STARS
(STATEWIDE TRAINING AND RESOURCE SYSTEM)
The State of Wyoming has implemented the STARS program to assist in improving the quality
of care that childcare providers offer. STARS provides the Training Registry, which is a system
to obtain and document clock hours for training.
TRAINING REGISTRY AND CLOCK HOURS
Each employee counted in the child/staff ratio must have 30 hours of training every two years,
with a minimum of 15 hours in the first year. For further information see DFS Childcare
Licensing Handbook. Wyoming Child and Family Development, Inc. has developed the
following procedures to insure that clock hours are tracked through STARS and WCFD. The
hours are documented in Central Office and center personnel files.
After attending an initial STARS training, employees will be sent a STARS identification card
with an assigned STARS number. This number is to be used when filling out training
evaluations and requesting information from STARS. Center Coordinators should keep a list of
STARS ID numbers at their site for reference.
PROCEDURE FOR
TRAINING CREDITS AND STARS CLOCK HOURS
Coordinators and center staff who are planning trainings will send/email STARS Class
Applications to the Central Office at least three weeks before the proposed training. The
Class Application must include the title, trainer(s) name(s), date & length of the training,
objectives as they relate to core areas and the agenda.
In order for training to be approved by STARS, all trainers must be approved as STARS
trainers. New trainers must complete Trainer Registry Applications (please send those to the
Central Office to be submitted with Class Applications). Trainers must renew their active
trainer status every two (2) years. If an additional trainer needs to be added to the approved
list of trainers for a specific training, call the office and STARS will be notified.
The Trainer Registry Applications and Class Applications will be submitted to STARS by
the Central Office.
STARS trainings are approved for a two year period. Each training is assigned an event
number and a training number. If a training is offered again on a date other than the original
date, the Trainer must call STARS to get a new event number.
STARS will email training approvals to the Central Office.
Evaluations and sign-in sheets will be sent to the coordinator or staff member responsible for
the training. These must be typed whenever possible to facilitate processing.
After the training is completed, evaluations and sign-in sheets will be completed and sent to
the Central Office.

A copy of the sign-in sheet and evaluations for each training will be filed at the Central
Office. Trainings that will not be receiving STARS hours will be entered in the database at
this time.
The evaluations and sign-in forms will be sent to STARS for entry in their database.
When STARS sends WCFD the original letters giving credit for trainings, the Central Office
staff will enter them in the database and send the original to the center. Center Techs should
make a copy for site personnel files and give the original to the staff member. WCFD has
requested that STARS send all letters to the Central Office.
If letters are sent directly to staff members, they will need to send a copy to the Central
Office, and a copy needs to be placed in their center files.
Center Coordinators are responsible for monitoring training hours for all staff. The STARS
database can be accessed at anytime. It is critical to request training summaries at least 60
days prior to DFS License renewal. A copy of the report should also be submitted to DFS
with the center’s licensing renewal paperwork. Use the Staff Training Boxes or the STARS
Resource Library for pre-approved trainings in any of the required content areas.
Once a year, each center will run Training Records reports from the STARS website for all
their staff members.
Center Coordinators can access staff biennium reports on the Wyoming Children’s
Action Alliance webpage. Please contact the Central Office for instructions.
Sign-in sheets are filed in the T/TA drawer at the Central Office. There is a file for those with
clock hours and a file for those that do not receive clock hours. CIT, Board and Policy Council
agendas, minutes, and Summary of Trainings are kept in the HR office fireproof. The
Administrative Assistant has complete sets of Center Coordinator meeting information.

REQUIRED TRAININGS FOR STARS CLOCK HOURS
Each Center Coordinator needs to make sure that each staff person meets the training
requirements established by the Department of Family Services.
Every two (2) years, a minimum of 30 clock hours must be documented for each staff
member who has direct contact with children. (Note: Janitors, Central Office Staff, etc.
are not required to document clock hours.)
During the biennium (2 year licensing period), each staff member must receive a
minimum of ½ hour in each area of the competency wheel.
There are also required trainings that must happen during the biennium period. The
following are the required trainings (and time frames if appropriate) and the STARS
number that must be provided for the training. WCFD will offer each required training
whenever possible. Please see the Licensing section of this manual for more details.

