoners‘ personal information
and writing them up on false charges. The prisoner has filed
several grievances and reports to the OPR

Mr. Nifas has been placed in permanent RHU in retaliation for
the numerous grievances submitted and letters written
regarding abuses in the PA DOC. The prisoner also alleges
that guards planted contraband in his cell.
An anonymous letter informed that prison authorities called in
CERT teams from Fayette and SCI Greene to enforce collective
punishment on prisoners following a violent attack by a
prisoner upon a counselor and two guards. Prisoners were
thrown down stairs, assaulted, put in garbage cans, subject to
property theft, deprivation of food and clothing, with several
being sent to the RHU. This report was sent anonymously for
fear of reprisal, and confirmed by another prisoner weeks
later. 2nd report 1/28/08
Mr. Spencer suffers from a history of mental illness that is
worsening as a result of prison authorities conduct, which
substitutes solitary confinement for psychological treatment.


C/O Mackzo has repeatedly assaulted or attempted to assault
him since the officer has been transferred to the RHU on
11/19/07, often accompanied by death threats and racist
slurs.
Caine Pelzer #EZ2913 witnessed C/O Mackzo assaulting
Marquise Lucas ―for no reason.‖ When he attempted to
intervene on Mr. Lucas‘ behalf, Mr. Pelzer was subdued by
several guards, cuffed behind the back and beaten about the
face and body with closed fists and walkie-talkies. Mr. Pelzer
was then denied medical care despite severe shoulder pain,
and was made to ―duck walk‖ the 300 yards to the RHU, while
the guards continued beating him upon his face, using his
head as a ramming rod to open every metal door along the
way, causing the prisoner to collapse and break his front
tooth. Mr. Pelzer was then carried to RHU while guards issued
death threats and called him racist names. Following this
incident the prisoner was housed in a hard cell for two weeks
and deprived of many basic necessities.
Mr. Wesley sent testimony that racism is a widespread,
systemic feature of prison life at SCI Fayette. Claims include
that whites are hired more often and given higher pay faster;
blacks spend more time in the hole; charges are often falsified
to punish black inmates; blacks face increased retaliation for
filing grievances.
Michael Edwards #CM8086 reported that Anwar Woods was
―severely beaten‖ by guards on this day and had been denied
medical treatment for his injuries.
In a declaration pursuant to a civil suit Archie Tindell swore
under oath of perjury that C/Os Farley, Caldwell, and Bane
confiscated legal materials from his cell in violation of
procedure.
Lt. Crumb and Sgt. Ruvo entered the cell of Mr. Tindell and
confiscated legal material, cosmetics, linens, and religious
material. While inside the cell Lt. Crumb pulled the cuff strap
on the prisoner and injured Mr. Tindell‘s hands and shoulders,
causing lacerations.
Mr. Tindell had legal and religious property confiscated under
the pretest of ‗gang activity‘ by C/Os Debolt, Gutty, and
Thrap. Mr. Tindell is a member of the Nation of Islam.

Gives permission to share
Eric Ryan submitted a sworn declaration, stating that ―there
were dead remains of birds/rats/bats in the ventilation
system, and large amounts of black in color mold in the
shower areas;‖ feces in and on the ventilation in his cell; that
all institutional grievance procedures have been exhausted
regarding the epidemic of Hepatitis-C; and that the
maintenance department and inmate tray room workers have
been exposed to a deadly toxic air-borne mold, contaminating
all the food trays and eating utensinls.
Mr. Gordon was falsely served class #1 assault and class #1
threatening an employee charges on this day for an incident
occurring 12/21/07.
Mr. Rodriguez filed a declaration stating that his counselor,
Debra Davison and unit manager, Carl Walker, incited him to
assault his cellmate in order to re-obtain his Z-code, single-
cell status. Mr. Rodriguez assaulted his cellmate, did 180 days
in the hole, and had his Z-code status reinstated.
Mr. Jander filed a sworn declaration stating that prison officials
were attempting to force him to double-cell despite his having
hepatitis-c.
Men housed in the unit report that during a tour of the unit on
October 20, members of the DOC Central Office found many of
the prisoners had covered the lights in their cells, a violation
of prison policy that people in solitary confinement often
undertake to try to escape the damaging effects of constant,
24-hour illumination. The Central Office staff "came down
hard" on Forest Superintendent Debra Sauers; in response
she ordered the entire unit to be "shaken down" and unit staff
have been encouraged by ranking officers to deny prisoners
food for covering their lights. This has resulted in a drastic
escalation of abuse by staff, and men report that the denial of
food is now even more commonplace than usual since guards
know they will receive official support. Prisoners emphasize
that even men who have not covered their lights are being
denied food and that the charge of "lights covered" is now
routinely used to give sanction to unit staff's personal
vendettas against prisoners.

