ASSISTANT TO THE CHIEF OPERATING OFFICER Salary Range: $60,000 / ANNUALLY
POSITION
Vacancy is in the Office of the Chief Operating Officer. Under general direction, assists the Chief Operating Officer in
administering municipal programs and carries out sensitive and complex internal and external assignments. This position is
in the unclassified service and incumbent is appointed by the Mayor and serves at the pleasure of the Chief Operating
Officer in accordance with Chapters IV and V of the City Charter. Assists, facilitates, and participates in the development
and coordination of policies and activities related to the City’s mission. Coordinates management and programmatic
functions, on a city-wide basis, to carry out the mission and the goals of the City. Conducts research and develops
recommendation on operating policy and procedures, services, and other administrative issues. Completes special projects
for the Chief Operating Officer and works on interdepartmental teams to respond to policy questions and issues.
Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work
cooperatively and jointly to provide seamless customer service. Performs related work as required. The hours of work are
40 per week and the above salary includes 5% in lieu of overtime.
QUALIFICATIONS
Bachelor’s Degree from an accredited four-year college or university with major course work in public administration,
business administration or a closely related field, and three (3) years of increasingly responsible experience in project
management or a combination of training and work experience that demonstrates the knowledge and ability to perform the
duties.

NECESSARY SPECIAL REQUIREMENT: City of Hartford residency required within six (6) months of appointment.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of a variety of computer software including Microsoft Project. Administrative principles and methods including
goal setting, project planning, and policy development and implementation. Principles and practices of public
administration. Governmental budgetary processes and finance administration. Principles and practices of program and
project management. Research methods and data analysis.
Ability to organize information into decision recommendations on a range of issues. Lead, facilitate, consultatively manage
and/or participate in strategic planning and policy development and implementation. Gather relevant data, analyze complex
and sensitive problems, evaluate alternative and make sound, expert recommendations. Handle multiple projects
simultaneously and use good judgment in prioritizing work assignments. Prepare clear, concise, accurate and persuasive
proposals, reports, correspondence, analytical studies and other written materials. Establish and maintain highly effective
working relationships with managers, elected and appointed officials, staff, community and business leaders, the media, and
others encountered in the course of work.