NEW STAFF ORIENTATION
Pre-Employment Orientation Training I (2 hrs) is required to happen on site before new
staff can be with the children (STARS #3417). Trainer: Center Coordinator or immediate
supervisor.
WCFD New Employee Orientation Training (5 hrs) is required to happen on site within
one (1) week of employment (STARS #6453). Trainer: Center Coordinator or immediate
supervisor.

REQUEST FOR WCFD TRAINING
In an effort to promote professional development, WCFD will make every reasonable effort to
support staff requests for training, college classes, and workshop opportunities. Considerations
will be made based on the following:

Job Scope & Educational Requirements
Certification, Licensure, CDA and/or other degree requirements
Longevity
The WCFD Request for Training form must be completed by each staff member or consultant
wishing to attend training conferences or workshops. The Request for Training form includes
information regarding per diem and travel on the back side.
All college coursework must be pre-approved to qualify for WCFD tuition assistance. WCFD
will only approve tuition assistance for college coursework through an institution accredited by
an accrediting agency recognized by the U.S. Department of Education. WCFD provides up to
80% of tuition for teachers/home visitors and up to 50% for other approved staff. The WCFD
Request for College Tuition Assistance and Tuition Assistance Cancellation Agreement Form
must be completed by applicants requesting funds for tuition reimbursement.

PROCEDURES FOR
PROVIDING MATERIALS AND TRAINING TO OTHER PROGRAMS
PROCESS
1. Requests for training are to be referred to the Assistant Director or Executive Director
for review and evaluation.
2. Appropriate coordinators, supervisors and staff members will be consulted to
determine the feasibility of providing the training.
3. WCFD always reserves the right to decline or postpone the training request.
4. WCFD may charge a registration fee contingent upon the training and related cost.
5. WCFD may offer training on a state or regional basis for multiple programs at
specific times during the year, as appropriate.
PRODUCTION OF MATERIALS
The cost of copying materials shall be charged to other programs at the rate of 25¢ per
black and white page and $1 per color page. WCFD may e-mail materials to other
programs at no charge. $1 per page will be charged for faxing materials to a long-
distance number.
COLLABORATIVE TRAINING OPPORTUNITIES
WCFD will strive to offer training to community partners and parents, and share training
costs with other agencies, as appropriate.
SHARING OF WCFD MATERIALS, GRANTS, AND PROCEDURES & POLICIES
It is the general opinion of the Committee that WCFD will offer to share these materials
with other programs to help develop and promote early intervention programs.
However, prior to the release of WCFD developed materials, the Assistant Director
and/or Executive Director must approve the release of specified materials. Materials that
could cause a negative impact on WCFD should not be released to other programs, i.e.,
release of a grant document to another program in direct competition with WCFD.

VOLUNTARY TRAINING VS REQUIRED TRAINING
WCFD considers certain types of training to be required or mandatory including:
Preservice, Inservice, New Staff Orientation, CPR/First Aid, Child Development
Associate (CDA), CDL Training, as well as other trainings the organization
provides during the year.
WCFD considers voluntary trainings to include workshops or conferences which
WCFD has NO requirement or expectation that an employee would attend even if
the training may relate to the employee’s current position. Examples could
include: National, Regional, or State conferences, i.e., NAEYC, DEC, Head Start,
NHSA, Stand and Celebrate, Bathesna/Kephart, WECA, etc.
HOURLY EMPLOYEES: Non-exempt hourly employees will be paid additional
hours including their travel time above their regular contract if necessary to
participate in required trainings. The hourly employee will be paid his/her regular
contract hours only while attending voluntary trainings.
EXEMPT EMPLOYEES: Exempt status – non-hourly employees will only be
authorized additional contract pay for required trainings during non-contract
periods, i.e., summer break. No additional contract days will be authorized for
voluntary trainings.