Mr. Wesley has been retaliated against by staff for filing
grievances protesting prior abuse. This retaliation has
consisted of fabricated charges levied against him; deprivation
of bathroom, water, shower, exercise, law library, cell
cleaning, and commissary usage. Mr. Wesley was deprived
both yard and shower on this day.
Guards Friend and Collins pressured Mr. Edwards to drop his
lawsuit in the presence of Sgt. Ruvo. When the prisoner
refused Friend pulled three photographs of lynched black
people from his shirt and tossed them into the inmate‘s cell.
In the following days and weeks Lts. Reposky and Crumb,
C/Os Bane, Farley, Caldwell, Collins, Friend, and Sgt. Ruvo all
requested that the prisoner return the pictures. This incident
was verified a year later by Mr. Edwards former counselor
Yvonne Driver via telephone.
In a motion to withdrawal a civil action lawsuit Mr. Edwards
cites fears for his life as primary cause. A pattern of racist
intimidation has been documented by the prisoner, including
an incident on this day in which C/O Debolt came to his cell
this day and showed him a KKK newsletter from western PA
showing 4 blacks hanging from a tree, stating that, ―If it was
up to us we would still be hanging you niggers by trees.‖

In an effort to destroy legal materials Lt. Giddens came to Mr.
Edwards cell and confiscated and destroyed personal property
of his.

Lt. George Reposky demanded that Mr. Edwards turn over
legal documents pertaining to a lawsuit of his, and then
threatened to kill the prisoner while using racist slurs.

Lt. Reposky came to the law library and stole property from
Mr. Edwards. Reposky then ordered the Block Sergeant to
remove 4 law books, 2 packs of carbon papers, all typing
papers, attorney motions, and other legal documents from
Edwards‘ cell.
Mr. Edwards‘ had his name forged on a document by Dr. R.
Vytko concerning ‗mental health informed consent‘ in
retaliation for his refusal to withdraw a complaint concerning
the three racist pictures thrown in his cell on 1/10/07.

Patsy Moss, mail room staff, was instructed by her supervisor
Darlene Linderman to permit guards to have access to
prisoners‘ outgoing mail. Mr. Edwards had legal mail of his to
a civil judge‘s clerk of courts and the state Attorney General
stolen as a result.
Leional Wesley #EV8546 reported that multiple prison guards
severely assaulted Ricardo Kenney after lunch on November
28. Mr. Kenney corroborated this story, adding that his head
was repeatedly slammed into the ground, after which he was
placed on restriction and repeatedly denied water and a
blanket throughout the week.

Ricardo Kenney found worms in his food tray on this day.
Mr. Williams submitted a sworn declaration stating that he was
forced to cell with a prisoner, Cleveland Green, known to have
both HIV and Hepatitis-c, and that Green‘s counselor and unit
manager instructed him to keep his illnesses secret from Mr.
Williams. The prisoner also swears that maintenance
department and tray room workers have been exposed to
deadly toxic air-borne mold, and that all trays and utensils
have been contaminated.
Robert Williams was assaulted by 5 guards, including C/Os
Hurst, Lucas and Lowry. Mr. Williams had his face slammed
on a desk, his body kicked, and was hit on the head with the
metal ring at the end of the restraint belt. He was then taken
to see Nurse Sharon Ruvo, who took multiple photographs of
his injuries, which included cuts to the scalp and left thumb, a
gash to the forehead, and multiple scratches on his body.

