The Alabama Legislature in the 1882-83 session created a state normal school when Governor Edward O'Neal signed into law a bill creating the school on February 22, 1883. Jacksonville State Normal School acquired the facilities and equipment of Calhoun College, consisting of twelve acres of land and a two-story brick building. The Board of Directors elected James C. Ryals, Jr., as the first president. The school opened with three instructors: W. J. Borden, mathematics; Eliza A. Bowen, English; and Ida J. Woodward, primary department. As stipulated in the establishing act, the Normal School conducted a preparatory school for children of the town and surrounding areas. At the end of the first year, on August 15, 1884, William Mark Haymes, President of the Board of Directors, reported that funds totaling $4,751.25 had been received, including $2,500 from the state, that 25 students were enrolled in the Normal School, and that 222 were in the preparatory school. The Normal School remained in operation until 1930 when it became Jacksonville State Teachers College, reflecting an increasing higher education role for the Institution. Five years later, the College earned regional accreditation from the Southern Association of Colleges and Schools. In 1957, the name again changed to Jacksonville State College when the first graduate program -- the master's degree in elementary education -- was created. On August 2, 1966, the State Board of Education was authorized to elevate the College to university status. On August 17, 1967, the Legislature established an independent Board of Trustees for the University and divested jurisdiction from the State Board of Education. Jacksonville State University has been served by eleven presidents: James G. Ryals, Jr. (1883-85); J. Harris Chappel (1885-86); Carlton Bartlett Gibson (1886-92); J. B. Jarrett (189293); Jacob Forney, IV (1893-99); Clarence William Daugette (1899-1942); Houston Cole (194271); Ernest Stone (1971-81); Theron E. Montgomery (1981-86); Harold J. McGee (1986-99); and William A. Meehan (1999-present). Jacksonville State University has developed into a modern regional university serving Northeast Alabama on a 459-acre campus with 58 buildings. Through its programs of teaching, research and service, Jacksonville State University has served the region and state for 120 years. 4 Jacksonville State University Mission Statement Jacksonville State University is a public, comprehensive teaching institution that provides educational, cultural, and social experiences for a diverse undergraduate and graduate student population. This was made possible through the support of the Jacksonville city fathers, the administration of Jacksonville State University, the Peace Officers Standards and Training Commission and the Alabama Law Enforcement Planning Association. The Academy is one of five regional academies in the state, which provides basic law enforcement training for newly employed law enforcement officers. The basic course consists of twelve weeks of intense classroom and field training. The Academy currently conducts three basic courses a year. 668 officers have been certified as arresting officers at the Academy in the last five years. The Academy also conducts numerous advanced law enforcement courses. The Academy has trained 2773 officers in various law enforcement subjects in the last five years. As a result of the attack on our country in 2001, the Academy was tasked with developing a force protection training program for the Alabama National Guard. This program has provided training for 338 National Guard personnel for duty in the war against terrorism. The Academy is constantly striving to upgrade the quality and availability of training for officers and agencies. The University mission is supported through the provision of continuous learning opportunities to enhance health, social, intellectual, and leadership qualities by extending knowledge, skills, and educational resources to the region. JSU Continuing Education originated in its present form in 1990 with public programming beginning in 1991. The first year’s enrollment was approximately 1800 participants and the first catalog was of newsprint quality including 12 pages of information. In 2003-2004, enrollment increased to 9,241 generating 38, 817 contact hours in 434 classes. Today’s catalog is a professional product with an enamel cover consisting of 36 pages of class offerings and information. Over 50,000 catalogs are distributed to homes in the region with 10,000 more delivered to business and industry clients. Programs conducted have increased to include personal enrichment classes, professional development classes, certificate programs, initial prelicense classes, license renewal classes, on-line offerings, customized business and industry training, academic and athletic summer camps and client camps. 2004 brought the first Auctioneer School with 14 students graduating in January, 2004 and 7 students graduating in August, 2044. The Auctioneer School is now approved in the states of Alabama and Georgia. Continuing Education also takes pride in its partnerships with agencies and associations. One of these partnerships is with the East Alabama Regional Planning and Development Commission to plan and provide seminars throughout the year to public officials and employees. Also, JSU Continuing Education is a member of a three-university partnership known as the University Partnership for Alabama Continuing Education (UPACE) that provides certificate programs to the Alabama Association of County Engineers and the Alabama Association of County Administrators as well as the Alabama Association of Chiefs of Police. There are over 600 individuals involved in the Certificate programs offered through the UPACE partnership. Wallace College of Nursing and Health Sciences Wallace Hall - Home to the College of Nursing and Health Sciences The Nursing Center Clinic (NCC) is a primary care center which has a threefold mission: 1. To provide a facility for nursing students to develop clinical expertise 2. To provide a viable source of health care services to the citizens of the community 3. To provide a means by which faculty may maintain their primary health care skills The NCC opened in 1979 and has provided a nontraditional approach to the health care system. It has served as a model for nurse-managed health care and focuses not only on illness and disease, but also on prevent health practices that will maximize the health potential of the clients. Two satellite preventative clinics have been open in adjacent communities under the umbrella of the NCC. The clinics provide an environment for student nurses to grow autonomously while developing clinical experience. With the scope of the nursing role changing, the primary care/community setting provides an additional dimension to the student's knowledge base. Services offered include economic impact studies, marketing research, business research, and various forms of applied research. By utilizing the University's resources, contractual costs are made affordable to clients. Over the years, the JSU CED has concentrated on developing niches that would enhance the lives and economic development of Alabama that are not provided by other institutions in the state. Evidence of this is the Center's 1990 first place national award for developing the first state-wide retiree attraction program which has been duplicated by various states such as Mississippi, Louisiana, and Arkansas. In recognition, the Center is the national headquarters for the American Association of Retirement Communities and coordinates annual conferences. JSU CED is the provider and depository of more primary research on this subject than any other place in the nation. The Small Business Development Center (SBDC), under the auspices of the CED, has established itself as one of the leading SBDC's in the state. This is evidenced by the national recognition of clients such as Carolyn Minerich, owner of Carmin Industries in Jacksonville, Alabama, and our associate director being selected as the 2003 Alabama State Star. The SBDC assists over 1,600 small businesses and individuals each year for counseling and training. These services are provided at no cost and the success of the program is measured by these businesses contributing to the economic vitality of Alabama. The SBDC is a designated Procurement Technical Assistance Center and provides counseling and bid opportunities to clients which assist them in doing business with the government. The JSU CED's goal is to promote economic growth and development in the state. Whether starting a business, managing an existing business, or providing economic development research, the JSU CED is a valuable resource in Alabama. 73 Jacksonville State University – Gadsden Joe Ford Center for Economic Development Since 1972, Jacksonville State University has offered courses at its off-campus site in Gadsden, AL. This has enabled hundreds of students to pursue degree programs who may not otherwise have had the opportunity. Jacksonville State University in Gadsden provides professional, liberal arts, science and other needed academic preparation at the upper division and graduate levels. Developing its programs in collaboration with departments on the main campus, JSU-Gadsden strives to respond to the educational needs and concerns of its students residing primarily in Etowah and contiguous counties: Blount, Cherokee, Dekalb, Marshall and St. Clair. JSU-Gadsden's scheduling consists mostly of late afternoon and evening classes tailored to meet the needs of working adults. Keeping with Jacksonville State University's overall mission, JSU-Gadsden seeks to offer members of this constituency access to knowledge and skills that will enable them to be both professionally competent and broadly educated contributors to their communities. JSU-Gadsden serves the Etowah County area by providing classroom space for offerings through the JSU Continuing Education department.
