Task Coverage
 Each institution is responsible to provide its share of service
  proportional to its membership count
 Philosophy of ‘you build it, you maintain it’ works reasonably
  well
   o   Funding agencies have a strong preference for this
        • a legacy of the Memoranda of Agreement signed during detector
          construction
   o   Software/computing service is more flexible.
 Effort for major upgrades come from the existing groups.
  These new efforts never have problems attracting eager post-
  docs and students from the more flexible US institutions.
   o   It is more difficult to man systems that require only routine
       maintenance: streamlining the task helps here.
 New groups joining BaBar sign MOAs taking responsibility for
  specific tasks. New member burdens are 0.5 FTE in the first
  year.

New initiative to fill system tasks
 Examined system manpower requirements last December in the
 Technical Board
    o All systems are at a minimal asymptotic level of support,
      with well identified tasks and needs

 Have now examined with system mangers the plans for coverage
 of these tasks, as well as open needs, through end of operations
     o We are at the beginning of a process of engaging PIs and
       national groups in filling open positions
     o We will also be paying specific attention to institutions that
       have below average service contribution rates

  We expect that the present service task policies will be sufficient
  to fill most positions
      o In some cases, the tasks are quite technical requiring
          specific expertise; these will be more challenging
      o SLAC has been very supportive in using short-term staff
          positions to help alleviate these special positions

Conclusions
 Operation of BABAR is routine with well understood
  requirements
  o   Revised computing model has proven very robust, with most
      development complete at this stage
  o   We have scrutinized the needs of systems and do not see
      substantial possibilities for reductions
 Generally appears to be a good match between
  requirements to maintain efficient operations and PI
  plans for participation in BABAR
  o   For some specialized tasks, finding experienced or qualified
      people is becoming more challenging
  o   SLAC is fully supportive and recognizes that in some cases
      short-term staff appointments are needed

Conclusions
 Requirements to complete LST project are well
  understood
  o   Installation is well supported by participating US and Italian
      institutions, with extensive planning based on work in 2004
 Small number of additional development projects are
  underway
  o   Relieving DAQ limits, removing remaining dependence on
      Objectivity, further work on bookkeeping system