C/O Bliss placed a headphone extension cord around the
prisoner‘s neck and ―pulled on the cord like he was
hanging/lynching‖ him. When told by Taylor that his actions
were disrespectful Bliss responded ―who cares if it was
disrespectful nigger!‖ Since that time Taylor has been given
fraudulent charges in retaliation. Prison officials admit that
this did happen, and that Lt. Tustin intervened and sent Bliss
away, although no further disciplinary action was taken.
On this date C/O Helms entered the prisoner‘s cell during a
search and planted a weapon. Mr. Burkholder further reports
that Hearing Officer M. Cross instructed officials on record to
destroy the contraband, thus preventing forensic evidence
from being collected.
André Jacobs has experienced the same sort of mistreatment
from guards at SCI-Fayette as Mr. Victor. Mr Jacobs was
called ―a snitch‖ and had false misconduct reports filed on
him.
On this date(?), prison guards Collings and Peterson brought a
prisoner to the cell door of a prisoner in another pod in the
hole named Yokoe Kabbah, an African immigrant.. The guards
―cuffed up‖ Mr. Kabbah at the door, placed this young man in
the cell with him, and then left them alone together for ―3 to 5
minutes.‖ During this time the young man beat Mr. Kabbah.
Since Mr. Kabbah is functionally illiterate, a grievance was filed
on his behalf by another inmate, but it was denied by Capt.
Legget on a procedural whim. Reported by Anyis McNeil

On February 3rd the inmate was put into SMU for allegedly
striking an officer. He states that he does not have a
psycological illness, whereas the rest of SMU do, so he
shouldn't be there. On 2nd August a correctional officer saw
urine on inmate's jumpsuit that was allegedly thrown from
another. HRC responds with request for officer's details,
specifics of the event, witnesses and other incidents against
said officer.
Prisoners in the SMU at SCI-Fayette report being told by
guards that Mr Victor is ―a rat‖ and ―a snitch‖ who has been
writing grievances about his fellow prisoners and about the
COs. They report that this slander has caused retaliation
against Mr. Victor from other prisoners. ('date reported' is
estimated)
William Victor reports that during cell searches of the pod, he
witnessed Lt. Vojacek give a head signal to the CO's who were
with Jacobs. He then heard a sound like someone being hit &
then prisoners yelling "get off him!". He then saw Leggett,
Hughes, and a female major in a huddle, laughing and taking
no action to stop the assault.
William Victor reports that while Jacobs was housed in LA-2
cell 2, CO Scoll barked like a dog & called Jacobs' name as
Vojacek and Knizer laughed and tampered with Jacobs' legal
mail. Victor also reports that Knizer constantly came on the
pod to yell out derogatory statements and threats to Jacobs
and would take his legal mail.

William Victor reports that on or about 3/09 he witnessed
Knizer assault a prisoner at the entrance to LA pod.

Mr. Sigue has been denied thorazine despite a history of
mental instability that has resulted in his being prescribed this
in the past. HRC/Fed Up! has been given extensive
documentation regarding the prisoner‘s past psychological
reviews.
After biting into a sandwich in the RHU Robert Shields suffered
gashes on the inside of his mouth caused by a sharp object.
He was seen by medical and pictures were taken.

