The study uses primarily census data to report on the extent of immigration, the size and diversity of the population, historical trends, residential settlement patterns including port-ofentry neighborhoods, and maps and tables detailing the characteristics of 25 major immigrant groups. • • • Among the findings in this report: • Some 1.4 million immigrants live in metro Chicago, representing nearly 18 percent of the region’s population. • The number of immigrants in the region grew by 537,000 in the 1990s. • The leading countries represented include Mexico (582,028 persons), Poland (137,670) and India (76,931). • Metro Chicago ranks fifth nationally in the size of its immigrant population; among large metro areas, the Chicago area ranks ninth in the percentage of its population that is foreign born. • The leading centers of immigrant population are Chicago (628,903), Cicero (37,343) and Aurora (30,858). • In percentage terms, the places with the • • • largest percent of their population made up of immigrants are Stone Park (50.3 percent), Cicero (43.6) and Schiller Park (39.1). The leading “port-of-entry” neighborhood for new immigrants is a portion of Chicago’s Edgewater community that received 2,755 immigrants in just five years prior to the year 2000. Among the leading ports-of-entry are locations in Mt. Prospect,Arlington Heights, and Palatine. Nearly all net growth in the metro Chicago labor force in the 1990s was due to immigration. Immigrants contributed 252,049 or 93.8 percent of the 268,718 workers added to the regional economy in the decade. Immigrant poverty rates fell faster than those of natives in the 1990s. Their education levels increased significantly, even while they continue to lag behind natives in overall levels of educational attainment. Rates of naturalization and levels of English ability have declined, in part due to large numbers of recent arrivals. Only 1.5 percent of immigrants report receiving cash welfare, compared to 2.1 percent of natives. This report is available in PDF format at www.roosevelt.edu/ima/. The Metro Chicago Immigration Fact Book 3 Introduction For 150 years metropolitan Chicago has been one of the principal destinations of immigrants to the United States, a country largely defined by the contributions of immigrants from throughout the world. Unlike many American metropolises of the south and western portions of the nation, which were principally settled by native-born migration, a large foreign-born presence has been a hallmark of the Chicago area since its earliest days. Already in 1850, in the first decade after Illinois was awarded statehood in the union, some 40,000 immigrants lived in the six counties that constitute the current metropolitan area.1 By 1890 well over half a million immigrants resided in the sixcounty region. At that time, the immigrant population in Chicago was dominated by persons from northern and western Europe, principally Germans (161,000 individuals) and Irish (70,000). These immigrants provided the labor to foster the city’s phenomenal growth as a center for trade and manufacturing. Beginning in the 1880s the character of the immigrant population in the metropolitan region began to change as the sources of European immigration shifted to the east and west. New comExcept where noted, “metropolitan Chicago” in this report includes the six counties of Cook, DuPage, Kane, Lake, McHenry and Will. 1 munities of Russian Jews, Slavs and Italians became established. By 1910 some 122,000 persons from Russia lived in Chicago along with 45,000 Italians. Reaction to such diversity at the national level, however, led to severely restrictive legislation in the 1920s that nearly ceased immigration for more than four decades. It wasn’t until 1965 that immigration began to rebound in the Chicago area. New legislation passed in that year ended quota systems that had halted the previous immigrant streams and extended eligibility for immigrant visas to persons around the world without preference for particular nations.This set the stage for the arrival of immigrants from Asia, the Pacific Islands, Africa and other regions that had previously sent few persons to the U.S.As one example of the growth in Asian immigration resulting from the 1965 reforms, less than 600 Indian immigrants were located by the 1960 census in metro Chicago, while by the year 2000 nearly 77,000 Indians lived here, with metro Chicago the leading metropolitan destination of Indian immigrants to the U.S. Residents of Mexico, while not subject to the restrictive quotas of the mid-Twentieth Century, found expanding job opportunities in the Chicago area, and saw their population grow from 24,000 in 1960 to 582,000 in 2000. Polish immigration, a feature of the area for one hundred years, was further stimulated by diversity visas awarded to Eu- 4 The Metro Chicago Immigration Fact Book ropean nations in the early 1990s. Today the 1.4 million-strong immigrant