Salary: Up to $80,000 (depending upon qualifications)

The Board of Supervisors of Wayne County, New York is seeking qualified candidates
for the position of Human Resources Director. This is a non-competitive Public Officer
position, charged by law to administer and enforce the provisions of the Civil Service
Law for the County and to each of the municipalities in the County. The position
provides organizational leadership in areas of planning, evaluation, and implementation
of all policies and functions relating to County employees, labor relations, affirmative
action, training, and compensation plans. The incumbent reports to the County
Administrator and advises the County Board of Supervisors.
The position has recently been reviewed and restructured to reflect the organization’s
desire to not only address Civil Service administration but also Human Resources
support and development to county government. This is an opportunity for the
appropriate individual to make an impact in facilitating change where appropriate and to
become part of an experienced and forward thinking county management team.
Experience with New York State Civil Service administration and in dealing with public
sector bargaining units is desirable.
Minimum Qualifications:
1. Graduation from a regionally accredited or New York State registered college or
university with a Master’s Degree in Business Administration or Human Resources
Management and three (3) years of professional experience in public human resources
administration which included activities such as recruitment and selection, job evaluation
and classification, benefits administration and labor relations; or
2. Graduation from a regionally accredited or New York State registered college or
university with a Bachelor’s Degree in Business Administration or Human Resources
Management and four (4) years of experience in public human resources administration
which included activities such as recruitment and selection, job evaluation and
classification, benefits administration and labor relations.
Wayne County residency will be required within six (6) months of the appointment.

DISTINGUISHING FEATURES OF THE CLASS: This is a Public Officer position,
charged by law to administer the provisions of the Civil Service Law to the County and to
each of the municipalities in the County. The position is further charged with the
responsibility to provide organizational leadership to the Human Resources Department.
Included are areas of planning, implementation and evaluation of all policies and
functions relating to County employees, labor relations, affirmative action, employee
training, compensation plans and all areas of the organization’s finances. The duties are
performed with independence and exercise of judgment within the confines of the
applicable state and federal laws and policies established by the County Board of
Supervisors. This position reports directly to the County Administration and does other
related work as required.
TYPICAL WORK ACTIVITIES:
• Enforces the New York State Civil Service Law and County Civil Service Rules
and oversees all aspects of the process of public personnel administration;
• Serve as an advisor to the County Administrator, Board of Supervisors,
department heads, union representatives and employees on various issues as they
relate to personnel, union contracts and organizational changes;
• Report as required to the Government Operations Committee of the Board of
Supervisors through the County Administrator;
• Direct the day-to-day operation of the Human Resources Department and
supervise all employees of the Department;
• Interprets and applies the Civil Service Law in the formulation of policy and
procedure and tracts and administers all related practices and procedures;
• Participates in union contract negotiations including research, proposal
development, compliance with changing laws, etc., and administer provisions of
agreed contracts;
• Coordinate all employee claims of discrimination, harassment, or improper
practice; thoroughly investigate and make recommendation on related matters;
• Assist the County Administrator with development and administration of the
Management/Confidential Salary Plan;
• Responsible for and oversees the administration of personnel related regulations
such as Workers Compensation, Affirmative Action Program, the Fair Labor
Standards Act, Americans with Disability Act, Family Medical Leave Act and
administers the County Sexual Harassment Policy and initially hears all
complaints;
• Prepares annual departmental budget for Budget Officer and Board of Supervisors
approval and manages budget appropriations in a fiscally responsible manner;
• Prepares annual report of activities to submit to the County Administrator and
Board of Supervisors.

CHARACTERISTICS: Thorough knowledge of the principles, practices and
techniques of human resource administration; good knowledge of public administration
as it applies to local government; good knowledge of principles and administrative
supervision; good knowledge of the laws affecting employment and labor relations;
working knowledge of State Civil Service Law and local Rules and Regulations; skill in
analyzing job requirements, supervisory practices, disciplinary practices, union contracts,
and employer policies from an anti-discrimination perspective; skill in presenting labor
arbitration cases, disciplinary cases, employment-related appeals and other quasi-judicial
proceedings; ability to analyze and assess training needs and to provide training programs
to address said needs; ability to manage and supervise an office and prepare budgetary
materials; ability to communicate effectively both orally and in writing; ability to analyze
and resolve complex problems regarding Human Resources and employee benefits
matters; ability to plan, organize and evaluate the work of others; ability to establish and
maintain effective working relationships requiring confidentiality, courtesy, tact, and
discretion with employees, officials and the public; ability to work independently in
carrying out the duties prescribed by law, custom, common practice and direction of the
County Administrator; ability to use computerized office management tools; physical
condition commensurate with the demands of the position.