Prior to the prisoner‘s scheduled appearance before the parole
board in January 2008, Robert Shields was placed in the RHU
for 90 days on fabricated charges. The first charge was for
refusal to obey an order and occurred five months earlier; the
second was for inappropriate use of language, which was a
gross exaggeration in this instance.
On January 3rd C/O Zampatti falsely charged Mr. Davis for
possession of contraband (fermented wine) despite the
admission by the prisoner‘s cellmate, Mr. Woods, that he was
the owner of the offending item. Hearing examiner Keri Cross
then denied Mr. Davis his right to call Mr. Woods as a witness
at his misconduct hearing on the false pretext that the witness
would be irrelevant in determining the guilt or innocence of
Mr. Davis. Mr. Woods confirmed these events in a Declaration
Pursuant to 28 U.S.C. 1746; Mr. Davis described the same in
a Letter of Intent to seek legal redress.
Mr. Stroman was thrown in the hole after being falsely
accused of refusal to be handcuffed and assault by spitting on
an officer. Stroman claims that the charges are a ‗smoke
screen‘ used to justify excessive force against him.

Esmith Rodriguez was/has been denied medical care, including
blood tests, after he bit into a razor that was inexplicably in
his food. Reported by Michael Edwards #CM8086

Ricardo Kenney reports that prisoners at SCI Fayette live in
unsanitary conditions, including being housed in cells
previously inhabited by biologically contaminated inmates;
prisoners are denied food arbitrarily; inmate property is taken
or thrown away without cause; grievance proceedings are
biased and loaded with false accusations by prison personnel
against prisoners.
Leional Wesley, Paul Simmons, and Esmith Rodriguez reported
that Mr. Rodriguez was assaulted by prison guards in full riot
gear after he objected to having his food spit in. Lt. Reposky
and C/O Galorza were involved, with the latter holding the
camera so that it would not capture staff actions. Mr.
Rodriguez was attacked with chemical weapons, had his head
slammed into a brick wall, and fears that he may have
suffered broken ribs.
In a motion to withdrawal a civil action lawsuit Mr. Edwards
cites fears for his life as primary cause. A pattern of racist
intimidation has been documented by the prisoner, including
an incident on this day in which Sgt. L.M. Ruvo came to his
cell and stated, ―Drop the lawsuit and complaints or you will
die nigger.‖
Paul Simmons #FH7904 reported that prisoner William White
was assaulted by C/O White via the wrenching of handcuffs
around the wrists.
Mr. Allen reports being shocked with the stun belt by Lt. Tiff
upon his return to SCI Fayette from a civil trial in Pittsburgh
where Mr. Allen was to be a witness against DOC defendants.
Mr. Allen attempted to show his injuries to a nurse but she
refused to look at them. Whether or not the incident was
accidental or deliberate remains a matter of speculation.


In the third week of June Mr. Matthews was placed inside
restraints—shackles, waistchains, cuffs—for 24 hours. This
was repeated a few days later and after Matthews liberated
himself from the handcuffs he was ―placed into a black chair
and tied down from every angle.‖ He was then transferred to
SCI Greene where guards who had formerly set him up with
two criminal charges threatened him.

On May 28th Lt. Lesure threatened Michael Edwards with
transfer unless he signed a two-page affidavit dropping the
prisoner‘s grievances against C/Os Friend and Collings, who
on January 10, 2007 tossed three photographs of lynched
black people into Mr. Edwards cell after the prisoner refused to
drop an outstanding lawsuit. After his cell was searched twice
in twenty minutes and property, including legal documents,
were confiscated, Mr. Edwards still refused to sign the affidavit
and was promptly placed on a van to SCI Camp Hill without a
prior 802 hearing.. On route C/O Collings (twin brother of the
former) stated to the prisoner, ―Last chance. You see how
easy it would be to kill you? Drop the complaints.‖ Upon
arrival at Camp Hill mental health staff member Edward Kalsky
threatened Edwards with indefinite SMU confinement unless
he signed and dated aforementioned affidavit. On May 29 Mr.
Edwards appeared before the PRC, and unit manager C.
Chambers was handed a two-page affidavit from Dept. Supt.
Kazor, who both claimed that the document was authorized by
―Central Office.‖ The prisoner was told that if he signed and
dated the affidavit he would be transferred to any prison of his
Isaac Asserts that officers threatened, harassed, and

Extraordinary Cases
C.O. Newman entered Davis' cell and searched through his property. During the
search, Davis alleges that Newman squeezed his genitals causing a bruise. It appears
that photos of his genitals were taken. Davis sent a request to security captain
Trempas. Trempas replied that he will not comply with the request. Davis sent a series
of letters on this incident ranging from 1/3/11 - 3/17/11.

