Apologies for absence were submitted from Councillors Mrs H Hird, Johnson, Southern and
Thomson and Ward Councillor Pollard.

116. DECLARATIONS OF INTERESTS – Councillor Dunning declared an interest in the item
relating to Walkington School Hall Management Committee as a representative appointed by
the Council (Minute 147 refers).

117.      CHAIRMAN'S ANNOUNCEMENTS - The Chairman had no announcements.

118.      PUBLIC PARTICIPATION – There were no items
119. MINUTES - Resolved – That subject to the deletion of the words “Across Allotments” in
the heading of Minute 85, the minutes of the meeting of the Council held on 6th July 2010
having been printed and previously circulated be approved as a correct record and signed by
the Chairman.
          MATTERS ARISING
120. Humberside Fire Service Town and Parish Engagement – Further to Minute 76 it was
reported that it had been agreed with Mr P Drury, Consultation and Engagement Officer,
Humberside Fire and Rescue Service that he would look to attend the next meeting in October
2010 to update Members.
          Resolved – That the information be noted
121. Application for Financial Assistance – Walkington Playing Field Association –
Further to Minute 78 it was reported that no decision had yet been taken on the grant
application to the Parish Council as no further information was yet available from the
Association as to the funding shortfall following the Association’s application to the Sherwood
and Waudby Charity. Councillor Acum confirmed that an application had been submitted to the
Charity and was awaiting a meeting of the trustees.
          Resolved – That the information be noted
122. Tree and Hedge Maintenance – Further to Minute 84 the Chairman confirmed that
Mr Wright would carry out the work in the near future.

123. New Sign on Right of Way to Mill Cottage, Mill Lane – Further to Minute 85 it was
reported that the previous minute had caused some confusion in the village as it had incorrectly
suggested that there was a right of way across the allotments to Mill Cottage when in fact the
Minute should have referred only to that section of Public Footpath towards Mill Cottage which
was a cul-de-sac section with no way through and which was sign posted as a cul-de-sac.
          Resolved – That the report be noted
124. Broadgates Playing Field – Maintenance of the Ditch – Further to Minute 86 the
latest response from East Riding Council was submitted indicating that at the time of the original
survey in late 2009/early 2010 some debris/fly tipped litter was noted, and in addition a small
number of self seeded trees and areas of thick brambles in the ditch. As the ditch fell under
riparian ownership the maintenance/removal of the debris would normally fall to the adjacent
landowners, however, on a non-prejudicial basis ERYC had funded the removal of the self
seeded trees, larger items of litter and thick undergrowth in the ditch along the full length of the

ditch, not just adjacent to the playing fields. During the survey it also noted that the ditch bed
was level with the culverts located under the access ways, which indicated that there was not a
problem with sediment being deposited in the ditch, presumably due to the negligible volume of
water it carried, which would consist primarily of some run-off from the footpaths and possibly
the adjacent carriageway. The section of ditch adjacent to the playing fields was re-surveyed on
8th July 2010 when a very small amount of litter and some light vegetation that was
 to be expected at that time of year was noted. As the terms of the lease transferred
maintenance responsibilities to the tenants from the land owner (ERYC), that meant that the
football club was responsible for removing litter from the ditch adjacent to land they lease.
However, nothing had been noted that would cause concern regarding the ability of the ditch to
operate effectively. Also there was no property level flooding recorded in that area as a result of
the June 2007 floods.
        It was also reported, further to Minute 102, that the Community Pay Back Scheme had
recently visited the parish and had picked-up litter from the car park area adjacent to the ditch
and had also visited the other areas that had been suggested by the Parish Council. A Member
reported that a litter bin had been installed at the Bottle Bank site and queried when a waste bin
would be provided near Eastwood as had previously been agreed. It was reported that East
Riding Council had agreed to provide a waste bin near Eastwood but that the situation would be
checked.
       Resolved – That the report be noted and East Riding Council be contacted regarding
the provision of a waste bin near Eastwood.
125. Red Yats Paddock – Condition of Tree – Further to Minute 109 the Chairman reported
that he had inspected the tree and that as it was dead he intended to ask Mr R Wright to add its
removal to the list of other tree works he would be carrying out (Minute 122 above refers). A
Member reminded the Parish Council that he had previously raised he need for ivy growing up
trees in Kirk Lane to be cut back as part of the works to be undertaken by Mr Wright.
      Resolved – That the report be noted and that the issue mentioned be referred to
Mr R Wright.
126. Routine Matters - Siting of Satellite Dish on Albanwise Land – Further to Minute 114
Members discussed the siting of a satellite dish on land owned by Albanwise. Members also
commented that it appeared that some residents were dumping garden rubbish on the land.
        Resolved – That a letter be sent to Albanwise asking whether they are aware of the
siting of a satellite dish and the dumping of garden rubbish on their land.

127. Routine Matters - Tree roots lifting pavement outside 33 Beech View – Further to
Minute 114 East Riding Council had indicated that some footway patching would be carried out
outside 37 and 45 Beech View to repair root damage but that no problems had been noted
outside 33 Beech View.
       Resolved – That the report be noted
128. Routine Matters - Need for dropped kerb at the junction of All Hallows Road/Beech
View – Further to Minute 114 East Riding Council had requested clarification regarding the
suggested need for dropped kerbs at the All Hallows Road/Beech View junction and had
queried whether the Parish Council meant the junction of Autherd Garth/Beech View, as that
junction had already had dropped kerbs installed, as had all the junctions off All Hallows Road
and Autherd Garth.
       Resolved – That the situation be looked at and discussed further at the next meeting.
129. COMMUNITY SAFETY MATTERS – Details of incident reports received from the Police
since the last meeting were submitted.

