Importer Security Filing (ISF) Program
Customer ISF Filing Status
Title 19, Part 149, Sec. 149.1 (a), extract: “Importer Security Filing Importer. For
purposes of this part, “Importer Security Filing (ISF) Importer” means the party causing
goods to arrive within the limits of a port in the United States by vessel.”
Title 19, Part 149, Sec. 149.2 (a), extract: “Importer security filing required. For cargo
arriving by vessel … the ISF Importer … must submit in English the Importer Security
Filing elements … within the time specified …” [no later than 24 hours prior to cargo
lading on board vessel]
Amber Freight has developed an internal Importer Security Filing program that will assist
its customers in submitting their ISF Filings to CBP. In order to assist you to determine
the procedures that best fit your requirements, please select the following ISF filing
process applicable to your needs.
1. Customer will file ISF directly via Amber Freight’s USA ISF Web Portal: the
customer elects to handle all ISF filings directly by entering required data in Amber
Freight’s web-based ISF program. Customer will create or complete ISF filings, and
transmit them to CBP; including handling any reject messages, do not load messages,
amendments, or deletions.

2. Customer will have Amber Freight handle their ISF filings: the customer elects to
utilize Amber Freight to handle their ISF filings. Amber Freight will receive booking
information, obtain ISF data elements, create ISF filings, and transmit them to CBP;
including handling any reject messages, do not load messages, amendments, or
deletions.

3. Customer will file ISF directly: the customer elects to handle all ISF filings directly
or with a third party ISF Filer. Booking information will be provided via the ISF
Booking Form that can be retrieved from FastTrack Documents on each house bill of
lading in Amber Freight service.
