Port of Seattle Customer Recovery and Clean Air Strategy Truck Program Fact Sheet April 14, 2009 The Port of Seattle is working to protect public investments in our harbor in the long term by implementing a plan to support our maritime cargo customers, helping them in the near-term to remain competitive in the face of an economic hurricane. Simultaneously, the Port is working to remove older, more polluting trucks off the road and provide truckers with financial incentives and assistance for driving newer or retrofit trucks that meet the Northwest Ports Clean Air Strategy emission goals. Customer Recovery Program The Port of Seattle’s Customer Recovery Program would temporarily reduce costs for terminal operators, helping them and the Port remain competitive during the current economic downturn. The Port will defer some rent and cargo volume payments, offer rebates on crane rental fees, waive some rail yard fees, and allow terminal operators to defer or reduce some lease acreage. The Port will defer collection of $4.3 million in fees until 2010; the remaining customer recovery measures will reduce the Port’s net operating income by $2.6 million for 2009. In return for these cost-saving measures, terminal operators have agreed to lease amendments implementing several of the Port’s sustainable business proposals, including: • • • Implementing the Port’s truck program (highlighted below); Formalizing the agreement to meet the emissions-reduction goals of the Northwest Ports Clean Air Strategy for cargo handling equipment by 2011; Addressing stormwater management, energy conservation, and spill response practices. Clean Air Strategy – Port of Seattle Truck Program Elements • The Port will contribute $2.3 million to the Puget Sound Clean Air Agency in support of their maritime emission reduction programs, including a buy-back and scrap program for pre1994 trucks. Truck owners will receive $5,000 or fair market value, whichever is greater, for their trucks. Trucks will then be scrapped, permanently removed from the road. The Port will develop a Small Business Assistance Program for independent owner/operators, led by the Office of Social Responsibility and facilitated by a Trucker Liaison position. 1 • • The Port will work with the trucking community to find resources to fund newer, retrofit trucks. These options will include: o The Cascade Sierra Solutions Bridge to a Better Future program – a lease program that helps truckers afford newer trucks and places $100 per month from lease payments into a savings account for future truck purchase. o Partnerships with institutions such as ShoreBank Enterprise Cascadia to provide long term/lower-interest financing options. o Working with truck manufacturers (Paccar, International, Freightliner, etc.) to seek preferential pricing and long term/lower-interest loans for Port program participants. The Port needs successful drivers, and drivers need a successful Port – that’s why we have been working for more than a year with key stakeholders, including drivers. It’s important to craft a solution that meets recognizes the difficult economic conditions faced by some in the trucking industry – keeping them in business while creating cleaner air for our communities. 2
