RECOMMENDATION
It is respectfully recommended that the City Council adopt thc attached Resolution approving the
submittal of a Recycling Market Development Zone (RtvlDZ) renewal application that includes the City.
of Glendale.

SUMMARY
Since 1994 the City of Glendale has been one of 12 cities that are part of the County of Los Angeles
Recycling Market Development Zone. The Zone also includes the unincorporated areas of the County.
The RMDZ designation will expire on July 31, 2004, if it is not redesignated by the California
Integrated Waste Management Board. In order to remain included in the RMDZ, the State requires that
the jurisdictions in the RMDZ pass resolutions approving their continued inclusion in the Zone.
Approval of the attached Resolution will allow the City to remain in the RMDZ.
FISCAL IMPACT
The City pays dues of $1,500 per year to the County of Los Angeles for their administrative costs in
administering the Zone. Funds for this purpose have been included in the budget of the Integrated
Waste Management Section.
BACKGROUND
On December 6, 1994, the City Council approved the inclusion of the City of Glendale in the County of
Los Angeles request to the California Integrated Waste Management Board for designation as a
Recycling Market Development Zone (RMDZ). The purpose of the County's RMDZ is to increase the
local market for recycled materials by making manufacturers of recycled-content products located in the
RMDZ eligible for low-interest loans and other technical and financial assistance. Besides Glendale, the
other cities in the RMDZ are Burbank, Carson, Commerce, Compton, El Monte, Montebello, Pasadena,
South El Monte, South Gate and Vernon. The cities of Los Angeles and Long Beach have their Own
separate RMDZs.
Since the creation of the Zone, a wide variety of businesses have utilized the RMDZ program to increase
their operations in the RMDZ. Of particular note are Los Angeles Fiber Company, a Vernon-based firm
that is a leading recycler of carpet and used clothing, and a plastics recycling firm in Burbank.
As part of its State-required Source Reduction and Recycling Element, the City of Glendale is required
to continue to reduce the amount of its waste disposed in landfills by fifty percent. Participation in the
RMDZ program is considered by the State as one way for cities to show good faith in their efforts to
meet this waste reduction mandate.
Approval of the attached Resolution is recommended to allow the City to continue to be part of the
County of Los Angeles RMDZ past the July 31, 2004, deadline for redesignation.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF GLENDAlE, CALIFORNIA, SUPPORTING RENEWAL OF THE
COUNTY OF LOS ANGELES RECYCLING MARKET DEVELOPMENT ZONE
WHEREAS, the California Public Resources Code Section 42010 provides for the
establishment of the Recycling Market Development Zone (RMDZ) program throughout the
State to provide incentives to stimulate development of post-consumer and secondary materials
markets for recyclables; and
WHEREAS, the County of Los Angeles RMDZ includes the cllIes of
Glendale, Burbank, Carson, Commerce, Compton, Commerce, EI Monte, Montebello, Pasadena,
South El Monte, South Gate and Vernon and the unincOlporated areas of Los Angeles County;
and
WHEREAS, cities and counties must meet a fifty percent reduction in landfill waste
disposal as mandated in the California Integrated Waste Management Act; and
WHEREAS, the County of Los Angeles RMDZ is dedicated to establishing, sustaining
and expanding recycling-based manufacturing businesses, which is essential for market
development and to assist local jurisdictions in meeting waste reduction goals; and
WHEREAS, the County of Los Angeles RMDZ designation will expire on July 31, 2004,
unless re-designated by the California Integrated Waste Management Board; and
WHEREAS, the City of Glendale still desires existing and new recycling-based
manufacturing businesses locating within the region to be eligible for the technical and financial
incentives associated with the RMDZ program; and
WHEREAS, the renewal of the County of Los Angeles RMDZ is still necessary to
facilitate local and regional planning, coordination, support of existing recycling-based
manufacturing businesses, as well as attract private sector recycling business investments to the
region; and
WHEREAS, the current and proposed waste management practices and conditions are
favorable to the development of post-consumer and secondary waste materials markets;
NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of Glendale
approves the submittal of a Recycling Market Development Zone renewal application that
includes the City of Glendale.