population includes representatives from more than 100 countries representing all major world regions. Europeans constitute 26 percent of the immigrants,Asians 23 percent, and Latin Americans 47 percent. Along with the diversification of the immigrant population have come important shifts in the areas where they reside. Immigrants increasingly live in the suburban portion of metropolitan Chicago, which for the first time in history has a larger immigrant population than the city of Chicago. New immigrants are less likely to move to certain older port-of-entry neighborhoods in the city. For example, the historic Lower West Side (“Pilsen”) and South Lawndale (“Little Village”) areas, which have 100-year histories of receiving new arrivals have somewhat fallen from the ranks of leading destinations of immigrants, at the same time that neighborhoods in the Edgewater community area of Chicago’s north side have emerged as leading points of entry, as have parts of Mt. Prospect,Arlington Heights and Palatine, all in the northwest portion of Cook County, in communities largely developed after the Second World War. Immigrant arrivals have always had to learn English, find employment, accustom their children to American educational systems, and adjust to life here in myriad ways.The need to facilitate the economic contributions and social integration of immigrants has long been a primary goal of social service providers, philanthropic organi- zations, elected officials and others. In fact, the first publication commissioned by The Chicago Community Trust, in 1921, addressed immigrant integration, particularly in the Polish community. Today, with the racial and ethnic diversity and geographic dispersion of immigrants, the need to provide key services such as language instruction and citizenship education that allow immigrants to fully engage with American society are as important as ever. This publication is designed to provide persons interested in the immigrant communities of metropolitan Chicago with new data and information on the characteristics of those immigrants. The first portion of the publication addresses basic demographic questions about the size, growth, location and immigration status of the foreign-born population. The remainder of this report provides social and economic data on many of the largest immigrant groups. We selected these groups based on their having at least 9,000 persons in the region and having a population that has been augmenting in recent years; we also highlight certain regions of particular importance, such as Central America, the Middle East, and Sub-Saharan Africa. It is our hope that this objective information will increase public understanding of the immigrant community. The largest populations are from Mexico (582,000 persons), Poland (138,000) and India (77,000). Europeans are 25.7 percent of all immigrants, while Asians are 22.9 percent and persons from Latin America are 46.8 percent. In recent decades the rankings of the largest groups have shifted. Between 1990 and 2000 the number of persons from India surpassed the number from the Philippines, while immigrants from China surpassed those from Korea.The populations of certain European groups that experienced their largest immigration during what historians call the Second Great Wave of Immigration (1870-1920) continued a decades-long decline. These include Germany, Italy and Ireland. Other European groups experienced sharp growth, with the number of persons from Poland growing by 75 percent in the 1990s, and the number of Romanians growing by one third.The number of immigrants from the former USSR rose by 106 percent. But among major groups (i.e., those with more than 10,000 persons) the most dramatic increases were seen among Pakistanis (up 122 percent in the 1990s), Vietnamese (up 114 percent) and Indians (up 108 percent).The fastest growth overall was among persons from Ghana and Nigeria: beginning with modest population sizes in 1990, these groups increased by 182 percent and 168 percent respectively over the decade. The Mexican immigrant community more than doubled in the 1990s, and the rapid growth of this population combined with its already-large size in 1990 meant that Mexicans are an increasing proportion of all immigrants. The Mexican-origin share of metro Chicago immigrants rose from 30.8 percent in 1990 to 41.1 percent ten years later (Table 1). Metro Chicago Ranks Among Largest Immigrant Settlement Areas in Nation The six-county metropolitan Chicago area has a foreign-born population of 1,416,890. These persons represent 17.5 percent of the metropolitan Chicago six-county region, which consists of 8,091,720 persons overall. 