     Classes taught in English and which provide no
      assistance in learning English deny English

             The school may designate an existing school level advisory committee, or subcommittee of such
              advisory committee to fulfill the legal responsibilities of ELAC, if the advisory body constitute at least
              the same percentage of the committee membership as their children represent of the student body.

 1.   Receiving group is trained about ELAC and understands responsibility

         If accepted the receiving group programs the required ELAC task into their
          agenda (minutes must be submitted to Categorical & English Learners Services
          Department)
           Elects DELAC representative and alternate

         If rejected the elected ELAC must assume responsibility of completion of the
          required tasks

ELAC Practices to Avoid
   Not providing all parents, including parents of English
    learners, advisory committee information
   Insufficient and inappropriate training for members and
    officers to fulfill their legal obligations
   Meetings and minutes do not address all legal
    responsibilities, including training, actions and advice
    provided
    Meeting dates, locations and topics are unclear/untimely
    and do not follow the Green Act requirements
   Meetings held in English only and lack of translation
    services, not providing documents in the parents’
    language(s) and child care
   Insufficient allocation of resources to assist the
    committee(s)