Edwards refused to sign. Currently, the prisoner still is housed in the SMU without his
personal property, access to cleaning supplies, paperwork, and law library; without
control over his cell lighting, which is on 24 hours a day, and he has been denied yard.
On May 29 Sgt. Houser also pressured Mr. Edwards to sign the affidavit, and between
5/28/08 and 6/11/08 Edward Kalsky and counselor Phil Baker have attempted to do the
same. These events were described in an affidavit sent to HRC/Fed Up! by Michael
Edwards.




On 11/20/08 Mr. Jose Sanchez inadvertently ate glass that was placed in his food on
this day. Sgt. Haywood and Nurse Ron downplayed the incident, refusing to give an x-
ray or conduct an investigation.
On 7/13/10 Mr. Issaac Sanchez reports that Lt. Bittner withdrew money from his
account for commissary, but did not give him this. His grievance was denied.
May 7, 2010 Shawn Coudriet claims that a letter from the US Supreme Court was taken
from his room while he was away from his cell.

Reported by Mr. Bracey (9/21/2009) and by anonymous: Upon returning from a
misconduct hearing for "refusing to stand for count" Corey Bracey was first pushed into
his cell by C/O Campbell and then pulled back onto the tier where he was punched,
kneed, had his head banged off of the floor and possibly kicked. Bracey was
handcuffed the whole time. Prior to his hearing Campbell had told Bracey that he
would make him eat concrete, daring him to file a grievance. Campbell informed Lt.
Bursey an the Hearing Examiner, requesting an escort, but was denied. Bracey had
his chin busted open, is in need of sutures, and has blood all over his clothing and
shoes. Since the assault Bracey has been denied adequate medical care, deprived of
all property, including legal property and stationary and institutional paperwork;
toiletries, linen, clean clothing. Mr. Bracey was given a fabricated misconduct for
"spitting" at Campbell.
On 9/19/09 at 1:30 in the morning, David Iverson was sexually assaulted by C/O W.B.
Gross. who reached his arm into the food slot and grabbed Mr. Iverson's private parts,
there was also another C/O standing at the back door of the cell smiling and
masturbating. This has been caught on the security camera's, but they are trying to
justify C/O Gross' actions (of sticking his arm in the cell slot) by saying that he was
"taking paper from the slot." Mr. Iverson was refused phone privelages and fears his
mail is being tampered with. After the incident he went on a hunger strike, and was

and put out the fire, with C/O Wolf reportedly stating, “fuck them, I don‟t care If they
die. They shouldn‟t have set the fire.” Mr. Maple believes this was a suicide attempt by
Mr. Davis, whose face was severely burned. HRC received a suicide note, dated 7/23,
from Mr. Davis two days after the fire. Lt. Vojacek was responsible for the delayed staff




Reported 7-1-09 An anonymous report alleges that guards in the RHU have been
engaging in frequent sexual harassment of prisoners. C/O Roberts was the only name
given as being involved but it was clear that more guards were/are involved in these
violations.
Reported 6-1-09 Upon arrival at SCI Fayette from SCI Greene in 2008 Mr. Reavis
reports being taken off the bus, stripped, and placed in a cell with no bed, bed sheet,
soap, blanket, toilet paper or other state issue items for five days. On the sixth day he
was given clothes and state issue items, taken to another cell, and then denied food for
approximately eight days. Shortly thereafter Mr. Reavis reports C/O Paska and
Dispossiquale initiating an assault against him while transporting him to his cell from
medical. The guards jumped on his back and pushed him face first into a wall, put a
knee in the back of his neck, forced him to the ground where over six other officers
arrived and joined in, repeatedly kicking and punching him. He was then taken to a
room where he was sprayed with a chemical agent and stripped, cuffed and shackled
and left that way for six days, without state issue items, water, and unable to eat
because he was cuffed behind his back. Much of this was recorded and medical has
photographs.

