INTRODUCTION This release is one in a series of publications on employment and wage data for the state of Louisiana. It is designed to enable the Louisiana Department of Labor (LDOL) to meet the many requests from business establishments, public agencies, and individuals who need information on employment and wage data. These data are derived from the quarterly tax reports submitted by all employers subject to the Louisiana Employment Security Law and from supplemental reports giving parish data submitted by many multiparish employers. Multi-parish employers are those who have employees in two or more establishments. The data contained in this release pertain only to employment and wages covered by the Louisiana Employment Security Law. Specific coverage is contained in Louisiana Employment Security Law under Title 23, Chapter 11 of the Louisiana Revised Statutes of 1950. The annual total wage figure and the average weekly wages used in this release include all wages and salaries paid to covered employees by their employers, including bonuses, commissions, and cash value of all remuneration received in any medium other than cash. These wages include both taxable and non-taxable wages. Effective January 1, 1998, the first $7,000 paid to each worker in a calendar year by each employer was taxable under the Louisiana Employment Security Act. The non-taxable wages are reported and are included herein. The maximum weekly unemployment compensation payment is two-thirds of the average weekly wage computed from tax contribution reports received by LDOL by the previous March 31. This annual average weekly wage is computed for a calendar year and includes regular state unemployment coverage only. Federal unemployment compensation is a separate program and, as such, federal employment and wages are not part of this computation. Table 1 of Appendix A includes an annual average weekly wage excluding federal government employees as well as the regular wage computed on a total basis. The report in Appendix B titled “Births and Deaths Among Employers in Louisiana” is meant to provide our users an indicator of shifts in industrial patterns, showing the nature of new businesses being established or of existing ones ceasing operation. Knowledge of these shifts is useful for accurate assessment of the economic climate of the state and for understanding the workings of the labor market. 1 II. A. STATEWIDE EMPLOYMENT Average covered employment in 2000 totaled 1,869,013 compared to 1,847,841 in 1999. These figures are found in Table 1 of Appendix A. The annual average covered employment in manufacturing was 183,372 while nonmanufacturing was 1,685,641, or 90.2 percent, of the total covered workforce for 2000. Non-manufacturing consists of the following industry divisions: mining; contract construction; transportation, communications, and utilities; wholesale and retail trade; finance, insurance, and real estate; services; agriculture, forestry, and fishing; and public administration. In government, federal, state, and local employees are included in the total statewide employment figure by industry. Federal workers are covered by unemployment compensation for federal employees, but are included in this publication to give as much data on Louisiana as possible. The 2000 annual average covered employment in government totaled 354,089. Federal workers averaged 37,468; state and local workers averaged 316,621. B. WAGES For all industries combined, wages increased $1.8 billion to register a gain of 3.7 percent from 1999. The average weekly wage for covered employment continued to rise in 2000 with an average increase of $12.98 over 1999. The 2000 average weekly wage for Louisiana was $536.36, including government. As in prior years, the mining industry led in wages with average weekly wages of $1,012.75. Federal government ranked second with average weekly wages of $813.85, and manufacturing was next with average weekly wages of $774.78. III. A. MINING Extraction of minerals such as copper ores; lignite mining; crude oil and natural gas production; natural gas liquids, oil, and gas field contract field services; and salt, sulfur, sand, and gravel quarries. CONSTRUCTION General contractors in the construction of buildings, highways, bridges, and special trades, such as plumbing and painting. MANUFACTURING Production of a finished product which is ready for utilization or consumption or a semifinished product to become a raw material for further manufacturing. TRANSPORTATION, COMMUNICATIONS, & UTILITIES Air, water, truck, bus, and pipelines with related services; warehousing; telephone and telegraph services; radio/television stations; electric, gas, steam, and water companies. WHOLESALE TRADE Establishments or places of business primarily engaged in selling merchandise to store retailers; to industrial, commercial, institutional, farm, or professional business users; or to other wholesalers, or acting as agents or brokers in buying merchandise for, or selling merchandise to, such persons or companies. RETAIL TRADE Establishments engaged in selling merchandise for personal or household consumption and rendering services incidental to the sale of goods. FINANCE, INSURANCE, & REAL ESTATE Banks, security dealers, loan agencies, insurance carriers and brokers, and real estate agents and brokers. 4 SERVICES Hotels and lodging places; personal, business, repair, and amusement services; medical, legal, engineering, and other professional services; educational institutions; nonprofit membership organizations; and other miscellaneous services. PUBLIC ADMINISTRATION All federal, state, local, and international government activities, such as the legislative, judicial, and administrative functions as well as government owned or operated business enterprises. NON-MANUFACTURING In non-manufacturing, seven of the major divisions showed an increase in 2000. Employment increased by 24,783 workers, or 1.5 percent, over the previous year. Average employment is found in Table 1 of Appendix A. EMPLOYMENT Annual average covered employment increased in 33 of the 64 parishes in Louisiana in 2000. The overall average total covered employment for the state was 1,869,013, an increase of 21,172 workers, or 1.1 percent, from the 1,847,841 reported in 1999. Table 2 of Appendix A lists the 64 parishes in regional labor market area order showing the number of units, total covered employment, annual average weekly wages, and total wages for 2000 for all industries. B. WAGES The table on page 12 shows the average weekly wage comparison for the parishes and their rankings for 1999 and 2000. To emphasize the importance of manufacturing in any economy, the 64 parishes have been ranked in descending order by annual average weekly wage in manufacturing in the table on page 14. SIZE OF FIRM The following table arrays firms by size showing the number of employing units, average monthly employment, total wages, and average weekly wages for each group for the first quarter of 1999 and 2000. The group of firms with four or less employees are the largest with 65,329 units, or 55.0 percent, of the total employing units, but claims only 5.8 percent of the average monthly employment and only 5.2 percent of the total wages. Average employment for 1st quarter 2001 increased compared to 1st quarter 2000 in agriculture, forestry, and fishing; mining; transportation, communications, and utilities; finance, insurance, and real estate; and services. Services accounted for the largest increase in the number of employees with an increase of 12,592, or 1.8 percent. Employment decreased for 1st quarter 2001 in construction, manufacturing, wholesale trade, retail trade, and public administration as compared to 1st quarter 2000.
