Corax translation from LandOnline Bulk Data Extract

Description of LandOnline Bulk Survey Data Supply Translation
The LandOnline data is supplied as a few huge text files that contain the survey records. The data is a
dump of tables and coordinates held in latitude, longitude (with a 160 decimal degrees offset) in
NZGD2000 datum. The whole of New Zealand and offshore islands is contained in a random order in
the files. The tables total about 30 Gbytes.
There are two documents describing the tables and the relationships between them available as Adobe
PDF files from the LINZ web site. The Introduction contains some useful diagrams of the relationships
for linking and joining tables.

Corax is a translation of the following datasets as described in the Introduction:
          Roads and Addresses
          Parcels
          Survey
          DCDB mappings
          System shared tables
Note that the detailed survey source records, marks, nodes and adjustments are not included.

Comparison with the former DCDB

Landonline is the survey data
LandOnline is very different from the Geovision DCDB in its purpose. Instead of being a map based
index of hardcopy survey plans, it is the survey plans. Records of marks and observations will be
loaded for new surveys, and back-loaded for selected urban and developed rural areas.

Planar Topology not stored
To keep it simple for survey update and adjustment transactions, planar topology is not maintained
dynamically. Many of the earlier spatial and direct relations between features are not maintained, and
many of the DCDB attributes have been discarded or are held differently. Parcels are generated into a
SDE shape table from the source marks and vectors as closed rings (possibly multiple) of lines.
Adjacent polygons duplicate the previously common boundary from different sources. Featurecodes are
not stored for boundary lines.

DCDB polygons preloaded
To have a location for existing attribute records such as title number, the DCDB parcels have been bulk
loaded directly into the shape tables to get started. These interim DCDB sourced shapes will be
gradually replaced with more accurate coordinates sourced from digital field books as they are loaded
into the marks and vectors tables and the parcel shapes regenerated. As this is done the interim DCDB
attributes will be lost. The plan is to drop these tables in the future. Therefore these attributes are
ignored in the Corax translation. Instead they are recalculated from the new structure so that new
parcels have populated featcodes.

Relationships maintained focus on surveying details
Such as the work order, surveyor name, status of a new subdivision, marks and observations. Attributes
for subsequent GIS applications are no longer maintained such as address ranges, boundary attributes.
Many of the complexities of land ownership are now handled better, such as strata titles, easements and
statutory actions.

New relationships are available
The most important one is the titles table. This provides a reliable link to ownership and rating
assessments.

Adjustments will be made
To create a complete network of adjacent parcel boundaries, adjustments will be made to source marks
so that adjacent boundaries will move with a new more accurate survey. This was intended for the
DCDB, but was halted when it was found to not be rigorous enough and inconvenient to users.

SUFI is replaced with SUE
This appears straightforward, but there is no such field as SUE. Each feature table as a unique record
number called ID with an independent series. To make it clearer each of these ID primary keys is
renamed by prefixing with the table ID which also then matches the foreign key name in related tables.
So the Parcel ID (SUE) is named PAR_ID and the road centreline ID (SUE) is called RCL_ID. We can
expect to find PAR_ID 1 and RCL_ID 1 whereas the SUFI was unique across the DCDB database.
 A huge lookup table is provided to translate every feature from the original SUFI to the corresponding
ID.

Only the SUFI for PAR_ID is loaded because this has traditionally been used as a key to the valuation
roll. There is now a many to one relationship between the two keys because the new PAR_ID is truly a
parcel identifier rather than a polygon feature identifier as the SUFI is defined.

Licence required
While there is no licence fee from LINZ, Crown copyright is retained, so an equivalent licence is
required for this supply called Corax (a pun on an acronym and the name of my boat). Resupply of
Corax to third parties is reserved, details in the licence agreement.

New Architecture
The existing DCDB structure could be recreated simply because the initial data has been loaded from
the DCDB. But this is not so simple with new parcels and it does not take best advantage of the
improved structure in Landonline.
There is a different goal with the new structure. Because the data is likely to be updated more
frequently, (say monthly or quarterly instead of annually) users may only need a replacement dataset
instead of maintaining interim editing layers. This can simplify the design enormously. No need for
audit trails, backups, transactions, multi-user editing, dynamic indexes. Data can be stored in a
read-only structure so it does not require a database manager thus reducing the holding costs even
further.

Retain the best features of the Geovision DCDB format.
The apparently simple option is to translate a subset of the records (the current parcels) as simple
shapes without topology. If you only want to do basic mapping and no analysis, then you may not use
topology. However, LandOnline is designed for surveying, not GIS, so if you need to process the layers
to suit your GIS or alternative mapping needs, topology will certainly be very useful.
The trouble with this simple view is that it does not model the reality of parcel ownership very well. It
ignores easements, strata titles, crossleases, flat plans, partial release, proposed subdivisions and all the
messy exceptions that have developed over the years, which LandOnline handles better than the
previous simple design. But the new design discards boundary codes and many other codes that have
been used in the past. Corax recalculates these codes.