Reported by family member of Mr. Boyking (1/15/2009) and by Eric Robinson
#AM6940, confirmed in multiple interviews with Mr. Boyking: Five of Mr. Boyking‟s
fellow prisoners wrote to a family member of his to report an assault he suffered on
January 9th, involving C/Os Woods; Bricker; Kister. Mr. Boyking suffered a head
wound requiring 18 stitches; bruised and swollen head, face, and eyes; loss of
consciousness; and he was covered in blood and bruises according to multiple
eyewitnesses. Mr. Boyking was accused of assault staff and placed in solitary
confinement where he has been denied phone calls and writing/mail materials, as well
as having been subjected to denial of food. Fayette received dozens of phone calls on
Friday, January 16th and the state police and the DOC‟s Office of Professional
Responsibility have been contacted.

Mr. Brown reports that C/Os Ankrom and Stroutman; Sgt. Knizner are conducting cell
searches of L-Block and depriving prisoners of property, including legal materials, while
they are in the shower, thus coercing them into refusing showers.

Reported 12-17-08 Tierre Davis witnessed an inmate get pushed down the stairs while
in handcuffs after a Sgt. and C/O told him to shut up while he was talking with a Lt.
The inmate was on Phase 2 of the SMU and about to be released to general
population. Patrick Brown reports that the inmate was Rodney Wilson, who suffered
one bruised hand, one cut hand, and his mouth was “busted open.” Pictures were
taken of his wounds. Reported by Tierre Davis #DY1710 (12/21/2008), Patrick Bown
#DT9084 (12/17/2008), Eric Lyons #EX1127 (1/5/2009), Aaron Washington #EK4231