6 The Metro Chicago Immigration Fact Book Table 1. Metro Chicago in this table is a 13-county area To compare metropolitan areas nationally we use the Census Bureau’s definition of complete metro areas. For metro Chicago, this is a 13-county area reaching into both Wisconsin and Indiana.1 When comparing metro areas across the country, the 13-county metro Chicago area ranks fifth in the number of foreign-born persons (Table 2). Among large metropolitan areas in the United States, i.e., those areas with at least one million residents overall, the metro Chicago area ranks ninth in terms of the percentage of its population that is foreign born. Again, to compare metro areas nationally, we use the 13-county definition of metropolitan Chicago. The foreign-born are 16.0 percent of this 13-county area. 2000. After declining from a previous high of 1.0 million in 1930, the foreign-born population has grown steadily in the last three decades, increasing by 61.0 percent in the 1990s (Figure 1). In the city of Chicago, the current number of immigrants — 629,000 — is well below the historical peak of 842,000 in 1930. The city’s immigrant population grew by 34.0 percent in the 1990s. Suburban Chicago has experienced dramatic growth among immigrants. In 2000 the population reached an all-time high of 788,000 persons, a number that surpassed the foreign-born population in the city of Chicago for the first time. The suburban immigrant population grew by 377,000 persons in the 1990s, an increase of 91.9 percent. (See Appendices 2 and 3 for historical data.) The Number of Immigrants Is Increasing: Particularly in Suburbs The immigrant population in metropolitan Chicago reached a record 1.4 million persons in 1 The counties include Cook, DeKalb, DuPage, Grundy, Kane, Kankakee, Kendall, Lake, McHenry, Will (Illinois), Kenosha (Wisconsin) and Lake and Porter (Indiana). Immigrant Percent of Population Growing: Remains Below Historical Highs In terms of the percent of the overall population that was born in another country, the metropolitan area has experienced fairly steady declines since the 1850-1870 period. More than half the population of Stone Park in western Cook County is comprised of immigrants, the highest percent among all metro Chicago places. Immigrants are 43.6 percent of Cicero residents, and are more than one-third of the population in 15 places throughout the region (Table 5). (See Appendices 4 and 5 for historical data on places and Chicago community areas.) Immigrants Constitute Large Populations in Numerous Communities More than 20 places in the metro area have more than 10,000 immigrant residents. After Chicago, with 629,000 immigrants, some 37,000 immigrants reside in Cicero, 31,000 in Aurora, and Figure 2. This information is important because with the ongoing devolution of social policy control from the federal government to the states (for example, with regard to welfare reform), legislators at the state government have increasing control over policies and programs that affect immigrants. Illinois has 118 House of Representatives districts, and of these districts nearly half, 55 districts, have 10,000 or more immigrants. Among the 59 State Senate districts in Illinois, nearly half (26) have 20,000 or more immigrant constituents. (Appendix 6 provides these statistics for each district.) Of the 55 house districts with 10,000 or more immigrants, 31 are represented (in spring 2000) by Democratic representatives and 24 have Republican representatives.Among senate districts with 20,000 or more immigrants, 15 have Democratic and 11 have Republican senators. Statewide, a majority of immigrants (63.1 percent or 964,331 persons) live in Democratic house districts as of spring 2000.Well over a third (36.9 percent or 564,712 persons) The Metro Chicago Immigration Fact Book 11 are in Republican house districts (Figure 3). Immigration Maintains Population Size in Cook County Metropolitan Chicago grew by 11.4 percent in the 1990s. Approximately two-thirds or 76.5 percent of population growth in the period may be attributed to immigration. Even without immigration the area would have increased in size by 2.7 percent. Similarly, all metro-area counties with the exception of Cook would have grown in size without immigration, although immigration accounted for more than half of population growth in DuPage County. Immigration is a much more important demographic factor in Cook County than in the remaining counties of the area. While it is impossible to say whether the native born population would have declined in the total absence of immigration, it is accurate to note that the increase in the immigrant population in Cook represented 174 percent of population change in the county during the 1990s. Theoretically, the County of Cook would have lost nearly four percent of its size in the 1990s without immigration. — areas receiving large numbers of new immigrants — is expanding while the location of these neighborhoods is shifting across the region. In 1990 there were 24 neighborhoods with at least 1,000 immigrants who entered the U.S. in the last five years. By the year 2000 the number of such neighborhoods grew to 48 (Table 7). Top Port of Entry in Metro Chicago