V.N.R is a limited liability company specialised in network and information services. The company was established on October 1, 2003 under the Enterprise Law 1999 by three founding members: Vu Van Quy, Pham Kim Ngan, and Bui Tuong Vu. Vu Van Quy and Pham Kim Ngan graduated from the Faculty of Mathematic & Information Technology of HCM City University of Economics in 1999. They both worked for HCM City-based ANDI Co Ltd, a leading company in general IT management in Vietnam before the establishment of V.N.R. Meanwhile, Bui Tuong Vu graduated from the Economics Faculty of HCM City University of Economics in 2000, and International Law of HCM City Law University in 2001, being the socioeconomic journalist of the Phap Luat (Law) newspaper since 2000 and the socioeconomic journalist of the Phap Luat TP HCM (HCM City Law) newspaper since January 2004. Apart from its main objective of doing business for profit, founding members of the Company all want to contribute some efforts to social welfare development. Issues to be addressed While the relationship between dissemination of HIV/AIDS information and the awareness of this deadly epidemic is directly proportional, the relationship between the knowledge of HIV/AIDS and the risks of HIV/AIDS infection is inversely proportional. Few people in Vietnam possess comprehensive understanding of HIV/AIDS or know where to get such information. In addition, there are no places in Vietnam to archive comprehensive information on HIV/AIDS with simple utilities to search information quickly. There are no such consultancy model to address questions from people at anytime and any places and to archive these queries for future reference. There are also no means and instruments that people can use to exchange and share information, experience on HIV/AIDS issues. Another problem is that many Vietnamese people feel ashamed when they access to HIV/AIDS information, while people with HIV/AIDS are afraid that other people know about their circumstance. Internet can get access to the information on HIV/AIDS without suffering from any pressures and prejudices from the community. Although this initiative seems to be irrational, it is especially suitable with the conditions in Vietnam considering two following factors: i) the shyness characteristic of Vietnamese people as impacted by the oriental culture; ii) the rapid development of Internet in Vietnam over the past three years and the future. In addition, there are now no other means of communication which are convenient and cost-effective for updating information on HIV/AIDS epidemic and solutions adopted by other countries to fight HIV/AIDS.
2. Methodologies As an information service provider equipped with advanced software for collecting, analysing, and management of information and a group of professionals in the press industry who take high responsibilities for reading and analysing daily information, VNReview is adamant that it will not miss latest information on HIV/AIDS and will post updated information to the websites: , , and organise and manage the website in the most effective manner convenient for free search on the web. In addition, VNReview will create different mailboxes and online forums, with each being managed online by professionals who are advisors, doctors, and even people with HIV/AIDS. Administrators of mailboxes and forums will invite interested people to join their forums, control information that is posted on the web, and make immediate feedbacks to any queries or transfer these questions to profound advisors for answering and then updating on the website. Such doing make our websites be not only a huge online library in Vietnamese, and also in English in the near future, but also be a venue to provide advices, answer questions, and exchange information with people over HIV/AIDS and the integration of people with HIV/AIDS into the community.
3. Innovations 3.1 For the first time, a huge e-library of HIV/AIDS information that is updated daily in Vietnamese and run by a limited liability company will be established.
If looking at the website: (or URL: with similar content), it is easily recognisable that that is not an e-library of HIV/AIDS information, since the website does not update daily news from other sources nor it archive information on HIV/AIDS though its main theme is HIV, heroin or drug taking. Meanwhile, other websites including (a medical information site), and rarely update HIV/AIDS related information and most information is outdated. Therefore, it can not be considered that these websites are e-libraries or online newspapers of HIV/AIDS-related information. Such feature is also seen at the website specialised on HIV/AIDS issues of the United Nations in Vietnam—. No updated information was posted to this website in 2000–April, 2004 period. Since April 2004, some news has been posted on the web but are all in English, which seems that it was only a response to the public concern that this website had been broken down. Some other English websites like , , , also have restrictions in terms of access language and such utilities as forums, frequently-asked questions (FAQ) column, confiding column, apart from limits in updating information. The lack of information and vitality of these above websites is mainly because they lack professional website administrators, and technical solutions in collecting, analysing, and updating information. In addition, these websites have been designed without considering the possibility of future expansion for the participants in exchange and discussion of information. All these restrictions can be addressed properly by VNReview’s professional staffs. 3.2 For the first time, a software specialised in searching, collecting, analysing, and managing information developed by VNReview will be applied to a website on social affairs. The software with many distinctive utilities can help collect even oldest HIV/AIDS information to latest ones on the internet and translate all into Vietnamese for archiving in different categories of our website. 3.3 For the first time, Internet tools and utilities will be applied to providing a chance for people with or without HIV/AIDS to communicate, exchange and share experience with one another.