11-30-08 Eric Lyons went on a hunger strike in the SMU for 7 days (21 meals) for the
following reasons: inadequate food portions, served cold, a result of which has been
Mr. Lyons losing 23 pounds (185 to 162) in less than a few months; regular issuing of
fabricated misconducts in retaliation against prisoners who file grievances; physical
assaults by staff; destruction of personal and legal property; sexual harassment;
freezing temperatures; unsanitary conditions. Mr. Lyons states that these actions only
occur on 2-10 shift when Lt. Vojacek is on duty. Vojacek reportedly manipulates
inmates via the provision or denial of cigarettes, television, extra food, commissary
items, and sexual favors. Unit Manager Gary Abrams, along with Capt. Legget, are
complicit in these and comparable abuses, including the latter‟s involvement in the theft
of a dozen law books of Mr. Lyons worth approximately $2000. Superintendent
Coleman also refuses to address these and other inmate grievances.
5-19-08 Mr. Kimble suffers from hepatitis-c, cirrhosis of the liver, and MRSA, the last of
these being contacted at SCI Rockview. After health complications involving two open
heart surgeries and near-death on four occasions, Mr. Kimble was finally granted his
requested transfer—but to SCI Fayette rather than Laurel Highlands. Since arriving at
Fayette his condition has deteriorated as he has been taken off his regular
medications, and Dr. Herbic, under instruction from medical dept. head Robert
Tretnick, has consistently denied him adequate medication, inspection of MRSA-
related sores, and treatment in general. Furthermore, Tretnick has discriminated
against Mr. Kimble on the basis of the prisoner‟s serving a life sentence. Mr. Kimble
asserts that there have been fourteen deaths in little over a year at Fayette, and he
fears he will be the fifteenth.
2-14-08 Joseph was victimized by a botched shoulder surgery that came undone
after prison personnel violated standard procedures by checking him out of the hospital
early, placing undue strain upon his shoulder, and failing to prescribe adequate
medication. As a result Mr. Curran‟s clavicle bone is now protruding through his flesh,
and is visible to the naked eye. The prisoner reports that he has lost the use of his
right arm. Joseph Curran also has been subjected to various deprivations, and the
target of fabricated charges by prisone personnel.
12-18-07 Caine Pelzer #EZ2913 witnessed C/O Mackzo assaulting Marquise Lucas
“for no reason.” When he attempted to intervene on Mr. Lucas‟ behalf, Mr. Pelzer was
subdued by several guards, cuffed behind the back and beaten about the face and
body with closed fists and walkie-talkies. Mr. Pelzer was then denied medical care
despite severe shoulder pain, and was made to “duck walk” the 300 yards to the RHU,
while the guards continued beating him upon his face, using his head as a ramming rod
to open every metal door along the way, causing the prisoner to collapse and break his
front tooth. Mr. Pelzer was then carried to RHU while guards issued death threats and
called him racist names. Following this incident the prisoner was housed in a hard cell
for two weeks and deprived of many basic necessities.
Men housed in the unit report that during a tour of the unit on October 20, members of
the DOC Central Office found many of the prisoners had covered the lights in their
cells, a violation of prison policy that people in solitary confinement often undertake to
try to escape the damaging effects of constant, 24-hour illumination. The Central Office
staff "came down hard" on Forest Superintendent Debra Sauers; in response she
ordered the entire unit to be "shaken down" and unit staff have been encouraged by
ranking officers to deny prisoners food for covering their lights. This has resulted in a
drastic escalation of abuse by staff, and men report that the denial of food is now even
more commonplace than usual since guards know they will receive official support.
Prisoners emphasize that even men who have not covered their lights are being denied
food and that the charge of "lights covered" is now routinely used to give sanction to
unit staff's personal vendettas against prisoners.
Mr. Edwards‟ had his name forged on a document by Dr. R. Vytko concerning „mental
health informed consent‟ in retaliation for his refusal to withdraw a complaint
concerning the three racist pictures thrown in his cell on 1/10/07.
Robert Williams was assaulted by 5 guards, including C/Os Hurst, Lucas and Lowry.
Mr. Williams had his face slammed on a desk, his body kicked, and was hit on the head
with the metal ring at the end of the restraint belt. He was then taken to see Nurse
Sharon Ruvo, who took multiple photographs of his injuries, which included cuts to the
scalp and left thumb, a gash to the forehead, and multiple scratches on his body.
C/O Bliss placed a headphone extension cord around the prisoner‟s neck and “pulled
on the cord like he was hanging/lynching” him. When told by Taylor that his actions
were disrespectful Bliss responded “who cares if it was disrespectful nigger!” Since
that time Taylor has been given fraudulent charges in retaliation. Prison officials admit
that this did happen, and that Lt. Tustin intervened and sent Bliss away, although no
further disciplinary action was taken.
On this date(?), prison guards Collings and Peterson brought a prisoner to the cell door
of a prisoner in another pod in the hole named Yokoe Kabbah, an African immigrant..
The guards “cuffed up” Mr. Kabbah at the door, placed this young man in the cell with
him, and then left them alone together for “3 to 5 minutes.” During this time the young
man beat Mr. Kabbah. Since Mr. Kabbah is functionally illiterate, a grievance was filed
on his behalf by another inmate, but it was denied by Capt. Legget on a procedural

