UKRAINE
The Center of Continuous Education for Librarians was created in November 1999 as a joint project of the
State Academy for Culture and Arts Administrators and Ukrainian Library Association with the financial support of
the International Renaissance Foundation.
The Center’s main goal is to provide the modern continuous education for librarians and workers of
information centers of different ministries and departments; to coordinate efforts aiming the development and
introduction of postgraduate education program.
The Center’s strengths and achievements so far:
At the moment the Center is:
Necessary (in a great demand);
Unique (the only one in Ukraine)
Influential
It has:
Government (the Culture and Arts ministry of Ukraine) and social (the Ukrainian Library Association)
support;
Support in the regions hosting educational courses
Lingering both-way cooperation with former students;
Up-dater educational programs;
Experience of successful carrying out of a two-year educational program for young librarians and
information specialist (the “Perspectyva” Studio)
Experience of successful carrying out international projects (the Center cooperates with the Embassies of
the USA and Latvia, the British Council, the Word Bank);
Skilled staff (the Center’s administrators and professors-trainers)

The Center’s weaknesses are:
Lack of a licensed software that could have provided the possibility to work out and put info a job programs
of distant education and other courses
The Center’s opportunities are:
To increase the number of region, hosting the educational courses
To prepare new studying programs
To put into a job the system of distant education
To conduct seminars and practical session (preparation of trainers for trainers)
To create the common web-portal for the libraries the Center cooperates with
To study and implement the international experience of activities in the library and informational spheres
and educating of librarians and workers of informational centers
The Center’s Threats:
Lack of financial stability of Ukrainian Libraries (the are often can’t afford their employees, further education
or business trips)
Low rates of librarians’ salaries that make their further education of individual basis impossible.
