1. Purpose of Job



The primary purpose of this post is to carry out security, cleaning and general

maintenance duties at the Assembly Rooms, and on occasions at the Pump

Rooms (including the Roman Baths and Museum) , and the Guildhall, including

cleaning of the buildings to a high standard, furniture moving and setting up and

striking of rooms for corporate and private functions and conferences.



As one of a team to contribute to the general management development and

review of the Service and Team, both in terms of services provided and staff in

accordance with the Council's Vision and Values, policy and other objectives. In

doing this to ensure maximum effectiveness and efficiency for the service.



2. Principal Accountabilities



a) Departmental



1. With the Pump Room Security & Operations Manager/Assembly Rooms

Supervisor to participate in the formulation of detailed Team objectives and

policies.



2. With the Pump Room Security & Operations Manager/Assembly Room

Supervisor to ensure the effective and efficient implementation of Council

policies and the achievement of the Council's objectives, including financial

ones.



3. To contribute to co-operative working across services in accordance with the

Council's Vision and Values. To contribute to cross-service initiatives as

required.



4. To assist in ensuring the Team's services are responsive to community and

customer needs and that equal opportunity and health and safety issues are

identified and addressed effectively.

5. To assist in ensuring effective external and internal working relationships are

established and maintained with organisations and agencies relevant to the

work of the Heritage Services team as a whole.



6. To ensure effective and accessible communication with staff, service users, the

general public and others as appropriate.



b) Functional



1. To ensure that the Pump Rooms, Roman Baths and Assembly Rooms

complexes are locked and secure out of opening hours. To maintain security by

controlling access to the building, checking identity of suppliers, contractors etc

and by remaining vigilant at all times.



2. To undertake regular patrols and checks of the complex and complete the

report form as laid down.



3. To be aware of the location and operation of all security and fire alarm systems

in the Pump Rooms, Roman Baths and Assembly Rooms complexes and to

respond to any alarms in accordance with the standard procedures.



4. To undertake setting up and striking of rooms for corporate and private

functions and conferences to the appropriate plans and specifications and with

the moving of furniture, including liaison with clients and event organisers as

necessary to ensure that ad hoc requests and changes are dealt with

satisfactorily. These set-ups and break downs frequently have to be completed

to very tight deadlines.



5. To undertake general cleaning duties as specified including the cleaning of

public toilets, including the unblocking of toilets and sewerage drains and

clearing up after corporate and private functions and conferences.



6. To undertake the completion of the associated paperwork regarding cleansing

and toilet cleaning.



7. To be responsible for the safe application and storage of any associated

chemicals used within the required tasks.



8 To undertake specific cleaning duties within the buildings including general

rubbish removal, the cleaning and removal of all types of debris in the Great

Bath, underground areas and generally throughout the site. This may require

the wearing of PPE such as face masks, gloves, overalls and safety helmets

etc.



9. To undertake cleaning of the Circular Baths, including the removal of coin and

notes, and the subsequent cleaning and counting of that currency. This may

require the wearing of PPE such as face masks, gloves, overalls and safety

helmets etc.



10. To undertake internal and external general maintenance duties around the

buildings as required. This may include working at height on ladders and

possible exposure to inclement weather conditions.

11. To transport equipment, furniture, retail merchandise and stationery to and from

the various sites. To maintain poster boxes in public locations around Bath as

necessary and replace the posters in them. This will involve driving a non LGV

(long wheel base high level) vehicle and overseeing the safe use of the vehicle

along with the associated paperwork (defect reporting, driver hours records etc).



12. To assist with environmental issues including undertaking the periodic cleaning

of the Great Bath, other Roman baths and drains, and the Kings Spring as

necessary.



13. To act as a security presence as required at any of the Service’s buildings,

including external patrols and entrance and exit security duties. To act as a

security officer role at evening functions as necessary. These duties will require

the postholder to become SIA accredited in accordance with current legislation.



14. To give advice and assistance to the public. A reasonable level of

communication skills is required to enable them to liaise with customers, clients

and members of the public.



15. To promote good relations with members of the public, Council Members,

clients, contractors and suppliers by carrying out the duties of the post in an

efficient, courteous and equable manner at all times.



16. To undertake such other duties and responsibilities as are specified and are

commensurate with the level of the post.