ArcInfo Regions and Routes.
To allow for overlapping parcels in related tables and non-topological polygons it is possible to load
the underlying shapes as regions into ArcInfo in a single layer with other regions representing parcels,
strata titles and easements. Overlaps among the regions are handled internally automatically. This is a
very powerful model because it combines planar topology and the overlapping areas so that clever
analysis and extraction can be done using standard tools.
Similarly roads and railways supplied in the same layer are possible to model using a route system,
but that is very inconvenient for everyday use because roads have addresses and railways do not. The
simple alternative is to have a railway layer and a separate road layer.

ArcInfo Coverage Layers
The alternative to regions is to separate out the primary, secondary, tertiary… parcels into separate
layers for ease of manipulation as separate planar polygon layers and then recombine again later if
necessary. This is often all that is required if a background layer is the only requirement. In fact there
are very few parcels that are not primary, so they are grouped into an OTHER parcel layer.

Because shapes (or SDE polygons) do not store boundary attributes in the way that ArcInfo users are
used to for combined polygon and linear networks (a NET coverage) you cannot analyse the base layer
using boundary attributes. For example find the road boundaries. This means that it is not easy to find
adjacent polygons bounding a common line until planar polygon topology is built.

The simple alternative to a route system of LandOnline “road centrelines” (!) is to have a railway layer
and separate road layer, walkway layer.

Because the other layers overlap the primary layer (by definition) and can potentially overlap each
other, they are also supplied as a region. This enables full analysis of the overlaps to be preserved and
used in all applications if required.

Shape architecture.
Having all shapes in a single table is possible because a layer view can be defined in ArcGis software
as a combination of attribute and extent in the geodatabase. This is the CRS design. The same
technique can be used in ArcView with some performance degradation by having each theme as a
defined layer to create a theme from the combined shapefile. It requires uses to be familiar with the
data every time a layer drawn. Alternatively current, primary parcels could be separated out
permanently into a base layer which is the view that most non-survey users require.

It is easy to create a shape file from more rigorous coverage layers, so this is left to the user. Note that
related tables should be linked rather than joined to allow for the one-to-many relationship. To join the
tables, it is important to select out the required single record per feature eg primary, current parcels, or
the latest gazette reference.

Geodatabase architecture
Since the CRS is stored in Informix Database and SDE is used for retrieval, it would seem odd that we
simply do not get a “geodatabase dump”. There is no such thing yet. You need to load shape files or
coverages into your own geodatabase structure and rebuild topological relations after bulk loading. If
you need to build a polygon layer, then it is likely that you will have to CLEAN the data before you
load it. Consider how you will exchange your own data. A geodatabase?? There are a number of
awkward problems to solve related to shape files having dBase limitations.

Complex design or simplify?
In a database system there is little penalty having multiple attribute tables for different feature types in
each layer,if a single feature is being displayed in a form, but for simple map queries that view all
records simultaneously this is very clumsy or impossible. The solution is to split the features into one
layer per type (a theme) or de-normalise the tables and store all fields on all features.

Earlier version of SDE allowed polygon and linear features to be mixed in the same tables. This is not
an easy structure to use, so the Linear parcels have been separated into a different layer. These are still
related back to all the other polygon indirect tables for attributes.

Coordinates in NZMG, NZTM or Decimal Degrees?
The source coordinates are completely unusable in the supplied form. They cannot be referenced with
any other data, or even projected. Therefore as a minimum they will be converted to latitude/longitude
in decimal degrees in NZGD2000.
Most users will prefer projected layers, so the standard option is to convert the datum to Geodetic 1949
and project into NZMG, and later (in a year or two) to project to NZTM as the country switches over.
The datum conversion uses the grid adjustment supplied by LINZ to keep the conversion within 0.2
metres error across New Zealand. Offshore Islands are outside NZMG range.

Layers extracted

Parcel Network
This is the equivalent to the original DCDB parcels layer rebuilt for topology polygons and lines.
The primary key is almost the PAR_ID which nearly replaces the SUFI
The SUFI may be attached if the polygon was sourced from the DCDB.
Note that there would have been several SUFI numbers for a single parcel if it is a “multipolygon”, but
only one will be linked. For a group of islands in one parcel, they will all have the same PAR_ID
reference.
Road polygons do not have road names or a reference to them.
This layer is a composite from the lines file and parcel labels. It is not created from the parcel shapes
because CRS does not have any linear attributes on polygon shapes. But these do for a while

Strata Parcels
These are additional layers on top of the primary parcels. They may not have coincident boundaries.
They are copied into a separate coverage layer as well as remaining in the main layer as a region.