Previously, such tools are only applied to such issues as love, funs, and entertainment. In other hand, with our exclusive solutions, VNReview will manage to keep undisclosed all personal information of writers for the forum if they ask for their names not to be disclosed. 3.4 Many companies and groups of designers can develop a website similar to that of VNReview, whereas they cannot compete with VNReview in terms of providing updated information at extremely low costs. In addition, as VNReview is managed by a group being a journalist, a lawyer and also an economist, we can a website with humanitarian contents. This is also the reason why other websites are always hunger for information though they are run by financially wealthy organisations. The biggest difference between our website and others lies in the target audiences. The target audiences of other websites are HIV/AIDS patients, thus their products seem to be gifts of people without HIV/AIDS given to HIV/AIDS people to show off their humanism. In contrast, www.hiv.com.vn is intended to serve all types of audiences and be the venue people can express their value whenever they encounter a common challenge.
4. Target groups directly influenced by the project: The project will influence two groups of people, with or without HIV/AIDS. Total number of the two groups is equal to total population number. The direct influence of the project will only be delivered to people with Internet knowledge [group 1]. (However, these people when enriched with HIV/AIDS knowledge, will affect the group of people without Internet knowledge. Such impact will be very effective since group 1 people can share the information they know with their most closed relatives and friends). In addition, unofficial statistics show the group of people with high risk of HIV/AIDS infection lie in the group of people with Internet knowledge.
5. Socioeconomic effects The Project will bring about great socioeconomic savings though these impacts are difficult to assess in terms of money. The impact can be the expenses a person has to spend for the advices from doctors or HIV/AIDS specialists, which can now be free if he/she seeks the advices through the Internet. The impact can also be time and money the person may have to spend to collect a number of information on HIV/AIDS, which can be easily found on our website free-of-charge. In these cases, not only that person
but millions of others can enjoy such savings, according to statistics from the Ministry of Health (MoH). The website can also facilitate the effective combat against the rapid spreading of HIV/AIDS.
6. Additional information 6.1. Impact of the project According to the MoH, about one million households in Vietnam have at least a member contracted with HIV/AIDS. Of one million households, there are at least one million people who are in desperate need of information and knowledge of HIV/AIDS prevention so that they can understand, advocate and care for their relatives. Even people with HIV/AIDS also need to acquire knowledge of HIV/AIDS to care for themselves. They also want to confide their feelings with others and have a harmonious live in the community, whereas they are afraid of making direct communications with those people. Therefore, the Internet will be the best solution to address these needs by providing such utilities as online forums, FAQ column, and updated information on HIV/AIDS. So how many people are interested in using the Internet? – no official statistics have been made over this issue. According to the MoH, 95% of people with HIV/AIDS aging 15–49 have knowledge and can access to the Internet. Healthy people like you or VNReview also desire to acquire information on HIV/AIDS to protect themselves and they also need to have a forum to exchange information on the HIV/AIDS epidemic. Therefore, the number of people benefiting from the website will as many as those having internet knowledge and know Vietnamese. Such restriction will be removed in the future when VNReview introduce the website in English. Therefore, the number of people benefiting from the project will keep increasing time over time. A number of people with HIV/AIDS who know Internet have expressed their interests to take part as administrators or moderators of different forums of our website. VNReview has invited two doctors and three specialists on sociology in HCM City to assist the website in terms of information, consultancy, administration of mailbox, and answering questions. These persons asked to be unnamed in this proposal for several reasons. 6.1. Extension of the project The application of this innovation is unlimited in terms of time and place.