       EAST RIDING COUNCIL MATTERS:
130. Walkington Chicane – Results of Traffic Flow Surveys – Details were submitted of
the results of 2 surveys carried out by East Riding Council on 13th July 2010 monitoring traffic
flows at the chicane at the west end of the village. East Riding Council had stated that the
chicane was an integral part of the traffic calming in Walkington and was essential to reduce the
speed of traffic prior to the vertical traffic calming measures in the village, and that its removal
would result in high entry speeds and vehicles hitting the first hump at high speed causing
serious injury to occupants. With regard to road safety Members expressed concern that
vehicles working for Stoneledge often went through the village un-sheeted resulting in lumps of
chalking falling off the vehicles, particularly at roundabouts.
       Resolved – (a) That the survey information be received, and (b) that the attention of the
Vehicle and Operator Services Agency (VOSA) be drawn to the health and safety concerns
regarding the use of un-sheeted HGVs by Stoneledge.
131. ‘Making it Happen’ East Riding Local Development Framework Consultation - A
letter dated 4th August 2010 from East Riding Council was submitted setting out the next steps
following the recent consultation on the Local Development Framework.
       Resolved – That the letter be received.
132. Flood Liaison Group – It was reported that the next meeting would be held on 23rd
September 2010 at 10.00am and that 1 representative was permitted.
      Resolved – That Councillor Dunning will attend.

139. PROPOSED RATHLIN ENERGY (UK) LTD 3D SEISMIC SURVEY - WALKINGTON
PARISH COUNCIL AREA – Notification had been received of a proposed seismic survey to be
carried out in the parish. Notice of the proposals had been published on the Council’s Notice
Boards. A copy of information and responses received from Rathlin Energy (UK) Ltd to
questions raised by Members seeking clarification of the proposals was submitted
       Resolved – That the information be received.

140. COMMUNITY RIGHT TO BUILD – CONSULTATION - Resolved – That the information
be received.

141. EAST RIDING COUNCIL – LICENSING ACT 2003 – REVIEW OF STATEMENT OF
LICENSING POLICY – A letter dated 1st August 2010 from East Riding Council was submitted
inviting comments on a review of its Statement of Licensing Policy. The draft Statement had
been published on that Council’s website. Responses had to be submitted by 30th September
2010.
        Members reported on complaints by residents regarding the noise disturbance arising
from loud music at an event in a marquee at The Barnhouse on 4th September 2010. Members
were reminded that on a previous occasion residents had been advised to report the matter to
the Licensing Section at East Riding Council and also to keep a log of any incidents. In terms of
the Statement of Licensing Policy it was suggested that perhaps the policy might need revising
so as to address a situation like The Barnhouse where loud music is played in a marquee in
close proximity to neighbouring residential properties in a rural village. The draft Statement
states:

               “Prevention of Public Nuisance
               4.24 The Licensing Authority will take an objective view as to the potential for
                    nuisance particularly where licensed premises are operating in close
                    proximity to residential properties.

                     Operating schedules should address the issue of potential nuisance.”

         Resolved – (a) That East Riding Council be asked to review the Statement of Licensing
Policy (either in section 4.24 or elsewhere in the Statement), to reflect this Council’s views that it
is inappropriate for loud music to be played in a marquee in a confined residential area in a rural
village, and

(b) that an item be included in the Village Newsletter advising residents that if they experience
noise disturbance from licensed events in the village they should ring East Riding Council’s
Environmental Control Team, Public Protection Division (Tel: 01482 396301 during Office hours
or in an emergency out of hours Tel: 08457 887700. The Customer Service Centre operator will
take your details and pass them to a duty officer.), and also that hey should keep a log of such
incidents for future reference as that will help the Department to build up a case for possible
action.

142. BUDGET MONITORING REPORT 2010/11 – A report was submitted monitoring income
and expenditure against the approved budget for 2010/11.
       Resolved – That the report be noted.

143. Income - Resolved - That it be noted that no income had been received since the last
meeting of the Council.
144. Balances - Resolved – That it be noted that the bank balances at 13th August 2010
amounted to £35,657.13 but that did not take into account any expenditure committed from the
previous year or anticipated during the current year or the income reported at this meeting.

April to 31st July 2010 and the apportionment of costs under the Joint Use Agreement was
submitted. The Clerk updated Members regarding the appointment of a Secretary to the School
Hall Management Committee.
       Resolved – (a) That the apportionment of costs be noted, and (b) that a further update
regarding the appointment of a Secretary to the School Hall Management Committee be
provided at the next meeting.

148. Youth Club Committee – Councillor Swann reported orally on matters relating to the
Youth Club

       CORRESPONDENCE
149. Condition of Land adjoining 11 Saunders Lane – Correspondence was submitted
regarding the condition of land adjoining 11 Saunders Lane.

       Resolved – That the Council consider that this is essentially a private matter between
the parties concerned and notes that the complainant has already written to the owners of the
land.

150. Appeal Re Wind Farm Development at Monkwith – Land south of Hogsea Lane,
Hilston (ref 09/2000) – Further to previous correspondence from Roos Parish Council it was
reported that in connection with the forthcoming appeal Parish Councils were being asked
whether they would support the following proposal:

       “We strongly feel that this unprecedented number of wind farms in one small Parish of
       Roos is totally unacceptable and planning permission should be refused.”

       Resolved – That the Parish Council supports the above proposal.

          East Riding Council regarding the supply of a replacement map.

         New Parish Notice Boards – Clerk to discuss with Councillor Southern