4-24-08 After biting into a sandwich in the RHU Robert Shields suffered gashes on
the inside of his mouth caused by a sharp object. He was seen by medical and
pictures were taken.
1-17-08 Esmith Rodriguez was/has been denied medical care, including blood tests,
after he bit into a razor that was inexplicably in his food. Reported by Michael Edwards
#CM8086
On May 28 2008 Lt. Lesure threatened Michael Edwards with transfer unless he signed
a two-page affidavit dropping the prisoner‟s grievances against C/Os Friend and
Collings, who on January 10, 2007 tossed three photographs of lynched black people
into Mr. Edwards cell after the prisoner refused to drop an outstanding lawsuit. After his
cell was searched twice in twenty minutes and property, including legal documents,
were confiscated, Mr. Edwards still refused to sign the affidavit and was promptly
placed on a van to SCI Camp Hill without a prior 802 hearing.. On route C/O Collings
(twin brother of the former) stated to the prisoner, “Last chance. You see how easy it
would be to kill you? Drop the complaints.” Upon arrival at Camp Hill mental health
staff member Edward Kalsky threatened Edwards with indefinite SMU confinement
unless he signed and dated aforementioned affidavit. On May 29 Mr. Edwards
appeared before the PRC, and unit manager C. Chambers was handed a two-page
affidavit from Dept. Supt. Kazor, who both claimed that the document was authorized
by “Central Office.” The prisoner was told that if he signed and dated the affidavit he
would be transferred to any prison of his choosing and placed in general population.
Mr. Edwards refused to sign. Currently, the prisoner still is housed in the SMU without
his personal property, access to cleaning supplies, paperwork, and law library; without
control over his cell lighting, which is on 24 hours a day, and he has been denied yard.
On May 29 Sgt. Houser also pressured Mr. Edwards to sign the affidavit, and between
5/28/08 and 6/11/08 Edward Kalsky and counselor Phil Baker have attempted to do the
same. These events were described in an affidavit sent to HRC/Fed Up! by Michael
Edwards.

Mr. Victor was repeatedly retaliated against for filing a lawsuit during the time period of
2008 to 2010. There are several reports from numerous inmates about the
harrassment . This is just some of the reorted incidents:
Reported 7-5-09 - Abdul Brown (DP2655) reports that he has witnessed the named
officers call Mr. Victor a snitch, rat, rapist, and that "he sucked priest dick", that on
numerous occasions officers Eicher, Johnson, Collins, and Knizer have gotten on the L-
unit intercom and stated "stop snitching on everybody Victor Williams" and "Victor
Williams is a rat who sucked the priest dick for money". This has resulted in several
prisoners threatening to throw waste at Mr. Victor. Victor was placed under "video
order" on July 14, 2009 because of complaints of abuse. C/O Collins is currently a
defendent in a civil action suit (Victor vs. Coleman) which is pending before Magistrate
Judge Keith A. Peston. On January 8, 2010 Victor returned to SCI Fayette after having
court at SCI Camp Hill. Immediately upon return, C/O Collins started coming around his
cell and making threats, and sexual and degrading threats. Victor has filed numerous
complaints against C/O Collins, while C/O Collins has claimed that Victor has
threatened to harm him. Yet C/O Collins is still permitted to strip Victor to attend law
library and yard with no Lt. or Sgt. present. On January 22, 2010 the tapes will show
that C/O Collins was speaking to Victor in a hostile manner with no provocation. On
January 23, 2010 with no Lt. or Sgt. present, C/O Collins and another c/o came to
secure Victor back in his cell after yard, they forced him to cuff up from behind, which is
not policy. C/O Collins called Victor "Boy" and Victor replied "Don't call me boy." C/O
Collins said he was going to try and get Victor placed back on restrictions. Then a
fabricated misconduct was issued by C/O Collins against Victor claiming that he
refused orders to turn in his boots after yard, and that Victor verbally threatened him.
The video tape from L-A Pod shows that this is not at all true.            9-27-09 Mr.

and (the) side they land on" regarding the suit. He reports also that staff are fostering a
system employing both favoritism and punishment as a means of ensuring distrust

3:30 pm during showers Sgt. Knizer threatened Mr. Victor with attack if Mr. Victor didn't
mind his business- referring to an incident in which Mr. Victor went to the PA Prison
Society and told them to contact OPR about the assault by former soldier & CO Keller
upon a "very small, thin black prisoner" in July- for which Keller was fired and is facing
criminal charges. Sgt. Knizer then him "your day is coming and when it does you will
feel as if you never left Huntingdon"- referring to the June 08 assault by staff on Mr.
Victor that broke his jaw.