III. PROJECT OUTLINE 1. February–Mid-April 2004 VNReview has received approval from the MoH and Vietnam Internet Information Network Centre to use two domains: www.hiv.com.vn, and www.hiv.info.vn as internet URLs for providing information on HIV/AIDS. The two websites were put on trial since the middle of April 2004. A number of information on HIV/AIDS has been updated though not very comprehensive in the initial stage. 2. Mid-April – May, 2004 Upgrade the information collecting and categorising system to ensure all latest information on HIV/AIDS from domestic media will be updated to www.hiv.com.vn website daily. Advertise the website via Tuoi Tre, Phap Luat TP HCM, and Thanh Nien newspapers, and put the URLs on four websites common to the youths—www.loitraitim.com with average 80 people online, www.manguon.com with average 60 people online, www.tintucvietnam.com with average 20 people online, and www.vnreview.com.vn with average 10 people online—for the purpose of promoting people to access to the website. 3. June 2004 To seek approval from the Ministry of Culture and Information for official launch of the website www.hiv.com.vn To promote cooperation with involved organisations, specialists, and individuals in collecting HIV/AIDS-related information and post on the web. Upgrade the website and establish different mailboxes and forums, allocating administration rights to members. Transfer the FAQ column to participating advisors, specialists, and doctors. 4. July–December 2004: To collect HIV/AIDS related information from foreign sources, translate into Vietnamese and update to the web. Transfer the administration of the Website to a social organisation or the non-profit division of VNReview, with the sponsorship of VNReview or other organisations. IV. BENEFICIARIES AND PARTICIPANTS 1. Beneficiaries The beneficiaries of the project are unlimited. They can be people with HIV/AIDS or those without suffering the epidemic. They can be the young and the elderly, female or male who live at any places of the country. However, the direct beneficiaries must have Internet knowledge. Therefore, the announcement of the launch of this website through mass media will be one of the important activities of the project. + People with HIV/AIDS will be provided with knowledge to fight against the disease and take appropriate measures to avoid infection to other relatives of the families and the communities. They will feel to be useful for the society when participating into a forum, a mailbox or simply sharing their experience on the forum. + Relatives of people with HIV/AIDS will be provided with necessary information and knowledge so that they can take care of those with HIV/AIDS, being a reliable stand for HIV/AIDS victims and they can also protect themselves. + young adults and middle-aged (16–40) will get access to a comprehensive and updated source of information so that they can protect themselves and their relatives from the epidemic. + Policymakers (National Assembly’s Committee on Social Affairs, Ministry of Health, Committee of Population, Family and Children, Committee on HIV/AIDS Control, the HIV/AIDS Information Centre, etc.) can access to comprehensive and updated information on HIV/AIDS so they can have an overall view on the status of HIV/AIDS on national scale, listen to the voice of those with HIV/AIDS based on which to have proper decisions to control the epidemic. 2. Beneficiaries participating in the Project management board By accessing the website, you and I all participate in the project and we are discussing ways to realise the project quickly and effectively. It means the beneficiaries are also the participants in the projects from the beginning. Some doctors and advisors to the project will also get involved in managing the websites later. In addition, VNReview will select some members with priority given to those with HIV/AIDS as administrators and moderators of the forums and mailboxes.
