ASEAN tests disaster response

23 Oct 2007, several
multi-storey residential
buildings collapsed at a
housing estate in Mandai. Deep
tunneling work carried out in the
surrounding areas was believed
to have caused the collapse. The
prevailing heavy downpour at the
incident site caused further alarm
as several residents were trapped
within the collapsed structures
– with fear of drowning. Sixty
people were confirmed dead
and about 1,000 unaccounted
for, with hundreds more
trapped. A state of emergency
was declared. Through the
ASEAN Co-ordinating Centre for
Humanitarian Assistance (AHA

What was this about?
This was all part of the third ASEAN Regional Disaster Emergency
Response Simulation Exercise (code-named ARDEX) conducted
by the ASEAN Committee on Disaster Management.
Held at Mandai Training Village on 24 Oct, ARDEX-07
focused on a disaster relief operation performed jointly by
Singapore as the host country, participating ASEAN member
countries, as well as invited teams from the United Nations
and other international organisations.
ARDEX-07 sought to practise, evaluate and review the
existing ASEAN Standby Arrangements and Standard
Operating Procedures (SASOP) in facilitating a close and
effective collaboration amongst member countries in tackling
a massive national disaster. More than 200 participants from
the region were involved in this exercise.
The last two exercises were conducted in Malaysia in Sep 2005
and Cambodia in Sep 2006.

related scenarios - a car bomb outside a place of worship; and a chemical agent
release at a school canteen.
The exercise allowed the clusters to validate their respective crisis response
plans and surface response gaps for improvement. It also provided
a platform for each cluster to emulate one another’s best practices in
dealing with the intricate and delicate socio-religious issues.
Phase IV – Consolidation The EP Day on 21 Oct marked the successful implementation of the project. This event,
graced by Mr Khaw Boon Wan, Minister for Health and MP for Sembawang GRC, also
witnessed the appointment of the Nee Soon South CARE team. The newly established
CARE team comprises volunteers who have participated in the project.
