  RCM and CBM began with the Airline Industry in the 1970s and was adopted by NAVSEA
  soon after. CBM underpins today’s Navy ship maintenance policy.

           CBM+ is DoD Policy
• DoDI 4151.22, Condition Based Maintenance Plus (CBM+)
  of 2 Dec. 2007 states…
   – “CBM+ be implemented into current weapon systems, equipment
     and material sustainment programs where technically feasible
     and beneficial.”

   – “CBM+ is the application and integration of appropriate
     processes, technologies and knowledge-based capabilities to
     improve the reliability and effectiveness of DoD systems…”

   – “CBM+ is maintenance performed on evidence of need provided
     by reliability centered maintenance (RCM) analysis and other
     enabling processes and technologies…”

   – “…it should be noted that optimization of sensor requirements is
     rooted in RCM analysis. That is, RCM is the backbone of CBM+;…”

Training is fundamental to success…

    – NAVSEA Policy requires use of RCM in development of
      all maintenance requirements
    – RCM Certification program establishes standards of
      knowledge and application
        • Level I – Basic fundamentals and “Backfit” process
             – Two day course of instruction – also provided at MERs
        • Level II – “Classic RCM”
             – One week course of instruction
        • Level III – Train the trainer
             – Two week course of instruction for USN employees