3. Extension of the project to direct beneficiaries: This is an open project whereby the implementing agency can establish internet lines with the Ministry of Health (MoH), Departments of Health, HIV/AIDS control centres, consulting centres on social affairs, STDs Preventative Health Centres, and major hospitals so that policymakers, doctors, patients, can directly access to the web for searching information, exchange ideas and experiences online. Under this proposal, VNReview will only act as the administrator of the website and update information to the web, while other columns are open for the participants’ articles and suggestions. 3. Operation and maintenance of the project: The website will operate on permanent basis. However, after the lifecycle of the project it will be transferred to a non-profit organisation or the non-profit division of VNReview. V. PROJECT BUDGET (Cost estimates are in VND) 1. The website will operate for not only a year but last for as long as it is possible. Therefore, after the first year of operation, VNReview expects that generous donors will provide financial supports to maintain and develop the website in two following years. Perhaps, there are a lot of companies or groups that can design a HIV/AIDS website like VNReview but cost they have been spending on technology to update information is very low that is contrary to VNReview. Moreover, the initiator who is acting as a journalist at the same time a lawyer and entrepreneur will be able to make the website operate with much humanity. the other hand, all the daily information about HIV/AIDS in newspapers before has already existed onthe website. No organization has this strength without spending much money on it and a huge number of enthusiastic staff. It is because that VNReview is a professional company in this field and HIV website is considered one of customers. Operation progress At present, website has already contained HIV/AIDS information. Since 24th April 2004, website will be updated news twice a day. 2. Coordination with functional organizations. Implemented project Associating with other organizations and professional individuals to collect science information about HIV/AIDS , updating in Website, extending mailboxes and forum, transferring mailboxes and forum management for members. This is officially transfer questions and answers for specialists and doctors to answer the questions. At present, some HIV infected people who have an understanding about Internet want to join the forum or forum management (to be Admin) on Website. VNReview has invited two doctors and 3 experts in psychological and social affairs (Ho Chi Minh City) to assists Website about the information and advisory. VNReview has making plan to work unofficially with Ho Chi Minh Health Service, Ho Chi Minh HIV information Centre, Ho Chi Minh HIV fighting Committee, Pasteur Institute and some other places to have private meeting with doctors and experts in this field who are very interested in it and promise to assist centre when website start operating.. Thus, VNReview is going to give out official documents in May 2005 to ask for coordination in providing HIV information. A content specification of the coordinating method will be attached together with the document that can be summarized as follows: VNReview give fight for each organization and individual in updating new information about HIV/AIDS on Website and answering questions about HIV/AIDS. The VNReview’s net managing staff will be the Administrator who will be in charge of monitoring information sent to Website.
The organizations and individuals said above can provide VNReview with document in paper about HIV/AIDS information or activities of their organization or individual need to be populated. Then VNReview will update the information on Website. 2.3 Implementation progress According to the project, in May 2005, VNReview will have officially working days with the organizations and individuals mentioned above. Internet connecting with organizations 3.1 Written projects This project also connect with Internet to update HIV information on this website or with Ministry of Health, Health Service, HIV treatment centers, social advisory centers, HIV high-risk infection provinces, large hospitals, Pasteur Institute so that doctors, experts and patients here can directly find information in the Website and update new information. Moreover, they can participate in discussion and exchange information through the Website. In this solution, VNReview acts as a Website management and daily updating information company. The other information is opened for people to send news and documentary to. 3.2 Additional explanations HIV internet connection with professional organizations nationwide can be performed when it is financed. The performance will be less complicated if the organization has been on the internet connection. VNReview will provide software for the organization that has HIV connection with its Website so that this organization can update and follow information. It means VNReview will install professional software, give updating right and a management code to monitor the updated news or publish some information. Website Advertisement 4.1 The written project In this period (in the middle of April 2004 to the end of May 2004), with the newspaper and communication relations, some articles about the Website will be published on Youth newspaper, Ho Chi Minh Law. Besides, logos of the Website will be will be displayed in 4 other Websites which are: www.loitraitim.com (about 80 people online on average), www.manguon.com (about 60 people online on average),
www.tintucvietnam.net (about 20 people online on average) and www.vnreview.com.vn (about 10 people online on average) so as to make the best advantage of the Website 4.2 Additional explanations VNReview’s review is a social-economic journalist, so he finds that a website about HIV like the Website being established will be interesting and useful to get information. Further more, VNReview will know the interviewers who want to have information about HIV/AIDS to write a report. At present, there are some of his colleagues want to get information to write report but VNReview’s director does not provide information as the Website is in the experimental period. At these four websites in total, there are always about 400 people online on average. 4.3 Implementation progress As mentioned in the plan, it will be performed from the middle of April 2004 to the end of May 2004. With progress specification, logo display will be performed from at the end of April 2004, reports and articles will start in the middle of May 2004 to the end of May 2004.