4. General



Uniform and PPE where necessary, will be issued. All necessary tools and cleaning

equipment, including unblocking and drain tools will be provided when necessary.



To undertake such other duties and responsibilities as are specified by the Assembly

Rooms Supervisor/Pump Room Security and Operations Manager and are

commensurate with the level of the post. This includes working at the Victoria Art

Gallery and 4 Circus as well as other locations as required.



Because of the need to operate the buildings on a 24/7 basis, including weekends and

bank holidays, shift work, flexibility and some out of hours working are required.



Employees at this level are expected to work with minimal supervision and to accept

responsibility for the direction of the work of trainees, agency staff and/or other

employees assigned to them.



Dimensions



Buildings:



- The Roman Baths and Pump Room complex is a Scheduled Ancient

Monument. The Pump Room is also a Grade I Listed Building.

- The Assembly Rooms belongs to The National Trust and is a Grade I Listed

Building.

- The Guildhall is a Grade I Listed Building. The Banqueting Room is the finest

Georgian interior in Bath.

- 4 Circus belongs to the F.G. Cooke (deceased) Trust and is a Grade I Listed

Building.

- The Victoria Art Gallery is a Grade II* Listed Building.



Service users – museum visitors:



- The Roman Baths receives c.840,000 visitors p.a. (2006/07). It is one of the

UK’s major tourist attractions and is a member of ALVA (Association of

Leading Visitor Attractions). Visitors from around the world pay high

admission charges and expect the highest standards of cleanliness and

presentation.

- The Museum of Costume receives c.100,000 visitors p.a. (2006/07) and is a

major regional visitor attraction. It is housed in the Assembly Rooms which

belong to the National Trust.



Service users – room hire clients:



- The postholders prepare the historic venues for around 300 functions p.a.

(2006/07) involving around 80,000 guests. Functions that need to be set up

include concerts, conferences, receptions, dinners, parties, lectures and

weddings. Because of the prestigious nature of the buildings, service users

expect the highest standards of cleanliness and presentation.

Cleaning:



- These duties range from routine cleaning of offices, corridors and behind-the-

scenes staff areas to the highly visible public areas and function toilets of the

prestigious venues managed by the Service.

- Some cleaning duties involve unpleasant tasks following certain functions,

including cleaning up broken glass, food, alcohol and vomit. On occasion

used needles are found in the function toilets and require safe disposal.



Security:



These duties include:



- Providing a uniformed security presence at building entry points including

conducting bag searches and other screening duties as necessary;

- Conducting exterior perimeter patrols of the buildings;

- Participating in the Bath city centre retail link security network.





Physical Effort.



The post holders are routinely and frequently required to undertake physical

manual work. This sometimes includes lifting heavy and / or bulky objects. The

unique nature of the ancient monument and historic buildings and the strict

deadlines imposed by daytime opening hours and evening corporate and private

hospitality requires a level of physical fitness sufficient for undertaking tasks of

the post on a sustained basis.



The post holders are frequently required to handle valuable historic objects and

furniture for which training is provided.





Working Environment.



The post is building-based but requires frequent attendance in diverse locations

from underground vaults to ceiling spaces and rooftops. The working

environment in some areas can be unpleasant, and in hostile environments such

as the Roman drains where staff can be in close proximity to the spa water.



The normal working pattern is a 37 hour week Monday to Sunday, covering the

period 07.00 am to 11.00 pm (day staff) and 11.00 pm to 07.00 am (night staff);

shift rotas will be arranged to cover these times.



These duties may require the wearing of PPE such as face masks, gloves,

overalls and safety helmets etc.



The work includes the safe handling and disposal of faunal remains such as dead

pigeons, seagulls and rats and implementing measures to control insect

infestation.

Health & Safety at Work



Employees at all levels (which for the purposes of this policy includes Councillors,

volunteers and contractors working for the Council) are charged under the Health

and Safety at Work, etc. Act 1974 with the duty of care for their own safety, the

safety of fellow-workers, and of any other person affected by the Council's work

activities. Employees also have a duty to co-operate with the Council to enable it to

carry out its responsibilities and not to interfere with anything organised to promote

health, safety and wellbeing. Thus, the Council looks to every employee to

maintain continuous awareness of safety requirements, alertness to existing or

potential hazards and awareness of the importance of working safely, minimising

risk and reporting hazards.
