READING:
Long Range Goal for Reading: The percentage of students in the 3rd through 8th, and
11th grades (as measured by progress with cohort groups of the same students from 2nd
through 7th, and 10th grades) will continue to increase in achievement at the intermediate
or advanced levels of proficiency on the Reading Comprehension subtest of the Iowa
Tests of Basic Skills and the Iowa Tests of Educational Development, respectively.

West Central Schools did meet their annual progress reading goal as the percentage of
students in grade 8 did increase at the intermediate or advanced levels of proficiency on
the Reading Comprehension Test of the Iowa Tests of Basic Skills (ITBS) for 2008-2009,
as the percentage of students proficient in this cohort went from 73% proficient in 07-08
to 92.3% proficient in 08/09, for a proficiency increase of 19.3%. The number of low
proficient students decreased from 27% in 07-08 to 7.7% in 08-09 for a 19.3% decrease
in low proficient students. Additionally, West Central also met the AYP (annual yearly
progress) goal as established by the State of Iowa, in the area of reading for grades 3-8,
and 11.

Alternative Assessments:
Reading BRI: Basic Reading Inventory Data
90% of 4th grade students tested at or above grade level on the BRI in the fall of 2008,
and 92% of first and 95% of all second, third, and fourth graders tested at or above grade
level on the BRI in the spring of 2009. All students in grades first through fourth showed
growth from the fall 2008 testing to the spring of 2009.
This BRI assessment is given to students in grades 1-4. This test assesses students in oral
reading (reading out loud), comprehension (understanding what is read), and phonetics
(sounding out words). This assessment is given in the fall and then again in the spring.

The West Central Community Schools 8th graders were given the SCASS – the
Science Collaborative on Assessment and Student Standards Science Project as their
alternative assessment in science. The 8th grade was given an SCASS assessment
dealing with Starch and Sugar Testing. 85.8 of the eight grade students tested at the
proficient level while 42.9% tested at the highly proficient level.

ACT test scores at West Central!!
Senior Class of 2009: A total of twelve seniors, or 54.5% of the class of 2009, have
taken the ACT with 28 being the high and 15 the lowest score, for a class total average of
21.92. 9 of 12 of the 2009 seniors, or 75%, scored at or above the cut-score of 20, which
is the cut-score used to indicate probable success in college. During the same time period
we had a total of eight junior take the ACT with seven or the eight score at or above the
cut score of twenty, or 87.5% of the junior taking the ACT score above the cut score. A
total of twenty juniors and seniors took the ACT in 2008-09, with 16 of 20 students, or
80% scored at or above the cut score of twenty. The average cut-score for the junior class
in 08-09 was 22.125, 2.125 points above the cut score of 20. Combined, 20 senior and
juniors took the ACT in 2008-09 with an overall cut-score average of 22.0, with 16 of 20
score above the cut-score.

Score
From 2005 to 2007, the average class ACT has risen 1.35 points, and the participation
level has risen 11.11%. In the past four years the participation level in the ACT went
from 33.3% in 2005, to 61.29% participation in 2008, a 27.99% increase in participation!
During the same four year time period, the average cut score has risen by ½ point from
22.83 in 2005, to 23.32 in 2008, with the highest cut score average being 24.18 in 2007.
The increase in student ACT scores is impressive and encouraging.
There are additional local indicators that impact student achievement. At West
Central, we feel that one of the local indicators is the success and participation of our
character education programs. We have a “N.I.C.E.” (Necessities In Character
Education) program for our K-6 grade students, a “Character Counts” program that
utilizes the six pillars in 7th and 8th grade, and the “Get a Grip” program, Boomerang,
Big Brothers and Big Sisters (Siblings by choice), various tobacco coalition projects, and
character counts for our high school students.