Is in Edgewater Community Area of Chicago In 2000 the top port-of-entry neighborhood in metropolitan Chicago was an area in the Edgewater community area of Chicago bounded on the north by Sheridan Road (at a point where Sheridan travels westward), on the south by Thorndale Avenue, on the west by Broadway Avenue and on the east by Lake Michigan. Some 5,838 immigrants live in that area, with 2,755 having arrived in the last five years. It is a highly diverse area. Of the overall immigrant population regardless of time of arrival, the largest groups were from Europe/Former USSR (2,046), Asia (1,684) Latin America (1,138), and Africa (930). Its total immigrant population is 5,423 persons, with top groups including Latin America (3,334), Asia (1,237) and Europe/Former USSR (821). ed in Chicago community areas of Avondale, South Lawndale, Lincoln Square, West Ridge, Albany Park, Rogers Park and the Lower West Side. In 2000 the top ten neighborhoods included sites in Edgewater, Mount Prospect/Arlington Heights (where a neighborhood extends across municipal boundaries), and Palatine. Immigrant Enclaves Show Lower Socioeconomic Status Immigrants living in close proximity to other immigrants benefit from contact with their fellow country members.They have access to advice and assistance on navigating American society, and are more likely to be able to locate retail shops, community organizations, churches and other institutions that provide support. At the same time, as immigrant density increases, socioeconomic conditions become relatively lower. As the immigrant percentage of a neighborhood grows, poverty levels are generally higher, high school completion rates are lower, and Ports of Entry Are Shifting to Suburbs A growing proportion of port-of-entry neighborhoods are outside of Chicago. In 1990 only three of 24 or 12.5 percent of port-of-entry neighborhoods getting at least 1,000 new arrivals in the last five years were located in the suburbs, but by 2000 the suburbs accounted for nearly a third (29.2 percent) of areas with large numbers of new immigrant arrivals (14 of 48 areas). As seen in the accompanying tables, in census tracts of metro Chicago where immigrants are at least 50 percent of the population, the overall poverty rate of those tracts is 22.2 percent.When the analysis is expanded to include tracts where immigrants are at least 25 percent of the population, only 12.0 percent of persons in those tracts are in poverty.This pattern may be seen across the three indicators of poverty, education and rent, and across the three largest immigrant groups in the region. The relatively low socioeconomic conditions of immigrant enclaves may be due to the presence of many new arrivals who have not had time to secure greater education or a higher paying job.The data suggest that policymakers and social service providers seeking to address conditions in the immigrant community should focus programs and initiatives on areas of high immigrant density. Role of Immigration in Labor Force Change Nearly all net growth in the metro Chicago labor force in the 1990s was due to immigration. Immigrants contributed 252,049 or 93.8 percent of the 268,718 workers added to the regional economy in the decade. Nearly half — 48.7 percent — of the job expansion was filled by persons born in Mexico. Immigrants were one in five or 20.2 percent of all workers in metro Chicago in the year 2000. They were 39.0 percent of production/transportation/material moving workers, 29.1 percent of service workers, and 25.3 percent of construction/extraction/ maintenance workers. Immigrants are 35.3 percent of all manufacturing industry workers. AfricanAmerican workers grew in number by 31,217, native-born Latinos by 57,166, and native-born Asians by 10,667. grants, with 6.2 percent of the estimated nationwide total of 7.0 million undocumented immigrants living in Illinois. Another perspective on undocumented immigration may be obtained by comparing census data and legal immigration data. The U.S. Census Bureau, while conducting its decennial census in March 2000, asked respondents in Illinois to report if they were immigrants who entered the U.S. in the 1990s.Approximately 688,000 persons reported immigrating in this period. On the other hand, the U.S. State Department issued about 475,000 legal immigrant visas to persons coming to Illinois in the 1990s.The discrepancy of these two data items — persons volunteering to the Census Bureau that they recently arrived compared to persons actually getting a legal immigrant visa — is mostly explained by undocumented immigration. The extent of undocumented immigration is largest among persons from Mexico. Nearly 75 percent of Mexican immigrants who arrived in Illinois in the 1990s appear to be undocumented. This represents a ratio of 3 undocumented to each legal arrival. The portion of 1990s arrivals who are undocumented is approximately 31 percent for all immigrants, 27 percent