Covenant Lines
These are rights of way, walkways, tunnels, easements overlaying parcels. These are separated into a
linear parcel layer.

Address points
Simple points at the road frontage. A mixture of dwellings, flats and parcel address ranges. Incomplete.
Linked to the road name table for the road name by rna_id.

Road centrelines
Legal roads, with names, including walkways, named paper roads, and some private roads that are
sourced from topographic sources that have been defined as State Highways. A separate relation table
allows for up to three road names per centreline.

Railway centrelines
Mixed in with the roads, but are separated by the roadname type.

Walkway centrelines
Extracted from the road centrelines.

Plan points
One or more points for each survey plan issued, including all historic plans. These have attributes
extracted from the survey work table. New plans have more information.

Place name points
These come from the NZ Placenames database and are used to reference the name for hydrographic
features.
They are also useful to find localities with a search. Primary key FEN_ID

Related tables
These tables are supplied separately because they have multiple records.
Some tables are split because most attributes are empty and of limited interest.

Survey Plan Points
   Surveys have a work record and a name. New surveys have a date. No DCDB sourced plan points
    have a date.
   There may by multiple point records for a single plan.

Internal field references
There are a number of these fields supplied that have no external purpose. These will be deleted. They
are SE_ROW_ID, AUDIT_ID, PNXID, ACT_* in app1.crs, …

Memo Fields
There are a number of very long fields that are very sparsely populated with comments and other
details that are of limited use. These have been either dropped, truncated to a reasonable length or
separated out into an auxiliary table to reduce file sizes.

Incremental Updates
This can only be supported with a non-topological structure which is the internal LandOnline format
but is not the intent of this bulk supply. Incremental updates will be complex if coordinate changes are
required to be tracked to keep other layers such as services synchronised. A full GIS requires topology
for useful analysis.
The simplest method of detecting change is to compare your own existing layer with a new layer. There
is no other way of separating out spatial adjustments with attribute updates.

Field naming conventions
No spaces are allowed in field names. Names must start with a letter.
To fit into dBase fields, field names must be 10 characters or less with no special characters except
underscore. The user is responsible for renaming fields to fit dBase restrictions.
To fit into ArcInfo coverages, coverage names must be 12 characters and field names 16 characters or
less and avoid reserved names such as AREA.
CRS defines the primary key as ID in each table which is inconvenient in ArcInfo, so they have always
been named the same as the foreign key. Eg PAR_ID for ID in PAR1.CRS table. The user-id is not
used because librarian requires it, and it causes problems with joins.
When translating, all coverages start as the three character table code as their name. The user-id will
be the same as the primary key for initial loading of features and attributes. The primary key (tab_id)
will be duplicated as a separate item to allow for renaming the coverage.

Known problems
New parcels do not have a SUFI. If the parcel has been replaced by editing or subdividing, it will not
be able to linked to earlier matched records. The solution is to use a spatial match.

Some parcels may have the label outside the polygon. Eg groups of rocks. The parcels are now defined
using regions so there will be a group of polygons that reference the single label. There may be some
data errors where a boundary is not defined for a parcel. These are repaired if a label is present. They
are notified to LINZ for correction.

Legal descriptions have been assembled into a legal string from appellation fields, but some of the
abbreviations have not been expanded in full to keep the description concise. Use the lookup table
supplied to expand the remaining codes if required. Eg TOWNO for “Town Of”. Implied qualifier
“Blk” is inserted. Non standard legal descriptions are sourced from a different field so that all items are
populated.

Overlapping parcels

The list of parcels that still overlap in the primary parcel layer (if any) are supplied in parcel.m INFO
table.

If a current primary parcel overlaps another current primary parcel it is regarded as a data error. For
example a marine licence appears to fall into this category because it overlaps a hydro polygon which
perhaps should have the area subtracted.
Sliver polygons can result in an overlap, but these are eliminated after cleaning. They are retained as a
PERROR coverage for quality control purposes. Large polygons not eliminated are tagged as a
featcode of „error‟.

If an area exists inside the extract with no current primary parcel PAR_ID it is regarded as a data error.
Some of these can be automatically fixed if a parcel label from the separate PLABEL table is available.
Only a few dozen have been found in a database of over a million parcels.

Parcels now are a single reference, so a multipart polygon has one PAR_ID and many SUFI references.
The individual parts of the parcel are not separately identified. In the coverage they will have different
user_ids and the same PAR_ID. In the region they will be a single group with a single PAR_ID.

Statutory actions (gazette references) will have many references. It is not easy to identify the last
reference.