for Asian im- Significant Undocumented Immigration Occurred in the 1990s The U.S. Bureau of Citizenship and Immigration Services (formerly the U.S. Immigration and Naturalization Service), estimates that 432,000 undocumented immigrants resided in Illinois in the year 2000.1 Illinois ranked fourth among states in the number of undocumented immi1 “Estimates of the Unauthorized Immigrant Population Residing in the United States: 1990 to 2000” Washington, DC: U.S. Bureau of Citizenship and Immigration Services. The Bureau generally defines unauthorized immigrants as those who “entered without inspection or who violated the terms of a temporary admission and who have not acquired legal permanent resident status or gained temporary protection against removal.” 16 The Metro Chicago Immigration Fact Book migrants, and 21 percent for European immigrants. Some 87,000 persons reported to the Census Bureau that they immigrated in the 1990s, lived in Illinois, and came from areas of the world apart from Mexico, Europe or Asia. However, about 162,000 legal immigrant visas were granted to persons to these persons from other areas. The low number reporting their presence to the Census Bureau is most likely due to undercounting of that population in the census.2 Figure 5. With regard to Mexican, European and Asian arrivals in the 1990s, an adjustment for census undercounting would increase the estimated percentage that reside here without authorization. 17 The Metro Chicago Immigration Fact Book Country of Origin Maps and Data Tables 18 The Metro Chicago Immigration Fact Book Socioeconomic Profiles and Residential Profiles of Immigrant Groups In this section we provide data for 25 foreignborn groups that have populations of at least 9,000 persons in the metropolitan area. For each group we provide a set of social and economic data for 1980, 1990 and 2000. Accompanying maps provide an understanding of where the various groups reside in the region.While numerous observations may be made of the data in the following pages, some highlights are as follows: Immigrant Poverty Rate Falls The overall poverty rate among immigrants fell in the 1990s from 13.0 percent to 12.1 percent. This decline outpaced the drop in poverty among natives, among whom 10.9 percent were in poverty in 1990 compared to 10.2 percent in 2000. Education Levels Increase; Still Below those of Natives Some 61.7 percent of immigrants have a high school degree compared to 86.0 percent of natives.The college completion rate of immigrants is 24.6 percent compared to 31.7 percent for natives. Immigrant education levels have improved over the last decade, however.The percent of immigrants with a high school education, for example, grew from 49.3 percent in 1980 to 57.3 percent in 1990 to 61.7 percent in 2000. Immigrants with a bachelor’s degree increased from 16.6 percent in 1980 to 20.1 percent in 1990 to 24.6 percent in 2000. Marked Differences Are Seen Among Immigrant Groups Significantly different levels of education, income and other socioeconomic indicators may be observed among the various national-origin groups that make up the immigrant population. For example, poverty rates range from 23.1 percent among persons from Bosnia and Herzegovinia (many of whom are refugees) to only 2.2 percent of Filipinos. Some 65.8 percent of immigrants from India have a college degree compared to only 3.4 percent of immigrants from Mexico. The extraordinary diversity among immigrants must temper generalizations of them as a group, even while it is helpful to examine overall immigrant characteristics to understand the role of immigration in American society. Public Assistance Use Falls In the era of welfare reform, use of cash welfare by immigrants has fallen rapidly, as it has among natives. Only 1.5 percent of immigrants receive welfare compared to 2.9 percent ten years earlier. Similarly, some 2.1 percent of natives get welfare compared to 4.6 percent ten years earlier. Recent Arrivals Represent Large Portion of Immigrant Population Persons who arrived in the U.S. within the last ten years account for 45.2 percent of all metro Chicago immigrants. This is an increase over the findings of the 1990 and the 1980 censuses, reflecting relatively high levels of contemporary immigration. Naturalization Rate and English Proficiency Lower Naturalization rates among the immigrants of metro Chicago have fallen.About 39.2 percent of immigrants had become citizens in 2000 compared to 44.1 percent in 1990. (The majority of noncitizens are legal permanent residents.) The Metro Chicago Immigration Fact Book 19 English proficiency has also declined. Some 68.7 percent of metro immigrants report speaking English “well” or better in 2000 compared to 73.3 percent in 1990. Naturalization and language proficiency rates are sensitive to the presence of large numbers of recent immigrants in the population, who have not met the five-year waiting period to become a citizen,
